The local administration should issue permission even if there is any urgent programme to be held, according to the circular issued on Monday. <br /> "Based on assessment of district and local level's situation, district can either tighten or ease the situation," read the circular of the Home Ministry. ', 'content' => '<p>Jan 11: Food Management and Trading Company Ltd (FMTC) has purchased 2,200 tons of paddy from farmers. <br /> The state-owned company has set a target to purchase 30,000 tons of paddy in the current fiscal year. <br /> FMTC has been purchasing paddy at a minimum support price fixed by the government to intervene in the market and protect farmers from middlemen.<br /> Though the company had planned to purchase paddy from 12 places across the country, it has so far bought paddy from eight districts at Rs 2,902 per quintal for medium size paddy and Rs 2,752 per quintal for mota paddy (short grain) from eight districts. <br /> According to Sharmila Neupane, information officer at FMTC, the company has purchased 55 tons paddy from Birtamode, 239 tons from Biratnagar, 507 tons from Lahan, 695 tons from Birgunj, 107 tons from Nepalgunj, 560 tons from Rajapur, 5 tons from Dhangadhi and 53 tons from Mahendranagar. She said that FMTC has also directed its depots and purchase centers to purchase lentils and cereals in small quantity along with paddy. </p> <p>Though the company had set a target of collecting 60,000 tons of paddy in the last fiscal year, it was able to purchase only 27,700 tons. The company is likely to miss its target of purchasing 30,000 tons of paddy in the current fiscal year.
