			'content' => '<p>August 4: With the permission from Nepal Rastra Bank, NIC Asia Bank has imported USD 1 million in the Nepali market. &nbsp;The bank imported the dollars because the Nepali market is currently not able to meet the demand of US dollar.</p>

<p>Previously, NRB was the only bank which used to import USD. However, seven months ago, it had given permission to commercial banks to import dollars. &ldquo;NIC Asia has imported dollars for the first time,&rdquo; said Laxman Risal, CEO of NIC Asia Bank. The supply of USD was minimum and this was creating problem for many customers. Therefore, NRB had given permission to all A-grade banks to import dollars.</p>

<p>According to Roshan Kumar Neupane, chief information officer of NIC Asia Bank, the imported USD will be available at all of its 32 branch offices in the valley and also in places outside the valley including Biratnagar, Birgunj, Dharan, Pokhara, Nepalgunj, Narayangadh and Butwal. &nbsp;</p>

<p>NIC Asia Bank has been providing the foreign exchange facility to its customers through visa international debit card. The current rules of NRB allow Nepali citizens who are going abroad to exchange up to USD 2500.</p>

<p><strong>New Tiguan</strong></p>

<p>According to Bibek Bijukche, CEO of the company, Tiguan is an off-road vehicle perfect for the roads of Nepal. The price of the car starts from Rs 9.9 million to Rs 10.28 million. The company informed that there are four models of Tiguan. The car is available in both diesel and petrol engines. Tiguan is the new version of the Tiguan series launched earlier in the Nepali market. Tiguan was introduced in the global market in 2007 as a compact SUV, and it entered the Nepali market in 2010. Bijukche said that almost 350 units of Tiguan have been sold since its launch.</p>

<p>Tiguan has various features including six air bags, hill start assist, and auto hold. The SUV also has leather seats, auto park assist, cruise control, app connection, rain and electricity censor and LED headlamps. The specialty of Tiguan is that its door can be opened without using keys.</p>

<p><strong>New Amrok</strong></p>

<p>The pick-up Amarok launched on the same day has four motion wheel drive, off-road ABS and ESP. These features help the vehicle to run in all types of roads. The pick-up also has the capacity to bear extremely heavy loads, it produces less noise, has good internal decoration and comfortable seats.</p>

			'content' => '<p>August 4: The government allocates an annual budget of Rs two to three billion for road improvement across the country. Roads Board Nepal divides the budget among 34 road division offices and five regional offices upon examining the state of the roads in the respective areas. The budget is provided for maintenance on an occasional basis as well as for regular maintenance and for emergency situation. The same budget is also spent on upgrading the roads as well as rehabilitation and restructuring.</p>

<p>Despite the allocation of budget, there has been no progress on timely repair and upgrading of the roads due to administrative weaknesses. The Central Regional Road Directorate under the Department of Roads (DoR) is supposed to work 365 days a year but the condition of roads in the Kathmandu valley speaks volumes about their efforts to maintain the roads.</p>

<p>The roads full of potholes in the capital stand as a testimony to the maintenance works carried out by the government bodies.</p>

<p>Although maintenance of roads in the regular duty of the Department of Roads, the instruction from the prime minister to maintain the standard of the roads shows the ineffectiveness of the government in fulfilling their duties despite having adequate budget.</p>

<p>There are 70 workers in the eastern section of Kathmandu for the maintenance of roads while there are 56 workers in the western section.</p>

<p>There is total of 34 road division across the country out of which 11 fall under the central region. Four of them fall under Kathmandu&rsquo;s road division. In Kathmandu alone, one division has been assigned to maintain the roads in both eastern and western sections respectively.</p>

<p>Engineer Shiva Hari Sapkota, director of the Central Regional Road Directorate informed that the maintenance of road is being done on a regular basis.</p>

<p>&ldquo;The problem has seen due to laying of Melamchi water pipes and also due to drainage system,&rdquo; he said. According to him, the directorate is working to maintain the roads and to complete them by Sept/Oct this year. &nbsp;The road directorate said it has given high priority in maintaining busy roads used by lots of pedestrian and vehicles.</p>

The government had decided to construct a dry port and international standard exhibition center on the premises of Himal Cement Company which has remained out of operation since a long time.</p>

<p>Insufficient paper works has caused the delay in moving the construction process forward, informed Nepal Intermodel Transport Development Board (NITDB) under the Ministry of Commerce.</p>

<p>The board had handed the responsibility of survey, preparing the design, and finalizing documents for the construction of the dry port to Full Bright Consultancy. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p>

<p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p>

<p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p>

<p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p>

<p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p>

<p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. The survey and detailed project report (DPR) works started after the payment of the loan.</p>

<p>&nbsp;&ldquo;It took two years to bring the land ownership under the government from Himal Cement,&rdquo; Basnet said adding, &ldquo;The DPR work had started after the transfer of ownership of land.&rdquo; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>Issuing a press statement, the renowned cell phone brand said it has appointed Paramount Electronics Pvt Ltd as the authorised distributor of Nokia android smartphones in Nepal.</p>

<p>In the initial phase, four models of the company &ndash; Nokia 3, Nokia 5 and Nokia 6 along with Nokia 3310 (a nostalgic old-school Nokia charm model) with all dual simcard slots &ndash; are available in the market.</p>

<p>&ldquo;HMD is taking a fairly unique approach to these Nokia phones by offering up Google&rsquo;s Android Nougat OS in its purest form. That means no bundled third-party apps, no UI customizations, and regular security updates,&rdquo; reads the statement.</p>

<p>According to the company, the price of Nokia 3 is Rs 15,650 whereas Nokia 5 includes few more specifications and its price is Rs 21,350. The company claimed that the price of Nokia 6 is much cheaper than the other android devices in the market with the same features. It has been priced at Rs 25,600.</p>

<p>Nokia also has official customer care service center in Nepal.</p>

<p>For Nokia 3, the phone comes with a 5.0-inch HD display, Quad-core 1.3 GHz processor, 2GB of RAM, 16GB of internal storage, 8MP rear camera, 8MP front camera, PURE ANDROID NOUGAT OS 7.0 and a 2630mAh battery.</p>

<p>NEA had decided to construct a solar farm in Devigat and Battar at Nuwakot district with the support of World Bank. Five companies had applied for the bidding process in response to a tender notice issued by NEA. Instead of selecting the lowest bidder, the NEA &nbsp;awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p>

<p>Initially, NEA&rsquo;s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. &nbsp;</p>

<p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p>

<p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn&rsquo;t yet released the fund. &ldquo;We can move this case forward if we find any new facts related to this case,&rdquo; he further said.</p>

<p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p>

<p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice. According to Upadhyay, if the NEA starts the process all over again right now, it will be delayed only by a month.</p>

<p>Folowing the instruction form PAC, the NEA has said it can start a new process only with the agreement of World Bank.</p>

<p>A press statement issued by Ncell says that it is introducing &lsquo;Double Saapati&rsquo; scheme on the occasion of the 5th anniversary of Saapati service.</p>

<p>Under this scheme, customers taking credit facility during emergency situations will now receive credit balance of Rs 40 at the same service charge, reads the statement.</p>

<p>The increased credit limit is coming into effect from&nbsp;Wednesday&nbsp;(August 2) onward. There is no change in the service charge of Rs 2 exclusive of tax, informed Ncell. Ncell has been providing Saapati facility of Rs 20 to the customers when their main balance is Rs 5 or less since 2012 under its initiative which aimed at making sure customers are able to communicate even when they are not able to recharge or in emergency situations.</p>

<p>&ldquo;Saapati has been among the much appreciated service given the purpose it serves. Hence, on the occasion of the 5th anniversary of this service, we are happy to unveil Double Saapati offer. We believe this will add value and contribute to enable our customers stay connected for longer period even when they are not able to recharge,&rdquo; said Milan Sharma, corporate communications expert at Ncell.</p>

<p>All prepaid customers who have been using Ncell for at least two months are eligible to take Saapati facility. Customers can use the balance received under the facility to make calls and send SMS to any network, and also to use internet and other services in the Ncell network.</p>

<p>Prepaid customers can dial *9988# and follow the instruction to take the Saapati. Similarly, they can take the facility by just sending a blank SMS to 9988. The credited balance of Rs 40 and service charge Rs 2 (exclusive of tax) will be deducted when the customers top up their balance. If the recharged amount is less than Rs 40, the entire balance will be deducted and the remaining credit shall be deducted upon the next recharge. Customers can dial 17109 to get information about the service.</p>

<p>Double Saapati offer will remain in place for 90 days. Customers can take the service as many times as they need. Previous credit must be cleared to avail the Saapati facility. Customers can dial *901# to get information about remaining balance.</p>

The supply of USD was minimum and this was creating problem for many customers. Therefore, NRB had given permission to all A-grade banks to import dollars.</p>

<p>According to Roshan Kumar Neupane, chief information officer of NIC Asia Bank, the imported USD will be available at all of its 32 branch offices in the valley and also in places outside the valley including Biratnagar, Birgunj, Dharan, Pokhara, Nepalgunj, Narayangadh and Butwal. &nbsp;</p>

Roads Board Nepal divides the budget among 34 road division offices and five regional offices upon examining the state of the roads in the respective areas. The budget is provided for maintenance on an occasional basis as well as for regular maintenance and for emergency situation. The same budget is also spent on upgrading the roads as well as rehabilitation and restructuring.</p>

<p>Despite the allocation of budget, there has been no progress on timely repair and upgrading of the roads due to administrative weaknesses. The Central Regional Road Directorate under the Department of Roads (DoR) is supposed to work 365 days a year but the condition of roads in the Kathmandu valley speaks volumes about their efforts to maintain the roads.</p>

<p>The roads full of potholes in the capital stand as a testimony to the maintenance works carried out by the government bodies.</p>

<p>Although maintenance of roads in the regular duty of the Department of Roads, the instruction from the prime minister to maintain the standard of the roads shows the ineffectiveness of the government in fulfilling their duties despite having adequate budget.</p>

<p>There are 70 workers in the eastern section of Kathmandu for the maintenance of roads while there are 56 workers in the western section.</p>

<p>There is total of 34 road division across the country out of which 11 fall under the central region. Four of them fall under Kathmandu&rsquo;s road division. In Kathmandu alone, one division has been assigned to maintain the roads in both eastern and western sections respectively.</p>

<p>Engineer Shiva Hari Sapkota, director of the Central Regional Road Directorate informed that the maintenance of road is being done on a regular basis.</p>

<p>&ldquo;The problem has seen due to laying of Melamchi water pipes and also due to drainage system,&rdquo; he said. According to him, the directorate is working to maintain the roads and to complete them by Sept/Oct this year. &nbsp;The road directorate said it has given high priority in maintaining busy roads used by lots of pedestrian and vehicles.</p>

The government had decided to construct a dry port and international standard exhibition center on the premises of Himal Cement Company which has remained out of operation since a long time.</p>

<p>Insufficient paper works has caused the delay in moving the construction process forward, informed Nepal Intermodel Transport Development Board (NITDB) under the Ministry of Commerce.</p>

<p>The board had handed the responsibility of survey, preparing the design, and finalizing documents for the construction of the dry port to Full Bright Consultancy. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p>

<p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p>

<p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p>

<p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p>

<p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p>

<p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. The survey and detailed project report (DPR) works started after the payment of the loan.</p>

A meeting of the Legislature-Parliament on August 1 directed the NEA to cancel the tender after finding flaws in the tender process.</p>

<p>NEA had decided to construct a solar farm in Devigat and Battar at Nuwakot district with the support of World Bank. Five companies had applied for the bidding process in response to a tender notice issued by NEA. Instead of selecting the lowest bidder, the NEA &nbsp;awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p>

<p>Initially, NEA&rsquo;s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. &nbsp;</p>

<p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p>

<p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn&rsquo;t yet released the fund. &ldquo;We can move this case forward if we find any new facts related to this case,&rdquo; he further said.</p>

<p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p>

<p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice. According to Upadhyay, if the NEA starts the process all over again right now, it will be delayed only by a month.</p>

<p>Folowing the instruction form PAC, the NEA has said it can start a new process only with the agreement of World Bank.</p>

<p>Meanwhile, a source at the NEA said Pingawo and Heron JV had not quoted the lowest amount. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>A press statement issued by Ncell says that it is introducing &lsquo;Double Saapati&rsquo; scheme on the occasion of the 5th anniversary of Saapati service.</p>

<p>Under this scheme, customers taking credit facility during emergency situations will now receive credit balance of Rs 40 at the same service charge, reads the statement.</p>

<p>The increased credit limit is coming into effect from&nbsp;Wednesday&nbsp;(August 2) onward. There is no change in the service charge of Rs 2 exclusive of tax, informed Ncell. Ncell has been providing Saapati facility of Rs 20 to the customers when their main balance is Rs 5 or less since 2012 under its initiative which aimed at making sure customers are able to communicate even when they are not able to recharge or in emergency situations.</p>

<p>&ldquo;Saapati has been among the much appreciated service given the purpose it serves. Hence, on the occasion of the 5th anniversary of this service, we are happy to unveil Double Saapati offer. We believe this will add value and contribute to enable our customers stay connected for longer period even when they are not able to recharge,&rdquo; said Milan Sharma, corporate communications expert at Ncell.</p>

<p>All prepaid customers who have been using Ncell for at least two months are eligible to take Saapati facility. Customers can use the balance received under the facility to make calls and send SMS to any network, and also to use internet and other services in the Ncell network.</p>

<p>Prepaid customers can dial *9988# and follow the instruction to take the Saapati. Similarly, they can take the facility by just sending a blank SMS to 9988. The credited balance of Rs 40 and service charge Rs 2 (exclusive of tax) will be deducted when the customers top up their balance. If the recharged amount is less than Rs 40, the entire balance will be deducted and the remaining credit shall be deducted upon the next recharge. Customers can dial 17109 to get information about the service.</p>

<p>Double Saapati offer will remain in place for 90 days. Customers can take the service as many times as they need. Previous credit must be cleared to avail the Saapati facility. Customers can dial *901# to get information about remaining balance.</p>

<p>According to Pokharel, NOC made a profit of Rs 338.6 million in the last 15 days from sale of petroleum products.</p>

<p>Pokharel further informed that even after reducing the price of LPG, the state-run fuel supplier will still make a profit of Rs 96 per cylinder. NOC currently earns a profit of Rs 4.84 by selling petrol at Rs 96 per liter while the profit from selling diesel at Rs 74 per liter is Rs 1.18.&nbsp;</p>

<p>Previously, NRB was the only bank which used to import USD. However, seven months ago, it had given permission to commercial banks to import dollars. &ldquo;NIC Asia has imported dollars for the first time,&rdquo; said Laxman Risal, CEO of NIC Asia Bank. The supply of USD was minimum and this was creating problem for many customers. Therefore, NRB had given permission to all A-grade banks to import dollars.</p>

<p>According to Roshan Kumar Neupane, chief information officer of NIC Asia Bank, the imported USD will be available at all of its 32 branch offices in the valley and also in places outside the valley including Biratnagar, Birgunj, Dharan, Pokhara, Nepalgunj, Narayangadh and Butwal. &nbsp;</p>

<p>NIC Asia Bank has been providing the foreign exchange facility to its customers through visa international debit card. The current rules of NRB allow Nepali citizens who are going abroad to exchange up to USD 2500.</p>

The company informed that there are four models of Tiguan. The car is available in both diesel and petrol engines. Tiguan is the new version of the Tiguan series launched earlier in the Nepali market. Tiguan was introduced in the global market in 2007 as a compact SUV, and it entered the Nepali market in 2010. Bijukche said that almost 350 units of Tiguan have been sold since its launch.</p>

<p>Tiguan has various features including six air bags, hill start assist, and auto hold. The SUV also has leather seats, auto park assist, cruise control, app connection, rain and electricity censor and LED headlamps. The specialty of Tiguan is that its door can be opened without using keys.</p>

<p>The pick-up Amarok launched on the same day has four motion wheel drive, off-road ABS and ESP. These features help the vehicle to run in all types of roads. Roads Board Nepal divides the budget among 34 road division offices and five regional offices upon examining the state of the roads in the respective areas. The budget is provided for maintenance on an occasional basis as well as for regular maintenance and for emergency situation. The same budget is also spent on upgrading the roads as well as rehabilitation and restructuring.</p>

<p>Despite the allocation of budget, there has been no progress on timely repair and upgrading of the roads due to administrative weaknesses. The Central Regional Road Directorate under the Department of Roads (DoR) is supposed to work 365 days a year but the condition of roads in the Kathmandu valley speaks volumes about their efforts to maintain the roads.</p>

<p>The roads full of potholes in the capital stand as a testimony to the maintenance works carried out by the government bodies.</p>

<p>Although maintenance of roads in the regular duty of the Department of Roads, the instruction from the prime minister to maintain the standard of the roads shows the ineffectiveness of the government in fulfilling their duties despite having adequate budget.</p>

<p>There are 70 workers in the eastern section of Kathmandu for the maintenance of roads while there are 56 workers in the western section.</p>

<p>There is total of 34 road division across the country out of which 11 fall under the central region. Four of them fall under Kathmandu&rsquo;s road division. In Kathmandu alone, one division has been assigned to maintain the roads in both eastern and western sections respectively.</p>

<p>Engineer Shiva Hari Sapkota, director of the Central Regional Road Directorate informed that the maintenance of road is being done on a regular basis.</p>

<p>&ldquo;The problem has seen due to laying of Melamchi water pipes and also due to drainage system,&rdquo; he said. According to him, the directorate is working to maintain the roads and to complete them by Sept/Oct this year. &nbsp;The road directorate said it has given high priority in maintaining busy roads used by lots of pedestrian and vehicles.</p>

The government had decided to construct a dry port and international standard exhibition center on the premises of Himal Cement Company which has remained out of operation since a long time.</p>

<p>Insufficient paper works has caused the delay in moving the construction process forward, informed Nepal Intermodel Transport Development Board (NITDB) under the Ministry of Commerce.</p>

<p>The board had handed the responsibility of survey, preparing the design, and finalizing documents for the construction of the dry port to Full Bright Consultancy. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p>

<p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p>

<p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p>

<p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p>

<p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p>

<p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. The survey and detailed project report (DPR) works started after the payment of the loan.</p>

<p>Issuing a press statement, the renowned cell phone brand said it has appointed Paramount Electronics Pvt Ltd as the authorised distributor of Nokia android smartphones in Nepal.</p>

<p>In the initial phase, four models of the company &ndash; Nokia 3, Nokia 5 and Nokia 6 along with Nokia 3310 (a nostalgic old-school Nokia charm model) with all dual simcard slots &ndash; are available in the market.</p>

<p>&ldquo;HMD is taking a fairly unique approach to these Nokia phones by offering up Google&rsquo;s Android Nougat OS in its purest form. That means no bundled third-party apps, no UI customizations, and regular security updates,&rdquo; reads the statement.</p>

<p>According to the company, the price of Nokia 3 is Rs 15,650 whereas Nokia 5 includes few more specifications and its price is Rs 21,350. The company claimed that the price of Nokia 6 is much cheaper than the other android devices in the market with the same features. It has been priced at Rs 25,600.</p>

<p>Nokia also has official customer care service center in Nepal.</p>

<p>NEA had decided to construct a solar farm in Devigat and Battar at Nuwakot district with the support of World Bank. Five companies had applied for the bidding process in response to a tender notice issued by NEA. Instead of selecting the lowest bidder, the NEA &nbsp;awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p>

<p>Initially, NEA&rsquo;s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. &nbsp;</p>

<p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p>

<p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn&rsquo;t yet released the fund. &ldquo;We can move this case forward if we find any new facts related to this case,&rdquo; he further said.</p>

<p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p>

<p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice. According to Upadhyay, if the NEA starts the process all over again right now, it will be delayed only by a month.</p>

<p>Folowing the instruction form PAC, the NEA has said it can start a new process only with the agreement of World Bank.</p>

<p>Meanwhile, a source at the NEA said Pingawo and Heron JV had not quoted the lowest amount. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>A press statement issued by Ncell says that it is introducing &lsquo;Double Saapati&rsquo; scheme on the occasion of the 5th anniversary of Saapati service.</p>

<p>Under this scheme, customers taking credit facility during emergency situations will now receive credit balance of Rs 40 at the same service charge, reads the statement.</p>

<p>The increased credit limit is coming into effect from&nbsp;Wednesday&nbsp;(August 2) onward. There is no change in the service charge of Rs 2 exclusive of tax, informed Ncell. Ncell has been providing Saapati facility of Rs 20 to the customers when their main balance is Rs 5 or less since 2012 under its initiative which aimed at making sure customers are able to communicate even when they are not able to recharge or in emergency situations.</p>

<p>&ldquo;Saapati has been among the much appreciated service given the purpose it serves. Hence, on the occasion of the 5th anniversary of this service, we are happy to unveil Double Saapati offer. We believe this will add value and contribute to enable our customers stay connected for longer period even when they are not able to recharge,&rdquo; said Milan Sharma, corporate communications expert at Ncell.</p>

<p>All prepaid customers who have been using Ncell for at least two months are eligible to take Saapati facility. Customers can use the balance received under the facility to make calls and send SMS to any network, and also to use internet and other services in the Ncell network.</p>

<p>Prepaid customers can dial *9988# and follow the instruction to take the Saapati. Similarly, they can take the facility by just sending a blank SMS to 9988. The credited balance of Rs 40 and service charge Rs 2 (exclusive of tax) will be deducted when the customers top up their balance. If the recharged amount is less than Rs 40, the entire balance will be deducted and the remaining credit shall be deducted upon the next recharge. Customers can dial 17109 to get information about the service.</p>

<p>Double Saapati offer will remain in place for 90 days. Customers can take the service as many times as they need. Previous credit must be cleared to avail the Saapati facility. Customers can dial *901# to get information about remaining balance.</p>

<p>The new price has come into effect from August 1 midnight, informed Nepal Oil Corporation spokesperson Sitaram Pokharel.</p>

<p>According to Pokharel, NOC made a profit of Rs 338.6 million in the last 15 days from sale of petroleum products.</p>

<p>Pokharel further informed that even after reducing the price of LPG, the state-run fuel supplier will still make a profit of Rs 96 per cylinder. NOC currently earns a profit of Rs 4.84 by selling petrol at Rs 96 per liter while the profit from selling diesel at Rs 74 per liter is Rs 1.18.&nbsp;</p>

<p>Previously, NRB was the only bank which used to import USD. However, seven months ago, it had given permission to commercial banks to import dollars. &ldquo;NIC Asia has imported dollars for the first time,&rdquo; said Laxman Risal, CEO of NIC Asia Bank. The supply of USD was minimum and this was creating problem for many customers. Therefore, NRB had given permission to all A-grade banks to import dollars.</p>

<p>According to Roshan Kumar Neupane, chief information officer of NIC Asia Bank, the imported USD will be available at all of its 32 branch offices in the valley and also in places outside the valley including Biratnagar, Birgunj, Dharan, Pokhara, Nepalgunj, Narayangadh and Butwal. &nbsp;</p>

<p>NIC Asia Bank has been providing the foreign exchange facility to its customers through visa international debit card. The current rules of NRB allow Nepali citizens who are going abroad to exchange up to USD 2500.</p>

			'content' => '<p>August 4: Volkswagon has introduced two new models of four wheelers in the Nepali market. Puja Interational, the authorised distributor of Volkswagon, unveiled New Tiguan and New Amarok on Thursday, August 3 amidst a function in the capital.</p>

<p><strong>New Tiguan</strong></p>

<p>According to Bibek Bijukche, CEO of the company, Tiguan is an off-road vehicle perfect for the roads of Nepal. The price of the car starts from Rs 9.9 million to Rs 10.28 million. The company informed that there are four models of Tiguan. The car is available in both diesel and petrol engines. Tiguan is the new version of the Tiguan series launched earlier in the Nepali market. Tiguan was introduced in the global market in 2007 as a compact SUV, and it entered the Nepali market in 2010. Bijukche said that almost 350 units of Tiguan have been sold since its launch.</p>

<p>Tiguan has various features including six air bags, hill start assist, and auto hold. The SUV also has leather seats, auto park assist, cruise control, app connection, rain and electricity censor and LED headlamps. The specialty of Tiguan is that its door can be opened without using keys.</p>

<p><strong>New Amrok</strong></p>

<p>The pick-up Amarok launched on the same day has four motion wheel drive, off-road ABS and ESP. These features help the vehicle to run in all types of roads. The pick-up also has the capacity to bear extremely heavy loads, it produces less noise, has good internal decoration and comfortable seats.</p>

			'content' => '<p>August 4: The government allocates an annual budget of Rs two to three billion for road improvement across the country. Roads Board Nepal divides the budget among 34 road division offices and five regional offices upon examining the state of the roads in the respective areas. The budget is provided for maintenance on an occasional basis as well as for regular maintenance and for emergency situation. The same budget is also spent on upgrading the roads as well as rehabilitation and restructuring.</p>

<p>Despite the allocation of budget, there has been no progress on timely repair and upgrading of the roads due to administrative weaknesses. The Central Regional Road Directorate under the Department of Roads (DoR) is supposed to work 365 days a year but the condition of roads in the Kathmandu valley speaks volumes about their efforts to maintain the roads.</p>

<p>The roads full of potholes in the capital stand as a testimony to the maintenance works carried out by the government bodies.</p>

<p>Although maintenance of roads in the regular duty of the Department of Roads, the instruction from the prime minister to maintain the standard of the roads shows the ineffectiveness of the government in fulfilling their duties despite having adequate budget.</p>

<p>There are 70 workers in the eastern section of Kathmandu for the maintenance of roads while there are 56 workers in the western section.</p>

<p>There is total of 34 road division across the country out of which 11 fall under the central region. Four of them fall under Kathmandu&rsquo;s road division. In Kathmandu alone, one division has been assigned to maintain the roads in both eastern and western sections respectively.</p>

<p>Engineer Shiva Hari Sapkota, director of the Central Regional Road Directorate informed that the maintenance of road is being done on a regular basis.</p>

<p>&ldquo;The problem has seen due to laying of Melamchi water pipes and also due to drainage system,&rdquo; he said. According to him, the directorate is working to maintain the roads and to complete them by Sept/Oct this year. &nbsp;The road directorate said it has given high priority in maintaining busy roads used by lots of pedestrian and vehicles.</p>

The government had decided to construct a dry port and international standard exhibition center on the premises of Himal Cement Company which has remained out of operation since a long time.</p>

<p>Insufficient paper works has caused the delay in moving the construction process forward, informed Nepal Intermodel Transport Development Board (NITDB) under the Ministry of Commerce.</p>

<p>The board had handed the responsibility of survey, preparing the design, and finalizing documents for the construction of the dry port to Full Bright Consultancy. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p>

<p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p>

<p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p>

<p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p>

<p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p>

<p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. The survey and detailed project report (DPR) works started after the payment of the loan.</p>

<p>&nbsp;&ldquo;It took two years to bring the land ownership under the government from Himal Cement,&rdquo; Basnet said adding, &ldquo;The DPR work had started after the transfer of ownership of land.&rdquo; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>Issuing a press statement, the renowned cell phone brand said it has appointed Paramount Electronics Pvt Ltd as the authorised distributor of Nokia android smartphones in Nepal.</p>

<p>In the initial phase, four models of the company &ndash; Nokia 3, Nokia 5 and Nokia 6 along with Nokia 3310 (a nostalgic old-school Nokia charm model) with all dual simcard slots &ndash; are available in the market.</p>

<p>&ldquo;HMD is taking a fairly unique approach to these Nokia phones by offering up Google&rsquo;s Android Nougat OS in its purest form. That means no bundled third-party apps, no UI customizations, and regular security updates,&rdquo; reads the statement.</p>

<p>According to the company, the price of Nokia 3 is Rs 15,650 whereas Nokia 5 includes few more specifications and its price is Rs 21,350. The company claimed that the price of Nokia 6 is much cheaper than the other android devices in the market with the same features. It has been priced at Rs 25,600.</p>

<p>Nokia also has official customer care service center in Nepal.</p>

A meeting of the Legislature-Parliament on August 1 directed the NEA to cancel the tender after finding flaws in the tender process.</p>

<p>NEA had decided to construct a solar farm in Devigat and Battar at Nuwakot district with the support of World Bank. Five companies had applied for the bidding process in response to a tender notice issued by NEA. Instead of selecting the lowest bidder, the NEA &nbsp;awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p>

<p>Initially, NEA&rsquo;s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. &nbsp;</p>

<p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p>

<p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn&rsquo;t yet released the fund. &ldquo;We can move this case forward if we find any new facts related to this case,&rdquo; he further said.</p>

<p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p>

<p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice. According to Upadhyay, if the NEA starts the process all over again right now, it will be delayed only by a month.</p>

<p>Folowing the instruction form PAC, the NEA has said it can start a new process only with the agreement of World Bank.</p>

<p>Meanwhile, a source at the NEA said Pingawo and Heron JV had not quoted the lowest amount. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>A press statement issued by Ncell says that it is introducing &lsquo;Double Saapati&rsquo; scheme on the occasion of the 5th anniversary of Saapati service.</p>

<p>Under this scheme, customers taking credit facility during emergency situations will now receive credit balance of Rs 40 at the same service charge, reads the statement.</p>

<p>The increased credit limit is coming into effect from&nbsp;Wednesday&nbsp;(August 2) onward. There is no change in the service charge of Rs 2 exclusive of tax, informed Ncell. Ncell has been providing Saapati facility of Rs 20 to the customers when their main balance is Rs 5 or less since 2012 under its initiative which aimed at making sure customers are able to communicate even when they are not able to recharge or in emergency situations.</p>

<p>&ldquo;Saapati has been among the much appreciated service given the purpose it serves. Hence, on the occasion of the 5th anniversary of this service, we are happy to unveil Double Saapati offer. We believe this will add value and contribute to enable our customers stay connected for longer period even when they are not able to recharge,&rdquo; said Milan Sharma, corporate communications expert at Ncell.</p>

<p>All prepaid customers who have been using Ncell for at least two months are eligible to take Saapati facility. Customers can use the balance received under the facility to make calls and send SMS to any network, and also to use internet and other services in the Ncell network.</p>

<p>Prepaid customers can dial *9988# and follow the instruction to take the Saapati. Similarly, they can take the facility by just sending a blank SMS to 9988. The credited balance of Rs 40 and service charge Rs 2 (exclusive of tax) will be deducted when the customers top up their balance. If the recharged amount is less than Rs 40, the entire balance will be deducted and the remaining credit shall be deducted upon the next recharge. Customers can dial 17109 to get information about the service.</p>

<p>However, the price of petroleum products remains the same. With the adjustment, the new price of liquefied petroleum gas (LPG) has now become Rs 1,325 per cylinder.</p>

<p>The new price has come into effect from August 1 midnight, informed Nepal Oil Corporation spokesperson Sitaram Pokharel.</p>

<p>According to Pokharel, NOC made a profit of Rs 338.6 million in the last 15 days from sale of petroleum products.</p>

<p>Pokharel further informed that even after reducing the price of LPG, the state-run fuel supplier will still make a profit of Rs 96 per cylinder. NOC currently earns a profit of Rs 4.84 by selling petrol at Rs 96 per liter while the profit from selling diesel at Rs 74 per liter is Rs 1.18.&nbsp;</p>
