According to Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari, the government has made necessary preparations to divide the CAAN into regulator and service provider.</p>

<p>Stressing the need of separating the duties of a regulator and service provider during the 20<sup>th</sup> anniversary of CAAN on December 31, Minister Adhikari said the division will propel the growth of the aviation sector in Nepal.</p>

<p>&nbsp;&ldquo;The decision of splitting CAAN into regulator and service provider was not taken under the pressure of anyone or the European Union (EU). We believe that the segregation will fit in the current scenario of the aviation sector of Nepal,&rdquo; he said.</p>

<p>He also requested the CAAN&rsquo;s employees to continue their work effectively in the same sections they have been assigned to.</p>

<p>&ldquo;The Ministry of Culture, Tourism and Civil Aviation is highly concerned about employees&rsquo; adjustment and growth of the industry. We will fulfill all these things through the existing legal provisions.&rdquo;</p>

<p>The minister asserted that the government took such decision to make the aviation sector an autonomous body. &ldquo;This division doesn&rsquo;t mean that we want to make CAAN fragile. We just want to ensure growth of this sector by making it competent in the global aviation market.&rdquo;</p>

<p>Likewise, Minister Adhikari said that preparations are underway to make the Gautam Buddha International Airport ready for operation within 2019. He also informed that the construction of Pokhara Airport will be completed within the project deadline and the work of Nijgadh Airport will be carried out according to the report prepared by a parliamentary committee.</p>

<p>According to the Secretary at the Ministry of Culture, Tourism and Civil Aviation, Krishna Prasad Devkota, the government&rsquo;s attempt to make Tribhuvan International Airport as a boutique airport reflecting nationality and new technologies will be initiated from April 14 this year.</p>

<p>He also informed the audience that the authority has already fulfilled the requirement of ICAO and also corresponded with the EU directly through the Ministry of Foreign Affairs to remove Nepal from the blacklist.</p>

<p>Sanjiv Gautam, director general of CAAN,</p>

<p>said that Nepal has signed bilateral flight agreements with 38 nations till date and a total of 29 international airliners from 13 different countries including three Nepali airline companies are operating flights to the Tribhuvan International Airport. He informed 3.54 million passengers arrived at the TIA within the first 10 month of 2018 through international airlines while 2.30 million passengers arrived at the airport through Nepal aircraft.</p>

<p>During the program, CAAN&rsquo;s Employee Trade Union expressed disagreement regarding splitting the CAAN. Anil Gupta, a representative of CAAN&rsquo;s Employee Trade Union, said, &ldquo;Splitting CAAN into Service provider and regulator cannot help the aviation sector of Nepal to remove itself from the Significant Safety Concern (SSC) list of the EU.&rdquo;</p>

<p>The union demanded ending the restriction of EU diplomatically rather than by changing the existing structure of CAAN.</p>

<p>Nepal welcomed more than a million tourists in the first 11 months of 2018, a feat never before achieved by the country.</p>

<p>According to Nepal Tourism Board, 1,001,930 foreigners visited Nepal as of November 2018 since the beginning of this calendar year. It is an increase by 17 per cent as compared to the corresponding period of last year.</p>

<p>Most of the tourists visiting Nepal are from India followed by China. Dipak Raj Joshi, executive director at Nepal Tourism Board,&nbsp; said that it was historic indeed that Nepal was able to bring in one million tourists in the 11 months of this year, according to a report published by Rastriya Samachar Samiti (RSS).</p>

<p>&ldquo;This has encouraged tourism,&rdquo; he said.</p>

<p>Besides India and China, the USA and the UK top the list of countries contributing tourists to Nepal.</p>

<p>NTB has maintained that the promotional programmes organised in China and India targeting Nepal&#39;s tourism helped attract more tourists this year, RSS further said.</p>

<p>In the previous year, the total number of tourists arriving Nepal was around one million while the figure was 753,000 in 2016.</p>

<p>&ldquo;Besides, the contribution of domestic tourists could not be ignored to the escalation of the entire tourism business. The tour and expedition culture is being developed among the Nepalis,&rdquo; RSS wrote.</p>

<p>Lately, several new tourist destinations have been identified and people are being encouraged for visits. The government has identified 100 tourist destinations and announced for their promotions.</p>

<p>The government has also declared to celebrate the year 2020 as the Visit Nepal Year with the target of bringing in two million tourists.</p>

<p>It was said at the AGM that the country produces five million litres of milk on a daily basis out of which the producers themselves consume 50 percent of the production.&nbsp;<br />
The people associated with the dairy business complain that despite a valuable contribution to the GDP, the dairy business is yet to get its due recognition from the state.&nbsp;</p>

<p>General secretary of the association, Prahlad Dahal, said that around 500,000 families are associated with the dairy industry and over 30,000 people are directly employed by the industry. According to RSS, Dahal expressed his concern over the government decision to withdraw the 50 percent VAT exemption given to dairies, thus making them hard to compete with imported products.&nbsp;</p>

<p>However, the situation of dairy business in the Karnali Province is not encouraging. The association claimed that the production at the province level is 50 percent insufficient to meet the internal demand.&nbsp;</p>

<p>Mahaseth further informed that trains will operate upto Bardibas in two years and upto Nijgadh in four years.&nbsp;<br />
&quot;Matters relating to the operation of the Jayanagar-Janakpur railway service will be known by January 10,&quot; he said, adding that a decision was already made to operate the train with Nepali national flag in it.&nbsp;<br />
The consultants are conducting feasibility study of the Kerung-Kathmandu Railway, according to MoPITM.&nbsp;</p>

<p>It was also shared during the press conference that the Council of Ministers recently made a decision to purchase 300 electronic buses to operate in the Kathmandu Valley and had introduced a concept paper for transport infrastructure and transportation management in urban areas.&nbsp;<br />
Minister Mahaseth also shared that 16 Transport Management Offices and 13 Service Offices were handed to the provincial governments.&nbsp;<br />
The concept of transportation management has been introduced to streamline the public transportation system in the country, RSS reported.&nbsp;</p>

According to Rastriya Samachar Samiti (RSS), the NEA cancelled the contract for the first section of transmission line from Khimti to Bahrabise under the 400 KV Tamakoshi-Kathmandu transmission line after the Chinese companies entrusted with the responsibility failed to start the work on time.<br />
The Chinese contractor companies Guangxi Transmission &amp; Substation Construction Company and Shenzhen Clou Electronics Co Ltd were jointly awarded the contract for the construction of the transmission line in Khimti-Barhabise section.&nbsp;</p>

<p>The contract was terminated a few days ago, freezing the 10 percent of the works execution securities, RSS quoted project chief Nawaraj Ojha as saying.&nbsp;</p>

<p>The NEA had signed the contract with the two companies on September 27, 2016 and it was expected to be completed by the fourth week of upcoming May. The contract was awarded at the cost of USD 14.54 million and Rs 616.73 million respectively.&nbsp;<br />
With the confiscation of securities, the NEA has received Rs 145 million and Rs 60 million. According to the NEA, despite the completion of 74 percent of contract time, the companies failed to begin the works of the initial phase.</p>

<p>The council of ministers has already implemented the new work procedure from immediate effect by discarding the earlier &lsquo;work procedure related to cash incentives in export-2070&rsquo;. The new work procedure has proposed cash incentive of five percent to 15 different goods and three percent to 11 items for export.</p>

<p>According to the new work procedure, goods like processed tea, coffee, handicrafts and woodcrafts, medicinal herbs, stones and stone-embedded jwelleries, alloy goods and water will get 5 percent cash incentive. Similarly, products like turmeric, vegetables, flowers, honey, cardamom &nbsp;&nbsp;and ginger will also get 5 percent cash incentive.</p>

<p>Beside these, home-grow clothes, readymade clothes, garments, woolen products will get 3 percent cash incentive. Similarly, the products like pasmina, jute and jute products, jwellery of gold and silver, semi-processed leather, medicines, copper utensils also will get 3 percent cash incentive.</p>

<p>There was a provision to provide 2 percent cash incentive 10 export items and 1 percent for 15 other goods in the previous work procedure.</p>

<p>&nbsp;Binod Gupta, the operator of a fancy store in Biratnagar, informed New Business Age that he had sold winter clothes worth Rs 90,000 to Indian tourists by this time of the year. However, his sales have slumped to Rs 20,000 this year. Gupta further said that the Indians who have bought goods from his store this year are daily wage labourers.</p>

<p>He says that people from the bordering town of Jogbani come to Biratnagar to purchase clothes as they can find entirely differently range of goods in the Nepali market. But the Indian customers have stopped coming to Nepal after the government imposed the ban on Indian currency.</p>

<p>&ldquo;It is not possible for the Indian customers to collect large number of Rs 100 notes just for shopping across the border. Therefore, they have stopped coming here due to the hassle,&rdquo; said Gupta.</p>

<p>Likewise, tourism entrepreneurs have said there has been a decline in the number of Indian tourists due to the same reason. Bhabis Kumar Shrestha, chief of the tourism department of Morang Chamber of Commerce, said that they have been unable to explain to the Indian tourists about the reason why the government imposed the ban in the present context.</p>

<p>&ldquo;We give service first and then only charge the tourists. During the time of bill payment, Indian tourists give us big notes and when we tell them that the currency is banned thy get pissed off,&rdquo; said Shrestha.</p>

<p>Shrestha further said that many tourists have had to return from the airport due to the currency ban while they also faced various other problems.</p>

<p>According to Shrestha, the Indian tourists carry big notes with them. But the police stop them at airport during checking, he said.</p>

<p>Shrestha further said that the Indian tourists are unaware about the ban.</p>

<p>Shrestha argued that the ban imposed by the government will affect its plan to bring in 2 million tourists in 2020 as the majority of tourists are from India.</p>

<p>It is not practical for the tourists to carry a bulk of Rs 100 notes to visit Nepal, according to tourism entrepreneurs.</p>

<p>Binod Bhattarai, information officer at the ministry, said that the government has achieved the target of producing 5.5 million metric tonnes of paddy as mentioned in the fourth three-year plan.</p>

<p>The overall increment in paddy yield is 8.89 per cent this year, RSS quoted Regmi as saying. The increment per hectare of land stands at 3.76 metric tonnes as compared to 3.5 metric tonnes last year.</p>

<p>the paddy fields grew by around 22,000 hectares this year, an increment of 7.27 per cent, Regmi further said.</p>

<p>Rains, arrangements for fertilisers on time, the use of hybrid seeds, and less impact of natural disasters are said to be the reason behind the increment in paddy production, said the ministry&#39;s secretary Yubakdhoj GC.</p>

<p>&nbsp;Province 2 topped the paddy production increment this year among the seven provinces, said the ministry. The province witnessed a production of 1.49 million metric tonnes of paddy, an increment of 209,000 metric tonnes.</p>

<p>The paddy plantation this year covered 1.49 million hectares of lands as compared to 1.46 million hectares last year, said the ministry.</p>

According to Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari, the government has made necessary preparations to divide the CAAN into regulator and service provider.</p>

<p>Stressing the need of separating the duties of a regulator and service provider during the 20<sup>th</sup> anniversary of CAAN on December 31, Minister Adhikari said the division will propel the growth of the aviation sector in Nepal.</p>

<p>&nbsp;&ldquo;The decision of splitting CAAN into regulator and service provider was not taken under the pressure of anyone or the European Union (EU). We believe that the segregation will fit in the current scenario of the aviation sector of Nepal,&rdquo; he said.</p>

<p>He also requested the CAAN&rsquo;s employees to continue their work effectively in the same sections they have been assigned to.</p>

<p>&ldquo;The Ministry of Culture, Tourism and Civil Aviation is highly concerned about employees&rsquo; adjustment and growth of the industry. We will fulfill all these things through the existing legal provisions.&rdquo;</p>

<p>The minister asserted that the government took such decision to make the aviation sector an autonomous body. &ldquo;This division doesn&rsquo;t mean that we want to make CAAN fragile. We just want to ensure growth of this sector by making it competent in the global aviation market.&rdquo;</p>

<p>Likewise, Minister Adhikari said that preparations are underway to make the Gautam Buddha International Airport ready for operation within 2019. He also informed that the construction of Pokhara Airport will be completed within the project deadline and the work of Nijgadh Airport will be carried out according to the report prepared by a parliamentary committee.</p>

<p>According to the Secretary at the Ministry of Culture, Tourism and Civil Aviation, Krishna Prasad Devkota, the government&rsquo;s attempt to make Tribhuvan International Airport as a boutique airport reflecting nationality and new technologies will be initiated from April 14 this year.</p>

<p>He also informed the audience that the authority has already fulfilled the requirement of ICAO and also corresponded with the EU directly through the Ministry of Foreign Affairs to remove Nepal from the blacklist.</p>

<p>Sanjiv Gautam, director general of CAAN,</p>

<p>said that Nepal has signed bilateral flight agreements with 38 nations till date and a total of 29 international airliners from 13 different countries including three Nepali airline companies are operating flights to the Tribhuvan International Airport. He informed 3.54 million passengers arrived at the TIA within the first 10 month of 2018 through international airlines while 2.30 million passengers arrived at the airport through Nepal aircraft.</p>

<p>During the program, CAAN&rsquo;s Employee Trade Union expressed disagreement regarding splitting the CAAN. Anil Gupta, a representative of CAAN&rsquo;s Employee Trade Union, said, &ldquo;Splitting CAAN into Service provider and regulator cannot help the aviation sector of Nepal to remove itself from the Significant Safety Concern (SSC) list of the EU.&rdquo;</p>

<p>The union demanded ending the restriction of EU diplomatically rather than by changing the existing structure of CAAN.</p>

<p>Most of the tourists visiting Nepal are from India followed by China. Dipak Raj Joshi, executive director at Nepal Tourism Board,&nbsp; said that it was historic indeed that Nepal was able to bring in one million tourists in the 11 months of this year, according to a report published by Rastriya Samachar Samiti (RSS).</p>

<p>&ldquo;This has encouraged tourism,&rdquo; he said.</p>

<p>Besides India and China, the USA and the UK top the list of countries contributing tourists to Nepal.</p>

<p>NTB has maintained that the promotional programmes organised in China and India targeting Nepal&#39;s tourism helped attract more tourists this year, RSS further said.</p>

<p>In the previous year, the total number of tourists arriving Nepal was around one million while the figure was 753,000 in 2016.</p>

<p>&ldquo;Besides, the contribution of domestic tourists could not be ignored to the escalation of the entire tourism business. The tour and expedition culture is being developed among the Nepalis,&rdquo; RSS wrote.</p>

<p>Lately, several new tourist destinations have been identified and people are being encouraged for visits. The government has identified 100 tourist destinations and announced for their promotions.</p>

<p>The government has also declared to celebrate the year 2020 as the Visit Nepal Year with the target of bringing in two million tourists.</p>

<p>General secretary of the association, Prahlad Dahal, said that around 500,000 families are associated with the dairy industry and over 30,000 people are directly employed by the industry. According to RSS, Dahal expressed his concern over the government decision to withdraw the 50 percent VAT exemption given to dairies, thus making them hard to compete with imported products.&nbsp;</p>

<p>However, the situation of dairy business in the Karnali Province is not encouraging. The association claimed that the production at the province level is 50 percent insufficient to meet the internal demand.&nbsp;</p>

<p>Minister Raghubir Mahaseth shared at a press conference held at the ministry on Sunday, December 30, that 7 projects had achieved 50-80 per cent progress while 5 projects have gained 50 per cent progress.&nbsp;<br />
Similarly, six projects related to roads were yet to be implemented in the first four months of the current fiscal year, according to Rastriya Samachar Samiti.&nbsp;<br />
Minister Mahaseth, shedding light on the progress made in the railway connectivity, said, &quot;Railway service will start along the 35-kilometer stretch of Jayanagar-Janakpur-Kurtha in a few months. Another 17-kms of railway track will be constructed to stretch the railway service upto Bijulpura in India.&quot;&nbsp;</p>

<p>Mahaseth further informed that trains will operate upto Bardibas in two years and upto Nijgadh in four years.&nbsp;<br />
&quot;Matters relating to the operation of the Jayanagar-Janakpur railway service will be known by January 10,&quot; he said, adding that a decision was already made to operate the train with Nepali national flag in it.&nbsp;<br />
The consultants are conducting feasibility study of the Kerung-Kathmandu Railway, according to MoPITM.&nbsp;</p>

<p>It was also shared during the press conference that the Council of Ministers recently made a decision to purchase 300 electronic buses to operate in the Kathmandu Valley and had introduced a concept paper for transport infrastructure and transportation management in urban areas.&nbsp;<br />
Minister Mahaseth also shared that 16 Transport Management Offices and 13 Service Offices were handed to the provincial governments.&nbsp;<br />
The concept of transportation management has been introduced to streamline the public transportation system in the country, RSS reported.&nbsp;</p>

According to Rastriya Samachar Samiti (RSS), the NEA cancelled the contract for the first section of transmission line from Khimti to Bahrabise under the 400 KV Tamakoshi-Kathmandu transmission line after the Chinese companies entrusted with the responsibility failed to start the work on time.<br />
The Chinese contractor companies Guangxi Transmission &amp; Substation Construction Company and Shenzhen Clou Electronics Co Ltd were jointly awarded the contract for the construction of the transmission line in Khimti-Barhabise section.&nbsp;</p>

<p>The contract was terminated a few days ago, freezing the 10 percent of the works execution securities, RSS quoted project chief Nawaraj Ojha as saying.&nbsp;</p>

<p>The NEA had signed the contract with the two companies on September 27, 2016 and it was expected to be completed by the fourth week of upcoming May. The contract was awarded at the cost of USD 14.54 million and Rs 616.73 million respectively.&nbsp;<br />
With the confiscation of securities, the NEA has received Rs 145 million and Rs 60 million. According to the NEA, despite the completion of 74 percent of contract time, the companies failed to begin the works of the initial phase.</p>

The new work procedure has proposed cash incentive of five percent to 15 different goods and three percent to 11 items for export.</p>

<p>According to the new work procedure, goods like processed tea, coffee, handicrafts and woodcrafts, medicinal herbs, stones and stone-embedded jwelleries, alloy goods and water will get 5 percent cash incentive. Similarly, products like turmeric, vegetables, flowers, honey, cardamom &nbsp;&nbsp;and ginger will also get 5 percent cash incentive.</p>

<p>Beside these, home-grow clothes, readymade clothes, garments, woolen products will get 3 percent cash incentive. Similarly, the products like pasmina, jute and jute products, jwellery of gold and silver, semi-processed leather, medicines, copper utensils also will get 3 percent cash incentive.</p>

<p>There was a provision to provide 2 percent cash incentive 10 export items and 1 percent for 15 other goods in the previous work procedure.</p>

<p>&nbsp;Binod Gupta, the operator of a fancy store in Biratnagar, informed New Business Age that he had sold winter clothes worth Rs 90,000 to Indian tourists by this time of the year. However, his sales have slumped to Rs 20,000 this year. Gupta further said that the Indians who have bought goods from his store this year are daily wage labourers.</p>

<p>He says that people from the bordering town of Jogbani come to Biratnagar to purchase clothes as they can find entirely differently range of goods in the Nepali market. But the Indian customers have stopped coming to Nepal after the government imposed the ban on Indian currency.</p>

<p>&ldquo;It is not possible for the Indian customers to collect large number of Rs 100 notes just for shopping across the border. Therefore, they have stopped coming here due to the hassle,&rdquo; said Gupta.</p>

<p>Likewise, tourism entrepreneurs have said there has been a decline in the number of Indian tourists due to the same reason. Bhabis Kumar Shrestha, chief of the tourism department of Morang Chamber of Commerce, said that they have been unable to explain to the Indian tourists about the reason why the government imposed the ban in the present context.</p>

<p>&ldquo;We give service first and then only charge the tourists. During the time of bill payment, Indian tourists give us big notes and when we tell them that the currency is banned thy get pissed off,&rdquo; said Shrestha.</p>

<p>Shrestha further said that many tourists have had to return from the airport due to the currency ban while they also faced various other problems.</p>

<p>According to Shrestha, the Indian tourists carry big notes with them. But the police stop them at airport during checking, he said.</p>

<p>Shrestha further said that the Indian tourists are unaware about the ban.</p>

<p>Shrestha argued that the ban imposed by the government will affect its plan to bring in 2 million tourists in 2020 as the majority of tourists are from India.</p>

<p>It is not practical for the tourists to carry a bulk of Rs 100 notes to visit Nepal, according to tourism entrepreneurs.</p>

<p>A total of 5.6 million metric tonnes of paddy was produced this year as compared to 5.1 million metric tonnes last year, said Ram Krishna Regmi, senior data officer at the Ministry of Agriculture and Livestock Development.</p>

<p>Binod Bhattarai, information officer at the ministry, said that the government has achieved the target of producing 5.5 million metric tonnes of paddy as mentioned in the fourth three-year plan.</p>

<p>The overall increment in paddy yield is 8.89 per cent this year, RSS quoted Regmi as saying. The increment per hectare of land stands at 3.76 metric tonnes as compared to 3.5 metric tonnes last year.</p>

<p>the paddy fields grew by around 22,000 hectares this year, an increment of 7.27 per cent, Regmi further said.</p>

<p>Rains, arrangements for fertilisers on time, the use of hybrid seeds, and less impact of natural disasters are said to be the reason behind the increment in paddy production, said the ministry&#39;s secretary Yubakdhoj GC.</p>

<p>&nbsp;Province 2 topped the paddy production increment this year among the seven provinces, said the ministry. The province witnessed a production of 1.49 million metric tonnes of paddy, an increment of 209,000 metric tonnes.</p>

<p>The paddy plantation this year covered 1.49 million hectares of lands as compared to 1.46 million hectares last year, said the ministry.</p>

<p>The minister asserted that the government took such decision to make the aviation sector an autonomous body. &ldquo;This division doesn&rsquo;t mean that we want to make CAAN fragile. We just want to ensure growth of this sector by making it competent in the global aviation market.&rdquo;</p>

<p>Likewise, Minister Adhikari said that preparations are underway to make the Gautam Buddha International Airport ready for operation within 2019. He also informed that the construction of Pokhara Airport will be completed within the project deadline and the work of Nijgadh Airport will be carried out according to the report prepared by a parliamentary committee.</p>

<p>According to the Secretary at the Ministry of Culture, Tourism and Civil Aviation, Krishna Prasad Devkota, the government&rsquo;s attempt to make Tribhuvan International Airport as a boutique airport reflecting nationality and new technologies will be initiated from April 14 this year.</p>

<p>He also informed the audience that the authority has already fulfilled the requirement of ICAO and also corresponded with the EU directly through the Ministry of Foreign Affairs to remove Nepal from the blacklist.</p>

<p>said that Nepal has signed bilateral flight agreements with 38 nations till date and a total of 29 international airliners from 13 different countries including three Nepali airline companies are operating flights to the Tribhuvan International Airport. He informed 3.54 million passengers arrived at the TIA within the first 10 month of 2018 through international airlines while 2.30 million passengers arrived at the airport through Nepal aircraft.</p>

<p>During the program, CAAN&rsquo;s Employee Trade Union expressed disagreement regarding splitting the CAAN. Anil Gupta, a representative of CAAN&rsquo;s Employee Trade Union, said, &ldquo;Splitting CAAN into Service provider and regulator cannot help the aviation sector of Nepal to remove itself from the Significant Safety Concern (SSC) list of the EU.&rdquo;</p>

<p>The union demanded ending the restriction of EU diplomatically rather than by changing the existing structure of CAAN.</p>

<p>According to Nepal Tourism Board, 1,001,930 foreigners visited Nepal as of November 2018 since the beginning of this calendar year. It is an increase by 17 per cent as compared to the corresponding period of last year.</p>

<p>Most of the tourists visiting Nepal are from India followed by China. Dipak Raj Joshi, executive director at Nepal Tourism Board,&nbsp; said that it was historic indeed that Nepal was able to bring in one million tourists in the 11 months of this year, according to a report published by Rastriya Samachar Samiti (RSS).</p>

<p>&ldquo;This has encouraged tourism,&rdquo; he said.</p>

<p>Besides India and China, the USA and the UK top the list of countries contributing tourists to Nepal.</p>

<p>NTB has maintained that the promotional programmes organised in China and India targeting Nepal&#39;s tourism helped attract more tourists this year, RSS further said.</p>

<p>In the previous year, the total number of tourists arriving Nepal was around one million while the figure was 753,000 in 2016.</p>

<p>&ldquo;Besides, the contribution of domestic tourists could not be ignored to the escalation of the entire tourism business. The tour and expedition culture is being developed among the Nepalis,&rdquo; RSS wrote.</p>

<p>Lately, several new tourist destinations have been identified and people are being encouraged for visits. The government has identified 100 tourist destinations and announced for their promotions.</p>

<p>The government has also declared to celebrate the year 2020 as the Visit Nepal Year with the target of bringing in two million tourists.</p>

The Chinese contractor companies Guangxi Transmission &amp; Substation Construction Company and Shenzhen Clou Electronics Co Ltd were jointly awarded the contract for the construction of the transmission line in Khimti-Barhabise section.&nbsp;</p>

<p>The contract was terminated a few days ago, freezing the 10 percent of the works execution securities, RSS quoted project chief Nawaraj Ojha as saying.&nbsp;</p>

<p>The NEA had signed the contract with the two companies on September 27, 2016 and it was expected to be completed by the fourth week of upcoming May. The contract was awarded at the cost of USD 14.54 million and Rs 616.73 million respectively.&nbsp;<br />
With the confiscation of securities, the NEA has received Rs 145 million and Rs 60 million. According to the NEA, despite the completion of 74 percent of contract time, the companies failed to begin the works of the initial phase.</p>

Similarly, products like turmeric, vegetables, flowers, honey, cardamom &nbsp;&nbsp;and ginger will also get 5 percent cash incentive.</p>

<p>Beside these, home-grow clothes, readymade clothes, garments, woolen products will get 3 percent cash incentive. Similarly, the products like pasmina, jute and jute products, jwellery of gold and silver, semi-processed leather, medicines, copper utensils also will get 3 percent cash incentive.</p>

<p>There was a provision to provide 2 percent cash incentive 10 export items and 1 percent for 15 other goods in the previous work procedure.</p>

However, his sales have slumped to Rs 20,000 this year. Gupta further said that the Indians who have bought goods from his store this year are daily wage labourers.</p>

<p>He says that people from the bordering town of Jogbani come to Biratnagar to purchase clothes as they can find entirely differently range of goods in the Nepali market. But the Indian customers have stopped coming to Nepal after the government imposed the ban on Indian currency.</p>

<p>&ldquo;It is not possible for the Indian customers to collect large number of Rs 100 notes just for shopping across the border. Therefore, they have stopped coming here due to the hassle,&rdquo; said Gupta.</p>

<p>Likewise, tourism entrepreneurs have said there has been a decline in the number of Indian tourists due to the same reason. Bhabis Kumar Shrestha, chief of the tourism department of Morang Chamber of Commerce, said that they have been unable to explain to the Indian tourists about the reason why the government imposed the ban in the present context.</p>

<p>&ldquo;We give service first and then only charge the tourists. During the time of bill payment, Indian tourists give us big notes and when we tell them that the currency is banned thy get pissed off,&rdquo; said Shrestha.</p>

<p>Shrestha further said that many tourists have had to return from the airport due to the currency ban while they also faced various other problems.</p>

<p>According to Shrestha, the Indian tourists carry big notes with them. But the police stop them at airport during checking, he said.</p>

<p>Shrestha further said that the Indian tourists are unaware about the ban.</p>

<p>Shrestha argued that the ban imposed by the government will affect its plan to bring in 2 million tourists in 2020 as the majority of tourists are from India.</p>

<p>It is not practical for the tourists to carry a bulk of Rs 100 notes to visit Nepal, according to tourism entrepreneurs.</p>

<p>Amit Agrawal, director of Khalti, and Manohar Adhikari, founder and CEO of Foodmandu, signed the agreement amid a function on Thursday, December 27.</p>

<p>This collaboration will facilitate users to make digital payments for food ordered online through Foodmandu app and website, reads a joint statement issued by the two companies.</p>

<p>Announcing the partnership, Khalti&rsquo;s Director Amit Agrawal said,&ldquo;With this tie-up, our customers, especially those who love ordering food online will have the unique advantage of making cashless payment through their mobile phone. Nepal&rsquo;s payment ecosystem is in the midst of a shift toward digital system. We are seeing a surge in demand for online purchases as more people are feeling at ease paying for products and services via digital channels.&rdquo;</p>

<p>Likewise, Foodmandu&rsquo;s CEO Manohar Adhikari expressed happiness to partner with Khalti and make its digital payment facility available to the customers.</p>

<p>&nbsp;&ldquo;Though e-commerce and online shopping trend is rapidly growing in Nepal, digital payment scene is yet to take off and cash-on-delivery is still the principal method of e-commerce payments. This partnership is expected to shift payments on online purchase in Nepal, from cash-on-delivery to digital payments,&rdquo; the statement said.</p>

<p>A total of 5.6 million metric tonnes of paddy was produced this year as compared to 5.1 million metric tonnes last year, said Ram Krishna Regmi, senior data officer at the Ministry of Agriculture and Livestock Development.</p>

<p>Binod Bhattarai, information officer at the ministry, said that the government has achieved the target of producing 5.5 million metric tonnes of paddy as mentioned in the fourth three-year plan.</p>

<p>The overall increment in paddy yield is 8.89 per cent this year, RSS quoted Regmi as saying. The increment per hectare of land stands at 3.76 metric tonnes as compared to 3.5 metric tonnes last year.</p>

<p>the paddy fields grew by around 22,000 hectares this year, an increment of 7.27 per cent, Regmi further said.</p>

<p>Rains, arrangements for fertilisers on time, the use of hybrid seeds, and less impact of natural disasters are said to be the reason behind the increment in paddy production, said the ministry&#39;s secretary Yubakdhoj GC.</p>

<p>&nbsp;Province 2 topped the paddy production increment this year among the seven provinces, said the ministry. The province witnessed a production of 1.49 million metric tonnes of paddy, an increment of 209,000 metric tonnes.</p>

<p>The paddy plantation this year covered 1.49 million hectares of lands as compared to 1.46 million hectares last year, said the ministry.</p>

According to Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari, the government has made necessary preparations to divide the CAAN into regulator and service provider.</p>

<p>Stressing the need of separating the duties of a regulator and service provider during the 20<sup>th</sup> anniversary of CAAN on December 31, Minister Adhikari said the division will propel the growth of the aviation sector in Nepal.</p>

<p>&nbsp;&ldquo;The decision of splitting CAAN into regulator and service provider was not taken under the pressure of anyone or the European Union (EU). We believe that the segregation will fit in the current scenario of the aviation sector of Nepal,&rdquo; he said.</p>

<p>He also requested the CAAN&rsquo;s employees to continue their work effectively in the same sections they have been assigned to.</p>

<p>&ldquo;The Ministry of Culture, Tourism and Civil Aviation is highly concerned about employees&rsquo; adjustment and growth of the industry. We will fulfill all these things through the existing legal provisions.&rdquo;</p>

<p>The minister asserted that the government took such decision to make the aviation sector an autonomous body. &ldquo;This division doesn&rsquo;t mean that we want to make CAAN fragile. We just want to ensure growth of this sector by making it competent in the global aviation market.&rdquo;</p>

<p>Likewise, Minister Adhikari said that preparations are underway to make the Gautam Buddha International Airport ready for operation within 2019. He also informed that the construction of Pokhara Airport will be completed within the project deadline and the work of Nijgadh Airport will be carried out according to the report prepared by a parliamentary committee.</p>

<p>According to the Secretary at the Ministry of Culture, Tourism and Civil Aviation, Krishna Prasad Devkota, the government&rsquo;s attempt to make Tribhuvan International Airport as a boutique airport reflecting nationality and new technologies will be initiated from April 14 this year.</p>

<p>He also informed the audience that the authority has already fulfilled the requirement of ICAO and also corresponded with the EU directly through the Ministry of Foreign Affairs to remove Nepal from the blacklist.</p>

<p>Sanjiv Gautam, director general of CAAN,</p>

<p>said that Nepal has signed bilateral flight agreements with 38 nations till date and a total of 29 international airliners from 13 different countries including three Nepali airline companies are operating flights to the Tribhuvan International Airport. He informed 3.54 million passengers arrived at the TIA within the first 10 month of 2018 through international airlines while 2.30 million passengers arrived at the airport through Nepal aircraft.</p>

<p>During the program, CAAN&rsquo;s Employee Trade Union expressed disagreement regarding splitting the CAAN. Anil Gupta, a representative of CAAN&rsquo;s Employee Trade Union, said, &ldquo;Splitting CAAN into Service provider and regulator cannot help the aviation sector of Nepal to remove itself from the Significant Safety Concern (SSC) list of the EU.&rdquo;</p>

<p>The union demanded ending the restriction of EU diplomatically rather than by changing the existing structure of CAAN.</p>

<p>Nepal welcomed more than a million tourists in the first 11 months of 2018, a feat never before achieved by the country.</p>

<p>According to Nepal Tourism Board, 1,001,930 foreigners visited Nepal as of November 2018 since the beginning of this calendar year. It is an increase by 17 per cent as compared to the corresponding period of last year.</p>

<p>Most of the tourists visiting Nepal are from India followed by China. Dipak Raj Joshi, executive director at Nepal Tourism Board,&nbsp; said that it was historic indeed that Nepal was able to bring in one million tourists in the 11 months of this year, according to a report published by Rastriya Samachar Samiti (RSS).</p>

<p>&ldquo;This has encouraged tourism,&rdquo; he said.</p>

<p>Besides India and China, the USA and the UK top the list of countries contributing tourists to Nepal.</p>

<p>NTB has maintained that the promotional programmes organised in China and India targeting Nepal&#39;s tourism helped attract more tourists this year, RSS further said.</p>

<p>In the previous year, the total number of tourists arriving Nepal was around one million while the figure was 753,000 in 2016.</p>

<p>&ldquo;Besides, the contribution of domestic tourists could not be ignored to the escalation of the entire tourism business. The tour and expedition culture is being developed among the Nepalis,&rdquo; RSS wrote.</p>

<p>Lately, several new tourist destinations have been identified and people are being encouraged for visits. The government has identified 100 tourist destinations and announced for their promotions.</p>

<p>The government has also declared to celebrate the year 2020 as the Visit Nepal Year with the target of bringing in two million tourists.</p>

<p>It was said at the AGM that the country produces five million litres of milk on a daily basis out of which the producers themselves consume 50 percent of the production.&nbsp;<br />
The people associated with the dairy business complain that despite a valuable contribution to the GDP, the dairy business is yet to get its due recognition from the state.&nbsp;</p>

<p>General secretary of the association, Prahlad Dahal, said that around 500,000 families are associated with the dairy industry and over 30,000 people are directly employed by the industry. According to RSS, Dahal expressed his concern over the government decision to withdraw the 50 percent VAT exemption given to dairies, thus making them hard to compete with imported products.&nbsp;</p>

<p>However, the situation of dairy business in the Karnali Province is not encouraging. The association claimed that the production at the province level is 50 percent insufficient to meet the internal demand.&nbsp;</p>

<p>Mahaseth further informed that trains will operate upto Bardibas in two years and upto Nijgadh in four years.&nbsp;<br />
&quot;Matters relating to the operation of the Jayanagar-Janakpur railway service will be known by January 10,&quot; he said, adding that a decision was already made to operate the train with Nepali national flag in it.&nbsp;<br />
The consultants are conducting feasibility study of the Kerung-Kathmandu Railway, according to MoPITM.&nbsp;</p>

<p>It was also shared during the press conference that the Council of Ministers recently made a decision to purchase 300 electronic buses to operate in the Kathmandu Valley and had introduced a concept paper for transport infrastructure and transportation management in urban areas.&nbsp;<br />
Minister Mahaseth also shared that 16 Transport Management Offices and 13 Service Offices were handed to the provincial governments.&nbsp;<br />

According to Rastriya Samachar Samiti (RSS), the NEA cancelled the contract for the first section of transmission line from Khimti to Bahrabise under the 400 KV Tamakoshi-Kathmandu transmission line after the Chinese companies entrusted with the responsibility failed to start the work on time.<br />
The Chinese contractor companies Guangxi Transmission &amp; Substation Construction Company and Shenzhen Clou Electronics Co Ltd were jointly awarded the contract for the construction of the transmission line in Khimti-Barhabise section.&nbsp;</p>

<p>The contract was terminated a few days ago, freezing the 10 percent of the works execution securities, RSS quoted project chief Nawaraj Ojha as saying.&nbsp;</p>

<p>The NEA had signed the contract with the two companies on September 27, 2016 and it was expected to be completed by the fourth week of upcoming May. The contract was awarded at the cost of USD 14.54 million and Rs 616.73 million respectively.&nbsp;<br />
With the confiscation of securities, the NEA has received Rs 145 million and Rs 60 million. According to the NEA, despite the completion of 74 percent of contract time, the companies failed to begin the works of the initial phase.</p>

<p>The council of ministers has already implemented the new work procedure from immediate effect by discarding the earlier &lsquo;work procedure related to cash incentives in export-2070&rsquo;. The new work procedure has proposed cash incentive of five percent to 15 different goods and three percent to 11 items for export.</p>

<p>According to the new work procedure, goods like processed tea, coffee, handicrafts and woodcrafts, medicinal herbs, stones and stone-embedded jwelleries, alloy goods and water will get 5 percent cash incentive. Similarly, products like turmeric, vegetables, flowers, honey, cardamom &nbsp;&nbsp;and ginger will also get 5 percent cash incentive.</p>

<p>Beside these, home-grow clothes, readymade clothes, garments, woolen products will get 3 percent cash incentive. Similarly, the products like pasmina, jute and jute products, jwellery of gold and silver, semi-processed leather, medicines, copper utensils also will get 3 percent cash incentive.</p>

<p>There was a provision to provide 2 percent cash incentive 10 export items and 1 percent for 15 other goods in the previous work procedure.</p>

Due to the ban, there has been a significant decrease in the number of Indian tourists visiting hill stations like Ilam and Bhedetar via Biratnagar while the business community in the industrial capital of Nepal has also complained of reduced number of visitors from India for shopping.</p>

<p>&nbsp;Binod Gupta, the operator of a fancy store in Biratnagar, informed New Business Age that he had sold winter clothes worth Rs 90,000 to Indian tourists by this time of the year. However, his sales have slumped to Rs 20,000 this year. Gupta further said that the Indians who have bought goods from his store this year are daily wage labourers.</p>

<p>He says that people from the bordering town of Jogbani come to Biratnagar to purchase clothes as they can find entirely differently range of goods in the Nepali market. But the Indian customers have stopped coming to Nepal after the government imposed the ban on Indian currency.</p>

<p>&ldquo;It is not possible for the Indian customers to collect large number of Rs 100 notes just for shopping across the border. Therefore, they have stopped coming here due to the hassle,&rdquo; said Gupta.</p>

<p>Likewise, tourism entrepreneurs have said there has been a decline in the number of Indian tourists due to the same reason. Bhabis Kumar Shrestha, chief of the tourism department of Morang Chamber of Commerce, said that they have been unable to explain to the Indian tourists about the reason why the government imposed the ban in the present context.</p>

<p>&ldquo;We give service first and then only charge the tourists. During the time of bill payment, Indian tourists give us big notes and when we tell them that the currency is banned thy get pissed off,&rdquo; said Shrestha.</p>

<p>Shrestha further said that many tourists have had to return from the airport due to the currency ban while they also faced various other problems.</p>

<p>According to Shrestha, the Indian tourists carry big notes with them. But the police stop them at airport during checking, he said.</p>

<p>Shrestha further said that the Indian tourists are unaware about the ban.</p>

<p>Shrestha argued that the ban imposed by the government will affect its plan to bring in 2 million tourists in 2020 as the majority of tourists are from India.</p>

<p>It is not practical for the tourists to carry a bulk of Rs 100 notes to visit Nepal, according to tourism entrepreneurs.</p>

<p>A total of 5.6 million metric tonnes of paddy was produced this year as compared to 5.1 million metric tonnes last year, said Ram Krishna Regmi, senior data officer at the Ministry of Agriculture and Livestock Development.</p>

<p>Binod Bhattarai, information officer at the ministry, said that the government has achieved the target of producing 5.5 million metric tonnes of paddy as mentioned in the fourth three-year plan.</p>

<p>The overall increment in paddy yield is 8.89 per cent this year, RSS quoted Regmi as saying. The increment per hectare of land stands at 3.76 metric tonnes as compared to 3.5 metric tonnes last year.</p>

<p>the paddy fields grew by around 22,000 hectares this year, an increment of 7.27 per cent, Regmi further said.</p>

<p>Rains, arrangements for fertilisers on time, the use of hybrid seeds, and less impact of natural disasters are said to be the reason behind the increment in paddy production, said the ministry&#39;s secretary Yubakdhoj GC.</p>

<p>&nbsp;Province 2 topped the paddy production increment this year among the seven provinces, said the ministry. The province witnessed a production of 1.49 million metric tonnes of paddy, an increment of 209,000 metric tonnes.</p>

<p>The paddy plantation this year covered 1.49 million hectares of lands as compared to 1.46 million hectares last year, said the ministry.</p>
