The bank said that the buildings are modern structures resistant to earthquakes and designed with disabled-friendly features.</p> <p>Prior to the construction of the new buildings, students were taking classes at temporary makeshift classrooms. “If the new building were not constructed, the school would have to be closed as the number of students was dwindling,” says Prem Lal Shrestha, the school’s head teacher. “But now, we are confident students will come back as parents also feel the new buildings are safe.”</p> <p>The hand-over ceremony was attended by Madhu Prasad Regmi, secretary at the Ministry of Education, Dhruba Prasad Sharma, executive member of National Reconstruction Authority and the local community, informed the ADB.</p> <p>The school was reconstructed under the Earthquake Emergency Assistance Project (EEAP) jointly financed by ADB, which provided USD 200 million, and the Government of Nepal, which provided USD 33.4 million. Eleven schools are ready to be handed over to the community. This supplements a USD 200 million credit approved by the bank on June 29, 2015, reads a recent statement issued by the bank.</span></p> <p>The bank said that the additional finance will help the Government of Nepal meet a share of the financing gap in its housing reconstruction program under implementation following the devastating earthquakes of 2015. The impact of those earthquakes is estimated at 35 percent of Nepal’s Gross Domestic Product (GDP) with recovery needs of about USD 7 billion.</p> <p>From a preliminary estimate of 500,000 households in 2015, the total number of eligible and enrolled beneficiaries has increased to 650,000 households. The government has also increased the housing grant to Rs 300,000 per household from the earlier Rs 200,000 to reflect increased construction costs. With these updates, the financing gap in the government’s housing reconstruction program has widened to over USD 1.2 billion.</p> <p>According to the World Bank, the additional credit will finance hazard-resistant reconstruction of an additional 96,000 houses. The original bank credit covers the reconstruction of 55,000 houses. Over 73,706 houses have been reconstructed till date. Reconstruction has started with another 177,000 houses.</p> <p>“Nepal requires critical investments in resilient recovery,” said Takuya Kamata, the World Bank’s country manager for Nepal. “This will help avoid new disaster risks and ensure Nepal’s continued progress in key development indicators. Such investments will also strengthen disaster preparedness and improve the capacity to respond,” he said.</p> <p>With the additional finance, the Earthquake Housing Reconstruction Project will continue to transfer the housing grants directly to the bank accounts of beneficiaries.</p> <p>“This remains a key principle in order to ensure that the right beneficiary gets the right tranche amount upon verification,” said Kamran Akbar, senior disaster risk management specialist at the World Bank.</p> <p>A World Bank administered Multi-Donor Trust Fund (MDTF) supports the implementation of the Earthquake Housing Reconstruction Project. The process has been stranded despite the Ministry of Supplies (MoS) allowing National Trading Limited (NTL) to enter into petroleum trading with China. The Ministry of Finance (MoF) has not agreed to the decision, according to the Ministry of Supplies.</span></p> <p>The Ministry of Supplies said that the finance ministry has not taken the issue seriously. “Though the MoS had mailed MoF in October, 2016, there has not been any discussion so far,” stated MoS.</p> <p>According to MoS, the file on the subject to allow NTL to enter into petroleum trading was forwarded to the council of ministers. But the council of ministers had demanded approval from MoF. MoS official Urmila KC said, “Despite such attempts, the finance ministry is reluctant to initiate the discussion.”</p> <p>MoF stated that the attempt to discuss the subject with concerned officials at MoS has been unsuccessful. NTL’s failure to establish itself as a successful corporation and lack of employees in the current situation have stood as the obstacle to hand over such huge responsibility to NTL. </p> <p>Importing petroleum products from northern neighbor is a big issue. So, the ministry is looking if NTL can handle such responsibility or not, said a source at the Ministry of Finance. The impact of those earthquakes is estimated at 35 percent of Nepal’s Gross Domestic Product (GDP) with recovery needs of about USD 7 billion.</p> <p>From a preliminary estimate of 500,000 households in 2015, the total number of eligible and enrolled beneficiaries has increased to 650,000 households. The government has also increased the housing grant to Rs 300,000 per household from the earlier Rs 200,000 to reflect increased construction costs. With these updates, the financing gap in the government’s housing reconstruction program has widened to over USD 1.2 billion.</p> <p>According to the World Bank, the additional credit will finance hazard-resistant reconstruction of an additional 96,000 houses. The original bank credit covers the reconstruction of 55,000 houses. Over 73,706 houses have been reconstructed till date. Reconstruction has started with another 177,000 houses.</p> <p>“Nepal requires critical investments in resilient recovery,” said Takuya Kamata, the World Bank’s country manager for Nepal. “This will help avoid new disaster risks and ensure Nepal’s continued progress in key development indicators. Such investments will also strengthen disaster preparedness and improve the capacity to respond,” he said.</p> <p>With the additional finance, the Earthquake Housing Reconstruction Project will continue to transfer the housing grants directly to the bank accounts of beneficiaries.</p> <p>“This remains a key principle in order to ensure that the right beneficiary gets the right tranche amount upon verification,” said Kamran Akbar, senior disaster risk management specialist at the World Bank.</p> <p>A World Bank administered Multi-Donor Trust Fund (MDTF) supports the implementation of the Earthquake Housing Reconstruction Project. So, the ministry is looking if NTL can handle such responsibility or not, said a source at the Ministry of Finance. The bank said that the buildings are modern structures resistant to earthquakes and designed with disabled-friendly features.</p> <p>Prior to the construction of the new buildings, students were taking classes at temporary makeshift classrooms. “If the new building were not constructed, the school would have to be closed as the number of students was dwindling,” says Prem Lal Shrestha, the school’s head teacher. “But now, we are confident students will come back as parents also feel the new buildings are safe.”</p> <p>The hand-over ceremony was attended by Madhu Prasad Regmi, secretary at the Ministry of Education, Dhruba Prasad Sharma, executive member of National Reconstruction Authority and the local community, informed the ADB.</p> <p>The school was reconstructed under the Earthquake Emergency Assistance Project (EEAP) jointly financed by ADB, which provided USD 200 million, and the Government of Nepal, which provided USD 33.4 million. The United States Agency for International Development provided USD 10 million in co-financing.</p> <p>The ADB said that the project is rebuilding 154 schools damaged by the earthquake, that would enable thousands of children to return to school. Eleven schools are ready to be handed over to the community. The schools include stronger construction and engineering specifications that are designed to help the structures withstand future earthquakes. The impact of those earthquakes is estimated at 35 percent of Nepal’s Gross Domestic Product (GDP) with recovery needs of about USD 7 billion.</p> <p>From a preliminary estimate of 500,000 households in 2015, the total number of eligible and enrolled beneficiaries has increased to 650,000 households. The government has also increased the housing grant to Rs 300,000 per household from the earlier Rs 200,000 to reflect increased construction costs. With these updates, the financing gap in the government’s housing reconstruction program has widened to over USD 1.2 billion.</p> <p>According to the World Bank, the additional credit will finance hazard-resistant reconstruction of an additional 96,000 houses. The original bank credit covers the reconstruction of 55,000 houses. Over 73,706 houses have been reconstructed till date. Reconstruction has started with another 177,000 houses.</p> <p>“Nepal requires critical investments in resilient recovery,” said Takuya Kamata, the World Bank’s country manager for Nepal. “This will help avoid new disaster risks and ensure Nepal’s continued progress in key development indicators. Such investments will also strengthen disaster preparedness and improve the capacity to respond,” he said.</p> <p>With the additional finance, the Earthquake Housing Reconstruction Project will continue to transfer the housing grants directly to the bank accounts of beneficiaries.</p> <p>“This remains a key principle in order to ensure that the right beneficiary gets the right tranche amount upon verification,” said Kamran Akbar, senior disaster risk management specialist at the World Bank.</p> <p>A World Bank administered Multi-Donor Trust Fund (MDTF) supports the implementation of the Earthquake Housing Reconstruction Project. Other MDTF partners include the US, the UK, Switzerland and Canada. With these updates, the financing gap in the government’s housing reconstruction program has widened to over USD 1.2 billion.</p> <p>According to the World Bank, the additional credit will finance hazard-resistant reconstruction of an additional 96,000 houses. The original bank credit covers the reconstruction of 55,000 houses. Over 73,706 houses have been reconstructed till date. Reconstruction has started with another 177,000 houses.</p> <p>“Nepal requires critical investments in resilient recovery,” said Takuya Kamata, the World Bank’s country manager for Nepal. “This will help avoid new disaster risks and ensure Nepal’s continued progress in key development indicators. Such investments will also strengthen disaster preparedness and improve the capacity to respond,” he said.</p> <p>With the additional finance, the Earthquake Housing Reconstruction Project will continue to transfer the housing grants directly to the bank accounts of beneficiaries.</p> <p>“This remains a key principle in order to ensure that the right beneficiary gets the right tranche amount upon verification,” said Kamran Akbar, senior disaster risk management specialist at the World Bank.</p> <p>A World Bank administered Multi-Donor Trust Fund (MDTF) supports the implementation of the Earthquake Housing Reconstruction Project. But the council of ministers had demanded approval from MoF. MoS official Urmila KC said, “Despite such attempts, the finance ministry is reluctant to initiate the discussion.”</p> <p>MoF stated that the attempt to discuss the subject with concerned officials at MoS has been unsuccessful. NTL’s failure to establish itself as a successful corporation and lack of employees in the current situation have stood as the obstacle to hand over such huge responsibility to NTL. </p> <p>Importing petroleum products from northern neighbor is a big issue. So, the ministry is looking if NTL can handle such responsibility or not, said a source at the Ministry of Finance.
