<p>In its semi-annual assessment of economic performance, the World Bank reported that economic activity in Nepal, which rebounded strongly in fiscal year 2017, has been impacted once again by severe floods affecting over a third of the country.</p>

<p>Damaging floods in mid-August are likely to affect agriculture, economic activity, and poverty reduction efforts even up to FY 2018.</p>

<p>&nbsp;&ldquo;Economic growth is expected to be lower than earlier forecast and is expected to average 4.5 percent over the next two fiscal years,&rdquo; says Sudyumna Dahal, World Bank economist and principal author of the latest Nepal Development Update.</p>

<p>According to the report, the floods have affected over 5 percent of the total population, with several districts recording the heaviest rainfall in 60 years. Over 80 percent of land in the southern Tarai, the country&rsquo;s food basket, was affected. Estimates of destroyed crops at 64,000 hectares will likely lead to a weak agricultural output in FY 2018.</p>

<p>As Nepal prepares for an ambitious shift from a unitary to federal system of government, closer attention to sequencing political, financial and administrative decentralization will be key, the report says.</p>

<p>The World Bank has said a large proportion of federal spending is expected to be passed on to the sub-national governments, ultimately increasing public spending starting from FY 2018.</p>

<p>However, the report cautions that unresolved issues surrounding the implementation of the new federal architecture could challenge budget execution, particularly during the upcoming year.</p>

<p>&nbsp;Nepal&rsquo;s new fiscal federalism system suggests a marked asymmetry between stronger decentralization of spending responsibilities and relatively unchanged low decentralization of tax collection powers, notes the report.&nbsp; Similar imbalances hold true between regions across the country.</p>

<p>&nbsp;&ldquo;The sub-national governments will play an increasingly critical role in Nepal&rsquo;s public expenditures,&rdquo; said Takuya Kamata, the World Bank&rsquo;s country manager for Nepal. &ldquo;A system of fiscal transfers that is designed for transparency and predictability and supported by a small set of simple rules, could go a long way in helping meet the development objectives of federal Nepal,&rdquo; he said.</p>

<p>&nbsp;The report has made some key observations including many functional assignments are &ldquo;shared&rdquo; among the three levels of government. It also observed that the revenue collection and tax administration remain relatively unchanged and highly centralized, with limited existing tax bases for sub-national governments. The report suggests that the resulting mismatch between revenue collection and service provision could be closed through inter-governmental transfers.&nbsp;</p>

<p>The report said that although the government revenue collection in FY 2017 reached a new record, the government spending accelerated as well. However, more than 60 percent of the capital budget was spent in the last quarter of the fiscal year while expenditure remained significantly below the planned budget, a perennial problem in Nepal. The era of balanced budgets has ended with the fiscal deficit reaching an estimated 3.3 percent of GDP in FY 2017 and is expected to increase as well.</p>

<p>&nbsp;Additionally, the current account, which turned into a deficit in FY 2017, is also expected to deteriorate further in FY 2018.</p>

<p>The report predicts that import growth should remain strong, while growth of exports and remittances are expected to remain sluggish. Recorded departures of migrant workers have continued to slow, reaching a five-year low in FY 2017. Given the geopolitical tensions between Gulf Cooperation Council countries and Qatar&mdash;a major destination of migrant workers&mdash;departures are not expected to improve significantly.</p>

<p>Both sides expressed their grievances related to the act during a program organised by Nepal Chamber of Commerce (NCC) on Friday, September 15.</p>

<p>Businessmen complained that the government authorities have been threatening them for tax evasion under the money laundering act. Meanwhile, government authorities say that it is necessary to implement the act as they are signatory to international convention on money laundering.</p>

<p>However, knowledgeable sources claim that both the government and the entrepreneurs say one thing but have different strategies. &ldquo;The government has been using the money laundering act to curb tax evasion, under invoicing and black marketing,&rdquo; said a former secretary, adding, &ldquo;Businessmen on the other hand claim that they cannot be booked for tax evasion under the money laundering act.&rdquo;</p>

<p>Under this act, Nepal Rastra Bank recently made it mandatory for any transaction more than Rs 1 million to be done through banking channel. The two sides are still at odds regarding this issue.</p>

<p>Of late, government authorities have been considering money laundering as the medium of all other crimes. The government has started finding sources of income of suspected people for curbing money laundering. Representatives of the private sector say that they are having difficulties in conducting business due to the new provisions.</p>

<p>Experts say that the government is likely to tighten the screw on money laundering just to show the international community of its commitment made during international conventions. &nbsp;&nbsp;</p>

<p>NCC Chairman Rajesh Kaji Shrestha said that the money laundering act should not involve tax issues that have direct impact on businessmen but should have been concerned with topics like terrorism and corruption.</p>

<p>Meanhwile, Money Laundering Research Department&rsquo;s Director General Jeevan Ram Sitaula said that there is no need for honest businessmen to be afraid of the money laundering act.</p>

The current municipal chief Bista took over the responsibility of the tower three years ago. The view tower had remained closed after sustaining damages during the April 25, 2015 earthquake. Bista informed that the tower has already been renovated and is currently under the jurisdiction of the municipality.</p>

<p>The Everest View Tower in Daman of Makwanpur district is 75 kilometers away from Kathmandu and 55 kilometers from Hetauda.</p>

<p>JICA said in a press statement that a Community Training Center in Bungkot, Gorkha come back into operation on September 15 with its support. Likewise, JICA also inaugurated a newly reconstructed Small Farmer Agriculture Product Collection Center in Bhotechaur, Sindhupalchowk on August 15.</p>

<p>Both buildings were reconstructed by JICA based on the &ldquo;Build Back Better&rdquo; principle through its &ldquo;Project on Rehabilitation and Recovery from Nepal Earthquake,&rdquo; reads the statement.</p>

<p>JICA Nepal said it has undertaken reconstruction of more than 20 earthquake resilient public facilities in Gorkha and Sindhupalchowk damaged by the 2015 earthquake which shall be completed within a year.</p>

<p>According to JICA, the Bungkot Community Training Center, handed over to the Shahid Lakhan Rural Municipality, can be utilized for a wide range of community-level activities with major focus on post-earthquake recovery in the municipality.</p>

<p>&ldquo;It is a one-story building and houses a training hall, a kitchen and a canteen. It is also a barrier-free building with a wheelchair ramp and a restroom equipped for people with disabilities. The construction work started on May 15, 2016 with a total cost of NRs 14.28 million,&rdquo; the statement said.</p>

<p>Bhotechaur Small Farmer Agriculture Product Collection Center in Sindhupalchowk, which was handed over to the Suryamukhi Small Farmer Cooperative Limited, is a two-story building with its ground floor mainly for farmers to store their products before sending to markets, the statement further said.</p>

<p>The construction work started on June 20 last year with a total cost of NRs 14 million, JICA said.</p>

<p>Besides the infrastructure reconstruction support, JICA said it also conducted a series of farming skill enhancement activities for the farmers in Bhotechaur and other VDCs in Sindhupalchowk. Combined with reconstruction of agricultural infrastructure in the district, JICA claimed it contributes to livelihood restoration among the communities affected by the earthquake.</p>

<p>In addition, JICA also completed rehabilitation of the nearby rural road that connects Bhotechaur and Melamchi in Sindhupalchwok district in April at a total cost of NRs 16.25 million. The road is about 13 kilometers long and now has improved irrigation facilities. It is expected to improve farmers&rsquo; access to the markets. The project was also handed over to the user group during the same occasion.</p>

<p>In its semi-annual assessment of economic performance, the World Bank reported that economic activity in Nepal, which rebounded strongly in fiscal year 2017, has been impacted once again by severe floods affecting over a third of the country.</p>

<p>Damaging floods in mid-August are likely to affect agriculture, economic activity, and poverty reduction efforts even up to FY 2018.</p>

<p>&nbsp;&ldquo;Economic growth is expected to be lower than earlier forecast and is expected to average 4.5 percent over the next two fiscal years,&rdquo; says Sudyumna Dahal, World Bank economist and principal author of the latest Nepal Development Update.</p>

<p>According to the report, the floods have affected over 5 percent of the total population, with several districts recording the heaviest rainfall in 60 years. Over 80 percent of land in the southern Tarai, the country&rsquo;s food basket, was affected. Estimates of destroyed crops at 64,000 hectares will likely lead to a weak agricultural output in FY 2018.</p>

<p>As Nepal prepares for an ambitious shift from a unitary to federal system of government, closer attention to sequencing political, financial and administrative decentralization will be key, the report says.</p>

<p>The World Bank has said a large proportion of federal spending is expected to be passed on to the sub-national governments, ultimately increasing public spending starting from FY 2018.</p>

<p>However, the report cautions that unresolved issues surrounding the implementation of the new federal architecture could challenge budget execution, particularly during the upcoming year.</p>

<p>&nbsp;Nepal&rsquo;s new fiscal federalism system suggests a marked asymmetry between stronger decentralization of spending responsibilities and relatively unchanged low decentralization of tax collection powers, notes the report.&nbsp; Similar imbalances hold true between regions across the country.</p>

<p>&nbsp;&ldquo;The sub-national governments will play an increasingly critical role in Nepal&rsquo;s public expenditures,&rdquo; said Takuya Kamata, the World Bank&rsquo;s country manager for Nepal. &ldquo;A system of fiscal transfers that is designed for transparency and predictability and supported by a small set of simple rules, could go a long way in helping meet the development objectives of federal Nepal,&rdquo; he said.</p>

<p>&nbsp;The report has made some key observations including many functional assignments are &ldquo;shared&rdquo; among the three levels of government. It also observed that the revenue collection and tax administration remain relatively unchanged and highly centralized, with limited existing tax bases for sub-national governments. The report suggests that the resulting mismatch between revenue collection and service provision could be closed through inter-governmental transfers.&nbsp;</p>

<p>The report said that although the government revenue collection in FY 2017 reached a new record, the government spending accelerated as well. However, more than 60 percent of the capital budget was spent in the last quarter of the fiscal year while expenditure remained significantly below the planned budget, a perennial problem in Nepal. The era of balanced budgets has ended with the fiscal deficit reaching an estimated 3.3 percent of GDP in FY 2017 and is expected to increase as well.</p>

<p>&nbsp;Additionally, the current account, which turned into a deficit in FY 2017, is also expected to deteriorate further in FY 2018.</p>

<p>The report predicts that import growth should remain strong, while growth of exports and remittances are expected to remain sluggish. Recorded departures of migrant workers have continued to slow, reaching a five-year low in FY 2017. Given the geopolitical tensions between Gulf Cooperation Council countries and Qatar&mdash;a major destination of migrant workers&mdash;departures are not expected to improve significantly.</p>

<p>However, knowledgeable sources claim that both the government and the entrepreneurs say one thing but have different strategies. &ldquo;The government has been using the money laundering act to curb tax evasion, under invoicing and black marketing,&rdquo; said a former secretary, adding, &ldquo;Businessmen on the other hand claim that they cannot be booked for tax evasion under the money laundering act.&rdquo;</p>

<p>Under this act, Nepal Rastra Bank recently made it mandatory for any transaction more than Rs 1 million to be done through banking channel. The two sides are still at odds regarding this issue.</p>

<p>Of late, government authorities have been considering money laundering as the medium of all other crimes. The government has started finding sources of income of suspected people for curbing money laundering. Representatives of the private sector say that they are having difficulties in conducting business due to the new provisions.</p>

<p>Experts say that the government is likely to tighten the screw on money laundering just to show the international community of its commitment made during international conventions. &nbsp;&nbsp;</p>

<p>NCC Chairman Rajesh Kaji Shrestha said that the money laundering act should not involve tax issues that have direct impact on businessmen but should have been concerned with topics like terrorism and corruption.</p>

<p>Meanhwile, Money Laundering Research Department&rsquo;s Director General Jeevan Ram Sitaula said that there is no need for honest businessmen to be afraid of the money laundering act.</p>

The current municipal chief Bista took over the responsibility of the tower three years ago. The view tower had remained closed after sustaining damages during the April 25, 2015 earthquake. Bista informed that the tower has already been renovated and is currently under the jurisdiction of the municipality.</p>

<p>Both buildings were reconstructed by JICA based on the &ldquo;Build Back Better&rdquo; principle through its &ldquo;Project on Rehabilitation and Recovery from Nepal Earthquake,&rdquo; reads the statement.</p>

<p>JICA Nepal said it has undertaken reconstruction of more than 20 earthquake resilient public facilities in Gorkha and Sindhupalchowk damaged by the 2015 earthquake which shall be completed within a year.</p>

<p>According to JICA, the Bungkot Community Training Center, handed over to the Shahid Lakhan Rural Municipality, can be utilized for a wide range of community-level activities with major focus on post-earthquake recovery in the municipality.</p>

<p>&ldquo;It is a one-story building and houses a training hall, a kitchen and a canteen. It is also a barrier-free building with a wheelchair ramp and a restroom equipped for people with disabilities. The construction work started on May 15, 2016 with a total cost of NRs 14.28 million,&rdquo; the statement said.</p>

<p>Bhotechaur Small Farmer Agriculture Product Collection Center in Sindhupalchowk, which was handed over to the Suryamukhi Small Farmer Cooperative Limited, is a two-story building with its ground floor mainly for farmers to store their products before sending to markets, the statement further said.</p>

<p>The construction work started on June 20 last year with a total cost of NRs 14 million, JICA said.</p>

<p>Besides the infrastructure reconstruction support, JICA said it also conducted a series of farming skill enhancement activities for the farmers in Bhotechaur and other VDCs in Sindhupalchowk. Combined with reconstruction of agricultural infrastructure in the district, JICA claimed it contributes to livelihood restoration among the communities affected by the earthquake.</p>

<p>In addition, JICA also completed rehabilitation of the nearby rural road that connects Bhotechaur and Melamchi in Sindhupalchwok district in April at a total cost of NRs 16.25 million. The road is about 13 kilometers long and now has improved irrigation facilities. It is expected to improve farmers&rsquo; access to the markets. The project was also handed over to the user group during the same occasion.</p>

<p>In its semi-annual assessment of economic performance, the World Bank reported that economic activity in Nepal, which rebounded strongly in fiscal year 2017, has been impacted once again by severe floods affecting over a third of the country.</p>

<p>Damaging floods in mid-August are likely to affect agriculture, economic activity, and poverty reduction efforts even up to FY 2018.</p>

<p>&nbsp;&ldquo;Economic growth is expected to be lower than earlier forecast and is expected to average 4.5 percent over the next two fiscal years,&rdquo; says Sudyumna Dahal, World Bank economist and principal author of the latest Nepal Development Update.</p>

<p>According to the report, the floods have affected over 5 percent of the total population, with several districts recording the heaviest rainfall in 60 years. Over 80 percent of land in the southern Tarai, the country&rsquo;s food basket, was affected. Estimates of destroyed crops at 64,000 hectares will likely lead to a weak agricultural output in FY 2018.</p>

<p>As Nepal prepares for an ambitious shift from a unitary to federal system of government, closer attention to sequencing political, financial and administrative decentralization will be key, the report says.</p>

<p>The World Bank has said a large proportion of federal spending is expected to be passed on to the sub-national governments, ultimately increasing public spending starting from FY 2018.</p>

<p>However, the report cautions that unresolved issues surrounding the implementation of the new federal architecture could challenge budget execution, particularly during the upcoming year.</p>

<p>&nbsp;Nepal&rsquo;s new fiscal federalism system suggests a marked asymmetry between stronger decentralization of spending responsibilities and relatively unchanged low decentralization of tax collection powers, notes the report.&nbsp; Similar imbalances hold true between regions across the country.</p>

<p>&nbsp;&ldquo;The sub-national governments will play an increasingly critical role in Nepal&rsquo;s public expenditures,&rdquo; said Takuya Kamata, the World Bank&rsquo;s country manager for Nepal. &ldquo;A system of fiscal transfers that is designed for transparency and predictability and supported by a small set of simple rules, could go a long way in helping meet the development objectives of federal Nepal,&rdquo; he said.</p>

<p>&nbsp;The report has made some key observations including many functional assignments are &ldquo;shared&rdquo; among the three levels of government. It also observed that the revenue collection and tax administration remain relatively unchanged and highly centralized, with limited existing tax bases for sub-national governments. The report suggests that the resulting mismatch between revenue collection and service provision could be closed through inter-governmental transfers.&nbsp;</p>

<p>The report said that although the government revenue collection in FY 2017 reached a new record, the government spending accelerated as well. However, more than 60 percent of the capital budget was spent in the last quarter of the fiscal year while expenditure remained significantly below the planned budget, a perennial problem in Nepal. The era of balanced budgets has ended with the fiscal deficit reaching an estimated 3.3 percent of GDP in FY 2017 and is expected to increase as well.</p>

<p>&nbsp;Additionally, the current account, which turned into a deficit in FY 2017, is also expected to deteriorate further in FY 2018.</p>

<p>The report predicts that import growth should remain strong, while growth of exports and remittances are expected to remain sluggish. Recorded departures of migrant workers have continued to slow, reaching a five-year low in FY 2017. Given the geopolitical tensions between Gulf Cooperation Council countries and Qatar&mdash;a major destination of migrant workers&mdash;departures are not expected to improve significantly.</p>

Disputes have arised due to the differing views of the government and the private sector regarding money laundering.</p>

<p>Both sides expressed their grievances related to the act during a program organised by Nepal Chamber of Commerce (NCC) on Friday, September 15.</p>

<p>Businessmen complained that the government authorities have been threatening them for tax evasion under the money laundering act. Meanwhile, government authorities say that it is necessary to implement the act as they are signatory to international convention on money laundering.</p>

<p>However, knowledgeable sources claim that both the government and the entrepreneurs say one thing but have different strategies. &ldquo;The government has been using the money laundering act to curb tax evasion, under invoicing and black marketing,&rdquo; said a former secretary, adding, &ldquo;Businessmen on the other hand claim that they cannot be booked for tax evasion under the money laundering act.&rdquo;</p>

<p>Under this act, Nepal Rastra Bank recently made it mandatory for any transaction more than Rs 1 million to be done through banking channel. The two sides are still at odds regarding this issue.</p>

<p>Of late, government authorities have been considering money laundering as the medium of all other crimes. The government has started finding sources of income of suspected people for curbing money laundering. Representatives of the private sector say that they are having difficulties in conducting business due to the new provisions.</p>

<p>Experts say that the government is likely to tighten the screw on money laundering just to show the international community of its commitment made during international conventions. &nbsp;&nbsp;</p>

<p>NCC Chairman Rajesh Kaji Shrestha said that the money laundering act should not involve tax issues that have direct impact on businessmen but should have been concerned with topics like terrorism and corruption.</p>

<p>Meanhwile, Money Laundering Research Department&rsquo;s Director General Jeevan Ram Sitaula said that there is no need for honest businessmen to be afraid of the money laundering act.</p>

<p>Tourism entrepreneurs are hopeful that the inflow of tourists will increase with the commencement of the flight services as the Narayangadh-Mugling road upgradation work coupled with landslides had obstructed the arrival of tourists, particularly from India.</p>

<p>In addition to this, they also believe that the flight services will also promote internal tourism. Bharat Raj Parajuli, vice-president of Pokhara Tourism Council (PTC), said that the new flight schedule will boost tourist arrival.</p>

<p>&ldquo;The new route has made it convenient for the arrival of Indian tourists from Bhairahawa,&rdquo; he said.&nbsp;</p>

The current municipal chief Bista took over the responsibility of the tower three years ago. The view tower had remained closed after sustaining damages during the April 25, 2015 earthquake. Bista informed that the tower has already been renovated and is currently under the jurisdiction of the municipality.</p>

<p>Both buildings were reconstructed by JICA based on the &ldquo;Build Back Better&rdquo; principle through its &ldquo;Project on Rehabilitation and Recovery from Nepal Earthquake,&rdquo; reads the statement.</p>

<p>JICA Nepal said it has undertaken reconstruction of more than 20 earthquake resilient public facilities in Gorkha and Sindhupalchowk damaged by the 2015 earthquake which shall be completed within a year.</p>

<p>According to JICA, the Bungkot Community Training Center, handed over to the Shahid Lakhan Rural Municipality, can be utilized for a wide range of community-level activities with major focus on post-earthquake recovery in the municipality.</p>

<p>&ldquo;It is a one-story building and houses a training hall, a kitchen and a canteen. It is also a barrier-free building with a wheelchair ramp and a restroom equipped for people with disabilities. The construction work started on May 15, 2016 with a total cost of NRs 14.28 million,&rdquo; the statement said.</p>

<p>Bhotechaur Small Farmer Agriculture Product Collection Center in Sindhupalchowk, which was handed over to the Suryamukhi Small Farmer Cooperative Limited, is a two-story building with its ground floor mainly for farmers to store their products before sending to markets, the statement further said.</p>

<p>The construction work started on June 20 last year with a total cost of NRs 14 million, JICA said.</p>

<p>Besides the infrastructure reconstruction support, JICA said it also conducted a series of farming skill enhancement activities for the farmers in Bhotechaur and other VDCs in Sindhupalchowk. Combined with reconstruction of agricultural infrastructure in the district, JICA claimed it contributes to livelihood restoration among the communities affected by the earthquake.</p>

<p>In addition, JICA also completed rehabilitation of the nearby rural road that connects Bhotechaur and Melamchi in Sindhupalchwok district in April at a total cost of NRs 16.25 million. The road is about 13 kilometers long and now has improved irrigation facilities. It is expected to improve farmers&rsquo; access to the markets. The project was also handed over to the user group during the same occasion.</p>

<p>In its semi-annual assessment of economic performance, the World Bank reported that economic activity in Nepal, which rebounded strongly in fiscal year 2017, has been impacted once again by severe floods affecting over a third of the country.</p>

<p>Damaging floods in mid-August are likely to affect agriculture, economic activity, and poverty reduction efforts even up to FY 2018.</p>

<p>&nbsp;&ldquo;Economic growth is expected to be lower than earlier forecast and is expected to average 4.5 percent over the next two fiscal years,&rdquo; says Sudyumna Dahal, World Bank economist and principal author of the latest Nepal Development Update.</p>

<p>According to the report, the floods have affected over 5 percent of the total population, with several districts recording the heaviest rainfall in 60 years. Over 80 percent of land in the southern Tarai, the country&rsquo;s food basket, was affected. Estimates of destroyed crops at 64,000 hectares will likely lead to a weak agricultural output in FY 2018.</p>

<p>As Nepal prepares for an ambitious shift from a unitary to federal system of government, closer attention to sequencing political, financial and administrative decentralization will be key, the report says.</p>

<p>The World Bank has said a large proportion of federal spending is expected to be passed on to the sub-national governments, ultimately increasing public spending starting from FY 2018.</p>

<p>However, the report cautions that unresolved issues surrounding the implementation of the new federal architecture could challenge budget execution, particularly during the upcoming year.</p>

<p>&nbsp;Nepal&rsquo;s new fiscal federalism system suggests a marked asymmetry between stronger decentralization of spending responsibilities and relatively unchanged low decentralization of tax collection powers, notes the report.&nbsp; Similar imbalances hold true between regions across the country.</p>

<p>&nbsp;&ldquo;The sub-national governments will play an increasingly critical role in Nepal&rsquo;s public expenditures,&rdquo; said Takuya Kamata, the World Bank&rsquo;s country manager for Nepal. &ldquo;A system of fiscal transfers that is designed for transparency and predictability and supported by a small set of simple rules, could go a long way in helping meet the development objectives of federal Nepal,&rdquo; he said.</p>

<p>&nbsp;The report has made some key observations including many functional assignments are &ldquo;shared&rdquo; among the three levels of government. It also observed that the revenue collection and tax administration remain relatively unchanged and highly centralized, with limited existing tax bases for sub-national governments. The report suggests that the resulting mismatch between revenue collection and service provision could be closed through inter-governmental transfers.&nbsp;</p>

<p>The report said that although the government revenue collection in FY 2017 reached a new record, the government spending accelerated as well. However, more than 60 percent of the capital budget was spent in the last quarter of the fiscal year while expenditure remained significantly below the planned budget, a perennial problem in Nepal. The era of balanced budgets has ended with the fiscal deficit reaching an estimated 3.3 percent of GDP in FY 2017 and is expected to increase as well.</p>

<p>&nbsp;Additionally, the current account, which turned into a deficit in FY 2017, is also expected to deteriorate further in FY 2018.</p>

<p>The report predicts that import growth should remain strong, while growth of exports and remittances are expected to remain sluggish. Recorded departures of migrant workers have continued to slow, reaching a five-year low in FY 2017. Given the geopolitical tensions between Gulf Cooperation Council countries and Qatar&mdash;a major destination of migrant workers&mdash;departures are not expected to improve significantly.</p>

<p>Both sides expressed their grievances related to the act during a program organised by Nepal Chamber of Commerce (NCC) on Friday, September 15.</p>

<p>Businessmen complained that the government authorities have been threatening them for tax evasion under the money laundering act. Meanwhile, government authorities say that it is necessary to implement the act as they are signatory to international convention on money laundering.</p>

<p>However, knowledgeable sources claim that both the government and the entrepreneurs say one thing but have different strategies. &ldquo;The government has been using the money laundering act to curb tax evasion, under invoicing and black marketing,&rdquo; said a former secretary, adding, &ldquo;Businessmen on the other hand claim that they cannot be booked for tax evasion under the money laundering act.&rdquo;</p>

<p>Under this act, Nepal Rastra Bank recently made it mandatory for any transaction more than Rs 1 million to be done through banking channel. The two sides are still at odds regarding this issue.</p>

<p>Of late, government authorities have been considering money laundering as the medium of all other crimes. The government has started finding sources of income of suspected people for curbing money laundering. Representatives of the private sector say that they are having difficulties in conducting business due to the new provisions.</p>

<p>Experts say that the government is likely to tighten the screw on money laundering just to show the international community of its commitment made during international conventions. &nbsp;&nbsp;</p>

<p>NCC Chairman Rajesh Kaji Shrestha said that the money laundering act should not involve tax issues that have direct impact on businessmen but should have been concerned with topics like terrorism and corruption.</p>

<p>Meanhwile, Money Laundering Research Department&rsquo;s Director General Jeevan Ram Sitaula said that there is no need for honest businessmen to be afraid of the money laundering act.</p>

The current municipal chief Bista took over the responsibility of the tower three years ago. The view tower had remained closed after sustaining damages during the April 25, 2015 earthquake. Bista informed that the tower has already been renovated and is currently under the jurisdiction of the municipality.</p>

<p>Both buildings were reconstructed by JICA based on the &ldquo;Build Back Better&rdquo; principle through its &ldquo;Project on Rehabilitation and Recovery from Nepal Earthquake,&rdquo; reads the statement.</p>

<p>JICA Nepal said it has undertaken reconstruction of more than 20 earthquake resilient public facilities in Gorkha and Sindhupalchowk damaged by the 2015 earthquake which shall be completed within a year.</p>

<p>According to JICA, the Bungkot Community Training Center, handed over to the Shahid Lakhan Rural Municipality, can be utilized for a wide range of community-level activities with major focus on post-earthquake recovery in the municipality.</p>

<p>&ldquo;It is a one-story building and houses a training hall, a kitchen and a canteen. It is also a barrier-free building with a wheelchair ramp and a restroom equipped for people with disabilities. The construction work started on May 15, 2016 with a total cost of NRs 14.28 million,&rdquo; the statement said.</p>

<p>Bhotechaur Small Farmer Agriculture Product Collection Center in Sindhupalchowk, which was handed over to the Suryamukhi Small Farmer Cooperative Limited, is a two-story building with its ground floor mainly for farmers to store their products before sending to markets, the statement further said.</p>

<p>The construction work started on June 20 last year with a total cost of NRs 14 million, JICA said.</p>

<p>Besides the infrastructure reconstruction support, JICA said it also conducted a series of farming skill enhancement activities for the farmers in Bhotechaur and other VDCs in Sindhupalchowk. Combined with reconstruction of agricultural infrastructure in the district, JICA claimed it contributes to livelihood restoration among the communities affected by the earthquake.</p>

<p>In addition, JICA also completed rehabilitation of the nearby rural road that connects Bhotechaur and Melamchi in Sindhupalchwok district in April at a total cost of NRs 16.25 million. The road is about 13 kilometers long and now has improved irrigation facilities. It is expected to improve farmers&rsquo; access to the markets. The project was also handed over to the user group during the same occasion.</p>
