However, some major projects under the ministry have become uncertain due to the government’s decision to hold the local level polls in phase-wise manner.</p> <p>Three of the projects identified by the ministry have been hit by the election deferral, which was initially announced for May 14.</p> <p>The projects suffered setbacks as the election code of conduct was in place when the budget was announced.</p> <p>The constitution had set the deadline of May 29 as the date for budget announcement while the opposition parties were demanding the government not bring any programmes that could possibly influence the election results.</p> <p>The new projects and programmes were announced as per the understanding reached between the political parties amid this backdrop. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p> <p>Since the local elections held after 20 years couldn’t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p> <p>Despite having adequate budget, various projects couldn’t get approval due to political instability.</p> <p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. According to the circular, anyone elected in any of the three tiers of elections, namely local, provincial and federal, cannot remain in the board of BFIs.</p> <p>The Banks and Financial Institutions Act (BAFIA) passed by the parliament last year has provisions to bar lawmakers from being a member of the board of directors of BFIs. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p> <p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p> <p>The central bank said it issued the circular effective from July 24.</p> <p>NRB’s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p> <p>“We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,” said Poudel.</p> <p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p> <p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p> <p>“They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. The cheques issued by the government offices till the final day of the last fiscal year 2016/17 will be valid only up to one month of their issuance.</p> <p>According to the FCGO, the government was liable to pay Rs 102 billion for issuing cheques as of July 20 but the outstanding amount dropped significantly to Rs 47 billion by July 23 as lots of cheques got cleared.</p> <p>Financial Comptroller General Rajendra Prasad Nepal said that there is provision to clear the cheques only up to one month of their issuance but the concerned stakeholders turn up to draw the amount whenever they like.</p> <p>“It is difficult to clear the amount at the last minute so everyone should be aware of this fact,” said Nepal.</p> <p>FCGO had opted for e-payment trial from Singha Durbar but the concerned officials said it would take some time before the system comes into practice since it needs to be approved by commercial banks and Nepal Clearing House.</p> <p>FCGO has also prepared a draft on financial working procedure act for local, provincial and federal structure of the country. The amount is 33.1 percent more than the revenue collection in the corresponding period of the previous fiscal year. In the first 11 months of the FY 2015/16, the government had collected revenue of Rs 396.02 billion.</p> <p>A report entitled ‘Economic and financial status of the country’ published by Nepal Rastra Bank attributes the rise in revenue collection to the sharp increase in collection of value added tax (VAT), customs duty, income tax, excise duty among others.</p> <p>The government collected VAT worth Rs 146.44 billion, which is 27.8 percent of total revenue collected by the government in the first 11 months of the last FY. Last year’s VAT collection was also up by 34.5 percent compared to the previous year.</p> <p>Within the period, customs duty has increased by 45.7 percent, excise duty by 78.3 percent, vehicle tax by 25.9 percent and registration fee by 76.8 percent. Collection of other tax has dropped by overall 26.7 percent. The other tax category includes road construction and repair tax as well as business registration fee.</p> <p>During the review period, customs duty contributed 19.4 percent to the overall revenue collection while the contribution of income tax was 22.7 percent.</p> <p>The government’s expenditure as compared to its resource mobilization has remained minimal due to which the government’s cash reserve has reached Rs 269.07 billion.</p> <p>During the review period, the total government expenditure in terms of cash flow had increased by 43 percent to Rs 555.10 billion. The government has a policy of promoting composite fiber cylinders after incidents of iron cylinders bursting were reported frequently.</p> <p>The government has given permission to the private sector to import such cylinder after evaluating their standard. Birgunj-based Karmam Bhagyam Company Pvt Ltd has imported composite fiver cylinders in the Nepali market from India.</p> <p>According to the company’s Managing Director Kishori Lal Tiwadewal, at present they have introduced 14.5 kg cylinder in the market. The company is planning to bring cylinders that can adjust 5 to 19 kg of LPG.</p> <p> Tiwadewal claimed that the cylinders pose very little risk of bursting as they are made up of fiber glass wrapped in plastic.</p> <p>“Just in case fire breaks out, this cylinder will melt down but will not blast,” said Tiwadewal.</p> <p>Fiber cylinders are transparent and the consumers can see the amount of gas left in the cylinders. Such dual role would weaken good governance so we decided to issue the circular,” said Poudel.</p> <p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p> <p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p> <p>“They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. In the first 11 months of the FY 2015/16, the government had collected revenue of Rs 396.02 billion.</p> <p>A report entitled ‘Economic and financial status of the country’ published by Nepal Rastra Bank attributes the rise in revenue collection to the sharp increase in collection of value added tax (VAT), customs duty, income tax, excise duty among others.</p> <p>The government collected VAT worth Rs 146.44 billion, which is 27.8 percent of total revenue collected by the government in the first 11 months of the last FY. Last year’s VAT collection was also up by 34.5 percent compared to the previous year.</p> <p>Within the period, customs duty has increased by 45.7 percent, excise duty by 78.3 percent, vehicle tax by 25.9 percent and registration fee by 76.8 percent. Collection of other tax has dropped by overall 26.7 percent. The other tax category includes road construction and repair tax as well as business registration fee.</p> <p>During the review period, customs duty contributed 19.4 percent to the overall revenue collection while the contribution of income tax was 22.7 percent.</p> <p>The government’s expenditure as compared to its resource mobilization has remained minimal due to which the government’s cash reserve has reached Rs 269.07 billion.</p> <p>During the review period, the total government expenditure in terms of cash flow had increased by 43 percent to Rs 555.10 billion. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p> <p>Since the local elections held after 20 years couldn’t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p> <p>Despite having adequate budget, various projects couldn’t get approval due to political instability.</p> <p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p> <p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p> <p>The central bank said it issued the circular effective from July 24.</p> <p>NRB’s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p> <p>“We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,” said Poudel.</p> <p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p> <p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p> <p>“They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. The cheques issued by the government offices till the final day of the last fiscal year 2016/17 will be valid only up to one month of their issuance.</p> <p>According to the FCGO, the government was liable to pay Rs 102 billion for issuing cheques as of July 20 but the outstanding amount dropped significantly to Rs 47 billion by July 23 as lots of cheques got cleared.</p> <p>Financial Comptroller General Rajendra Prasad Nepal said that there is provision to clear the cheques only up to one month of their issuance but the concerned stakeholders turn up to draw the amount whenever they like.</p> <p>“It is difficult to clear the amount at the last minute so everyone should be aware of this fact,” said Nepal.</p> <p>FCGO had opted for e-payment trial from Singha Durbar but the concerned officials said it would take some time before the system comes into practice since it needs to be approved by commercial banks and Nepal Clearing House.</p> <p>FCGO has also prepared a draft on financial working procedure act for local, provincial and federal structure of the country. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p> <p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p> <p>The central bank said it issued the circular effective from July 24.</p> <p>NRB’s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p> <p>“We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,” said Poudel.</p> <p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p> <p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p> <p>“They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. The cheques issued by the government offices till the final day of the last fiscal year 2016/17 will be valid only up to one month of their issuance.</p> <p>According to the FCGO, the government was liable to pay Rs 102 billion for issuing cheques as of July 20 but the outstanding amount dropped significantly to Rs 47 billion by July 23 as lots of cheques got cleared.</p> <p>Financial Comptroller General Rajendra Prasad Nepal said that there is provision to clear the cheques only up to one month of their issuance but the concerned stakeholders turn up to draw the amount whenever they like.</p> <p>“It is difficult to clear the amount at the last minute so everyone should be aware of this fact,” said Nepal.</p> <p>FCGO had opted for e-payment trial from Singha Durbar but the concerned officials said it would take some time before the system comes into practice since it needs to be approved by commercial banks and Nepal Clearing House.</p> <p>FCGO has also prepared a draft on financial working procedure act for local, provincial and federal structure of the country. In the first 11 months of the FY 2015/16, the government had collected revenue of Rs 396.02 billion.</p> <p>A report entitled ‘Economic and financial status of the country’ published by Nepal Rastra Bank attributes the rise in revenue collection to the sharp increase in collection of value added tax (VAT), customs duty, income tax, excise duty among others.</p> <p>The government collected VAT worth Rs 146.44 billion, which is 27.8 percent of total revenue collected by the government in the first 11 months of the last FY. Last year’s VAT collection was also up by 34.5 percent compared to the previous year.</p> <p>Within the period, customs duty has increased by 45.7 percent, excise duty by 78.3 percent, vehicle tax by 25.9 percent and registration fee by 76.8 percent. Collection of other tax has dropped by overall 26.7 percent. The other tax category includes road construction and repair tax as well as business registration fee.</p> <p>During the review period, customs duty contributed 19.4 percent to the overall revenue collection while the contribution of income tax was 22.7 percent.</p> <p>The government’s expenditure as compared to its resource mobilization has remained minimal due to which the government’s cash reserve has reached Rs 269.07 billion.</p> <p>During the review period, the total government expenditure in terms of cash flow had increased by 43 percent to Rs 555.10 billion. Birgunj-based Karmam Bhagyam Company Pvt Ltd has imported composite fiver cylinders in the Nepali market from India.</p> <p>According to the company’s Managing Director Kishori Lal Tiwadewal, at present they have introduced 14.5 kg cylinder in the market. The company is planning to bring cylinders that can adjust 5 to 19 kg of LPG.</p> <p> Tiwadewal claimed that the cylinders pose very little risk of bursting as they are made up of fiber glass wrapped in plastic.</p> <p>“Just in case fire breaks out, this cylinder will melt down but will not blast,” said Tiwadewal.</p> <p>Fiber cylinders are transparent and the consumers can see the amount of gas left in the cylinders.
