The international watchdog on human rights said in a statement that more than half of all children under five years of age in Nepal are anaemic, while more than a third of them suffer from stunted growth.</p> <p> In an important step towards realizing its goal of “zero hunger” by 2025, the Nepal government brought the Right to Food and Food Sovereignty Act 2018 into force last September.</p> <p> But, as Amnesty International’s briefing Right to Food in Nepal: Analysis of the Right to Food and Food Sovereignty Act details, the law needs to be amended to be effective. Rules and regulations, necessary to implement the provisions of the law, need to be created.</p> <p> “If the government of Nepal wants to ensure that no one goes hungry in the country, it must strengthen the law. The mechanisms such as the rules and regulations need to be crafted in a way that makes the right to food a reality for all,” said Biraj Patnaik, South Asia director at Amnesty International.</p> <p> The law needs to be amended to clearly define terms and avoid unnecessary confusion and misinterpretation, which could weaken its effectiveness. As the law currently stands, it remains unclear what constitutes “hunger” and “starvation”.</p> <p> The government of Nepal must also take meaningful steps to prohibit public authorities from interfering with people’s efforts to feed themselves. This means halting the eviction of people from their lands and allowing people to fish and collect their own from forests. The law, in its current form, provides no protection to the people who do so, added the statement.</p> <p> Amnesty International also recommended that the law be specific about how the government will address the threat of starvation, including by providing immediate food and nutritional support. There must be inquiries into any deaths resulting from starvation.</p> <p> Amnesty International also called for marginalized communities, such as Dalits and land-dependent indigenous people including Tharu to be granted access to cultivable land.</p> <p> “The authorities have an obligation to prevent malnutrition in all its forms. The international watchdog on human rights said in a statement that more than half of all children under five years of age in Nepal are anaemic, while more than a third of them suffer from stunted growth.</p> <p> In an important step towards realizing its goal of “zero hunger” by 2025, the Nepal government brought the Right to Food and Food Sovereignty Act 2018 into force last September.</p> <p> But, as Amnesty International’s briefing Right to Food in Nepal: Analysis of the Right to Food and Food Sovereignty Act details, the law needs to be amended to be effective. Rules and regulations, necessary to implement the provisions of the law, need to be created.</p> <p> “If the government of Nepal wants to ensure that no one goes hungry in the country, it must strengthen the law. The mechanisms such as the rules and regulations need to be crafted in a way that makes the right to food a reality for all,” said Biraj Patnaik, South Asia director at Amnesty International.</p> <p> The law needs to be amended to clearly define terms and avoid unnecessary confusion and misinterpretation, which could weaken its effectiveness. As the law currently stands, it remains unclear what constitutes “hunger” and “starvation”.</p> <p> The government of Nepal must also take meaningful steps to prohibit public authorities from interfering with people’s efforts to feed themselves. This means halting the eviction of people from their lands and allowing people to fish and collect their own from forests. The law, in its current form, provides no protection to the people who do so, added the statement.</p> <p> Amnesty International also recommended that the law be specific about how the government will address the threat of starvation, including by providing immediate food and nutritional support. There must be inquiries into any deaths resulting from starvation.</p> <p> Amnesty International also called for marginalized communities, such as Dalits and land-dependent indigenous people including Tharu to be granted access to cultivable land.</p> <p> “The authorities have an obligation to prevent malnutrition in all its forms. Bhulahi Bharwaliya settlement, which was worst-hit by Sunday evening’s storm, is barely 500 metres south of the highway. In the aftermath of the storm – arguably the first-of-its-kind catastrophe reported in Nepal – that left 29 people dead, the affected areas has seen a surge in the number of visits by vehicles carrying ministers with security escorts.</p> <p> Looking at the crowd of the VVIPs and the supporters, it seems like there is some kind of festival going on here. Instead of healing the wounds of the survivors, this crowd has rubbed salt on their wounds.</p> <p> Bharwaliya and Purainiya of Feta Rural Municipality were the worst affected by the storm in terms of human casualties and infrastructure. Out of the 500 injured, majority are from this area. The injured are struggling for treatment.</p> <p> Raj Kumar of Bharwalia expects relief materials whenever he sees some stranger. They have much more expectations from the VVIPs but they only give assurance instead of relief materials.</p> <p> “We heard in radio that the government has announced relief. But the reality is that we have been surviving on a fistful of beaten rice since the last three days under the open sky,” says Raj Kumar.</p> <p> Following the devastation, a large number of VVIPs have visited the incident site the very next day. Prime Minister KP Oli, Deputy PM Upendra Yadav, Home Minister Ram Bahadur Thapa all visited the area for inspection. They met the injured at Birgunj Hospital and made an aerial inspection.</p> <p> Provincial Minister for Physical Infrastructure of Province 2, Jitendra Sonal, criticized the PM saying, “The affected won’t get relief just by inspecting the site from a helicopter.”</p> <p> Nepali Congress President Sher Bahadur Deuba, Chairman of Nepal Communist Party Pushpa Kamal Dahal, Industry Minister Matrika Yadav not only visited the devastated areas on Tuesday but also announced financial assistance.</p> <p> Rastriya Janata Party Nepal presidium members Rajendra Mahato, Anil Jha and Sharat Singh Bhandari also paid a visit.</p> <p> “It seems like the leaders are competing among each other for inspection,” said a local, adding, “But none of them have given attention to ensure that the victims get relief.”</p> <p> There isn’t any dearth of people making commitment for support. Deuba promised Rs 2.5 million while Dahal pledged Rs 500,000 to family of each of the deceased. Province 2 government has announced Rs 300,000 for the family of the deceased each.</p> <p> The victims who have got assurance of millions of rupees have been waiting all day with hope of getting a A section of the railway structure caved in due to normal rain and hailstones of Saturday night. The rainfall caused damages to an open culvert in between the railway tracks as well as a wall in the railway yard in Biratnagar-18.</p> <p> Around 180 meters of the culvert, which was built to facilitate the flow of water in between the tracks, was damaged by the rain.</p> <p> A representative of the contractor assigned to build the track said that the structure got damaged due to excessive rainfall. Sanjeev Dev of the contractor company said that a large amount of hailstones had gathered at the area where the damage occurred. As a result, the structure caved in, said Dev. He further claimed that the hailstones damaged the plaster of the wall because the size of the hailstones was exceptionally big. The international watchdog on human rights said in a statement that more than half of all children under five years of age in Nepal are anaemic, while more than a third of them suffer from stunted growth.</p> <p> In an important step towards realizing its goal of “zero hunger” by 2025, the Nepal government brought the Right to Food and Food Sovereignty Act 2018 into force last September.</p> <p> But, as Amnesty International’s briefing Right to Food in Nepal: Analysis of the Right to Food and Food Sovereignty Act details, the law needs to be amended to be effective. Rules and regulations, necessary to implement the provisions of the law, need to be created.</p> <p> “If the government of Nepal wants to ensure that no one goes hungry in the country, it must strengthen the law. The mechanisms such as the rules and regulations need to be crafted in a way that makes the right to food a reality for all,” said Biraj Patnaik, South Asia director at Amnesty International.</p> <p> The law needs to be amended to clearly define terms and avoid unnecessary confusion and misinterpretation, which could weaken its effectiveness. This means halting the eviction of people from their lands and allowing people to fish and collect their own from forests. Bhulahi Bharwaliya settlement, which was worst-hit by Sunday evening’s storm, is barely 500 metres south of the highway. In the aftermath of the storm – arguably the first-of-its-kind catastrophe reported in Nepal – that left 29 people dead, the affected areas has seen a surge in the number of visits by vehicles carrying ministers with security escorts.</p> <p> Looking at the crowd of the VVIPs and the supporters, it seems like there is some kind of festival going on here. Instead of healing the wounds of the survivors, this crowd has rubbed salt on their wounds.</p> <p> Bharwaliya and Purainiya of Feta Rural Municipality were the worst affected by the storm in terms of human casualties and infrastructure. The rainfall caused damages to an open culvert in between the railway tracks as well as a wall in the railway yard in Biratnagar-18.</p> <p> Around 180 meters of the culvert, which was built to facilitate the flow of water in between the tracks, was damaged by the rain.</p> <p> A representative of the contractor assigned to build the track said that the structure got damaged due to excessive rainfall. Sanjeev Dev of the contractor company said that a large amount of hailstones had gathered at the area where the damage occurred. As a result, the structure caved in, said Dev. He further claimed that the hailstones damaged the plaster of the wall because the size of the hailstones was exceptionally big. The international watchdog on human rights said in a statement that more than half of all children under five years of age in Nepal are anaemic, while more than a third of them suffer from stunted growth.</p> <p> In an important step towards realizing its goal of “zero hunger” by 2025, the Nepal government brought the Right to Food and Food Sovereignty Act 2018 into force last September.</p> <p> But, as Amnesty International’s briefing Right to Food in Nepal: Analysis of the Right to Food and Food Sovereignty Act details, the law needs to be amended to be effective. Rules and regulations, necessary to implement the provisions of the law, need to be created.</p> <p> “If the government of Nepal wants to ensure that no one goes hungry in the country, it must strengthen the law. The mechanisms such as the rules and regulations need to be crafted in a way that makes the right to food a reality for all,” said Biraj Patnaik, South Asia director at Amnesty International.</p> <p> The law needs to be amended to clearly define terms and avoid unnecessary confusion and misinterpretation, which could weaken its effectiveness. As the law currently stands, it remains unclear what constitutes “hunger” and “starvation”.</p> <p> The government of Nepal must also take meaningful steps to prohibit public authorities from interfering with people’s efforts to feed themselves. This means halting the eviction of people from their lands and allowing people to fish and collect their own from forests. The law, in its current form, provides no protection to the people who do so, added the statement.</p> <p> Amnesty International also recommended that the law be specific about how the government will address the threat of starvation, including by providing immediate food and nutritional support. Sanjeev Dev of the contractor company said that a large amount of hailstones had gathered at the area where the damage occurred. As a result, the structure caved in, said Dev. He further claimed that the hailstones damaged the plaster of the wall because the size of the hailstones was exceptionally big.
