<p>As the project has not seen any significant progress to complete it in the given time, the locals of the area are facing many difficulties. CTCE/Kalika Joint venture, a Nepal-China joint venture company had bagged the tender of the project in 2014.</p>

<p>The ADB has 81 percent of investment in the project. Likewise, Town Development Fund (TDF) and Birgunj Metropolitan City have 11 percent and 8 percent of investment, respectively.</p>

<p>According to Sailendra Shrestha, director of the project, 15 percent of work is still to be completed.</p>

<p>&ldquo;The contractor was unable to complete the project within the given time period. We are yet to decide what to do with the contract,&rdquo; he told New Business Age.</p>

<p>In 2015, the time period was extended by 10 months as the progress of the project was halted by Madhes movement and the unofficial economic blockade imposed by India. Later, the time period was again extended by five months and three months, respectively.</p>

Issuing a press statement, the Ministry of Finance (MoF) said an agreement to this effect was signed and exchanged at the ministry on Monday, November 27.</span></p>

<p>The ADB has set the interest rate at 1% per annum including the grace period of eight years and 1.5% thereafter, MoF said in the statement.</p>

<p>The project is expected to enhance urban infrastructure in the terai region, reducing the flooding duration to less than an hour in eight municipalities.</p>

<p>As per the agreement, the loan will used in the construction and rehabilitation of 200 kilometers of storm water drains, improvement of 240 km of roads, construction of at least 40 km of footpaths, building four sanitary landfills and resource recovery centers, and construction of 20 km of sewers.</p>

<p>According to MoF, the project investment will cover the eight municipalities located in southern terai and far-western Nepal that includes Birgunj, Biratnagar, Siddharthanagar, Nepalgu<a name="_GoBack"></a>nj, Bheemdatta, Dhangadhi, Godawari and&nbsp; Shuklaphanta municipalities.</p>

<p>MoF said that the main objective of the project is to enhance sustainable urban development and to attain balanced regional development. After the successful completion of the program, it is expected that urban infrastructure in the eight municipalities will be rehabilitated, municipal capacity will be strengthened and project preparation capacity will be improved in line with climate-resilient and sustainable designs.</p>

<p>&ldquo;The executing agency of the project is the Ministry of Urban Development and implementing agencies are the concerned municipalities and the Kailali-based office of the Department of Urban Development and Building Construction. The expected date of completion of the project is December 31, 2022,&rdquo; reads the statement.</p>

<p>The agreement was signed by Shankar Prasad Adhikari, secretary at the Ministry of Finance and Mukhtor Khamudkhanov, country director of ADB&rsquo;s Nepal Resident Mission on behalf of their respective organizations.</p>

According to the previous agreement, the construction project was to be completed within 4 years.</p>

<p>The detailed project report was prepared in 1998 and the project was to be completed by 2008. The required area of 285 ropanis of land was already acquired but the project failed to gain momentum. The project site lies at Piple, Jhin and Dagna of Myagdi district. The electricity produced from the project will be transmitted to the Modikhola station for national distribution.</p>

<p>The delegation informed the secretary that the government bodies have been calling for bids for projects with less than Rs 20 million investment by setting certain criteria, which is against the spirit of the Public Procurement Act, 2007 and the fourth amendment (2017) to the Public Procurement Rule, 2008. They said that this act has deprived small-scale construction companies of work opportunity, rendering them jobless. The FCAN drew the attention of the concerned bodies against this anomaly and requested them to implement the Public Procurement Act and Rule in its true spirit.&nbsp;</p>

<p>The delegation said that despite mentioning the source of construction supplies like stones, mud, aggregates and sand in the tender, the district development committees and district administration offices do not let the contractors extract the supplies from the sources. This has caused delay in construction works. &nbsp;&nbsp;&nbsp;</p>

<p>Bishnu Budathoki, spokesperson FCAN, informed that Devkota in response has said that they will try their best to address the legitimate demands of the entrepreneurs.</p>

<p>&ldquo;There are many people who want to invest in an idea or start a venture but many of them don&rsquo;t have enough knowledge to materialise those ideas,&rdquo; shared Merina Ranjit, executive director of Chaudhary Foundation. &nbsp;</p>

<p>&ldquo;Bringing an entrepreneurship policy will help to make the ecosystem more organised and this will definitely help to create more entrepreneurs in the country,&rdquo; she added.</p>

<p>Similarly, the discussion also stressed on giving priority to production sector including agriculture in the entrepreneurship. &ldquo;As the production sector has a huge prospect for growth in Nepal, investment priorities should be made on this sector,&rdquo; said Bhusan Shah, CEO of Nepal Agribusiness Innovation Centre.</p>

<p>Likewise, Niraj Khanal, CEO of Antarprerana, a business accelerator, shared that Nepal also needs many small investments rather than big investments. &nbsp;&ldquo;Nepal lacks investors who can invest a huge amount. Therefore, we need to focus on small investors who can invest in innovative ideas,&rdquo; he shared.&nbsp;</p>

<p>The programme concluded on Sunday, November 27 with detailed and interactive discussion on investment challenges in Nepal, rising entrepreneurial vibes among people and the need of policy for thriving entrepreneurial ecosystem.</p>

<p>Chaudhary said that it has not been possible to open any industry in Province-7 despite his wishes because the region lacks proper customs point to import and export goods.</p>

<p>He claimed that the overall poverty in Nepal is 21 percent but the rate is 42 percent in far-western region due to lack of industrial development in the region.</p>

<p>As the project has not seen any significant progress to complete it in the given time, the locals of the area are facing many difficulties. CTCE/Kalika Joint venture, a Nepal-China joint venture company had bagged the tender of the project in 2014.</p>

<p>The ADB has 81 percent of investment in the project. Likewise, Town Development Fund (TDF) and Birgunj Metropolitan City have 11 percent and 8 percent of investment, respectively.</p>

<p>According to Sailendra Shrestha, director of the project, 15 percent of work is still to be completed.</p>

<p>&ldquo;The contractor was unable to complete the project within the given time period. We are yet to decide what to do with the contract,&rdquo; he told New Business Age.</p>

<p>In 2015, the time period was extended by 10 months as the progress of the project was halted by Madhes movement and the unofficial economic blockade imposed by India. Later, the time period was again extended by five months and three months, respectively.</p>

<p>The ADB has set the interest rate at 1% per annum including the grace period of eight years and 1.5% thereafter, MoF said in the statement.</p>

<p>The project is expected to enhance urban infrastructure in the terai region, reducing the flooding duration to less than an hour in eight municipalities.</p>

<p>As per the agreement, the loan will used in the construction and rehabilitation of 200 kilometers of storm water drains, improvement of 240 km of roads, construction of at least 40 km of footpaths, building four sanitary landfills and resource recovery centers, and construction of 20 km of sewers.</p>

<p>According to MoF, the project investment will cover the eight municipalities located in southern terai and far-western Nepal that includes Birgunj, Biratnagar, Siddharthanagar, Nepalgu<a name="_GoBack"></a>nj, Bheemdatta, Dhangadhi, Godawari and&nbsp; Shuklaphanta municipalities.</p>

<p>MoF said that the main objective of the project is to enhance sustainable urban development and to attain balanced regional development. After the successful completion of the program, it is expected that urban infrastructure in the eight municipalities will be rehabilitated, municipal capacity will be strengthened and project preparation capacity will be improved in line with climate-resilient and sustainable designs.</p>

<p>&ldquo;The executing agency of the project is the Ministry of Urban Development and implementing agencies are the concerned municipalities and the Kailali-based office of the Department of Urban Development and Building Construction. The expected date of completion of the project is December 31, 2022,&rdquo; reads the statement.</p>

<p>The agreement was signed by Shankar Prasad Adhikari, secretary at the Ministry of Finance and Mukhtor Khamudkhanov, country director of ADB&rsquo;s Nepal Resident Mission on behalf of their respective organizations.</p>

<p>The detailed project report was prepared in 1998 and the project was to be completed by 2008. The required area of 285 ropanis of land was already acquired but the project failed to gain momentum. The project site lies at Piple, Jhin and Dagna of Myagdi district. The electricity produced from the project will be transmitted to the Modikhola station for national distribution.</p>

<p>The delegation said that despite mentioning the source of construction supplies like stones, mud, aggregates and sand in the tender, the district development committees and district administration offices do not let the contractors extract the supplies from the sources. This has caused delay in construction works. &nbsp;&nbsp;&nbsp;</p>

<p>As the project has not seen any significant progress to complete it in the given time, the locals of the area are facing many difficulties. CTCE/Kalika Joint venture, a Nepal-China joint venture company had bagged the tender of the project in 2014.</p>

<p>The ADB has 81 percent of investment in the project. Likewise, Town Development Fund (TDF) and Birgunj Metropolitan City have 11 percent and 8 percent of investment, respectively.</p>

<p>According to Sailendra Shrestha, director of the project, 15 percent of work is still to be completed.</p>

<p>&ldquo;The contractor was unable to complete the project within the given time period. We are yet to decide what to do with the contract,&rdquo; he told New Business Age.</p>

<p>In 2015, the time period was extended by 10 months as the progress of the project was halted by Madhes movement and the unofficial economic blockade imposed by India. Later, the time period was again extended by five months and three months, respectively.</p>

<p>The ADB has set the interest rate at 1% per annum including the grace period of eight years and 1.5% thereafter, MoF said in the statement.</p>

<p>The project is expected to enhance urban infrastructure in the terai region, reducing the flooding duration to less than an hour in eight municipalities.</p>

<p>As per the agreement, the loan will used in the construction and rehabilitation of 200 kilometers of storm water drains, improvement of 240 km of roads, construction of at least 40 km of footpaths, building four sanitary landfills and resource recovery centers, and construction of 20 km of sewers.</p>

<p>According to MoF, the project investment will cover the eight municipalities located in southern terai and far-western Nepal that includes Birgunj, Biratnagar, Siddharthanagar, Nepalgu<a name="_GoBack"></a>nj, Bheemdatta, Dhangadhi, Godawari and&nbsp; Shuklaphanta municipalities.</p>

<p>MoF said that the main objective of the project is to enhance sustainable urban development and to attain balanced regional development. After the successful completion of the program, it is expected that urban infrastructure in the eight municipalities will be rehabilitated, municipal capacity will be strengthened and project preparation capacity will be improved in line with climate-resilient and sustainable designs.</p>

<p>&ldquo;The executing agency of the project is the Ministry of Urban Development and implementing agencies are the concerned municipalities and the Kailali-based office of the Department of Urban Development and Building Construction. The expected date of completion of the project is December 31, 2022,&rdquo; reads the statement.</p>

<p>The agreement was signed by Shankar Prasad Adhikari, secretary at the Ministry of Finance and Mukhtor Khamudkhanov, country director of ADB&rsquo;s Nepal Resident Mission on behalf of their respective organizations.</p>

Before this, an Indian construction company, IVRCL, carried out the construction of the 32 MW project but it could not complete it. According to the previous agreement, the construction project was to be completed within 4 years.</p>

<p>The detailed project report was prepared in 1998 and the project was to be completed by 2008. The required area of 285 ropanis of land was already acquired but the project failed to gain momentum. The project site lies at Piple, Jhin and Dagna of Myagdi district. The electricity produced from the project will be transmitted to the Modikhola station for national distribution.</p>

A delegation led by Bishnu Bhai Shrestha, president of FCAN, on Sunday apprised &nbsp;the secretary at the Public Procurement Monitoring Office Krishna Prasad Devkota about their problems and held discussions to seek solutions to the problems .</span></p>

<p>The delegation has requested Devkota to solve the contemporary issues and problems in construction activities which are against the amended Public Procurement Act, 2007.</p>

<p>The delegation informed the secretary that the government bodies have been calling for bids for projects with less than Rs 20 million investment by setting certain criteria, which is against the spirit of the Public Procurement Act, 2007 and the fourth amendment (2017) to the Public Procurement Rule, 2008. They said that this act has deprived small-scale construction companies of work opportunity, rendering them jobless. The FCAN drew the attention of the concerned bodies against this anomaly and requested them to implement the Public Procurement Act and Rule in its true spirit.&nbsp;</p>

<p>The delegation said that despite mentioning the source of construction supplies like stones, mud, aggregates and sand in the tender, the district development committees and district administration offices do not let the contractors extract the supplies from the sources. This has caused delay in construction works. &nbsp;&nbsp;&nbsp;</p>

<p>Bishnu Budathoki, spokesperson FCAN, informed that Devkota in response has said that they will try their best to address the legitimate demands of the entrepreneurs.</p>

<p>The event was organised by Nepal Entrepreneurs Hub from November 23-27. The five-day discussion programme disseminated the views of different players of the startup ecosystem such as entrepreneurs, investors, legal professionals and editors of different media houses . The five-day panel discussion was held on different issues regarding media and entrepreneurship, making ideas sustainable, need of policy for thriving ecosystem and investors&rsquo; criteria for investment.</p>

<p>&ldquo;There are many people who want to invest in an idea or start a venture but many of them don&rsquo;t have enough knowledge to materialise those ideas,&rdquo; shared Merina Ranjit, executive director of Chaudhary Foundation. &nbsp;</p>

<p>&ldquo;Bringing an entrepreneurship policy will help to make the ecosystem more organised and this will definitely help to create more entrepreneurs in the country,&rdquo; she added.</p>

<p>Similarly, the discussion also stressed on giving priority to production sector including agriculture in the entrepreneurship. &ldquo;As the production sector has a huge prospect for growth in Nepal, investment priorities should be made on this sector,&rdquo; said Bhusan Shah, CEO of Nepal Agribusiness Innovation Centre.</p>

<p>Likewise, Niraj Khanal, CEO of Antarprerana, a business accelerator, shared that Nepal also needs many small investments rather than big investments. &nbsp;&ldquo;Nepal lacks investors who can invest a huge amount. Therefore, we need to focus on small investors who can invest in innovative ideas,&rdquo; he shared.&nbsp;</p>

<p>The programme concluded on Sunday, November 27 with detailed and interactive discussion on investment challenges in Nepal, rising entrepreneurial vibes among people and the need of policy for thriving entrepreneurial ecosystem.</p>

<p>As the project has not seen any significant progress to complete it in the given time, the locals of the area are facing many difficulties. CTCE/Kalika Joint venture, a Nepal-China joint venture company had bagged the tender of the project in 2014.</p>

<p>The ADB has 81 percent of investment in the project. Likewise, Town Development Fund (TDF) and Birgunj Metropolitan City have 11 percent and 8 percent of investment, respectively.</p>

<p>According to Sailendra Shrestha, director of the project, 15 percent of work is still to be completed.</p>

<p>&ldquo;The contractor was unable to complete the project within the given time period. We are yet to decide what to do with the contract,&rdquo; he told New Business Age.</p>

<p>In 2015, the time period was extended by 10 months as the progress of the project was halted by Madhes movement and the unofficial economic blockade imposed by India. Later, the time period was again extended by five months and three months, respectively.</p>

<p>The ADB has set the interest rate at 1% per annum including the grace period of eight years and 1.5% thereafter, MoF said in the statement.</p>

<p>The project is expected to enhance urban infrastructure in the terai region, reducing the flooding duration to less than an hour in eight municipalities.</p>

<p>As per the agreement, the loan will used in the construction and rehabilitation of 200 kilometers of storm water drains, improvement of 240 km of roads, construction of at least 40 km of footpaths, building four sanitary landfills and resource recovery centers, and construction of 20 km of sewers.</p>

<p>According to MoF, the project investment will cover the eight municipalities located in southern terai and far-western Nepal that includes Birgunj, Biratnagar, Siddharthanagar, Nepalgu<a name="_GoBack"></a>nj, Bheemdatta, Dhangadhi, Godawari and&nbsp; Shuklaphanta municipalities.</p>

<p>MoF said that the main objective of the project is to enhance sustainable urban development and to attain balanced regional development. After the successful completion of the program, it is expected that urban infrastructure in the eight municipalities will be rehabilitated, municipal capacity will be strengthened and project preparation capacity will be improved in line with climate-resilient and sustainable designs.</p>

<p>&ldquo;The executing agency of the project is the Ministry of Urban Development and implementing agencies are the concerned municipalities and the Kailali-based office of the Department of Urban Development and Building Construction. The expected date of completion of the project is December 31, 2022,&rdquo; reads the statement.</p>

<p>The agreement was signed by Shankar Prasad Adhikari, secretary at the Ministry of Finance and Mukhtor Khamudkhanov, country director of ADB&rsquo;s Nepal Resident Mission on behalf of their respective organizations.</p>

<p>As per the agreement, the company has to complete the project with a budget of Rs 6 billion by 2021. Before this, an Indian construction company, IVRCL, carried out the construction of the 32 MW project but it could not complete it. Therefore, the project was handed over to the new company after the tenure of the previous project undertaken by IVRCL expired after seven years. According to the previous agreement, the construction project was to be completed within 4 years.</p>

<p>The detailed project report was prepared in 1998 and the project was to be completed by 2008. The required area of 285 ropanis of land was already acquired but the project failed to gain momentum. The project site lies at Piple, Jhin and Dagna of Myagdi district. The electricity produced from the project will be transmitted to the Modikhola station for national distribution.</p>

<p>The delegation has requested Devkota to solve the contemporary issues and problems in construction activities which are against the amended Public Procurement Act, 2007.</p>

<p>The delegation informed the secretary that the government bodies have been calling for bids for projects with less than Rs 20 million investment by setting certain criteria, which is against the spirit of the Public Procurement Act, 2007 and the fourth amendment (2017) to the Public Procurement Rule, 2008. They said that this act has deprived small-scale construction companies of work opportunity, rendering them jobless. The FCAN drew the attention of the concerned bodies against this anomaly and requested them to implement the Public Procurement Act and Rule in its true spirit.&nbsp;</p>

<p>The delegation said that despite mentioning the source of construction supplies like stones, mud, aggregates and sand in the tender, the district development committees and district administration offices do not let the contractors extract the supplies from the sources. This has caused delay in construction works. &nbsp;&nbsp;&nbsp;</p>

<p>Bishnu Budathoki, spokesperson FCAN, informed that Devkota in response has said that they will try their best to address the legitimate demands of the entrepreneurs.</p>

<p>The event was organised by Nepal Entrepreneurs Hub from November 23-27. The five-day discussion programme disseminated the views of different players of the startup ecosystem such as entrepreneurs, investors, legal professionals and editors of different media houses . The five-day panel discussion was held on different issues regarding media and entrepreneurship, making ideas sustainable, need of policy for thriving ecosystem and investors&rsquo; criteria for investment.</p>

<p>&ldquo;There are many people who want to invest in an idea or start a venture but many of them don&rsquo;t have enough knowledge to materialise those ideas,&rdquo; shared Merina Ranjit, executive director of Chaudhary Foundation. &nbsp;</p>

<p>&ldquo;Bringing an entrepreneurship policy will help to make the ecosystem more organised and this will definitely help to create more entrepreneurs in the country,&rdquo; she added.</p>

<p>Similarly, the discussion also stressed on giving priority to production sector including agriculture in the entrepreneurship. &ldquo;As the production sector has a huge prospect for growth in Nepal, investment priorities should be made on this sector,&rdquo; said Bhusan Shah, CEO of Nepal Agribusiness Innovation Centre.</p>

<p>Likewise, Niraj Khanal, CEO of Antarprerana, a business accelerator, shared that Nepal also needs many small investments rather than big investments. &nbsp;&ldquo;Nepal lacks investors who can invest a huge amount. Therefore, we need to focus on small investors who can invest in innovative ideas,&rdquo; he shared.&nbsp;</p>

<p>The programme concluded on Sunday, November 27 with detailed and interactive discussion on investment challenges in Nepal, rising entrepreneurial vibes among people and the need of policy for thriving entrepreneurial ecosystem.</p>

<p>The first phase of elections on Sunday will elect 37 members of the federal parliament and 74 members of the provincial assemblies. A total of 702 people are contesting for the combined 111 seats of federal parliament and provincial assemblies.</p>

<p>The Election Commission has set up 2,919 polling centers and 4,465 polling stations for the first phase of elections.</p>

<p>A total of 3.191 million voters are eligible to cast their votes in the first phase of elections. There are 15.427 million registered voters in the country.</p>

<p>A total of 275 members of federal parliament and 550 members of provincial assemblies in all seven provinces after the second phase of elections.</p>
