May 21: Apparently, the reconstruction works after the devastating earthquake of April, 2015 now lacks a budget of Rs 308.44 billion for its ongoing works.

According to the National Reconstruction Authority (NRA), reconstruction budget is insufficient in the major five areas including construction of private houses, schools, archaeological heritage sites, government buildings and health institutions.

The Post-Disaster Needs Assessment (PDNA) report prepared immediately after the earthquake had indicated requirement of Rs 938 billion budget for reconstruction.

“Presently, nearly Rs 600 billion budget has been managed. However, we still  lack nearly Rs 308 billion budget, for which, we are discussing  with the Finance Ministry and various other donor agencies to fulfill the budget need,” said Yam Lal Bhusal, Spokesperson of NRA.

The budget for post-earthquake reconstruction is received from the government, as well as grants and soft loan from various donor agencies. Moreover, the main source of the budget is donation and soft loan from various donor agencies.

The recent rise in market price and inflation tends to increase the budget requirement for reconstruction process, which was predicted immediately after the earthquake two years back.

The budget deficiency is likely to hit the reconstruction of residential homes for earthquake survivors the most. The construction of homes for earthquake survivors lacks Rs 142.99 billion budget, whereas construction of health institutions lacks Rs 10.25 billion.
