<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align:justify">According to the National Reconstruction Authority (NRA), reconstruction budget is insufficient in the major five areas including construction of private houses, schools, archaeological heritage sites, government buildings and health institutions.</p>

<p style="text-align:justify">The Post-Disaster Needs Assessment (PDNA) report prepared immediately after the earthquake had indicated requirement of Rs 938 billion budget for reconstruction.</p>

<p style="text-align:justify">&ldquo;Presently, nearly Rs 600 billion budget has been managed. However, we still&nbsp; lack nearly Rs 308 billion budget, for which, we are discussing &nbsp;with the Finance Ministry and various other donor agencies to fulfill the budget need,&rdquo; said Yam Lal Bhusal, Spokesperson of NRA.</p>

<p style="text-align:justify">The budget for post-earthquake reconstruction is received from the government, as well as grants and soft loan from various donor agencies. Moreover, the main source of the budget is donation and soft loan from various donor agencies.</p>

<p style="text-align:justify">The recent rise in market price and inflation tends to increase the budget requirement for reconstruction process, which was predicted immediately after the earthquake two years back.</p>

<p style="text-align:justify">The budget deficiency is likely to hit the reconstruction of residential homes for earthquake survivors the most. The construction of homes for earthquake survivors lacks Rs 142.99 billion budget, whereas construction of health institutions lacks Rs 10.25 billion.</p>

As per the government&rsquo;s permission, STC purchased 50,000 metric tons of sugar from Renuka Sugar Mills, Haldiya, India through tender.</p>

<p style="text-align: justify;">According to Bhandari, in the first phase, 2500 metric tons of sugar has been brought up to Raxaul through railway. The sugar has been purchased with Rs 5 billion through tender bidding. &ldquo;In the first phase, 2500 metric tons of sugar has been brought, STC is expediting the process of bringing the rest,&rdquo; he added.&nbsp;</p>

<p style="text-align: justify;">STC imported the sugar with the permission of the Finance Ministry with a tax concession of 14 percent. After procuring the entire quantity, price of the sugar will be calculated after the calculation of cost, transportation and customs charge.&nbsp;</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align:justify">According to the National Reconstruction Authority (NRA), reconstruction budget is insufficient in the major five areas including construction of private houses, schools, archaeological heritage sites, government buildings and health institutions.</p>

<p style="text-align:justify">The Post-Disaster Needs Assessment (PDNA) report prepared immediately after the earthquake had indicated requirement of Rs 938 billion budget for reconstruction.</p>

<p style="text-align:justify">&ldquo;Presently, nearly Rs 600 billion budget has been managed. However, we still&nbsp; lack nearly Rs 308 billion budget, for which, we are discussing &nbsp;with the Finance Ministry and various other donor agencies to fulfill the budget need,&rdquo; said Yam Lal Bhusal, Spokesperson of NRA.</p>

<p style="text-align:justify">The budget for post-earthquake reconstruction is received from the government, as well as grants and soft loan from various donor agencies. Moreover, the main source of the budget is donation and soft loan from various donor agencies.</p>

<p style="text-align:justify">The recent rise in market price and inflation tends to increase the budget requirement for reconstruction process, which was predicted immediately after the earthquake two years back.</p>

To cope with the shortage, the government permitted STC to import 50,000 metric tons of sugar.&nbsp; Immediately after the shortage, STC submitted a proposal of importing sugar in one percent customs charge to Finance Ministry which the ministry accordingly permitted. As per the government&rsquo;s permission, STC purchased 50,000 metric tons of sugar from Renuka Sugar Mills, Haldiya, India through tender.</p>

<p style="text-align: justify;">According to Bhandari, in the first phase, 2500 metric tons of sugar has been brought up to Raxaul through railway. The sugar has been purchased with Rs 5 billion through tender bidding. &ldquo;In the first phase, 2500 metric tons of sugar has been brought, STC is expediting the process of bringing the rest,&rdquo; he added.&nbsp;</p>

<p style="text-align: justify;">STC imported the sugar with the permission of the Finance Ministry with a tax concession of 14 percent. After procuring the entire quantity, price of the sugar will be calculated after the calculation of cost, transportation and customs charge.&nbsp;</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align:justify">According to the National Reconstruction Authority (NRA), reconstruction budget is insufficient in the major five areas including construction of private houses, schools, archaeological heritage sites, government buildings and health institutions.</p>

<p style="text-align:justify">The Post-Disaster Needs Assessment (PDNA) report prepared immediately after the earthquake had indicated requirement of Rs 938 billion budget for reconstruction.</p>

<p style="text-align:justify">&ldquo;Presently, nearly Rs 600 billion budget has been managed. However, we still&nbsp; lack nearly Rs 308 billion budget, for which, we are discussing &nbsp;with the Finance Ministry and various other donor agencies to fulfill the budget need,&rdquo; said Yam Lal Bhusal, Spokesperson of NRA.</p>

<p style="text-align:justify">The budget for post-earthquake reconstruction is received from the government, as well as grants and soft loan from various donor agencies. Moreover, the main source of the budget is donation and soft loan from various donor agencies.</p>

<p style="text-align:justify">The recent rise in market price and inflation tends to increase the budget requirement for reconstruction process, which was predicted immediately after the earthquake two years back.</p>

<p style="text-align:justify">The budget deficiency is likely to hit the reconstruction of residential homes for earthquake survivors the most. The construction of homes for earthquake survivors lacks Rs 142.99 billion budget, whereas construction of health institutions lacks Rs 10.25 billion.</p>

<p style="text-align: justify;">According to Bhandari, in the first phase, 2500 metric tons of sugar has been brought up to Raxaul through railway. The sugar has been purchased with Rs 5 billion through tender bidding. &ldquo;In the first phase, 2500 metric tons of sugar has been brought, STC is expediting the process of bringing the rest,&rdquo; he added.&nbsp;</p>

<p style="text-align: justify;">STC imported the sugar with the permission of the Finance Ministry with a tax concession of 14 percent. After procuring the entire quantity, price of the sugar will be calculated after the calculation of cost, transportation and customs charge.&nbsp;</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">Issuing a press statement, the bank said of giving special thrust on various schemes of savings account and current account in order to inculcate savings habit among different groups. The bank also announced 50% discount in stipulated minimum balance for such accounts. Though the thrust is in CASA, the customers may also open fixed &amp; call deposit at very attractive rates, reads the statement.</p>

<p style="text-align:justify">According to the National Reconstruction Authority (NRA), reconstruction budget is insufficient in the major five areas including construction of private houses, schools, archaeological heritage sites, government buildings and health institutions.</p>

<p style="text-align:justify">The Post-Disaster Needs Assessment (PDNA) report prepared immediately after the earthquake had indicated requirement of Rs 938 billion budget for reconstruction.</p>

<p style="text-align:justify">&ldquo;Presently, nearly Rs 600 billion budget has been managed. However, we still&nbsp; lack nearly Rs 308 billion budget, for which, we are discussing &nbsp;with the Finance Ministry and various other donor agencies to fulfill the budget need,&rdquo; said Yam Lal Bhusal, Spokesperson of NRA.</p>

<p style="text-align:justify">The budget for post-earthquake reconstruction is received from the government, as well as grants and soft loan from various donor agencies. Moreover, the main source of the budget is donation and soft loan from various donor agencies.</p>

<p style="text-align:justify">The recent rise in market price and inflation tends to increase the budget requirement for reconstruction process, which was predicted immediately after the earthquake two years back.</p>

<p style="text-align:justify">The budget deficiency is likely to hit the reconstruction of residential homes for earthquake survivors the most. The construction of homes for earthquake survivors lacks Rs 142.99 billion budget, whereas construction of health institutions lacks Rs 10.25 billion.</p>

To cope with the shortage, the government permitted STC to import 50,000 metric tons of sugar.&nbsp; Immediately after the shortage, STC submitted a proposal of importing sugar in one percent customs charge to Finance Ministry which the ministry accordingly permitted. As per the government&rsquo;s permission, STC purchased 50,000 metric tons of sugar from Renuka Sugar Mills, Haldiya, India through tender.</p>

<p style="text-align: justify;">According to Bhandari, in the first phase, 2500 metric tons of sugar has been brought up to Raxaul through railway. The sugar has been purchased with Rs 5 billion through tender bidding. &ldquo;In the first phase, 2500 metric tons of sugar has been brought, STC is expediting the process of bringing the rest,&rdquo; he added.&nbsp;</p>

<p style="text-align: justify;">STC imported the sugar with the permission of the Finance Ministry with a tax concession of 14 percent. After procuring the entire quantity, price of the sugar will be calculated after the calculation of cost, transportation and customs charge.&nbsp;</p>
