<p style="text-align: justify;">NBIL is set to issue 1:1 rights shares of 2,700,000 numbers of equity shares with &nbsp;face value Rs 100 each to&nbsp; its existing shareholders at par. The proposed issue is being made to augment the capital base to support future growth plans.</p>

<p style="text-align: justify;">As per ICRA, it has taken into account the improvement in the performance of NBIL after resumption of business in June 2015, under new set of owners and management team. NBIL has suffered from significant erosion in market share/reputation following the charges of financial misappropriation leveled against the erstwhile promoters. The allegation led to suspension of NBIL&rsquo;s business operations between December 2013 and June 2015.</p>

<p style="text-align: justify;">However, the grading remains constrained by the low possibility of equity holders receiving dividend payments in the medium term (2-3 years) due to the weak financial profile and weak solvency indicators &nbsp;of the company, mentioned ICRA.</p>

<p style="text-align: justify;">Moreover, ICRA states that although the proposed equity injection will strengthen the capital base to some extent, the company is likely to require further capital injection and/or internal accruals to improve its capitalisation levels.&nbsp;</p>

As per the company, the service will be renewed during midnight and cost will be deducted on the basis of usage of data. The previous FY had arrears of Rs 328.52 billion.</p>

<p style="text-align: justify;">According to Sukadev Bhattarai Khatri, the acting auditor general, the arrears of government agencies along with constitutional bodies and committees have increased by 72 percent. He said that total arrears have amounted to Rs 97.44 during the year 2072/73 which was Rs 56.65 billion in previous year. Among it, the government agencies have the arrears of Rs 88.85 billion and of constitutional bodies and committee of Rs 8.58 billion respectively.</p>

<p style="text-align: justify;">As per the report of OAG, Minister of Finance (MoF) tops the list in terms of arrears in the FY 2072/73. Bhattarai informed that the MoF has the arrears of 44 percent of the total unsettled account. Similarly, Physical Infrastructure and Transportation Ministry comes second in the financial indiscipline with Rs 12.77 arrears. Likewise, Ministry of Federal Affairs and Development, &nbsp;Ministry of &nbsp;Education and Ministry of&nbsp; Water Supply and Sanitation have arrears of Rs 8.03 billion, Rs 7.76 billion and Rs 3.82 billion respectively.</p>

<p style="text-align:justify">However, stakeholders labeled the decision as &lsquo;Government Stunt&rsquo; as the government has not been able to restart the bank branches closed during Maoist&rsquo;s insurgency. If one considers the NRB statistics, a total of 318 branches of Agriculture Development, Rastriya Banijya Bank and Nepal Bank&nbsp; banks had been closed during the insurgency. Among which only 151branches have been resumed so far.</p>

<p style="text-align: justify;">According to Spokesperson Giri, a total of 60 percent of the total issuance amount is being collected through ASBA mechanism in a very short period of ASBA implementation. &ldquo;It shows exciting participation of both investors and BFIs,&rdquo; Giri added. The allegation led to suspension of NBIL&rsquo;s business operations between December 2013 and June 2015.</p>

The scheme will be activated from April 13 for some period of time, said the company. &nbsp;</p>

<p style="text-align: justify;">According to the company, users will be provided unlimited data service at just Rs 500 under daily roaming data pack by activating the service free of charge. The service will keep on activating till it is de-activated by the users, the company informed. As per the company, the service will be renewed during midnight and cost will be deducted on the basis of usage of data. The users can use daily roaming data pack in 53 countries including India, China, USA, Hong Kong, UK and other, informed the company.</p>

<p style="text-align: justify;">Similarly, the subscribers can use daily roaming voice and SMS pack at just Rs 5 during their trips.&nbsp; Under this package, the users will be provided 25 minutes of international call, 25 minutes of incoming call and can send 25 SMS in order to call Nepal and respective roaming country during the roaming period. The company said that daily roaming voice and SMs pack will be valid till 24 hours from activation time. Likewise, the package will be effective in 35 countries including India, China, Hong Kong, USA, Germany, UAE and others. The customers can activate newly unveiled scheme by dialing *17129# as per the given instructions.</p>

According to the report, published by OAG on Wednesday, the unsettled accounts in the FY 2072/73 have reached Rs 396.26 billion. The amount is more than 68 billion compared to the previous FY. The previous FY had arrears of Rs 328.52 billion.</p>

<p style="text-align: justify;">According to Sukadev Bhattarai Khatri, the acting auditor general, the arrears of government agencies along with constitutional bodies and committees have increased by 72 percent. He said that total arrears have amounted to Rs 97.44 during the year 2072/73 which was Rs 56.65 billion in previous year. Among it, the government agencies have the arrears of Rs 88.85 billion and of constitutional bodies and committee of Rs 8.58 billion respectively.</p>

<p style="text-align: justify;">As per the report of OAG, Minister of Finance (MoF) tops the list in terms of arrears in the FY 2072/73. Bhattarai informed that the MoF has the arrears of 44 percent of the total unsettled account. Similarly, Physical Infrastructure and Transportation Ministry comes second in the financial indiscipline with Rs 12.77 arrears. Likewise, Ministry of Federal Affairs and Development, &nbsp;Ministry of &nbsp;Education and Ministry of&nbsp; Water Supply and Sanitation have arrears of Rs 8.03 billion, Rs 7.76 billion and Rs 3.82 billion respectively.</p>

<p style="text-align: justify;">Moreover, under night voice package, GSM SIM card holders will get 250 minutes voice pack at just Rs 25 (with taxes). The night voice package will be available from 10 pm to 6 am for seven days from April 12 to May 10. &nbsp;</p>

<p style="text-align: justify;">According to Spokesperson Giri, a total of 60 percent of the total issuance amount is being collected through ASBA mechanism in a very short period of ASBA implementation. &ldquo;It shows exciting participation of both investors and BFIs,&rdquo; Giri added. The amended guidelines also mentioned to expand the area of ASBA mechanism in all 75 districts by bringing state owned Banijya Bank into ASBA.&nbsp;</p>

The allegation led to suspension of NBIL&rsquo;s business operations between December 2013 and June 2015.</p>

<p style="text-align: justify;">However, the grading remains constrained by the low possibility of equity holders receiving dividend payments in the medium term (2-3 years) due to the weak financial profile and weak solvency indicators &nbsp;of the company, mentioned ICRA.</p>

<p style="text-align: justify;">According to Sukadev Bhattarai Khatri, the acting auditor general, the arrears of government agencies along with constitutional bodies and committees have increased by 72 percent. He said that total arrears have amounted to Rs 97.44 during the year 2072/73 which was Rs 56.65 billion in previous year. Among it, the government agencies have the arrears of Rs 88.85 billion and of constitutional bodies and committee of Rs 8.58 billion respectively.</p>

<p style="text-align: justify;">As per the report of OAG, Minister of Finance (MoF) tops the list in terms of arrears in the FY 2072/73. Bhattarai informed that the MoF has the arrears of 44 percent of the total unsettled account. Similarly, Physical Infrastructure and Transportation Ministry comes second in the financial indiscipline with Rs 12.77 arrears. Likewise, Ministry of Federal Affairs and Development, &nbsp;Ministry of &nbsp;Education and Ministry of&nbsp; Water Supply and Sanitation have arrears of Rs 8.03 billion, Rs 7.76 billion and Rs 3.82 billion respectively.</p>

<p style="text-align: justify;">&ldquo;The service charged has been deducted due to the complaints of it being high,&rdquo; said Neeraj Giri, Spokesperson of the board and Executive Director of Regulation Department. Exemplifying that some banks have given the services free of charge, he said, &ldquo;If any banks gives the service free of charge, they can do so. However, no BFIs can charge more than 100.&rdquo; After the amendment, issue manager can charge only Rs 10 as service charge which was previously Rs 15.</p>

<p style="text-align: justify;">According to Spokesperson Giri, a total of 60 percent of the total issuance amount is being collected through ASBA mechanism in a very short period of ASBA implementation. &ldquo;It shows exciting participation of both investors and BFIs,&rdquo; Giri added. The amended guidelines also mentioned to expand the area of ASBA mechanism in all 75 districts by bringing state owned Banijya Bank into ASBA.&nbsp;</p>

<p style="text-align: justify;">As per ICRA, it has taken into account the improvement in the performance of NBIL after resumption of business in June 2015, under new set of owners and management team. NBIL has suffered from significant erosion in market share/reputation following the charges of financial misappropriation leveled against the erstwhile promoters. The allegation led to suspension of NBIL&rsquo;s business operations between December 2013 and June 2015.</p>

<p style="text-align: justify;">However, the grading remains constrained by the low possibility of equity holders receiving dividend payments in the medium term (2-3 years) due to the weak financial profile and weak solvency indicators &nbsp;of the company, mentioned ICRA.</p>

According to the report, published by OAG on Wednesday, the unsettled accounts in the FY 2072/73 have reached Rs 396.26 billion. The amount is more than 68 billion compared to the previous FY. The previous FY had arrears of Rs 328.52 billion.</p>

<p style="text-align: justify;">According to Sukadev Bhattarai Khatri, the acting auditor general, the arrears of government agencies along with constitutional bodies and committees have increased by 72 percent. He said that total arrears have amounted to Rs 97.44 during the year 2072/73 which was Rs 56.65 billion in previous year. Among it, the government agencies have the arrears of Rs 88.85 billion and of constitutional bodies and committee of Rs 8.58 billion respectively.</p>

<p style="text-align: justify;">As per the report of OAG, Minister of Finance (MoF) tops the list in terms of arrears in the FY 2072/73. Bhattarai informed that the MoF has the arrears of 44 percent of the total unsettled account. Similarly, Physical Infrastructure and Transportation Ministry comes second in the financial indiscipline with Rs 12.77 arrears. Likewise, Ministry of Federal Affairs and Development, &nbsp;Ministry of &nbsp;Education and Ministry of&nbsp; Water Supply and Sanitation have arrears of Rs 8.03 billion, Rs 7.76 billion and Rs 3.82 billion respectively.</p>

The representative of World Bank and the government of Nepal have signed on an agreement paper on this regard. World Bank expects that the aid will be utilised for enhancing financial sector development, restructuring and strengthening the financial system, strengthening the legal and regulatory framework and enhancing governance and transparency of the banking sector.</p>

<p style="text-align: justify;">Moreover, under night voice package, GSM SIM card holders will get 250 minutes voice pack at just Rs 25 (with taxes). The night voice package will be available from 10 pm to 6 am for seven days from April 12 to May 10. &nbsp;</p>

However, no BFIs can charge more than 100.&rdquo; After the amendment, issue manager can charge only Rs 10 as service charge which was previously Rs 15.</p>

<p style="text-align: justify;">According to Spokesperson Giri, a total of 60 percent of the total issuance amount is being collected through ASBA mechanism in a very short period of ASBA implementation. &ldquo;It shows exciting participation of both investors and BFIs,&rdquo; Giri added. The amended guidelines also mentioned to expand the area of ASBA mechanism in all 75 districts by bringing state owned Banijya Bank into ASBA.&nbsp;</p>
