However, seven months ago, it had given permission to commercial banks to import dollars. “NIC Asia has imported dollars for the first time,” said Laxman Risal, CEO of NIC Asia Bank. The supply of USD was minimum and this was creating problem for many customers. Therefore, NRB had given permission to all A-grade banks to import dollars.</p> <p>According to Roshan Kumar Neupane, chief information officer of NIC Asia Bank, the imported USD will be available at all of its 32 branch offices in the valley and also in places outside the valley including Biratnagar, Birgunj, Dharan, Pokhara, Nepalgunj, Narayangadh and Butwal. </p> <p>NIC Asia Bank has been providing the foreign exchange facility to its customers through visa international debit card. Roads Board Nepal divides the budget among 34 road division offices and five regional offices upon examining the state of the roads in the respective areas. The budget is provided for maintenance on an occasional basis as well as for regular maintenance and for emergency situation. The same budget is also spent on upgrading the roads as well as rehabilitation and restructuring.</p> <p>Despite the allocation of budget, there has been no progress on timely repair and upgrading of the roads due to administrative weaknesses. The Central Regional Road Directorate under the Department of Roads (DoR) is supposed to work 365 days a year but the condition of roads in the Kathmandu valley speaks volumes about their efforts to maintain the roads.</p> <p>The roads full of potholes in the capital stand as a testimony to the maintenance works carried out by the government bodies.</p> <p>Although maintenance of roads in the regular duty of the Department of Roads, the instruction from the prime minister to maintain the standard of the roads shows the ineffectiveness of the government in fulfilling their duties despite having adequate budget.</p> <p>There are 70 workers in the eastern section of Kathmandu for the maintenance of roads while there are 56 workers in the western section.</p> <p>There is total of 34 road division across the country out of which 11 fall under the central region. Four of them fall under Kathmandu’s road division. In Kathmandu alone, one division has been assigned to maintain the roads in both eastern and western sections respectively.</p> <p>Engineer Shiva Hari Sapkota, director of the Central Regional Road Directorate informed that the maintenance of road is being done on a regular basis.</p> <p>“The problem has seen due to laying of Melamchi water pipes and also due to drainage system,” he said. According to him, the directorate is working to maintain the roads and to complete them by Sept/Oct this year. The government had decided to construct a dry port and international standard exhibition center on the premises of Himal Cement Company which has remained out of operation since a long time.</p> <p>Insufficient paper works has caused the delay in moving the construction process forward, informed Nepal Intermodel Transport Development Board (NITDB) under the Ministry of Commerce.</p> <p>The board had handed the responsibility of survey, preparing the design, and finalizing documents for the construction of the dry port to Full Bright Consultancy. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p> <p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p> <p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p> <p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p> <p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p> <p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. Instead of selecting the lowest bidder, the NEA awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p> <p>Initially, NEA’s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p> <p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p> <p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p> <p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p> <p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p> <p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. </p> <p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p> <p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn’t yet released the fund. “We can move this case forward if we find any new facts related to this case,” he further said.</p> <p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p> <p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p> <p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p> <p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. According to Laxman Babu Basnet, executive director of the board, the consultancy was given to prepare master plan for the construction of the international standard exhibition center.</p> <p>Basnet informed that the deadline given to the consultancy expired in May last year. However, the World Bank (WB) found many issues missing in the survey report and has asked to submit it again after fulfilling all the criteria. The consultancy has aimed at completing all the tasks by mid-August.</p> <p>The dry port will be constructed with Rs 1.2 billion loan from the WB. However, sources say that the estimated amount much more that the actual requirement. Basnet said that the investment for the construction of international level exhibition center has yet not been decided. He made it clear that an agreement will be made in the coming days with the WB in this regard.</p> <p>Meanwhile, the ministry said that the process for the construction of the dry port had started in 2010 but was delayed as the consultancy was not able to finish the survey on time.</p> <p>The government had decided to construct the exhibition center while announcing the budget of FY 2013/14, stating that the current exhibition center at Bhrikutimandap lacked enough space.</p> <p>At that time, Himal Cement had not paid its remaining loan of Rs 20.5 million and the Nepal Industrial Development Corporation (NIDC) did not release the land for other purpose. Instead of selecting the lowest bidder, the NEA awarded the contract to a company quoting higher price, according to a complaint filed at the PAC.</p> <p>Initially, NEA’s then Executive Director Mukesh Raj Kafle had decided to hand over the project to the lowest bidder, Pingawo and Heron Joint Venture (JV). But the complaint states that the NEA was involved in irregularities by cancelling the contract and giving it to Risen Energy, which had quoted Rs 680 million more than Pingawo and Heron Joint Venture. </p> <p>Parliamentarians have also accused former Energy Minister Janardan Sharma of misappropriation of funds in this project and have demanded filing a case against him at the Commission for the Investigation of Abuse of Authority (CIAA).</p> <p>However, PAC chairman Dor Prasad Upadhyay said that the committee cannot call this a corruption case since the donor agency hasn’t yet released the fund. “We can move this case forward if we find any new facts related to this case,” he further said.</p> <p>NEA is trying to speed up this project for the management of energy crisis in the coming winter. But the controversial decision taken by the NEA is certain to delay the project.</p> <p>NEA has to start from the scratch for a new bidding process. The selection process will begin only after 35 days of issuing a tender notice.
