Trolley buses – once a major means of transportation – are now confined to the history books. The rope lines of the eco-friendly trolley buses are still visible in the core areas of Kathmandu. As the buses are dumped in the junkyard, the dream of Kathmanduities to ride trolley buses is not possible anytime soon.</p> <p> The trolley bus service was started in 1975 in the capital with a grant of Rs 40 million from the Chinese government. During the initial period, 22 trolley buses operated from Tripureshwar to Surya Binayak, Bhaktapur. In 1996, additional ten trolley buses operated in different routes of the capital. But, in 2008, the service came to an abrupt end.</p> <p> Knowledgeable sources say power-cuts were the main reason behind the fall out of trolley buses in the capital.</p> <p> Meanwhile, the eighth five-year plan (1992-1997) of the National Planning Commission had proposed expanding the routes of trolley bus service from Tripureshwar to Kirtipur, and Thapathali to Pulchowk via Patandhoka. But the plan could not materialize.</p> <p> After the unofficial blockade by the Indian government in 2015, the then prime minister KP Sharma Oli had announced to revive the bus service. But, later the government itself scrapped the committee formed to promote trolley bus service in the country.</p> <p> The Asian Development Bank had also publicized a report to operate new trolley bus service in the capital. Nepal Rastra Bank’s bi-annual report published recently shows that the country’s economy is becoming more and more import-oriented. The report shows a trade deficit of Rs 679 billion.</p> <p> During the review period, the country’s economic growth stood at 6.7 percent while inflation was 4.6 percent. It also shows that the government spent Rs 296 billion in recurrent budget while the capital expenditure was Rs 55.72 billion in the first six months.</p> <p> The recurrent expenditure has been as expected but the low capital expenditure paints a bleak picture of infrastructure development.</p> <p> Likewise, the government has not met its target in revenue collection during the review period. Although the government had set a target of collecting Rs 429 billion in revenue, it was able to collect only Rs 402 billion.</p> <p> According to the Ministry of Finance, 11 taxpayer service centers, six inland revenue departments and one medium-level tax office were established in the review period. Likewise, five small customs offices were upgraded into main customs points.</p> <p> Meanwhile, the government has made arrangement for payment of revenue up to Rs 100,000 through e-payment system for the taxpayers. In the six months of FY 2018/19, a total of 85,049 people were issued Permanent Account Number (PAN) for commercial purpose while 46,837 received PAN on individual basis. But the important thing is to see how the government implements it.”</p> <p> He was cautious that the government might use this bill for generating revenue just like it did with the misuse of some other bills.</p> <p> “Our major concern is to see if the government uses this bill also to generate revenue,” he added.</p> <p> According to Golchha, entrepreneurs had long been demanding such bill to discourage dumping.</p> <p> President of the Confederation of Nepalese Industries, Hari Bhakta Sharma, opined that the domestic industries were at the receiving end due to the lack of laws to protect the market from dumping.</p> <p> “The country should not always remain import-oriented. We had been demanding the need to develop entrepreneurship within our country. Foreigners have been selling their products unabated in our country. This bill has provisions to promote the domestic industries and to discourage import,” he said.</p> <p> Meanwhile, Kamlesh Agrawal, vice president of Nepal Chamber of Commerce, said that the government should not restrict the rights of the consumers in the name of protecting domestic industries. It is paramount that we remove the barriers that hold women back, and with this report we aim to demonstrate that reforms are possible, and to accelerate change.”</p> <p> The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with each of these stages. The data spans a ten-year period where 187 countries are scored according to eight indicators, reads a press statement issued by the World Bank.</p> <p> Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organizations among others, but legal and regulatory reforms can play a foundational role as an important first step. </p> <p> According to the World Bank, progress over the last ten years in the areas measured by the index has been significant. During this time, the global average has risen from 70 to 75. A total of 131 economies have made 274 reforms to laws and regulations that improve women’s economic inclusion. Meanwhile, 35 countries implemented legal protections against sexual harassment at work, protecting nearly two billion more women than a decade ago.</p> <p> The report further said that 22 economies removed restrictions on women’s work, reducing the likelihood that women are kept out of working in certain sectors of the economy. And 13 economies introduced laws mandating equal remuneration for work of equal value.</p> <p> Six economies – Belgium, Denmark, France, Latvia, Luxembourg, and Sweden – now hold perfect scores of 100, meaning they give women and men equal legal rights in the measured areas. A decade ago, no economy could make that claim. Under this index, economies that conducted reforms experienced bigger increases in the percentage of women working overall, leading to women’s economic empowerment. </p> <p> Despite these efforts, women in many parts of the world still face discriminatory laws and regulations at every point in their working life. Fifty-six countries – spanning all regions and income levels – enacted no reforms at all to improve women’s equality of opportunity over the ten-year period. The pace of reform was the slowest in the category of managing assets – examining gender differences in property rights.</p> <p> The study develops new insight into how women’s employment and entrepreneurship are affected by legal discrimination, and in turn how this affects economic outcomes such as women’s participation in the labor market. The report shows a trade deficit of Rs 679 billion.</p> <p> During the review period, the country’s economic growth stood at 6.7 percent while inflation was 4.6 percent. It also shows that the government spent Rs 296 billion in recurrent budget while the capital expenditure was Rs 55.72 billion in the first six months.</p> <p> The recurrent expenditure has been as expected but the low capital expenditure paints a bleak picture of infrastructure development.</p> <p> Likewise, the government has not met its target in revenue collection during the review period. Although the government had set a target of collecting Rs 429 billion in revenue, it was able to collect only Rs 402 billion.</p> <p> According to the Ministry of Finance, 11 taxpayer service centers, six inland revenue departments and one medium-level tax office were established in the review period. Likewise, five small customs offices were upgraded into main customs points.</p> <p> Meanwhile, the government has made arrangement for payment of revenue up to Rs 100,000 through e-payment system for the taxpayers. In the six months of FY 2018/19, a total of 85,049 people were issued Permanent Account Number (PAN) for commercial purpose while 46,837 received PAN on individual basis. It is paramount that we remove the barriers that hold women back, and with this report we aim to demonstrate that reforms are possible, and to accelerate change.”</p> <p> The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with each of these stages. The data spans a ten-year period where 187 countries are scored according to eight indicators, reads a press statement issued by the World Bank.</p> <p> Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organizations among others, but legal and regulatory reforms can play a foundational role as an important first step. </p> <p> According to the World Bank, progress over the last ten years in the areas measured by the index has been significant. During this time, the global average has risen from 70 to 75. A total of 131 economies have made 274 reforms to laws and regulations that improve women’s economic inclusion. Meanwhile, 35 countries implemented legal protections against sexual harassment at work, protecting nearly two billion more women than a decade ago.</p> <p> The report further said that 22 economies removed restrictions on women’s work, reducing the likelihood that women are kept out of working in certain sectors of the economy. And 13 economies introduced laws mandating equal remuneration for work of equal value.</p> <p> Six economies – Belgium, Denmark, France, Latvia, Luxembourg, and Sweden – now hold perfect scores of 100, meaning they give women and men equal legal rights in the measured areas. A decade ago, no economy could make that claim. Under this index, economies that conducted reforms experienced bigger increases in the percentage of women working overall, leading to women’s economic empowerment. </p> <p> Despite these efforts, women in many parts of the world still face discriminatory laws and regulations at every point in their working life. Fifty-six countries – spanning all regions and income levels – enacted no reforms at all to improve women’s equality of opportunity over the ten-year period. The pace of reform was the slowest in the category of managing assets – examining gender differences in property rights.</p> <p> The study develops new insight into how women’s employment and entrepreneurship are affected by legal discrimination, and in turn how this affects economic outcomes such as women’s participation in the labor market. During the initial period, 22 trolley buses operated from Tripureshwar to Surya Binayak, Bhaktapur. In 1996, additional ten trolley buses operated in different routes of the capital. The report shows a trade deficit of Rs 679 billion.</p> <p> During the review period, the country’s economic growth stood at 6.7 percent while inflation was 4.6 percent. It also shows that the government spent Rs 296 billion in recurrent budget while the capital expenditure was Rs 55.72 billion in the first six months.</p> <p> The recurrent expenditure has been as expected but the low capital expenditure paints a bleak picture of infrastructure development.</p> <p> Likewise, the government has not met its target in revenue collection during the review period. Although the government had set a target of collecting Rs 429 billion in revenue, it was able to collect only Rs 402 billion.</p> <p> According to the Ministry of Finance, 11 taxpayer service centers, six inland revenue departments and one medium-level tax office were established in the review period. Likewise, five small customs offices were upgraded into main customs points.</p> <p> Meanwhile, the government has made arrangement for payment of revenue up to Rs 100,000 through e-payment system for the taxpayers. In the six months of FY 2018/19, a total of 85,049 people were issued Permanent Account Number (PAN) for commercial purpose while 46,837 received PAN on individual basis. We had been demanding the need to develop entrepreneurship within our country. Foreigners have been selling their products unabated in our country. It is paramount that we remove the barriers that hold women back, and with this report we aim to demonstrate that reforms are possible, and to accelerate change.”</p> <p> The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with each of these stages. The data spans a ten-year period where 187 countries are scored according to eight indicators, reads a press statement issued by the World Bank.</p> <p> Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organizations among others, but legal and regulatory reforms can play a foundational role as an important first step. </p> <p> According to the World Bank, progress over the last ten years in the areas measured by the index has been significant. During this time, the global average has risen from 70 to 75. A total of 131 economies have made 274 reforms to laws and regulations that improve women’s economic inclusion. Meanwhile, 35 countries implemented legal protections against sexual harassment at work, protecting nearly two billion more women than a decade ago.</p> <p> The report further said that 22 economies removed restrictions on women’s work, reducing the likelihood that women are kept out of working in certain sectors of the economy. And 13 economies introduced laws mandating equal remuneration for work of equal value.</p> <p> Six economies – Belgium, Denmark, France, Latvia, Luxembourg, and Sweden – now hold perfect scores of 100, meaning they give women and men equal legal rights in the measured areas. A decade ago, no economy could make that claim. Under this index, economies that conducted reforms experienced bigger increases in the percentage of women working overall, leading to women’s economic empowerment. </p> <p> Despite these efforts, women in many parts of the world still face discriminatory laws and regulations at every point in their working life. Fifty-six countries – spanning all regions and income levels – enacted no reforms at all to improve women’s equality of opportunity over the ten-year period. The pace of reform was the slowest in the category of managing assets – examining gender differences in property rights.</p> <p> The study develops new insight into how women’s employment and entrepreneurship are affected by legal discrimination, and in turn how this affects economic outcomes such as women’s participation in the labor market. The report shows a trade deficit of Rs 679 billion.</p> <p> During the review period, the country’s economic growth stood at 6.7 percent while inflation was 4.6 percent. It also shows that the government spent Rs 296 billion in recurrent budget while the capital expenditure was Rs 55.72 billion in the first six months.</p> <p> The recurrent expenditure has been as expected but the low capital expenditure paints a bleak picture of infrastructure development.</p> <p> Likewise, the government has not met its target in revenue collection during the review period. Although the government had set a target of collecting Rs 429 billion in revenue, it was able to collect only Rs 402 billion.</p> <p> According to the Ministry of Finance, 11 taxpayer service centers, six inland revenue departments and one medium-level tax office were established in the review period. Likewise, five small customs offices were upgraded into main customs points.</p> <p> Meanwhile, the government has made arrangement for payment of revenue up to Rs 100,000 through e-payment system for the taxpayers. In the six months of FY 2018/19, a total of 85,049 people were issued Permanent Account Number (PAN) for commercial purpose while 46,837 received PAN on individual basis. It is paramount that we remove the barriers that hold women back, and with this report we aim to demonstrate that reforms are possible, and to accelerate change.”</p> <p> The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with each of these stages. The data spans a ten-year period where 187 countries are scored according to eight indicators, reads a press statement issued by the World Bank.</p> <p> Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organizations among others, but legal and regulatory reforms can play a foundational role as an important first step. </p> <p> According to the World Bank, progress over the last ten years in the areas measured by the index has been significant. During this time, the global average has risen from 70 to 75. A total of 131 economies have made 274 reforms to laws and regulations that improve women’s economic inclusion. Meanwhile, 35 countries implemented legal protections against sexual harassment at work, protecting nearly two billion more women than a decade ago.</p> <p> The report further said that 22 economies removed restrictions on women’s work, reducing the likelihood that women are kept out of working in certain sectors of the economy. And 13 economies introduced laws mandating equal remuneration for work of equal value.</p> <p> Six economies – Belgium, Denmark, France, Latvia, Luxembourg, and Sweden – now hold perfect scores of 100, meaning they give women and men equal legal rights in the measured areas. A decade ago, no economy could make that claim. Under this index, economies that conducted reforms experienced bigger increases in the percentage of women working overall, leading to women’s economic empowerment. </p> <p> Despite these efforts, women in many parts of the world still face discriminatory laws and regulations at every point in their working life. Fifty-six countries – spanning all regions and income levels – enacted no reforms at all to improve women’s equality of opportunity over the ten-year period. The pace of reform was the slowest in the category of managing assets – examining gender differences in property rights.</p> <p> The study develops new insight into how women’s employment and entrepreneurship are affected by legal discrimination, and in turn how this affects economic outcomes such as women’s participation in the labor market.
