The Ministry of Industry (MoI) has been preparing to establish the fund to collect investment for production-oriented industries and infrastructure projects.</p>

<p style="text-align: justify;">According to the concept of the Ministry, the fund will include the investment from government, non-resident Nepalis, foreign investors and the general public. The total responsibility of the fund will be handed over to the private sector with one representative from the government sector.&nbsp; The government will work as a facilitator.</p>

<p style="text-align: justify;">The money in the fund will be invested in various profitable projects. According to Industry Minister Nabindra Raj Joshi, the fund will be invested in many industries and infrastructure projects.</p>

<p style="text-align: justify;">&quot;We are taking the proposal to the meeting of the Council of Ministers on May 2 for agreement in principle. Through the fund, we want to develop the national economy through public participation,&quot; said Minister Joshi.</p>

<p style="text-align: justify;">The fund will remain as a public company and has a target to collect Rs 100 billion from NRNs, Rs 100 billion from private sector, Rs 100 billon from foreign investors and Rs 100-200 billion from the public.</p>

<p style="text-align: justify;">The government will also have a certain percent of shares in the fund. The fund will encourage utilising the remittances for productive purposes. The fund will raise amounts as per the projects.</p>

<p style="text-align: justify;">Minister Joshi said that the amount in the fund is not just for the purpose of collection, but to utilise it in the form of capital for investing in various projects.&nbsp; &quot;We will select the projects for investment before raising the funds and on the basis of it, the Fund will manage the needed amount,&quot; informed Joshi.</p>

<p style="text-align: justify;">&quot;The fund can be mobilised to operate the governmental and private industries which have been closed due to lack of investment. The fund will play an important role in developing the industrial sector and provide job opportunities in those sectors,&quot;said Minister Joshi.</p>

<p style="text-align: justify;">The ministry is preparing internally to create directive committee under the coordination of Industry Minister and Work Performance Committee under the coordination of industry secretary after the agreement in principle from the meeting of the Council of Ministers.</p>

<p style="text-align: justify;">Minister Joshi said that the works for establishing the fund has been moved forward with the agreement from the umbrella organisations of the private sector.</p>

<p style="text-align: justify;">Issuing a press statement, the company said that the LTPO in its confirmation letter to Ncell on June 4 conclusively certified and acknowledged that Ncell has fully complied with the direction of depositing advance tax pursuant to Section 95A of the Income Tax Act, 2058 (2002) based on the total advance deposit placement by Ncell to date. Moreover, the LTPO mentioned that the company is now fully cleared in relation to the Transaction which attracted capital gains tax under the Income Tax Act, 2058 (2002).</p>

<p style="text-align: justify;">&ldquo;To date, Ncell remains one largest tax payer in Nepal with over Rs 160 billion paid over the last 13 years (FY 2004/2005 to June 1, 2017). Ncell contributes 3.2% to the GDP of Nepal, its capital and operational investment in 2016 alone amounts to USD 258 million. Through its operations, directly and indirectly, Ncell supports close to 110,000 jobs in Nepal,&rdquo; reads the statement.</p>

The foreign investors can invest in Nepali secondary market by establishing a capital investment fund. &ldquo;A separate fund must be formed and registered in Industry Department in order to invest capital. They can enter the market after obtaining approval from Nepal Rastra Bank (NRB) for the investment,&rdquo; said Koirala.</p>

<p style="text-align: justify;">The purposed bill just opened a door for foreign investment in the sole secondary market. It will be managed and controlled through a definite regulations and provisions. Similarly, the draft also proposed of allowing investment in dollar that is collected by Nepali companies by issuing securities in foreign capital market. The draft bill which was formulated to amend the Act was lingering in the Ministry of Industries for a long time. The draft bill will be implemented once it gets approval from the parliament.&nbsp;</p>

As per the agreement, NEA will pay Rs 8.40 per unit during winter and Rs 4.80 per unit during summer. After the completion of the project, the rate of power will increase by 3 percent per annum for the first eight years, said Director Guragain.</p>

<p style="text-align: justify;">As per the project, it targets to generate electricity by July 25, 2022. The power generated from the project will be connected to central transmission line through Tarikuna sub-station of NEA.&nbsp;</p>

Similarly, in the duke series, the company has priced 390 Duke Rs 699,900, 250 Duke Rs 534,900 and 200 Duke Rs 444,900. <p style="text-align: justify;">With the publication of the detailed project report of the project (DPR) in Nepal Gazette, the construction of the first phase 6.6 km of the outer ring road from Satungal to Chovar is going to be started soon.</p>

<p style="text-align: justify;">Minister for Urban Development Arjun Narsingh KC has already given permission for the construction process of Chovar-Satungal portion out of the total 71.93 km of the outer ring road, on April 26 this year.</p>

<p style="text-align: justify;">The construction of the outer ring road started formally with the publication of notice in the Nepal Gazette on May 29 after a month of approval by the Ministry. It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p>

<p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. &ldquo;As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,&rdquo; he said, adding , &ldquo;Cities will be developed through land integration.&rdquo;</p>

<p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p>

<p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. Sapkota said that the project has received a budget of Rs 700 million in upcoming FY 2017/18. &ldquo;The DPR of remaining 68 km will be approved next year.&rdquo;</p>

<p style="text-align: justify;">The project will be compensating only for the houses constructed in the project area.</p>

<p style="text-align: justify;">On the first phase of the construction from Chovar-Satungal, the road project covers 8,000 ropanies of land belonging to 14 thousand land owners.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">The private sector shared that though it had been providing suggestions to the government through the Revenue Advisory Committee, the government has not taken any issues seriously.</p>

<p style="text-align: justify;">FNCCI expressed its dissatisfaction saying that the government is taking suggestions from the private sector just for the sake of formality due to which Nepal will never become a country with investment-friendly environment.</p>

<p style="text-align: justify;">Shekhar Golchha, Senior Vice-President of FNCCI expressed the view that the programmes in the budget do not promote the productive sectors and do not address the declining exports. &quot;The budget could not show any basis for encouraging the investors to invest in the country,&quot; Golchha said.</p>

<p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average.&nbsp;&nbsp; Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. &quot;As a whole, the budget could not encourage us to make investments,&quot; she said.&nbsp;</p>

<p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p>

<p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. &quot;However, the issues of revenue in the budget might create problem in taxation,&quot; said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p>

<p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. However, the government has set a target to collect Rs 200 billion additional revenue as compared to the last year without increasing any economic activities, which is one of the weaknesses in the budget,&quot; said Shiva Kumar Agrawal, General Secretary of the Association.</p>

<p style="text-align: justify;">Likewise, the Federation of Nepalese Cottage and Small Industries (FNCSI) welcomed the budget by organising a press meet in the capital on May 31.</p>

<p style="text-align: justify;">Shyam Giri, President of the Federation said the budget allocated for the projects of national priority is welcome, but expressed doubt on the implementation of the budget in local level.</p>

By the third quarter of the current FY, the combined paid-up capital of eight life insurance companies has increased to Rs 7.96 billion. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p>

<p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p>

<p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p>

<p style="text-align:justify">&nbsp;However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders. The company is also offering 75 percent right shares to its existing shareholders to meet the minimum paid-up capital requirement.</p>

<p style="text-align:justify">Meanwhile, among the companies that have increased the paid-up capital, Nepal Life Insurance has increased the maximum paid-up capital by 78.75 percent. Nepal Life has Rs 3.09 billion paid-up capital surpassing the minimum requirement. The company achieved the cap of paid-up capital before the IB made the announcement. Similarly, the paid-up capital of Life Insurance Corporation and Surya Life Insurance has increased by 25 percent. Likewise, Asian Life has increased its paid-up capital by 20 percent and Gurans Life Insurance has increased its paid-up capital by 10 percent.&nbsp;</p>

<p style="text-align: justify;">According to the concept of the Ministry, the fund will include the investment from government, non-resident Nepalis, foreign investors and the general public. The total responsibility of the fund will be handed over to the private sector with one representative from the government sector.&nbsp; The government will work as a facilitator.</p>

<p style="text-align: justify;">The money in the fund will be invested in various profitable projects. According to Industry Minister Nabindra Raj Joshi, the fund will be invested in many industries and infrastructure projects.</p>

<p style="text-align: justify;">&quot;We are taking the proposal to the meeting of the Council of Ministers on May 2 for agreement in principle. Through the fund, we want to develop the national economy through public participation,&quot; said Minister Joshi.</p>

<p style="text-align: justify;">The fund will remain as a public company and has a target to collect Rs 100 billion from NRNs, Rs 100 billion from private sector, Rs 100 billon from foreign investors and Rs 100-200 billion from the public.</p>

<p style="text-align: justify;">The government will also have a certain percent of shares in the fund. The fund will encourage utilising the remittances for productive purposes. The fund will raise amounts as per the projects.</p>

<p style="text-align: justify;">Minister Joshi said that the amount in the fund is not just for the purpose of collection, but to utilise it in the form of capital for investing in various projects.&nbsp; &quot;We will select the projects for investment before raising the funds and on the basis of it, the Fund will manage the needed amount,&quot; informed Joshi.</p>

<p style="text-align: justify;">&quot;The fund can be mobilised to operate the governmental and private industries which have been closed due to lack of investment. The fund will play an important role in developing the industrial sector and provide job opportunities in those sectors,&quot;said Minister Joshi.</p>

<p style="text-align: justify;">The ministry is preparing internally to create directive committee under the coordination of Industry Minister and Work Performance Committee under the coordination of industry secretary after the agreement in principle from the meeting of the Council of Ministers.</p>

<p style="text-align: justify;">Minister Joshi said that the works for establishing the fund has been moved forward with the agreement from the umbrella organisations of the private sector.</p>

<p style="text-align: justify;">&ldquo;To date, Ncell remains one largest tax payer in Nepal with over Rs 160 billion paid over the last 13 years (FY 2004/2005 to June 1, 2017). Ncell contributes 3.2% to the GDP of Nepal, its capital and operational investment in 2016 alone amounts to USD 258 million. Through its operations, directly and indirectly, Ncell supports close to 110,000 jobs in Nepal,&rdquo; reads the statement.</p>

Earlier, foreign investment was allowed in industries and service sector only.</p>

<p style="text-align: justify;">&ldquo;However, foreign investors are not allowed to purchase securities directly as a Nepali citizen,&rdquo; said Pradip Koirala, Joint Secretary of Ministry of Industries. The foreign investors can invest in Nepali secondary market by establishing a capital investment fund. &ldquo;A separate fund must be formed and registered in Industry Department in order to invest capital. They can enter the market after obtaining approval from Nepal Rastra Bank (NRB) for the investment,&rdquo; said Koirala.</p>

<p style="text-align: justify;">The purposed bill just opened a door for foreign investment in the sole secondary market. It will be managed and controlled through a definite regulations and provisions. Similarly, the draft also proposed of allowing investment in dollar that is collected by Nepali companies by issuing securities in foreign capital market. The draft bill which was formulated to amend the Act was lingering in the Ministry of Industries for a long time. The draft bill will be implemented once it gets approval from the parliament.&nbsp;</p>

<p style="text-align: justify;">With the publication of the detailed project report of the project (DPR) in Nepal Gazette, the construction of the first phase 6.6 km of the outer ring road from Satungal to Chovar is going to be started soon.</p>

<p style="text-align: justify;">Minister for Urban Development Arjun Narsingh KC has already given permission for the construction process of Chovar-Satungal portion out of the total 71.93 km of the outer ring road, on April 26 this year.</p>

<p style="text-align: justify;">The construction of the outer ring road started formally with the publication of notice in the Nepal Gazette on May 29 after a month of approval by the Ministry. It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p>

<p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. &ldquo;As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,&rdquo; he said, adding , &ldquo;Cities will be developed through land integration.&rdquo;</p>

<p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p>

<p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. Sapkota said that the project has received a budget of Rs 700 million in upcoming FY 2017/18. &ldquo;The DPR of remaining 68 km will be approved next year.&rdquo;</p>

<p style="text-align: justify;">The project will be compensating only for the houses constructed in the project area.</p>

<p style="text-align: justify;">On the first phase of the construction from Chovar-Satungal, the road project covers 8,000 ropanies of land belonging to 14 thousand land owners.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">The private sector shared that though it had been providing suggestions to the government through the Revenue Advisory Committee, the government has not taken any issues seriously.</p>

<p style="text-align: justify;">FNCCI expressed its dissatisfaction saying that the government is taking suggestions from the private sector just for the sake of formality due to which Nepal will never become a country with investment-friendly environment.</p>

<p style="text-align: justify;">Shekhar Golchha, Senior Vice-President of FNCCI expressed the view that the programmes in the budget do not promote the productive sectors and do not address the declining exports. &quot;The budget could not show any basis for encouraging the investors to invest in the country,&quot; Golchha said.</p>

<p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average.&nbsp;&nbsp; Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. &quot;As a whole, the budget could not encourage us to make investments,&quot; she said.&nbsp;</p>

<p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p>

<p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. &quot;However, the issues of revenue in the budget might create problem in taxation,&quot; said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p>

<p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. However, the government has set a target to collect Rs 200 billion additional revenue as compared to the last year without increasing any economic activities, which is one of the weaknesses in the budget,&quot; said Shiva Kumar Agrawal, General Secretary of the Association.</p>

<p style="text-align: justify;">Likewise, the Federation of Nepalese Cottage and Small Industries (FNCSI) welcomed the budget by organising a press meet in the capital on May 31.</p>

<p style="text-align: justify;">Shyam Giri, President of the Federation said the budget allocated for the projects of national priority is welcome, but expressed doubt on the implementation of the budget in local level.</p>

By the third quarter of the current FY, the combined paid-up capital of eight life insurance companies has increased to Rs 7.96 billion. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p>

<p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p>

<p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p>

<p style="text-align:justify">&nbsp;However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders. The company is also offering 75 percent right shares to its existing shareholders to meet the minimum paid-up capital requirement.</p>

<p style="text-align:justify">Meanwhile, among the companies that have increased the paid-up capital, Nepal Life Insurance has increased the maximum paid-up capital by 78.75 percent. Nepal Life has Rs 3.09 billion paid-up capital surpassing the minimum requirement. The company achieved the cap of paid-up capital before the IB made the announcement. Similarly, the paid-up capital of Life Insurance Corporation and Surya Life Insurance has increased by 25 percent. Likewise, Asian Life has increased its paid-up capital by 20 percent and Gurans Life Insurance has increased its paid-up capital by 10 percent.&nbsp;</p>

<p style="text-align: justify;">The money in the fund will be invested in various profitable projects. According to Industry Minister Nabindra Raj Joshi, the fund will be invested in many industries and infrastructure projects.</p>

<p style="text-align: justify;">&quot;We are taking the proposal to the meeting of the Council of Ministers on May 2 for agreement in principle. Through the fund, we want to develop the national economy through public participation,&quot; said Minister Joshi.</p>

<p style="text-align: justify;">The fund will remain as a public company and has a target to collect Rs 100 billion from NRNs, Rs 100 billion from private sector, Rs 100 billon from foreign investors and Rs 100-200 billion from the public.</p>

<p style="text-align: justify;">The government will also have a certain percent of shares in the fund. The fund will encourage utilising the remittances for productive purposes. The fund will raise amounts as per the projects.</p>

<p style="text-align: justify;">Minister Joshi said that the amount in the fund is not just for the purpose of collection, but to utilise it in the form of capital for investing in various projects.&nbsp; &quot;We will select the projects for investment before raising the funds and on the basis of it, the Fund will manage the needed amount,&quot; informed Joshi.</p>

<p style="text-align: justify;">&quot;The fund can be mobilised to operate the governmental and private industries which have been closed due to lack of investment. The fund will play an important role in developing the industrial sector and provide job opportunities in those sectors,&quot;said Minister Joshi.</p>

<p style="text-align: justify;">The ministry is preparing internally to create directive committee under the coordination of Industry Minister and Work Performance Committee under the coordination of industry secretary after the agreement in principle from the meeting of the Council of Ministers.</p>

<p style="text-align: justify;">Minister Joshi said that the works for establishing the fund has been moved forward with the agreement from the umbrella organisations of the private sector.</p>

<p style="text-align: justify;">With the publication of the detailed project report of the project (DPR) in Nepal Gazette, the construction of the first phase 6.6 km of the outer ring road from Satungal to Chovar is going to be started soon.</p>

<p style="text-align: justify;">Minister for Urban Development Arjun Narsingh KC has already given permission for the construction process of Chovar-Satungal portion out of the total 71.93 km of the outer ring road, on April 26 this year.</p>

<p style="text-align: justify;">The construction of the outer ring road started formally with the publication of notice in the Nepal Gazette on May 29 after a month of approval by the Ministry. It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p>

<p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. &ldquo;As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,&rdquo; he said, adding , &ldquo;Cities will be developed through land integration.&rdquo;</p>

<p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p>

<p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. Sapkota said that the project has received a budget of Rs 700 million in upcoming FY 2017/18. &ldquo;The DPR of remaining 68 km will be approved next year.&rdquo;</p>

<p style="text-align: justify;">The project will be compensating only for the houses constructed in the project area.</p>

<p style="text-align: justify;">On the first phase of the construction from Chovar-Satungal, the road project covers 8,000 ropanies of land belonging to 14 thousand land owners.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">Shekhar Golchha, Senior Vice-President of FNCCI expressed the view that the programmes in the budget do not promote the productive sectors and do not address the declining exports. &quot;The budget could not show any basis for encouraging the investors to invest in the country,&quot; Golchha said.</p>

<p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average.&nbsp;&nbsp; Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. &quot;As a whole, the budget could not encourage us to make investments,&quot; she said.&nbsp;</p>

<p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p>

<p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. &quot;However, the issues of revenue in the budget might create problem in taxation,&quot; said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p>

<p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. However, the government has set a target to collect Rs 200 billion additional revenue as compared to the last year without increasing any economic activities, which is one of the weaknesses in the budget,&quot; said Shiva Kumar Agrawal, General Secretary of the Association.</p>

<p style="text-align: justify;">Likewise, the Federation of Nepalese Cottage and Small Industries (FNCSI) welcomed the budget by organising a press meet in the capital on May 31.</p>

<p style="text-align: justify;">Shyam Giri, President of the Federation said the budget allocated for the projects of national priority is welcome, but expressed doubt on the implementation of the budget in local level.</p>

By the third quarter of the current FY, the combined paid-up capital of eight life insurance companies has increased to Rs 7.96 billion. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p>

<p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p>

<p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p>

<p style="text-align:justify">&nbsp;However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders. The company is also offering 75 percent right shares to its existing shareholders to meet the minimum paid-up capital requirement.</p>

<p style="text-align:justify">Meanwhile, among the companies that have increased the paid-up capital, Nepal Life Insurance has increased the maximum paid-up capital by 78.75 percent. Nepal Life has Rs 3.09 billion paid-up capital surpassing the minimum requirement. The company achieved the cap of paid-up capital before the IB made the announcement. Similarly, the paid-up capital of Life Insurance Corporation and Surya Life Insurance has increased by 25 percent. Likewise, Asian Life has increased its paid-up capital by 20 percent and Gurans Life Insurance has increased its paid-up capital by 10 percent.&nbsp;</p>

The total responsibility of the fund will be handed over to the private sector with one representative from the government sector.&nbsp; The government will work as a facilitator.</p>

<p style="text-align: justify;">The money in the fund will be invested in various profitable projects. According to Industry Minister Nabindra Raj Joshi, the fund will be invested in many industries and infrastructure projects.</p>

<p style="text-align: justify;">&quot;We are taking the proposal to the meeting of the Council of Ministers on May 2 for agreement in principle. Through the fund, we want to develop the national economy through public participation,&quot; said Minister Joshi.</p>

<p style="text-align: justify;">The fund will remain as a public company and has a target to collect Rs 100 billion from NRNs, Rs 100 billion from private sector, Rs 100 billon from foreign investors and Rs 100-200 billion from the public.</p>

<p style="text-align: justify;">The government will also have a certain percent of shares in the fund. The fund will encourage utilising the remittances for productive purposes. The fund will raise amounts as per the projects.</p>

<p style="text-align: justify;">Minister Joshi said that the amount in the fund is not just for the purpose of collection, but to utilise it in the form of capital for investing in various projects.&nbsp; &quot;We will select the projects for investment before raising the funds and on the basis of it, the Fund will manage the needed amount,&quot; informed Joshi.</p>

<p style="text-align: justify;">&quot;The fund can be mobilised to operate the governmental and private industries which have been closed due to lack of investment. The fund will play an important role in developing the industrial sector and provide job opportunities in those sectors,&quot;said Minister Joshi.</p>

<p style="text-align: justify;">The ministry is preparing internally to create directive committee under the coordination of Industry Minister and Work Performance Committee under the coordination of industry secretary after the agreement in principle from the meeting of the Council of Ministers.</p>

<p style="text-align: justify;">Minister Joshi said that the works for establishing the fund has been moved forward with the agreement from the umbrella organisations of the private sector.</p>

<p style="text-align: justify;">Ncell customers from Kathmandu, Nagarkot, Banepa and Dhulikhel can use the service. The customers having 4G operating SIM and mobile can enjoy the service. The company started the service by receiving license of technology neutrality.</p>

<p style="text-align: justify;">Similarly, the customers can exchange their SIM cards with 4G operating SIM (U-SIM) for free. Meanwhile, new customers will get 4G activated SIM cards.</p>

<p style="text-align: justify;">Simon Parkins, Managing Director of Ncell expressed his excitement &nbsp;from the positive impact of reaching to people and country through technology neutrality.</p>

<p style="text-align: justify;">&ldquo;This step has made us move in the journey of building digital Nepal,&rdquo; he said, adding, &ldquo;We are committed to contributing to get the digital mission of Nepal by correctly utilizing technology neutrality.&rdquo;</p>

<p style="text-align: justify;">The company that got technology neutrality license from Nepal Telecommunications Authority (NTA) a month ago is targeting to reach 4G service in 15 percent of the total population in the upcoming seven months.</p>

<p style="text-align: justify;">Likewise, the company is testing the network with an aim to operate 4G service in 40 cities of the country. On the occasion of 4G operation, the company is offering one GB data for free for three days.&nbsp;&nbsp;</p>

<p style="text-align: justify;">With the publication of the detailed project report of the project (DPR) in Nepal Gazette, the construction of the first phase 6.6 km of the outer ring road from Satungal to Chovar is going to be started soon.</p>

<p style="text-align: justify;">Minister for Urban Development Arjun Narsingh KC has already given permission for the construction process of Chovar-Satungal portion out of the total 71.93 km of the outer ring road, on April 26 this year.</p>

<p style="text-align: justify;">The construction of the outer ring road started formally with the publication of notice in the Nepal Gazette on May 29 after a month of approval by the Ministry. It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p>

<p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. &ldquo;As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,&rdquo; he said, adding , &ldquo;Cities will be developed through land integration.&rdquo;</p>

<p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p>

<p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. Sapkota said that the project has received a budget of Rs 700 million in upcoming FY 2017/18. &ldquo;The DPR of remaining 68 km will be approved next year.&rdquo;</p>

<p style="text-align: justify;">The project will be compensating only for the houses constructed in the project area.</p>

<p style="text-align: justify;">On the first phase of the construction from Chovar-Satungal, the road project covers 8,000 ropanies of land belonging to 14 thousand land owners.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">The private sector shared that though it had been providing suggestions to the government through the Revenue Advisory Committee, the government has not taken any issues seriously.</p>

<p style="text-align: justify;">FNCCI expressed its dissatisfaction saying that the government is taking suggestions from the private sector just for the sake of formality due to which Nepal will never become a country with investment-friendly environment.</p>

<p style="text-align: justify;">Shekhar Golchha, Senior Vice-President of FNCCI expressed the view that the programmes in the budget do not promote the productive sectors and do not address the declining exports. &quot;The budget could not show any basis for encouraging the investors to invest in the country,&quot; Golchha said.</p>

<p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average.&nbsp;&nbsp; Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. &quot;As a whole, the budget could not encourage us to make investments,&quot; she said.&nbsp;</p>

<p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p>

<p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. &quot;However, the issues of revenue in the budget might create problem in taxation,&quot; said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p>

<p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. However, the government has set a target to collect Rs 200 billion additional revenue as compared to the last year without increasing any economic activities, which is one of the weaknesses in the budget,&quot; said Shiva Kumar Agrawal, General Secretary of the Association.</p>

<p style="text-align: justify;">Likewise, the Federation of Nepalese Cottage and Small Industries (FNCSI) welcomed the budget by organising a press meet in the capital on May 31.</p>

<p style="text-align: justify;">Shyam Giri, President of the Federation said the budget allocated for the projects of national priority is welcome, but expressed doubt on the implementation of the budget in local level.</p>

			'content' => '<p style="text-align:justify">June 2: Life Insurance Companies have raised 31 percent paid-up capital in the current FY compared to the last FY following the raise in minimum paid-up capital requirement of Rs 2 billion by the Insurance Board (IB). By the third quarter of the current FY, the combined paid-up capital of eight life insurance companies has increased to Rs 7.96 billion. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p>

<p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p>

<p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p>

<p style="text-align:justify">&nbsp;However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders. The company is also offering 75 percent right shares to its existing shareholders to meet the minimum paid-up capital requirement.</p>

<p style="text-align:justify">Meanwhile, among the companies that have increased the paid-up capital, Nepal Life Insurance has increased the maximum paid-up capital by 78.75 percent. Nepal Life has Rs 3.09 billion paid-up capital surpassing the minimum requirement. The company achieved the cap of paid-up capital before the IB made the announcement. Similarly, the paid-up capital of Life Insurance Corporation and Surya Life Insurance has increased by 25 percent. Likewise, Asian Life has increased its paid-up capital by 20 percent and Gurans Life Insurance has increased its paid-up capital by 10 percent.&nbsp;</p>
