Heavy snowfall that occurred in the upper reaches of the district since Thursday morning has obstructed the regular flights to and from the airport, according to Rastriya Samachar Samiti (RSS).</p> <p> The state-owned news agency reported that thick snow piled up on the runway has obstructed the landing while extremely poor visibility has affected the flights to and from the airport.</p> <p> Bal Kumar Sharma, chief of the civil aviation office in Jufal, said there were slim chances of resuming the air services for a few days. According to the organisers, this programme was organised to gather inputs from stakeholders at a time when the Government of Nepal is in the process of negotiating a review of the trade treaty with the Indian government. </p> <p> Making his presentation on Nepal-India Trade Treaty: Some Avenues for Review, Dr Posh Raj Pandey, chairman of SAWTEE, said that there are many issues that need to be discussed and revised in the treaty in view of the facts such as a burgeoning trade deficit, failure to participate in value chains, the presence of non-tariff barriers, preference erosion, the adverse impact of the treaty on producers of primary agricultural goods, inadequate trade facilitation measures and lack of or slow targeted support for building trade capacities.</p> <p> He further added that the government needs to put forward the proposal to remove the provision of tariff rate quotas on vegetable fats, acrylic yarn, copper and zinc oxide, waive Integrated Goods and Services Tax (IGST) for the products produced by small units, allow Nepal to import third country goods from India for specific purposes, and also remove the time-bound nature of the trade treaty to ensure greater certainty. </p> <p> Shekhar Golchha, senior vice president of the Federation of Nepalese Chamber of Commerce and Industries (FNCCI), said that Nepal has not been able to promote its exports as the cost of doing business is very high and the business environment was also plagued by political instability and energy crisis, among others, but now that these issues have been resolved to a certain extent, the focus now needs to be on developing infrastructure at the border areas to promote export.</p> <p> Hari Bhakta Sharma, president of the Confederation of Nepalese Industries (CNI), said that the treaty needs a paradigm shift with revisions as it has only benefited India.</p> <p> Former secretary Purushottam Ojha said that some of the favourable provisions of the treaty remain unimplemented. Such provisions include a partial rebate of excise duty on exports by Nepali medium and large firms that can prove that their cost of production is higher than that of their counterpart firms in India; a pledge by India to help Nepal build its capacity concerning standards and testing; local-level committee comprising local stakeholders in border areas to address trade frictions. Instead, they suggested that Murtiya, which is 33 km east of the proposed site, can be appropriate for the airport. The said that Murtiya does not have forest areas and is far from the hills as well as the Indian border.</p> <p> Kapil Chitrakar, an expert on forest and wildlife, said that they have submitted petitions to the Ministry of Culture, Tourism and Civil Aviation (MoCTCA), the Ministry of Forest and Environment and the Prime Minister’s Office. He said that 141 different critics, forest experts, journalists, entrepreneurs, industrialists, environmental activists among others have signed the petitions.</p> <p> Dr Dwarika Dhungel, an analyst and former secretary said, “We are not standing against the developmental projects of the country which are indeed required for reliving traffic congestion at Tribhuvan International Airport (TIA). Deforestation of Nijgadh forest which protects over 500 species of birds, 22 species of rare vegetation including shorea robusta (Sal) tree and 23 varieties of mammals will adversely affect the environment.”</p> <p> According to environmental activist Prabhu Budathoki , the deforestation of the Chure range will lead to desertification of Terai and Madhes affecting the livelihood of the people. Likewise, environmental activist Chanda Rana said Nijgadh’s EIA resembles the format of hydropower project. Such practices have created ample spaces for fiduciary malaises, the report stated.<br /> According to the OAG report, most of the district-based government offices were found to have purchased goods in bit and pieces against the procurement rule.<br /> According to the Public Procurement Act, the procurement of goods above a certain limit should be done at once.<br /> Most of the government offices and local governments are found to have proceeded the procurement without master plan and annual procurement plan.<br /> The offices were also found be apathetic to execute the given responsibilities, reads the report. Now, the company has initiated the process to obtain air operator’s certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), informed Manandhar. Prior to this, the service was available only for post-paid mobile users. The state-run news agency, Rastriya Samachar Samiti (RSS), reported that the pre-paid mobile roaming service was launched on February 5.</p> <p> RSS further said that the prepaid mobile phone users are entitled to the new service without deposits. According to NT Managing Director Dilliram Adhikari, the state-owned company plans to further diversify its services and the new decision was a part of such plan.</p> <p> Meanwhile, NT said that new customers of GSM postpaid mobile phones to be registered from February 6 to 20 will be given free one GB ‘all time’ data and 100-minute phone calls per month for three months.</p> <p> Under the tourist package, five GB data, 50 minutes’ phone calls within the NT network, 50 SMS and a 100-minute international call services will be available for Rs 500. All these services will be doubled in the package of Rs 1,000. The schemes were announced on the occasion of the 15th anniversary of the NT.</p> <p> Meanwhile, the company announced that it earned a profit of Rs 45.27 billion in the fiscal year 2017-18. According to RSS, the figure was Rs 44.59 billion in the previous fiscal year.</p> <p> The company paid revenue of over Rs 26.20 billion in total (as tax and non-tax category) to the government in the fiscal year 2017-18. The number of its customers till mid-December last year has reached 21.09 million. The figure was 17.60 million in the previous fiscal year. According to the organisers, this programme was organised to gather inputs from stakeholders at a time when the Government of Nepal is in the process of negotiating a review of the trade treaty with the Indian government. </p> <p> Making his presentation on Nepal-India Trade Treaty: Some Avenues for Review, Dr Posh Raj Pandey, chairman of SAWTEE, said that there are many issues that need to be discussed and revised in the treaty in view of the facts such as a burgeoning trade deficit, failure to participate in value chains, the presence of non-tariff barriers, preference erosion, the adverse impact of the treaty on producers of primary agricultural goods, inadequate trade facilitation measures and lack of or slow targeted support for building trade capacities.</p> <p> He further added that the government needs to put forward the proposal to remove the provision of tariff rate quotas on vegetable fats, acrylic yarn, copper and zinc oxide, waive Integrated Goods and Services Tax (IGST) for the products produced by small units, allow Nepal to import third country goods from India for specific purposes, and also remove the time-bound nature of the trade treaty to ensure greater certainty. </p> <p> Shekhar Golchha, senior vice president of the Federation of Nepalese Chamber of Commerce and Industries (FNCCI), said that Nepal has not been able to promote its exports as the cost of doing business is very high and the business environment was also plagued by political instability and energy crisis, among others, but now that these issues have been resolved to a certain extent, the focus now needs to be on developing infrastructure at the border areas to promote export.</p> <p> Hari Bhakta Sharma, president of the Confederation of Nepalese Industries (CNI), said that the treaty needs a paradigm shift with revisions as it has only benefited India.</p> <p> Former secretary Purushottam Ojha said that some of the favourable provisions of the treaty remain unimplemented. Such provisions include a partial rebate of excise duty on exports by Nepali medium and large firms that can prove that their cost of production is higher than that of their counterpart firms in India; a pledge by India to help Nepal build its capacity concerning standards and testing; local-level committee comprising local stakeholders in border areas to address trade frictions. He urged the government to work out ways to have such provisions implemented.</p> <p> Participants stressed the fact that the treaty needs to be reviewed before renewing.
