Due to the big gap between import and export, Nepal’s trade deficit in the first two months of the current fiscal year 2017/18 has surged by 9.71 percent as compared to the corresponding period of last FY, according to statistics maintained by the Department of Customs (DoC).</p> <p>The total trade deficit in the review period stood at Rs 136 billion in the previous year while it has gone up by 9.71 percent with a total trade deficit of Rs 149 billion in the current fiscal year.</p> <p>Kulraj Gyawali, information officer at the Department of Customs, said though the country has seen improvement in export this year the trade deficit has increased because of excessive import of goods in the country. The country imported various commodities and materials worth Rs 149 billion in the review period of previous fiscal year while the amount stood at Rs 162 billion in the current fiscal year, a rise of 9.2 percent. He said that the deficit has been rising because of excessive import of goods.</p> <p>The data of DoC shows that the export of goods has also gone up in the review period as compared to the same period of last year. The country exported goods worth Rs 13.6 billion in the first two months of the current fiscal year, a rise of 3.83 percent in comparison to the same time period of previous fiscal year. Nepal had imported goods worth Rs 13.1 billion in the first two months of last fiscal year.</p> <p>Likewise, the total foreign trade in the first two months of last and current fiscal year stood at Rs 163 billion and 177 billion, respectively which is a rise by 8.76 percent.</p> <p>Experts say that the trade deficit has hampered the productivity of Nepal. They opined that the huge gap between import and export has is a result of imbalance in demand and supply as well as the unsatisfactory production within the country.</p> <p>Experts state that the spending capacity of Nepalis has been growing annually while the export of goods has been decreasing because of which the state is obliged to import goods that can be produced in Nepal.</p> <p>Automobile parts, petroleum products, electrical appliances are the major goods imported to Nepal. Purshottam Ojha, a trade expert, said that import of such expensive goods in huge quantity has been contributing in trade deficit. Despite the announcement, the Nepalese traders should wait further to enjoy GST waiver. Sainju said that the Indian government waived GST after continuous request from the Nepalese side.</p> <p>“The Indian government has waived GST effective from September 29,” Sainju said. The company’s profit totaled Rs 250 million in the last fiscal year.</p> <p> “NEA had agreed to make power available 24 hours a day. But, the company has not been able to produce as much cement as expected because the NEA has been supplying power not more than 15 hours a day in average,” said Shah.</p> <p>“The industry has to bear a loss of Rs 600,000 if the power cut continues for an hour. Such loss ranges from Rs 2.5 million to Rs 3 million on daily basis,” he said, adding, “Sometimes, power resumes after two minutes while at other times the disruption lasts for two hours.”</p> <p>The industry had been producing 650 tons of cements on a daily basis but with irregularity in power supply, it has been producing only 400 tons of late. Shah said if the power supply does not face any disruption, the industry has a capacity to produce 16,000 sacks of cement every day. The industry operates 20 to 25 days in average in a month.</p> <p>The irregularity in power supply has causes technical glitch in functioning of an important component of the cement plant. Heating and cooling of the plant causes breakage and failure of the components of the plant, informed an industry source.</p> <p>Chief of the maintenance and supply department, Mahesh Prasad Kafle, said that it takes 15 days to fix the machine. The industry has to bear a loss of Rs 100 million if the industry shuts down for 15 days.</p> <p>Kafle said that the regular supply of power ensures production of 35 tons of cement every hour. “There is high demand for cement at the moment but we are not able to fulfill it as the company has not been able to produce that quantity because of power disruption.” He said there is demand of 15,000 sacks of cement on a daily basis.</p> <p>The company has been paying twice the regular rate to NEA for uninterryptible power supply during peak hours but the state-owned utility has not fulfilled the agreement. </p> <p>The time period between 5 pm to 6 am is considered as peak hours. NEA charges Rs 17.50 per unit to such customers through dedicated feeder. Lawyers privy to the recent development informed New Business Age that the apex court has been time and again issuing interim orders in this regard on nine different writ petitions filed against the move of the Office of the Auditor General.</p> <p>The Office of the Auditor General had asked the Department of Customs to raise customs duty from different companies stating that there were discrepancies in revenue collected from them. Following the instructions from the auditor general’s office, the Department of Customs had written to the concerned companies to pay the customs duty.</p> <p>The companies had filed separate writ petitions at the Supreme Court arguing that the auditor general’s office did not have the rights to set the rate of customs duty.</p> <p>The companies filing the writ petitions include CG Electronics, Triveni Business Company, Him Electronics, JN Electronics, Vega Digital Electronics among other companies.</p> <p>The letter sent to the companies by the Department of Customs had asked the companies to pay the customs duty within seven days in cases where there were discrepancies. While TVET has grown in size over time with formal and informal providers across a variety of government and non-government entities, it continues to face the challenges of quality training for domestic and foreign labor markets, inclusion and cohesion.</p> <p>“Skill development of the workforce through investment in human capital including technical and vocational education and training are critical for the successful implementation of the country’s emerging jobs agenda,” said Takuya Kamata, the World Bank’s country manager for Nepal.</p> <p>Activities in the second phase training include upgrading the quality of TVET facilities, supporting key human resources that are critical for the quality of service delivery, improving access for disadvantaged groups, supporting missing links between training and placement to help youth find work, improving the availability of information linking skills supply and demand, and improving governance through performance-based funding of training providers, according to the bank. Taking advantage of this provision, the distributors have been making good profit from the sales of the vehicles.</p> <p>Stakeholders have complained that the authorised distributors have been charging exorbitant prices for the vehicles due to the monopoly they enjoy in importing vehicles.</p> <p>Communications Officer at the Department of Customs Kul Raj Gyawali informed that only the authorised distributor can import vehicles into the country as per the existing rules. Gyawali claimed that such provision was necessary for the proper management and monitoring of imported vehicles. The government introduced the controversial provision by amending the Finance Act between 2016-2067.</p> <p>Analysts say that the government has promoted monopoly by amending the act. Due to the big gap between import and export, Nepal’s trade deficit in the first two months of the current fiscal year 2017/18 has surged by 9.71 percent as compared to the corresponding period of last FY, according to statistics maintained by the Department of Customs (DoC).</p> <p>The total trade deficit in the review period stood at Rs 136 billion in the previous year while it has gone up by 9.71 percent with a total trade deficit of Rs 149 billion in the current fiscal year.</p> <p>Kulraj Gyawali, information officer at the Department of Customs, said though the country has seen improvement in export this year the trade deficit has increased because of excessive import of goods in the country. The country imported various commodities and materials worth Rs 149 billion in the review period of previous fiscal year while the amount stood at Rs 162 billion in the current fiscal year, a rise of 9.2 percent. He said that the deficit has been rising because of excessive import of goods.</p> <p>The data of DoC shows that the export of goods has also gone up in the review period as compared to the same period of last year. The country exported goods worth Rs 13.6 billion in the first two months of the current fiscal year, a rise of 3.83 percent in comparison to the same time period of previous fiscal year. Nepal had imported goods worth Rs 13.1 billion in the first two months of last fiscal year.</p> <p>Likewise, the total foreign trade in the first two months of last and current fiscal year stood at Rs 163 billion and 177 billion, respectively which is a rise by 8.76 percent.</p> <p>Experts say that the trade deficit has hampered the productivity of Nepal. They opined that the huge gap between import and export has is a result of imbalance in demand and supply as well as the unsatisfactory production within the country.</p> <p>Experts state that the spending capacity of Nepalis has been growing annually while the export of goods has been decreasing because of which the state is obliged to import goods that can be produced in Nepal.</p> <p>Automobile parts, petroleum products, electrical appliances are the major goods imported to Nepal. The company’s profit totaled Rs 250 million in the last fiscal year.</p> <p> “NEA had agreed to make power available 24 hours a day. But, the company has not been able to produce as much cement as expected because the NEA has been supplying power not more than 15 hours a day in average,” said Shah.</p> <p>“The industry has to bear a loss of Rs 600,000 if the power cut continues for an hour. Such loss ranges from Rs 2.5 million to Rs 3 million on daily basis,” he said, adding, “Sometimes, power resumes after two minutes while at other times the disruption lasts for two hours.”</p> <p>The industry had been producing 650 tons of cements on a daily basis but with irregularity in power supply, it has been producing only 400 tons of late. Shah said if the power supply does not face any disruption, the industry has a capacity to produce 16,000 sacks of cement every day. The industry operates 20 to 25 days in average in a month.</p> <p>The irregularity in power supply has causes technical glitch in functioning of an important component of the cement plant. Heating and cooling of the plant causes breakage and failure of the components of the plant, informed an industry source.</p> <p>Chief of the maintenance and supply department, Mahesh Prasad Kafle, said that it takes 15 days to fix the machine. The industry has to bear a loss of Rs 100 million if the industry shuts down for 15 days.</p> <p>Kafle said that the regular supply of power ensures production of 35 tons of cement every hour. “There is high demand for cement at the moment but we are not able to fulfill it as the company has not been able to produce that quantity because of power disruption.” He said there is demand of 15,000 sacks of cement on a daily basis.</p> <p>The company has been paying twice the regular rate to NEA for uninterryptible power supply during peak hours but the state-owned utility has not fulfilled the agreement. </p> <p>The time period between 5 pm to 6 am is considered as peak hours. NEA charges Rs 17.50 per unit to such customers through dedicated feeder. Following the instructions from the auditor general’s office, the Department of Customs had written to the concerned companies to pay the customs duty.</p> <p>The companies had filed separate writ petitions at the Supreme Court arguing that the auditor general’s office did not have the rights to set the rate of customs duty.</p> <p>The companies filing the writ petitions include CG Electronics, Triveni Business Company, Him Electronics, JN Electronics, Vega Digital Electronics among other companies.</p> <p>The letter sent to the companies by the Department of Customs had asked the companies to pay the customs duty within seven days in cases where there were discrepancies. Gyawali claimed that such provision was necessary for the proper management and monitoring of imported vehicles. The government introduced the controversial provision by amending the Finance Act between 2016-2067.</p> <p>Analysts say that the government has promoted monopoly by amending the act. Earlier, anyone could have imported vehicles by fulfilling the due processes. Unlike the restriction in importing vehicles, there isn’t any such provision in importing other products.</p> <p>Since others cannot import vehicles except the authorised distributors, they have been charging exorbitant fees for the vehicles. It has been found that the distributors make up to Rs 1 million profit by selling a single vehicle.</p> <p>Customs officials say that the distributors set the price at their will as there is no clear legal provision on the price ceiling although the provision has made it mandatory to update the price list every four months.</p> <p>The government has been supporting the syndicate system since the importers pay income tax from the profit. Due to the big gap between import and export, Nepal’s trade deficit in the first two months of the current fiscal year 2017/18 has surged by 9.71 percent as compared to the corresponding period of last FY, according to statistics maintained by the Department of Customs (DoC).</p> <p>The total trade deficit in the review period stood at Rs 136 billion in the previous year while it has gone up by 9.71 percent with a total trade deficit of Rs 149 billion in the current fiscal year.</p> <p>Kulraj Gyawali, information officer at the Department of Customs, said though the country has seen improvement in export this year the trade deficit has increased because of excessive import of goods in the country. The country imported various commodities and materials worth Rs 149 billion in the review period of previous fiscal year while the amount stood at Rs 162 billion in the current fiscal year, a rise of 9.2 percent. He said that the deficit has been rising because of excessive import of goods.</p> <p>The data of DoC shows that the export of goods has also gone up in the review period as compared to the same period of last year. The country exported goods worth Rs 13.6 billion in the first two months of the current fiscal year, a rise of 3.83 percent in comparison to the same time period of previous fiscal year. Nepal had imported goods worth Rs 13.1 billion in the first two months of last fiscal year.</p> <p>Likewise, the total foreign trade in the first two months of last and current fiscal year stood at Rs 163 billion and 177 billion, respectively which is a rise by 8.76 percent.</p> <p>Experts say that the trade deficit has hampered the productivity of Nepal. They opined that the huge gap between import and export has is a result of imbalance in demand and supply as well as the unsatisfactory production within the country.</p> <p>Experts state that the spending capacity of Nepalis has been growing annually while the export of goods has been decreasing because of which the state is obliged to import goods that can be produced in Nepal.</p> <p>Automobile parts, petroleum products, electrical appliances are the major goods imported to Nepal. Purshottam Ojha, a trade expert, said that import of such expensive goods in huge quantity has been contributing in trade deficit. But, the company has not been able to produce as much cement as expected because the NEA has been supplying power not more than 15 hours a day in average,” said Shah.</p> <p>“The industry has to bear a loss of Rs 600,000 if the power cut continues for an hour. Such loss ranges from Rs 2.5 million to Rs 3 million on daily basis,” he said, adding, “Sometimes, power resumes after two minutes while at other times the disruption lasts for two hours.”</p> <p>The industry had been producing 650 tons of cements on a daily basis but with irregularity in power supply, it has been producing only 400 tons of late. Shah said if the power supply does not face any disruption, the industry has a capacity to produce 16,000 sacks of cement every day. The industry operates 20 to 25 days in average in a month.</p> <p>The irregularity in power supply has causes technical glitch in functioning of an important component of the cement plant. Heating and cooling of the plant causes breakage and failure of the components of the plant, informed an industry source.</p> <p>Chief of the maintenance and supply department, Mahesh Prasad Kafle, said that it takes 15 days to fix the machine. The industry has to bear a loss of Rs 100 million if the industry shuts down for 15 days.</p> <p>Kafle said that the regular supply of power ensures production of 35 tons of cement every hour. “There is high demand for cement at the moment but we are not able to fulfill it as the company has not been able to produce that quantity because of power disruption.” He said there is demand of 15,000 sacks of cement on a daily basis.</p> <p>The company has been paying twice the regular rate to NEA for uninterryptible power supply during peak hours but the state-owned utility has not fulfilled the agreement. </p> <p>The time period between 5 pm to 6 am is considered as peak hours. NEA charges Rs 17.50 per unit to such customers through dedicated feeder. Gyawali claimed that such provision was necessary for the proper management and monitoring of imported vehicles. The government introduced the controversial provision by amending the Finance Act between 2016-2067.</p> <p>Analysts say that the government has promoted monopoly by amending the act. Earlier, anyone could have imported vehicles by fulfilling the due processes. Unlike the restriction in importing vehicles, there isn’t any such provision in importing other products.</p> <p>Since others cannot import vehicles except the authorised distributors, they have been charging exorbitant fees for the vehicles. It has been found that the distributors make up to Rs 1 million profit by selling a single vehicle.</p> <p>Customs officials say that the distributors set the price at their will as there is no clear legal provision on the price ceiling although the provision has made it mandatory to update the price list every four months.</p> <p>The government has been supporting the syndicate system since the importers pay income tax from the profit. The country imported various commodities and materials worth Rs 149 billion in the review period of previous fiscal year while the amount stood at Rs 162 billion in the current fiscal year, a rise of 9.2 percent. He said that the deficit has been rising because of excessive import of goods.</p> <p>The data of DoC shows that the export of goods has also gone up in the review period as compared to the same period of last year. The country exported goods worth Rs 13.6 billion in the first two months of the current fiscal year, a rise of 3.83 percent in comparison to the same time period of previous fiscal year. Nepal had imported goods worth Rs 13.1 billion in the first two months of last fiscal year.</p> <p>Likewise, the total foreign trade in the first two months of last and current fiscal year stood at Rs 163 billion and 177 billion, respectively which is a rise by 8.76 percent.</p> <p>Experts say that the trade deficit has hampered the productivity of Nepal. The company’s profit totaled Rs 250 million in the last fiscal year.</p> <p> “NEA had agreed to make power available 24 hours a day. But, the company has not been able to produce as much cement as expected because the NEA has been supplying power not more than 15 hours a day in average,” said Shah.</p> <p>“The industry has to bear a loss of Rs 600,000 if the power cut continues for an hour. Such loss ranges from Rs 2.5 million to Rs 3 million on daily basis,” he said, adding, “Sometimes, power resumes after two minutes while at other times the disruption lasts for two hours.”</p> <p>The industry had been producing 650 tons of cements on a daily basis but with irregularity in power supply, it has been producing only 400 tons of late. Shah said if the power supply does not face any disruption, the industry has a capacity to produce 16,000 sacks of cement every day. The industry operates 20 to 25 days in average in a month.</p> <p>The irregularity in power supply has causes technical glitch in functioning of an important component of the cement plant. Heating and cooling of the plant causes breakage and failure of the components of the plant, informed an industry source.</p> <p>Chief of the maintenance and supply department, Mahesh Prasad Kafle, said that it takes 15 days to fix the machine. The industry has to bear a loss of Rs 100 million if the industry shuts down for 15 days.</p> <p>Kafle said that the regular supply of power ensures production of 35 tons of cement every hour. “There is high demand for cement at the moment but we are not able to fulfill it as the company has not been able to produce that quantity because of power disruption.” He said there is demand of 15,000 sacks of cement on a daily basis.</p> <p>The company has been paying twice the regular rate to NEA for uninterryptible power supply during peak hours but the state-owned utility has not fulfilled the agreement. </p> <p>The time period between 5 pm to 6 am is considered as peak hours. NEA charges Rs 17.50 per unit to such customers through dedicated feeder. Following the instructions from the auditor general’s office, the Department of Customs had written to the concerned companies to pay the customs duty.</p> <p>The companies had filed separate writ petitions at the Supreme Court arguing that the auditor general’s office did not have the rights to set the rate of customs duty.</p> <p>The companies filing the writ petitions include CG Electronics, Triveni Business Company, Him Electronics, JN Electronics, Vega Digital Electronics among other companies.</p> <p>The letter sent to the companies by the Department of Customs had asked the companies to pay the customs duty within seven days in cases where there were discrepancies. The government has given entrepreneurs a chance to amass hefty amount by adopting a policy to support syndicate system since a decade.</p> <p>The government had introduced provisions to import vehicles by making special arrangement in the Finance Act.</p> <p>As per the provision, only the manufacturer of the vehicles or the authrised distributor can import vehicles into the country. Taking advantage of this provision, the distributors have been making good profit from the sales of the vehicles.</p> <p>Stakeholders have complained that the authorised distributors have been charging exorbitant prices for the vehicles due to the monopoly they enjoy in importing vehicles.</p> <p>Communications Officer at the Department of Customs Kul Raj Gyawali informed that only the authorised distributor can import vehicles into the country as per the existing rules. Gyawali claimed that such provision was necessary for the proper management and monitoring of imported vehicles. The government introduced the controversial provision by amending the Finance Act between 2016-2067.</p> <p>Analysts say that the government has promoted monopoly by amending the act. Earlier, anyone could have imported vehicles by fulfilling the due processes. Unlike the restriction in importing vehicles, there isn’t any such provision in importing other products.</p> <p>Since others cannot import vehicles except the authorised distributors, they have been charging exorbitant fees for the vehicles. It has been found that the distributors make up to Rs 1 million profit by selling a single vehicle.</p> <p>Customs officials say that the distributors set the price at their will as there is no clear legal provision on the price ceiling although the provision has made it mandatory to update the price list every four months.</p> <p>The government has been supporting the syndicate system since the importers pay income tax from the profit. The government has been imposing high rate of tax from imported vehicles. The project will enhance urban infrastructure in municipalities in the Terai region, incorporating climate-resilient and sustainable features, reducing flooding duration to less than an hour in eight municipalities. This includes the construction and rehabilitation of 200 kilometers (km) of storm water drains, improvement of 240 km of roads, construction of at least 40 km of footpaths responsive to the needs of elderly, women, children, and people with disabilities, building of four sanitary landfills and resource recovery centers, and construction of 20 km of sewers while connecting 7,500 households to the sewerage system in Biratnagar, among others.</p> <p>According to statement, the project will mark ADB’s first investment in urban infrastructure in Province 7 and will improve flood management, mobility, and solid waste management. It will also assist the development of urban plans and bylaws that reflect greater disaster risk resilience, improved land management, and regional development.
