He said that it is quite challenging for any company to enter the capital market. The downward spiral in revenue collection continued in February-March during which the land revenue offices collected Rs 150 million less than in January-February.</p> <p>Revenue collection in March-April rose by Rs 40 million as compared to the preceding month. But the very next month, the total revenue collection saw a nosedive with a deficit of Rs 230 million. Revenue collection rose by Rs 110 million in May-June. </p> <p>The overall graph of revenue collection in the last six months shows a downward curve. The total revenue collected in the first 11 months of the last fiscal year as compared to the first 11 months of the current fiscal year is less by Rs 80 million.</p> <p>Chief of the Department of Land Reform and Management Sushil Prasad Acharya says that the buying and selling of land has decreased because of the reluctance of BFIs to loan out money.</p> <p>Collection of registration charge in all four land revenue offices of the valley has decreased as compared to the last FY despite the offices increasing the valuation of land by 20 percent.</p> <p>BFIs have already invested Rs 293.70 billion in the housing sector in the first 10 months of the current fiscal year. The goods can be kept there for 14 days. However, Nepali importers had been paying heavy fines for not being able to clear the goods on time. According to the importers, they had been paying Rs 2 billion fine annually.</p> <p>Delivery of goods till Birgunj has become a huge respite for the Nepali importers, says immediate past president of Birgunj Chamber of Commerce, Pradeep Kumar Kedia.</p> <p>Nepali importers have benefitted a lot from the competition among big shipping companies. Maerks Shipping Line has also started delivering containers till Birgunj. It has also increased the time period for unloading the containers. Both the companies have provided 21 days for the importers to clear the goods from their containers.</p> <p>Rajesh Kafle, a local importer, says that the government should make arrangements for shipping companies to deliver containers till Birgunj. He argues that the consumers will ultimately benefit if the transportation cost gets slashed.</p> <p>According to Sah, MSC charges up to Rs 3500 per container for delivering goods up to Birgunj. The charge also includes goods and service tax (GST).</p> <p>Likewise, Maerks has been transporting goods from Indian port of Vishakhapatnam to Birgunj since one month. In the last FY, margin lending was 2.24 percent of the total loans of BFIs. During the last FY, BFIs had loaned out Rs 37.68 billion as margin lending out of the total lending of Rs 1.682 trillion.</p> <p>The monetary policy unveiled by NRB on July 9 allows BFIs to release only 40 percent of loan by keeping shares as collateral. According to Agrawal, majority of goods coming from India will become cheaper and this will result in significant rise in import.</p> <p>Federation of Nepalese Chamber of Commerce and Industries (FNCCI)’s fair committee chairman Dil Sundar Shrestha says that the effects of GST is likely to be seen even in import of goods from third countries. Under the GST, the goods coming from third countries to Nepal via Indian sea ports are subject to double taxation – sea port charge and service charge. This would result in high price of the goods when they reach the Nepali market.</p> <p>According to Shrestha, agricultural products exported from Nepal to India will have value added tax. Therefore, the same products produced in India will be cheaper.</p> <p>“If the government establishes industrial areas and gives VAT and customs exemption for raw material imported from India, then we can compete with the India market,” said Shrestha.</p> <p>FNCCI Vice President (commodity) Umesh Lal Pradhan, on the other hand, says that the new taxation system in India will not affect Nepal much.</p> <p>“India used to impose tax at different levels in the past too. The provincial government is authorized to collect taxes on registration of houses and lands as well as entertainment, advertisement, agriculture, income, road construction and maintenance, ticket charge among others. In line with the government’s plan, NEA is preparing to lay the underground network of electricity in Ratnapark and Maharajgung areas of the capital.</p> <p>Asian Development Bank has reportedly shown interest to provide a loan of Rs 5.5 billion for the project.</p> <p>NEA Spokesperson Prabal Adhikari informed that they are moving ahead with the work as a pilot project.</p> <p>“We are planning to issue tender notice within a week and within a year, the transmission lines in Ratnapark and Maharajgunj will be underground,” said Adhikari.</p> <p>NEA plans to lay the underground network beneath the footpaths as per the international standard. Currently, telephone and cable lines are using the poles set up by the NEA for transmission. Revenue collection rose by Rs 110 million in May-June. </p> <p>The overall graph of revenue collection in the last six months shows a downward curve. The total revenue collected in the first 11 months of the last fiscal year as compared to the first 11 months of the current fiscal year is less by Rs 80 million.</p> <p>Chief of the Department of Land Reform and Management Sushil Prasad Acharya says that the buying and selling of land has decreased because of the reluctance of BFIs to loan out money.</p> <p>Collection of registration charge in all four land revenue offices of the valley has decreased as compared to the last FY despite the offices increasing the valuation of land by 20 percent.</p> <p>BFIs have already invested Rs 293.70 billion in the housing sector in the first 10 months of the current fiscal year. According to the importers, they had been paying Rs 2 billion fine annually.</p> <p>Delivery of goods till Birgunj has become a huge respite for the Nepali importers, says immediate past president of Birgunj Chamber of Commerce, Pradeep Kumar Kedia.</p> <p>Nepali importers have benefitted a lot from the competition among big shipping companies. Maerks Shipping Line has also started delivering containers till Birgunj. It has also increased the time period for unloading the containers. Both the companies have provided 21 days for the importers to clear the goods from their containers.</p> <p>Rajesh Kafle, a local importer, says that the government should make arrangements for shipping companies to deliver containers till Birgunj. He argues that the consumers will ultimately benefit if the transportation cost gets slashed.</p> <p>According to Sah, MSC charges up to Rs 3500 per container for delivering goods up to Birgunj. During the last FY, BFIs had loaned out Rs 37.68 billion as margin lending out of the total lending of Rs 1.682 trillion.</p> <p>The monetary policy unveiled by NRB on July 9 allows BFIs to release only 40 percent of loan by keeping shares as collateral. Both the companies have provided 21 days for the importers to clear the goods from their containers.</p> <p>Rajesh Kafle, a local importer, says that the government should make arrangements for shipping companies to deliver containers till Birgunj. Analysts, however, are skeptical that the decentralized taxation system will be beneficial for the nation.</p> <p>‘It sounds simple but adopting decentralized taxation system could result in financial irregularities in countries like ours,” said one analyst who did not wished to be named. “Therefore, it is important to be cautious,” he added.</p> <p>The local elections held in two phases so far have already elected local representatives in most of the local units except in Province 2 and some disputed constituencies.</p> <p>The bill on inter-governmental finance management, which is currently in discussion in the Parliament, proposes giving authority to the elected local bodies to rightfully collect taxes, non-tax revenues, other charges and royalties as per the laws.</p> <p>Clause 3 of the bill states that the local units can collect property tax, rent tax, land tax, land and house registration fee, vehicle tax, entertainment tax, advertisement tax, business tax and hoarding board tax.</p> <p>According to the bill, the local government can also impose service charge, tourism charge, parking charge, rental charge, herbs and wildlife charge as well as other non-tax revenue as per the need.</p> <p>The bill also mentions the taxes that the provincial government and the central government shall collect. The government decided to form an underground network of electricity in some areas of Kathmandu valley to discourage electricity theft as well as to reduce accidents related to the unmanaged wiring. In line with the government’s plan, NEA is preparing to lay the underground network of electricity in Ratnapark and Maharajgung areas of the capital.</p> <p>Asian Development Bank has reportedly shown interest to provide a loan of Rs 5.5 billion for the project.</p> <p>NEA Spokesperson Prabal Adhikari informed that they are moving ahead with the work as a pilot project.</p> <p>“We are planning to issue tender notice within a week and within a year, the transmission lines in Ratnapark and Maharajgunj will be underground,” said Adhikari.</p> <p>NEA plans to lay the underground network beneath the footpaths as per the international standard. Currently, telephone and cable lines are using the poles set up by the NEA for transmission. Adhikari confirmed that talks are underway for a joint underground network of electricity, telecom and cable lines.</p> <p>“The haphazard use of electricity poles for transmission of telephone and cable lines have not just posed risk of accident but has also become an eyesore. The total revenue collected in the first 11 months of the last fiscal year as compared to the first 11 months of the current fiscal year is less by Rs 80 million.</p> <p>Chief of the Department of Land Reform and Management Sushil Prasad Acharya says that the buying and selling of land has decreased because of the reluctance of BFIs to loan out money.</p> <p>Collection of registration charge in all four land revenue offices of the valley has decreased as compared to the last FY despite the offices increasing the valuation of land by 20 percent.</p> <p>BFIs have already invested Rs 293.70 billion in the housing sector in the first 10 months of the current fiscal year. By the end of this fiscal year, the total investment in this sector is set to reach Rs 250.90 billion. According to the importers, they had been paying Rs 2 billion fine annually.</p> <p>Delivery of goods till Birgunj has become a huge respite for the Nepali importers, says immediate past president of Birgunj Chamber of Commerce, Pradeep Kumar Kedia.</p> <p>Nepali importers have benefitted a lot from the competition among big shipping companies. Maerks Shipping Line has also started delivering containers till Birgunj. It has also increased the time period for unloading the containers. Both the companies have provided 21 days for the importers to clear the goods from their containers.</p> <p>Rajesh Kafle, a local importer, says that the government should make arrangements for shipping companies to deliver containers till Birgunj. He argues that the consumers will ultimately benefit if the transportation cost gets slashed.</p> <p>According to Sah, MSC charges up to Rs 3500 per container for delivering goods up to Birgunj. The charge also includes goods and service tax (GST).</p> <p>Likewise, Maerks has been transporting goods from Indian port of Vishakhapatnam to Birgunj since one month. Under the GST, the goods coming from third countries to Nepal via Indian sea ports are subject to double taxation – sea port charge and service charge. This would result in high price of the goods when they reach the Nepali market.</p> <p>According to Shrestha, agricultural products exported from Nepal to India will have value added tax. Therefore, the same products produced in India will be cheaper.</p> <p>“If the government establishes industrial areas and gives VAT and customs exemption for raw material imported from India, then we can compete with the India market,” said Shrestha.</p> <p>FNCCI Vice President (commodity) Umesh Lal Pradhan, on the other hand, says that the new taxation system in India will not affect Nepal much.</p> <p>“India used to impose tax at different levels in the past too. The percentage of tax in the new system is almost the same as before. According to the bill, the central government will claim 85 percent royalties while the provincial government will get 10 percent royalties and the local government will have its share of 5 percent royalties.</p> <p>If the bill gets endorsed, the centralized taxation system will become decentralized. Analysts, however, are skeptical that the decentralized taxation system will be beneficial for the nation.</p> <p>‘It sounds simple but adopting decentralized taxation system could result in financial irregularities in countries like ours,” said one analyst who did not wished to be named. “Therefore, it is important to be cautious,” he added.</p> <p>The local elections held in two phases so far have already elected local representatives in most of the local units except in Province 2 and some disputed constituencies.</p> <p>The bill on inter-governmental finance management, which is currently in discussion in the Parliament, proposes giving authority to the elected local bodies to rightfully collect taxes, non-tax revenues, other charges and royalties as per the laws.</p> <p>Clause 3 of the bill states that the local units can collect property tax, rent tax, land tax, land and house registration fee, vehicle tax, entertainment tax, advertisement tax, business tax and hoarding board tax.</p> <p>According to the bill, the local government can also impose service charge, tourism charge, parking charge, rental charge, herbs and wildlife charge as well as other non-tax revenue as per the need.</p> <p>The bill also mentions the taxes that the provincial government and the central government shall collect. The provincial government is authorized to collect taxes on registration of houses and lands as well as entertainment, advertisement, agriculture, income, road construction and maintenance, ticket charge among others.
