SEBON accuses NEPSE of not co-operating to grant broker-dealership to&nbsp; Citizen Investment Trust (CIT). Broker-dealers are allowed to trade securities on its own account as well as on behalf of the client.&nbsp; &#39;The Trust has sent a request soliciting broker-dealership but NEPSE has not given its recommendation yet which is causing the setback&#39;, informed a source at SEBON.</p>

<p>However, NEPSE source has denied it attributing the delay in recommendation to techincal problem. Sitaram Thapaliya, General Manager of NEPSE says, &#39;recommendation is not an issue, but due to lack of infrasturcture for such arrangment is the problem.&rsquo; He explained that absence of a separate window (digital space for trading) required for broker-dealer is the main cause of the delay and work is progressing to create such an window.</p>

<p>SEBON source claims that NEPSE is delaying the recommendation as NEPSE wants to give such dealership to existing stock brokers.</p>

<p>&#39;As the brokers have been given two log-in facilities, it should not be aproblem to give one log-in facility to CIT. After that it will be enough if daily inspection is carried out to ascertian whether CIT is trading on its own account only&rsquo;, argued the SEBON source.</p>

<p>Board source also argues that as there are about 5 thousand transactions taking place on NEPSE, the proposed broker-dealer may carry out a maximum of 500 transaction which may not need electronic monitoring. Monitoring of so few transactions can be done even manually, goes the argument. Most of the high-officials of the Board share this argument.</p>

<p>But NEPSE source argues that as D-mat trading is already started, manual clearing might be problematic.</p>

<p>Meanwhile, CIT wants to get market experience by obtaining broker-dealership before starting to function as market maker or institutional investor.</p>

<p>Can a Stock Broker be a Dealer as well?</p>

<p>In many other countries, stock borkers themselves function as broker-dealers.&nbsp; In Nepal, though, due to low capital base of the brokers and issues related to transperancy, the Board and a numbe rof investors view that the stock brokers should not be given such duties. &#39;Presently there are complaints that the stock brokers are giving higher priorty to transact deals on shares held by themselves on their own or their friends and families if there is higher price gained in the transaction. Thus if they are given the freedom to trade for themselves, they may act in more irresponsible manner in the transactions of shares of general investors,&rsquo; argued the Board source.</p>

<p>NEPSE has&nbsp; taken actions against Arun Securities for their irresponsible behaviour in transactions of shares held by general investors. Investors point out that such irresponsible behaviour of the brokers will get further encouraged once they get such permission. &nbsp;They view that as the brokers now have only Rs. 2 million as paid up capital, they should not be given dealership now. But this can be reviewd later when their capital increases, they argue.</p>

<p>Meanwhile, on Tuesday, the Board has issued directive to NEPSE to adopt internationally practiced technologies. The directive states that the directive is issued because internationally recognized &lsquo;tested&rsquo; system is required in order to attract foreign investors and non-residence Nepalis in the Nepali capital market.</p>

<p>On 21 January 2016, the United Nations Secretary General Ban Ki-Moon announced the first-ever High-Level Panel on Women&rsquo;s Economic Empowerment to provide leadership and mobilize concrete action aimed at closing the economic gender gaps that persist around the world. Women&rsquo;s economic empowerment has been an important agenda for achieving women&rsquo;s emancipation and equality. Women&rsquo;s economic empowerment also has benefits for family wellbeing and health. Women with access to economic opportunities have expressed increased self-esteem, dignity, independence, enhanced capacities, and empowerment.</p>

<p>The Hindu Kush Himalayan (HKH) region is dominated by agrarian communities with a large rural population engaged in subsistence agroforestry-livestock-based production on increasingly fragmented landholdings. Agroforestry-based enterprises&nbsp; (such as Non-Timber Forest Products) are considered a primary means of reducing poverty and achieving food security by enhancing economic opportunities in HKH communities. Development initiatives to enhance women&rsquo;s economic opportunities, such as the Kailash Sacred Landscape Conservation and Development Initiative (KSLCDI) in India, Nepal, and Tibet Autonomous Regions (TAR); the Kangchenjunga Landscape Conservation and Development Initiative (KLCDI) in Bhutan, India, and Nepal; and the High Value Agriculture Project (HVAP) in the hills and mountains of Nepal, have shown that women want to become involved in enterprises. For instance, the majority of vegetable farming enterprises in these projects and initiatives are handled by women. Women are actively involved from farming to selling their products and have control over the income generated. Women also contribute significantly to cottage and small-scale enterprises and are commonly employed in processing enterprises. Women&rsquo;s involvement in economic activities enhances their capacity, skills related to micro-enterprises and decision-making authority, as well as social networks. However, these women face challenges, such as lower prices for their products, mobility constraints due to socio-cultural norms, safety issues, and difficulties juggling work and household responsibilities, among other things. Such challenges raise concerns about women&rsquo;s equal participation, especially in decision-making processes. ICIMOD, along with its partners, is working to address such challenges to promote gender equality through entrepreneurship development in the HKH region.</p>

<p>Micro, small, and medium-sized enterprises have been recognized as a crucial way of promoting women&rsquo;s economic empowerment to overcome poverty and gender inequity. There are multiple benefits to women&rsquo;s increased economic empowerment through the promotion of entrepreneurship including, for instance, increased mobility, the creation of women&rsquo;s networks, and building solidarity among women to help them to raise their voices and influence the development agenda. Women&rsquo;s economic empowerment is also critical to achieving gender equality, goal five of the 2030 Agenda for Sustainable Development. To take this forward, in some places, training on &lsquo;visioning&rsquo; for family enterprises has helped women to be fully engaged with their enterprises.<br />
Rural women increasingly run their own enterprises, are bread winners for their families, and probably also the &lsquo;bread makers&rsquo;. However, their real entrepreneurial potential remains largely untapped for three principal reasons: social norms and traditional values, inadequate access to financial services, and inadequate business skills and access to markets.<br />
Social norms and traditional values hold women back from fully participating in economic activities. Social norms and traditional patriarchal systems continue to create a barrier to women&rsquo;s full participation in economic activities. Often women&rsquo;s abilities and potential are undervalued and questioned. Women&rsquo;s networks and associations have the potential to increase women&rsquo;s self-esteem and their access to a range of services. For instance, self-help groups are an example of a &lsquo;group approach&rsquo; to bringing rural women together across the HKH region for economic and social empowerment. Such groups can provide a platform for business networking, sharing ideas, contacts and news, and securing future business opportunities. However, women may be inhibited in networking in associations and chambers of commerce, as these are primarily male domains.</p>

<p><strong>Inadequate access to financial services</strong>&nbsp;is another stumbling block for women, despite the success of micro credit organizations across the HKH. For instance, in Bangladesh, the average credit received from NGOs by women is about Bangladeshi taka (BDT) 14,700 (USD 204), which is&nbsp;not enough to invest in business.&nbsp;With respect to access to loans from the banking sector, women entrepreneurs identified lack of capital and assets as obstacles. Financial institutions are generally unaware of the Bangladesh Bank&#39;s refinancing scheme for women.</p>

<p><strong>Inadequate business skills</strong>&nbsp;<strong>and lack of access to markets</strong>&nbsp;also hinder the growth of women&rsquo;s enterprises. The major obstacles identified by women entrepreneurs include a lack of skills in entrepreneurship and product development, as well as insufficient training, both theoretical and practical, in marketing. Women are less likely to have a business-related education background, which is an important determinant of entrepreneurial success. Improving women&rsquo;s access to markets can also help expand their business and customer base.</p>

<p>It is crucial to address these social and economic constraints on women&rsquo;s entrepreneurship and economic empowerment&nbsp;through research, advocacy, and policy interventions in order to help women in producing, marketing, connecting, and leading enterprises towards achieving gender equality.</p>

<p>Though there was serpentine queue of devotees since 1.00 am today the four doors of the temple were opened at 2:45 am only. An arrangement has been made for devotees to enter the main temple from four gates, said Member Secretary of Pashupati Area Development Trust (PADT), Dr Govinda Tandan. As per the system, the devotees would use the same door to enter the temple and come out after worshiping.</p>

<p>Around 1.1 million devotees are expected to visit Pashupatinath on the occasion of Shivaratri this year, Dr Tandan added.</p>

<p>The Indian visitors thronging to the temple is visibly high this year, said Nepal-India Friendship Council Chairperson Suresh Thakur.</p>

<p>Various volunteer organizations are organizing free health camp, free tea and meal programme at Pashupatinath Temple to serve revelers on the special day. RSS</p>

<p style="text-align: justify;">The textiles were being brought from Pashupatinagar of Ilam to Jhapa on the basis of fake VAT bills, according to the police.</p>

<p style="text-align: justify;">While carrying out a checking on the Mechi Highway at Shantinagar-6, Jhapa, police found fake VAT bills of 13 rolls of textiles loaded in the van. The van and the cloth has been sent to the Revenue Investigation Office, Itahari for further action, police said.</p>

<p style="text-align: justify;">Meanwhile, police on Thursday handed over to the Mechi Customs Office a large quantity of dried betel nuts and the brooms that it confiscated while it was being smuggled out towards India. The goods were being smuggled out hidden inside a truck, it is stated.</p>

<p>According to NOC&rsquo;s Director Dipak Baral, the daily demand of petrol and diesel across the country stands at 1500 kiloliters and 3000 kiloliters respectively. But the demand has recently gone up due to a prolonged scarcity. In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

<p>Of the financial support, a revolving fund of Rs 800,000 has been established. School Principal Bhimnath Subedi said that the amount received as the interest would be spent for the educational and physical infrastructure development.&nbsp;</p>

<p>Gharti said that educational materials including 10 computers, two multi-media projectors, laptop and printer worth Rs 568,000 were provided to the school. Gharti is the ex-student of the school. RSS&nbsp;</p>

<p>According to the Birgunj Chamber of Commerce and Industries, the businesses in the region are still compelled to bear the brunt of fuel scarcity, at a time when they have already been hit hard by the long power cut hours. Meanwhile, the Chamber has drawn the Prime Minister&rsquo;s attention towards the scenario and has demanded for an easy supply of fuel so as to go about their businesses.&nbsp;</p>

<p>Birganj customs point is the source of as much as 70% of the total demand of fuel in the country. But the plight of the businesses near this border point has not reduced, despite the number of fuel trucks entering through the transit has returned to normalcy. The businesses in the region blame the negligence Nepal Oil Corporation for this. They say they are still compelled to rely on black marketers for the supply.&nbsp;</p>

<p>President of the Chamber, Pradip Kumar Kediya, said, &ldquo;the industries close to the major transit point, which has recently resumed normal operation, are forced to reel under the scarcity of petroleum.&rdquo; &nbsp;He added that this has led to a significant increase in the production costs.&nbsp;</p>

All of sudden, his health deteriorated and he breathed his last at 12:50 am.&rdquo;</p>

<p style="text-align:justify">Koirala was born to Bodh Prasad Koirala and Kuminidi Koirala on 12 August 1939 in Banaras, India. He was unmarried and known to live a simple life.&nbsp;He served as the country&rsquo;s 37<sup>th</sup> Prime Minister from 11 February 2014 to 10 October 2015.</p>

<p style="text-align:justify">His body has been kept at the NC Headquarters in Sanepa for the party cadres and general public to pay the socialist leader the last respects.&nbsp;NC has postponed its upcoming General Convention following Koirala&rsquo;s demise. The party&rsquo;s General Secretary Prakashman Singh informed the media that the convention has been put off until further notice.<br />

<p>Sending back of empty containers would take around twenty days. Losses amounting to over five billion rupees had been incurred due to the containers being held up.</p>

<p>Tourism Officer at ACAP, Reshmi Acharya, said that a total of 20,233 tourists from the SAARC region arrived in the trekking route in 2014 while the number from the third countries was 109,000 in the same year.&nbsp;</p>

<p>&lsquo;Indian visitors top the number in the SAARC region. They arrive in the route to visit Muktinath and Kagbeni religious shrines in Mustang district&rdquo; Acharya added.&nbsp;</p>

<p>According to the ACAP, most of the tourists visiting the trekking route in 2015 were from Germany, Australia, Israel and the USA.&nbsp;</p>

<p>A tourist visiting the round Annapurna trekking route from the SAARC region should pay Rs 2,000 while the amount is Rs 4,000 to those from the third countries. RSS&nbsp;</p>

SEBON accuses NEPSE of not co-operating to grant broker-dealership to&nbsp; Citizen Investment Trust (CIT). Broker-dealers are allowed to trade securities on its own account as well as on behalf of the client.&nbsp; &#39;The Trust has sent a request soliciting broker-dealership but NEPSE has not given its recommendation yet which is causing the setback&#39;, informed a source at SEBON.</p>

<p>However, NEPSE source has denied it attributing the delay in recommendation to techincal problem. Sitaram Thapaliya, General Manager of NEPSE says, &#39;recommendation is not an issue, but due to lack of infrasturcture for such arrangment is the problem.&rsquo; He explained that absence of a separate window (digital space for trading) required for broker-dealer is the main cause of the delay and work is progressing to create such an window.</p>

<p>SEBON source claims that NEPSE is delaying the recommendation as NEPSE wants to give such dealership to existing stock brokers.</p>

<p>&#39;As the brokers have been given two log-in facilities, it should not be aproblem to give one log-in facility to CIT. After that it will be enough if daily inspection is carried out to ascertian whether CIT is trading on its own account only&rsquo;, argued the SEBON source.</p>

<p>Board source also argues that as there are about 5 thousand transactions taking place on NEPSE, the proposed broker-dealer may carry out a maximum of 500 transaction which may not need electronic monitoring. Monitoring of so few transactions can be done even manually, goes the argument. Most of the high-officials of the Board share this argument.</p>

<p>But NEPSE source argues that as D-mat trading is already started, manual clearing might be problematic.</p>

<p>Meanwhile, CIT wants to get market experience by obtaining broker-dealership before starting to function as market maker or institutional investor.</p>

<p>Can a Stock Broker be a Dealer as well?</p>

<p>In many other countries, stock borkers themselves function as broker-dealers.&nbsp; In Nepal, though, due to low capital base of the brokers and issues related to transperancy, the Board and a numbe rof investors view that the stock brokers should not be given such duties. &#39;Presently there are complaints that the stock brokers are giving higher priorty to transact deals on shares held by themselves on their own or their friends and families if there is higher price gained in the transaction. Thus if they are given the freedom to trade for themselves, they may act in more irresponsible manner in the transactions of shares of general investors,&rsquo; argued the Board source.</p>

<p>NEPSE has&nbsp; taken actions against Arun Securities for their irresponsible behaviour in transactions of shares held by general investors. Investors point out that such irresponsible behaviour of the brokers will get further encouraged once they get such permission. &nbsp;They view that as the brokers now have only Rs. 2 million as paid up capital, they should not be given dealership now. But this can be reviewd later when their capital increases, they argue.</p>

<p>Meanwhile, on Tuesday, the Board has issued directive to NEPSE to adopt internationally practiced technologies. The directive states that the directive is issued because internationally recognized &lsquo;tested&rsquo; system is required in order to attract foreign investors and non-residence Nepalis in the Nepali capital market.</p>

<p>On 21 January 2016, the United Nations Secretary General Ban Ki-Moon announced the first-ever High-Level Panel on Women&rsquo;s Economic Empowerment to provide leadership and mobilize concrete action aimed at closing the economic gender gaps that persist around the world. Women&rsquo;s economic empowerment has been an important agenda for achieving women&rsquo;s emancipation and equality. Women&rsquo;s economic empowerment also has benefits for family wellbeing and health. Women with access to economic opportunities have expressed increased self-esteem, dignity, independence, enhanced capacities, and empowerment.</p>

<p>The Hindu Kush Himalayan (HKH) region is dominated by agrarian communities with a large rural population engaged in subsistence agroforestry-livestock-based production on increasingly fragmented landholdings. Agroforestry-based enterprises&nbsp; (such as Non-Timber Forest Products) are considered a primary means of reducing poverty and achieving food security by enhancing economic opportunities in HKH communities. Development initiatives to enhance women&rsquo;s economic opportunities, such as the Kailash Sacred Landscape Conservation and Development Initiative (KSLCDI) in India, Nepal, and Tibet Autonomous Regions (TAR); the Kangchenjunga Landscape Conservation and Development Initiative (KLCDI) in Bhutan, India, and Nepal; and the High Value Agriculture Project (HVAP) in the hills and mountains of Nepal, have shown that women want to become involved in enterprises. For instance, the majority of vegetable farming enterprises in these projects and initiatives are handled by women. Women are actively involved from farming to selling their products and have control over the income generated. Women also contribute significantly to cottage and small-scale enterprises and are commonly employed in processing enterprises. Women&rsquo;s involvement in economic activities enhances their capacity, skills related to micro-enterprises and decision-making authority, as well as social networks. However, these women face challenges, such as lower prices for their products, mobility constraints due to socio-cultural norms, safety issues, and difficulties juggling work and household responsibilities, among other things. Such challenges raise concerns about women&rsquo;s equal participation, especially in decision-making processes. ICIMOD, along with its partners, is working to address such challenges to promote gender equality through entrepreneurship development in the HKH region.</p>

<p>Micro, small, and medium-sized enterprises have been recognized as a crucial way of promoting women&rsquo;s economic empowerment to overcome poverty and gender inequity. There are multiple benefits to women&rsquo;s increased economic empowerment through the promotion of entrepreneurship including, for instance, increased mobility, the creation of women&rsquo;s networks, and building solidarity among women to help them to raise their voices and influence the development agenda. Women&rsquo;s economic empowerment is also critical to achieving gender equality, goal five of the 2030 Agenda for Sustainable Development. To take this forward, in some places, training on &lsquo;visioning&rsquo; for family enterprises has helped women to be fully engaged with their enterprises.<br />
Rural women increasingly run their own enterprises, are bread winners for their families, and probably also the &lsquo;bread makers&rsquo;. However, their real entrepreneurial potential remains largely untapped for three principal reasons: social norms and traditional values, inadequate access to financial services, and inadequate business skills and access to markets.<br />
Social norms and traditional values hold women back from fully participating in economic activities. Social norms and traditional patriarchal systems continue to create a barrier to women&rsquo;s full participation in economic activities. Often women&rsquo;s abilities and potential are undervalued and questioned. Women&rsquo;s networks and associations have the potential to increase women&rsquo;s self-esteem and their access to a range of services. For instance, self-help groups are an example of a &lsquo;group approach&rsquo; to bringing rural women together across the HKH region for economic and social empowerment. Such groups can provide a platform for business networking, sharing ideas, contacts and news, and securing future business opportunities. However, women may be inhibited in networking in associations and chambers of commerce, as these are primarily male domains.</p>

<p><strong>Inadequate access to financial services</strong>&nbsp;is another stumbling block for women, despite the success of micro credit organizations across the HKH. For instance, in Bangladesh, the average credit received from NGOs by women is about Bangladeshi taka (BDT) 14,700 (USD 204), which is&nbsp;not enough to invest in business.&nbsp;With respect to access to loans from the banking sector, women entrepreneurs identified lack of capital and assets as obstacles. Financial institutions are generally unaware of the Bangladesh Bank&#39;s refinancing scheme for women.</p>

<p><strong>Inadequate business skills</strong>&nbsp;<strong>and lack of access to markets</strong>&nbsp;also hinder the growth of women&rsquo;s enterprises. The major obstacles identified by women entrepreneurs include a lack of skills in entrepreneurship and product development, as well as insufficient training, both theoretical and practical, in marketing. Women are less likely to have a business-related education background, which is an important determinant of entrepreneurial success. Improving women&rsquo;s access to markets can also help expand their business and customer base.</p>

<p>It is crucial to address these social and economic constraints on women&rsquo;s entrepreneurship and economic empowerment&nbsp;through research, advocacy, and policy interventions in order to help women in producing, marketing, connecting, and leading enterprises towards achieving gender equality.</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

All of sudden, his health deteriorated and he breathed his last at 12:50 am.&rdquo;</p>

<p style="text-align:justify">Koirala was born to Bodh Prasad Koirala and Kuminidi Koirala on 12 August 1939 in Banaras, India. He was unmarried and known to live a simple life.&nbsp;He served as the country&rsquo;s 37<sup>th</sup> Prime Minister from 11 February 2014 to 10 October 2015.</p>

<p style="text-align:justify">His body has been kept at the NC Headquarters in Sanepa for the party cadres and general public to pay the socialist leader the last respects.&nbsp;NC has postponed its upcoming General Convention following Koirala&rsquo;s demise. The party&rsquo;s General Secretary Prakashman Singh informed the media that the convention has been put off until further notice.<br />

<p>According to the ACAP, most of the tourists visiting the trekking route in 2015 were from Germany, Australia, Israel and the USA.&nbsp;</p>

SEBON accuses NEPSE of not co-operating to grant broker-dealership to&nbsp; Citizen Investment Trust (CIT). Broker-dealers are allowed to trade securities on its own account as well as on behalf of the client.&nbsp; &#39;The Trust has sent a request soliciting broker-dealership but NEPSE has not given its recommendation yet which is causing the setback&#39;, informed a source at SEBON.</p>

<p>However, NEPSE source has denied it attributing the delay in recommendation to techincal problem. Sitaram Thapaliya, General Manager of NEPSE says, &#39;recommendation is not an issue, but due to lack of infrasturcture for such arrangment is the problem.&rsquo; He explained that absence of a separate window (digital space for trading) required for broker-dealer is the main cause of the delay and work is progressing to create such an window.</p>

<p>SEBON source claims that NEPSE is delaying the recommendation as NEPSE wants to give such dealership to existing stock brokers.</p>

<p>&#39;As the brokers have been given two log-in facilities, it should not be aproblem to give one log-in facility to CIT. After that it will be enough if daily inspection is carried out to ascertian whether CIT is trading on its own account only&rsquo;, argued the SEBON source.</p>

<p>Board source also argues that as there are about 5 thousand transactions taking place on NEPSE, the proposed broker-dealer may carry out a maximum of 500 transaction which may not need electronic monitoring. Monitoring of so few transactions can be done even manually, goes the argument. Most of the high-officials of the Board share this argument.</p>

<p>But NEPSE source argues that as D-mat trading is already started, manual clearing might be problematic.</p>

<p>Meanwhile, CIT wants to get market experience by obtaining broker-dealership before starting to function as market maker or institutional investor.</p>

<p>Can a Stock Broker be a Dealer as well?</p>

<p>In many other countries, stock borkers themselves function as broker-dealers.&nbsp; In Nepal, though, due to low capital base of the brokers and issues related to transperancy, the Board and a numbe rof investors view that the stock brokers should not be given such duties. &#39;Presently there are complaints that the stock brokers are giving higher priorty to transact deals on shares held by themselves on their own or their friends and families if there is higher price gained in the transaction. Thus if they are given the freedom to trade for themselves, they may act in more irresponsible manner in the transactions of shares of general investors,&rsquo; argued the Board source.</p>

<p>NEPSE has&nbsp; taken actions against Arun Securities for their irresponsible behaviour in transactions of shares held by general investors. Investors point out that such irresponsible behaviour of the brokers will get further encouraged once they get such permission. &nbsp;They view that as the brokers now have only Rs. 2 million as paid up capital, they should not be given dealership now. But this can be reviewd later when their capital increases, they argue.</p>

<p>Meanwhile, on Tuesday, the Board has issued directive to NEPSE to adopt internationally practiced technologies. The directive states that the directive is issued because internationally recognized &lsquo;tested&rsquo; system is required in order to attract foreign investors and non-residence Nepalis in the Nepali capital market.</p>

<p>On 21 January 2016, the United Nations Secretary General Ban Ki-Moon announced the first-ever High-Level Panel on Women&rsquo;s Economic Empowerment to provide leadership and mobilize concrete action aimed at closing the economic gender gaps that persist around the world. Women&rsquo;s economic empowerment has been an important agenda for achieving women&rsquo;s emancipation and equality. Women&rsquo;s economic empowerment also has benefits for family wellbeing and health. Women with access to economic opportunities have expressed increased self-esteem, dignity, independence, enhanced capacities, and empowerment.</p>

<p>The Hindu Kush Himalayan (HKH) region is dominated by agrarian communities with a large rural population engaged in subsistence agroforestry-livestock-based production on increasingly fragmented landholdings. Agroforestry-based enterprises&nbsp; (such as Non-Timber Forest Products) are considered a primary means of reducing poverty and achieving food security by enhancing economic opportunities in HKH communities. Development initiatives to enhance women&rsquo;s economic opportunities, such as the Kailash Sacred Landscape Conservation and Development Initiative (KSLCDI) in India, Nepal, and Tibet Autonomous Regions (TAR); the Kangchenjunga Landscape Conservation and Development Initiative (KLCDI) in Bhutan, India, and Nepal; and the High Value Agriculture Project (HVAP) in the hills and mountains of Nepal, have shown that women want to become involved in enterprises. For instance, the majority of vegetable farming enterprises in these projects and initiatives are handled by women. Women are actively involved from farming to selling their products and have control over the income generated. Women also contribute significantly to cottage and small-scale enterprises and are commonly employed in processing enterprises. Women&rsquo;s involvement in economic activities enhances their capacity, skills related to micro-enterprises and decision-making authority, as well as social networks. However, these women face challenges, such as lower prices for their products, mobility constraints due to socio-cultural norms, safety issues, and difficulties juggling work and household responsibilities, among other things. Such challenges raise concerns about women&rsquo;s equal participation, especially in decision-making processes. ICIMOD, along with its partners, is working to address such challenges to promote gender equality through entrepreneurship development in the HKH region.</p>

<p>Micro, small, and medium-sized enterprises have been recognized as a crucial way of promoting women&rsquo;s economic empowerment to overcome poverty and gender inequity. There are multiple benefits to women&rsquo;s increased economic empowerment through the promotion of entrepreneurship including, for instance, increased mobility, the creation of women&rsquo;s networks, and building solidarity among women to help them to raise their voices and influence the development agenda. Women&rsquo;s economic empowerment is also critical to achieving gender equality, goal five of the 2030 Agenda for Sustainable Development. To take this forward, in some places, training on &lsquo;visioning&rsquo; for family enterprises has helped women to be fully engaged with their enterprises.<br />
Rural women increasingly run their own enterprises, are bread winners for their families, and probably also the &lsquo;bread makers&rsquo;. However, their real entrepreneurial potential remains largely untapped for three principal reasons: social norms and traditional values, inadequate access to financial services, and inadequate business skills and access to markets.<br />
Social norms and traditional values hold women back from fully participating in economic activities. Social norms and traditional patriarchal systems continue to create a barrier to women&rsquo;s full participation in economic activities. Often women&rsquo;s abilities and potential are undervalued and questioned. Women&rsquo;s networks and associations have the potential to increase women&rsquo;s self-esteem and their access to a range of services. For instance, self-help groups are an example of a &lsquo;group approach&rsquo; to bringing rural women together across the HKH region for economic and social empowerment. Such groups can provide a platform for business networking, sharing ideas, contacts and news, and securing future business opportunities. However, women may be inhibited in networking in associations and chambers of commerce, as these are primarily male domains.</p>

<p><strong>Inadequate access to financial services</strong>&nbsp;is another stumbling block for women, despite the success of micro credit organizations across the HKH. For instance, in Bangladesh, the average credit received from NGOs by women is about Bangladeshi taka (BDT) 14,700 (USD 204), which is&nbsp;not enough to invest in business.&nbsp;With respect to access to loans from the banking sector, women entrepreneurs identified lack of capital and assets as obstacles. Financial institutions are generally unaware of the Bangladesh Bank&#39;s refinancing scheme for women.</p>

<p><strong>Inadequate business skills</strong>&nbsp;<strong>and lack of access to markets</strong>&nbsp;also hinder the growth of women&rsquo;s enterprises. The major obstacles identified by women entrepreneurs include a lack of skills in entrepreneurship and product development, as well as insufficient training, both theoretical and practical, in marketing. Women are less likely to have a business-related education background, which is an important determinant of entrepreneurial success. Improving women&rsquo;s access to markets can also help expand their business and customer base.</p>

<p>It is crucial to address these social and economic constraints on women&rsquo;s entrepreneurship and economic empowerment&nbsp;through research, advocacy, and policy interventions in order to help women in producing, marketing, connecting, and leading enterprises towards achieving gender equality.</p>

<p>Though there was serpentine queue of devotees since 1.00 am today the four doors of the temple were opened at 2:45 am only. An arrangement has been made for devotees to enter the main temple from four gates, said Member Secretary of Pashupati Area Development Trust (PADT), Dr Govinda Tandan. As per the system, the devotees would use the same door to enter the temple and come out after worshiping.</p>

<p>Around 1.1 million devotees are expected to visit Pashupatinath on the occasion of Shivaratri this year, Dr Tandan added.</p>

<p>The Indian visitors thronging to the temple is visibly high this year, said Nepal-India Friendship Council Chairperson Suresh Thakur.</p>

<p>According to NOC&rsquo;s Director Dipak Baral, the daily demand of petrol and diesel across the country stands at 1500 kiloliters and 3000 kiloliters respectively. But the demand has recently gone up due to a prolonged scarcity. In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

<p>Of the financial support, a revolving fund of Rs 800,000 has been established. School Principal Bhimnath Subedi said that the amount received as the interest would be spent for the educational and physical infrastructure development.&nbsp;</p>

<p>According to the Birgunj Chamber of Commerce and Industries, the businesses in the region are still compelled to bear the brunt of fuel scarcity, at a time when they have already been hit hard by the long power cut hours. Meanwhile, the Chamber has drawn the Prime Minister&rsquo;s attention towards the scenario and has demanded for an easy supply of fuel so as to go about their businesses.&nbsp;</p>

<p>Birganj customs point is the source of as much as 70% of the total demand of fuel in the country. But the plight of the businesses near this border point has not reduced, despite the number of fuel trucks entering through the transit has returned to normalcy. The businesses in the region blame the negligence Nepal Oil Corporation for this. They say they are still compelled to rely on black marketers for the supply.&nbsp;</p>

<p>President of the Chamber, Pradip Kumar Kediya, said, &ldquo;the industries close to the major transit point, which has recently resumed normal operation, are forced to reel under the scarcity of petroleum.&rdquo; &nbsp;He added that this has led to a significant increase in the production costs.&nbsp;</p>

All of sudden, his health deteriorated and he breathed his last at 12:50 am.&rdquo;</p>

<p style="text-align:justify">Koirala was born to Bodh Prasad Koirala and Kuminidi Koirala on 12 August 1939 in Banaras, India. He was unmarried and known to live a simple life.&nbsp;He served as the country&rsquo;s 37<sup>th</sup> Prime Minister from 11 February 2014 to 10 October 2015.</p>

<p style="text-align:justify">His body has been kept at the NC Headquarters in Sanepa for the party cadres and general public to pay the socialist leader the last respects.&nbsp;NC has postponed its upcoming General Convention following Koirala&rsquo;s demise. The party&rsquo;s General Secretary Prakashman Singh informed the media that the convention has been put off until further notice.<br />

<p>Sending back of empty containers would take around twenty days. Losses amounting to over five billion rupees had been incurred due to the containers being held up.</p>

<p>Tourism Officer at ACAP, Reshmi Acharya, said that a total of 20,233 tourists from the SAARC region arrived in the trekking route in 2014 while the number from the third countries was 109,000 in the same year.&nbsp;</p>

<p>&lsquo;Indian visitors top the number in the SAARC region. They arrive in the route to visit Muktinath and Kagbeni religious shrines in Mustang district&rdquo; Acharya added.&nbsp;</p>

<p>According to the ACAP, most of the tourists visiting the trekking route in 2015 were from Germany, Australia, Israel and the USA.&nbsp;</p>

<p>A tourist visiting the round Annapurna trekking route from the SAARC region should pay Rs 2,000 while the amount is Rs 4,000 to those from the third countries. RSS&nbsp;</p>

SEBON accuses NEPSE of not co-operating to grant broker-dealership to&nbsp; Citizen Investment Trust (CIT). Broker-dealers are allowed to trade securities on its own account as well as on behalf of the client.&nbsp; &#39;The Trust has sent a request soliciting broker-dealership but NEPSE has not given its recommendation yet which is causing the setback&#39;, informed a source at SEBON.</p>

<p>However, NEPSE source has denied it attributing the delay in recommendation to techincal problem. Sitaram Thapaliya, General Manager of NEPSE says, &#39;recommendation is not an issue, but due to lack of infrasturcture for such arrangment is the problem.&rsquo; He explained that absence of a separate window (digital space for trading) required for broker-dealer is the main cause of the delay and work is progressing to create such an window.</p>

<p>SEBON source claims that NEPSE is delaying the recommendation as NEPSE wants to give such dealership to existing stock brokers.</p>

<p>&#39;As the brokers have been given two log-in facilities, it should not be aproblem to give one log-in facility to CIT. After that it will be enough if daily inspection is carried out to ascertian whether CIT is trading on its own account only&rsquo;, argued the SEBON source.</p>

<p>Board source also argues that as there are about 5 thousand transactions taking place on NEPSE, the proposed broker-dealer may carry out a maximum of 500 transaction which may not need electronic monitoring. Monitoring of so few transactions can be done even manually, goes the argument. Most of the high-officials of the Board share this argument.</p>

<p>But NEPSE source argues that as D-mat trading is already started, manual clearing might be problematic.</p>

<p>Meanwhile, CIT wants to get market experience by obtaining broker-dealership before starting to function as market maker or institutional investor.</p>

<p>Can a Stock Broker be a Dealer as well?</p>

<p>In many other countries, stock borkers themselves function as broker-dealers.&nbsp; In Nepal, though, due to low capital base of the brokers and issues related to transperancy, the Board and a numbe rof investors view that the stock brokers should not be given such duties. &#39;Presently there are complaints that the stock brokers are giving higher priorty to transact deals on shares held by themselves on their own or their friends and families if there is higher price gained in the transaction. Thus if they are given the freedom to trade for themselves, they may act in more irresponsible manner in the transactions of shares of general investors,&rsquo; argued the Board source.</p>

<p>NEPSE has&nbsp; taken actions against Arun Securities for their irresponsible behaviour in transactions of shares held by general investors. Investors point out that such irresponsible behaviour of the brokers will get further encouraged once they get such permission. &nbsp;They view that as the brokers now have only Rs. 2 million as paid up capital, they should not be given dealership now. But this can be reviewd later when their capital increases, they argue.</p>

<p>Meanwhile, on Tuesday, the Board has issued directive to NEPSE to adopt internationally practiced technologies. The directive states that the directive is issued because internationally recognized &lsquo;tested&rsquo; system is required in order to attract foreign investors and non-residence Nepalis in the Nepali capital market.</p>

<p>On 21 January 2016, the United Nations Secretary General Ban Ki-Moon announced the first-ever High-Level Panel on Women&rsquo;s Economic Empowerment to provide leadership and mobilize concrete action aimed at closing the economic gender gaps that persist around the world. Women&rsquo;s economic empowerment has been an important agenda for achieving women&rsquo;s emancipation and equality. Women&rsquo;s economic empowerment also has benefits for family wellbeing and health. Women with access to economic opportunities have expressed increased self-esteem, dignity, independence, enhanced capacities, and empowerment.</p>

<p>The Hindu Kush Himalayan (HKH) region is dominated by agrarian communities with a large rural population engaged in subsistence agroforestry-livestock-based production on increasingly fragmented landholdings. Agroforestry-based enterprises&nbsp; (such as Non-Timber Forest Products) are considered a primary means of reducing poverty and achieving food security by enhancing economic opportunities in HKH communities. Development initiatives to enhance women&rsquo;s economic opportunities, such as the Kailash Sacred Landscape Conservation and Development Initiative (KSLCDI) in India, Nepal, and Tibet Autonomous Regions (TAR); the Kangchenjunga Landscape Conservation and Development Initiative (KLCDI) in Bhutan, India, and Nepal; and the High Value Agriculture Project (HVAP) in the hills and mountains of Nepal, have shown that women want to become involved in enterprises. For instance, the majority of vegetable farming enterprises in these projects and initiatives are handled by women. Women are actively involved from farming to selling their products and have control over the income generated. Women also contribute significantly to cottage and small-scale enterprises and are commonly employed in processing enterprises. Women&rsquo;s involvement in economic activities enhances their capacity, skills related to micro-enterprises and decision-making authority, as well as social networks. However, these women face challenges, such as lower prices for their products, mobility constraints due to socio-cultural norms, safety issues, and difficulties juggling work and household responsibilities, among other things. Such challenges raise concerns about women&rsquo;s equal participation, especially in decision-making processes. ICIMOD, along with its partners, is working to address such challenges to promote gender equality through entrepreneurship development in the HKH region.</p>

<p>Micro, small, and medium-sized enterprises have been recognized as a crucial way of promoting women&rsquo;s economic empowerment to overcome poverty and gender inequity. There are multiple benefits to women&rsquo;s increased economic empowerment through the promotion of entrepreneurship including, for instance, increased mobility, the creation of women&rsquo;s networks, and building solidarity among women to help them to raise their voices and influence the development agenda. Women&rsquo;s economic empowerment is also critical to achieving gender equality, goal five of the 2030 Agenda for Sustainable Development. To take this forward, in some places, training on &lsquo;visioning&rsquo; for family enterprises has helped women to be fully engaged with their enterprises.<br />
Rural women increasingly run their own enterprises, are bread winners for their families, and probably also the &lsquo;bread makers&rsquo;. However, their real entrepreneurial potential remains largely untapped for three principal reasons: social norms and traditional values, inadequate access to financial services, and inadequate business skills and access to markets.<br />
Social norms and traditional values hold women back from fully participating in economic activities. Social norms and traditional patriarchal systems continue to create a barrier to women&rsquo;s full participation in economic activities. Often women&rsquo;s abilities and potential are undervalued and questioned. Women&rsquo;s networks and associations have the potential to increase women&rsquo;s self-esteem and their access to a range of services. For instance, self-help groups are an example of a &lsquo;group approach&rsquo; to bringing rural women together across the HKH region for economic and social empowerment. Such groups can provide a platform for business networking, sharing ideas, contacts and news, and securing future business opportunities. However, women may be inhibited in networking in associations and chambers of commerce, as these are primarily male domains.</p>

<p><strong>Inadequate access to financial services</strong>&nbsp;is another stumbling block for women, despite the success of micro credit organizations across the HKH. For instance, in Bangladesh, the average credit received from NGOs by women is about Bangladeshi taka (BDT) 14,700 (USD 204), which is&nbsp;not enough to invest in business.&nbsp;With respect to access to loans from the banking sector, women entrepreneurs identified lack of capital and assets as obstacles. Financial institutions are generally unaware of the Bangladesh Bank&#39;s refinancing scheme for women.</p>

<p><strong>Inadequate business skills</strong>&nbsp;<strong>and lack of access to markets</strong>&nbsp;also hinder the growth of women&rsquo;s enterprises. The major obstacles identified by women entrepreneurs include a lack of skills in entrepreneurship and product development, as well as insufficient training, both theoretical and practical, in marketing. Women are less likely to have a business-related education background, which is an important determinant of entrepreneurial success. Improving women&rsquo;s access to markets can also help expand their business and customer base.</p>

<p>It is crucial to address these social and economic constraints on women&rsquo;s entrepreneurship and economic empowerment&nbsp;through research, advocacy, and policy interventions in order to help women in producing, marketing, connecting, and leading enterprises towards achieving gender equality.</p>

In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

<p style="text-align:justify">&ldquo;Everything was normal till Monday evening, the amount of oxygen being administrated to him was increased,&rdquo; the family source said, &ldquo;He had a normal meal Monday evening. All of sudden, his health deteriorated and he breathed his last at 12:50 am.&rdquo;</p>

<p style="text-align:justify">Koirala was born to Bodh Prasad Koirala and Kuminidi Koirala on 12 August 1939 in Banaras, India. He was unmarried and known to live a simple life.&nbsp;He served as the country&rsquo;s 37<sup>th</sup> Prime Minister from 11 February 2014 to 10 October 2015.</p>

<p style="text-align:justify">His body has been kept at the NC Headquarters in Sanepa for the party cadres and general public to pay the socialist leader the last respects.&nbsp;NC has postponed its upcoming General Convention following Koirala&rsquo;s demise. The party&rsquo;s General Secretary Prakashman Singh informed the media that the convention has been put off until further notice.<br />

<p>&lsquo;Indian visitors top the number in the SAARC region. They arrive in the route to visit Muktinath and Kagbeni religious shrines in Mustang district&rdquo; Acharya added.&nbsp;</p>

<p>According to the ACAP, most of the tourists visiting the trekking route in 2015 were from Germany, Australia, Israel and the USA.&nbsp;</p>
