	June 2: The Electronic Cargo Tracking System (ECTS) is in place for goods transported to Birgunj and Bathnaha railway station near Biratnagar from Indian ports in Kolkata and Visakhapatnam, but the Nepali importers so far have not been able to track their containers transported through railway.</p>
<p>
	The ECTS service provider says that the government agencies of Nepal and India as well as the importers can track their goods using the tracking system. However, the tracking service is not yet available for the Nepali importers even though it has already been over three months since the implementation of the tracking system, according to Ganesh Prasad Lath, a Nepali importer.</p>
<p>
	The system came into effect on February 15 for goods transported from Kolkata while it was in use for goods transported from Visakhapatnam since two years.</p>
<p>
	Lath, who is also a central committee member of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), said that the Nepali importers are not getting the tracking service from both the ports.</p>
<p>
	The unavailability of the tracking service has cast a doubt among the importers that the system might have been introduced just to charge extra amount from them. They have complained that the ECTS is adding financial burden without rendering the service.</p>
<p>
	Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p>
<p>
	&ldquo;Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. The problems will be resolved gradually,&rdquo; said Dhakal.</p>
<p>
	The ECTS was introduced to minimize the cost of trading by removing the documentation process in the ports. Ironically, the direct transshipment of goods using ECTS has become more costlier.</p>

	Majority of the government offices have said that they have not been able to pay the electricity bills because of the allocation of very limited budget for running their offices.</p>

	Altogether 17 government offices of Chitwan including the District Administration Office, District Coordination Committee, Junior Police Officers Training School, &nbsp;Narayani Lift Khageri Irrigation Management Division have failed to clear their electricity dues.</p>
<p>
	The highest amount of dues is that of the street lights, which is internally managed after the concerned ministry releases the amount.</p>
<p>
	According to Nepal Electricity Authority (NEA), a total of Rs 306.7 million for the street lights is pending.</p>
<p>
	According to Suresh Mahato, chief of the district office of NEA, the government offices have ignored their repeated requests to clear the dues.</p>
<p>
	He said that the electricity office is unable to disconnect the lines of the government offices are they are located in sensitive areas.</p>
<p>
	&ldquo;We have written letters to all the government offices in this regard. If they fail to clear the dues within 15 days, we will take necessary action,&rdquo; said Mahato.</p>

	The provincial government has blamed its inability to spend on lack of manpower and legal hurdles.</p>

	Karnali Province had announced a total budget of Rs 28.28 billion out of which Rs 21.24 billion was allocated for development purpose. The provincial ministers have blamed the federal government for the poor spending on development head.</p>
<p>
	Provincial Minister for Financial Affairs and Planning Krishna Jwala blamed the federal government for the lacklusture performance of the provincial government.</p>
<p>
	He said that the provincial government could not spend on development projects as the federal government deputed civil servants quite late.</p>
<p>
	According to Minister Jwala, more than 50 percent of government staffers are yet to join their office due to which the development works have been pushed back.</p>

	May 31: The government has decided to increase the social security allowance for senior citizens by Rs 1,000 effective from fiscal year 2019/20. The senior citizens who are above 70 years used to get Rs 2,000 which has now been increased to Rs 3,000. The increased allowance for senior citizen will come into effect from July 17.</p>
<p>
	While presenting the budget for the upcoming fiscal year in the parliament on Wedensday, Finance Minister Yuba Raj Khatiwada informed that there are around 1.3 million senior citizens in Nepal who are above 70 years of age. With the increase in the senior citizens&rsquo; allowance, the monthly expenditure under this title will be Rs 3.90 billion while the annual expenditure will be Rs 46.80 billion.</p>
<p>
	Likewise, the social security allowance for single women has also been increased by Rs 1,000. From July 17, they will receive Rs 2,000 as social security allowance.</p>
<p>
	According to the government data, a total of 2,810,195 citizens are getting social security allowance in the country.</p>
<p>
	The Social Security Act, 2017 has mentioned that senior citizens, people living below the poverty line, terminally disabled, disabled, single women, people from indigenous community, children shall be provided with social security allowance.</p>
<p>
	According to the provisions in the Act, in order to receive the allowance senior citizens from the Dalit community and single women should be 60 years while other senior citizens need to be 70 years. Senior citizens (70 years), Dalit senior citizen (60 years), senior citizen from Karnali Province (60 years) and single women (60 years) have been receiving social security allowance.</p>
<p>
	According to the budget announced for the fiscal year 2019/20, the government has decided to provide health insurance of up to 100,000 for senior citizens as well as single women.</p>

He pointed out that India and Nepal have immense opportunities through their social and cultural connection and which should support the economic cooperation to stay in thriving state.</p>

	The death toll includes expedition members climbing mountains above 5,000 metres. Some died while trying to climb while others died on their way back from the summit, according to government authorities.</p>
<p>
	During this climbing season, altogether 17 climbers died on different mountains including Everest, Kanchenjunga, Makalu and Lhotse between May 14 to 27.</p>
<p>
	The spring season is considered the best season for climbing mountains because of the favourable weather conditions. However, the number of casualties is high during this very season, according to the data provided by the Department of Tourism.</p>
<p>
	Climbers also attempt climbing mountains during the autumn season.</p>
<p>
	The first ever death while climbing mountain in Nepal was recorded in 1905. However, the identities of the climbers who died while climbing Mt Kanchenjunga have not been ascertained yet. The department has proper records of the deaths that occurred in expedition from 1921 onward.</p>
<p>
	Stakeholders say that most of the casualties occur due to inadequate preparation and natural calamities.</p>
<p>
	&ldquo;The climbers are themselves to blame for the deaths,&rdquo; said Phurba Tenzing Sherpa, who has climbed Everest 14 times.</p>
<p>
	According to Sherpa, inadequate training accounts for more deaths than adverse weather condition and traffic jam on Everest.</p>
<p>
	He says that climbers must first succeed in climbing small peaks and then only attempt climbing Everest or other high mountains.</p>
<p>
	&ldquo;Just paying the royalty is not enough. One needs proper training to climb the highest mountains,&rdquo; said Sherpa.</p>
<p>
	Santabir Lama, chairman of Nepal Mountaineering Association, also says that many climbers who want instant fame end up being killed in the unforgiving terrain of the mountains due to lack of adequate preparation.</p>
<p>
	The government should not give climbing permits just because the foreigners are willing to pay hefty amount, argues Lama.</p>
<p>
	&ldquo;If the government sets clear criteria for climbing, it will surely bring down the death toll.&rdquo;</p>

	May 31: Chairman Emeritus of Soaltee Crowne Plaza Prabhakar Shumsher Rana passed away while undergoing treatment in the United States on Thursday. He was 84.</p>
<p>
	Rana, a renowned businessman and a &ldquo;pioneer&rdquo; entrepreneur in Nepal&rsquo;s tourism industry, died of heart attack in a New York-based hospital, according to his family sources. He was admitted to the hospital about a year ago.</p>
<p>
	Rana, a versatile businessman, was engaged in multiple sectors like tourism, hospitality, trade, hydropower and automobiles.</p>
<p>
	He was also the founder of Sipradi Trading, which is the authorised distributor of Tata Motors in Nepal. He is also the chairman of Surya Nepal.</p>
<p>
	His company owns a large portion of shares of Bhotekoshi Hydropower Project.</p>
<p>
	According to the website of Soaltee Hotel, Rana was educated in India where he earned a Bachelor of Arts (first class with honours) degree from the esteemed Patna University.</p>
<p>
	He was a trustee of the American Himalayan Foundation and a global member of the International Council of the Asia Society, New York.</p>
<p>
	In recognition of his exceptional leadership and vision, the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) had honoured Rana with the prestigious Lifetime Achievement Award in 2013.</p>
<p>
	According to his family sources, his final rites will be performed in New York.</p>
<p>

	&ldquo;The government cannot deprive the people&rsquo;s representatives from development budget,&rdquo; said Khatiwada, adding, &ldquo;We chose a system with elected representatives who took part in the election with the agenda of development.&rdquo;</p>

	Speaking at an interaction held at the Ministry of Finance, Minister Khatiwada said, &ldquo;People&rsquo;s representatives are the ones who represent the people&rsquo;s desire, their mandate.&rdquo;</p>

	Finance Minister Khatiwada said that the elected lawmakers have been given the authority only to select and monitor the development projects under the local level infrastructure development partnership programme while the implementation of the projects will be done by the local levels.</p>

	He further said that everyone must be careful not to allow the misuse of the funds allocated for the constituency development.</p>
<p>
	&ldquo;How can the people participate without the participation of their elected representatives?&rdquo; questioned Khatiwada.</p>

	May 30: The government has targeted an economic growth of 8.5 percent in the upcoming fiscal year. Finance Minister Yuba Raj Khatiwada made the announcement while unveiling Rs 1.53 trillion budget for the FY 2019/20 at the parliament building on Wednesday, May 29.</p>

	According to the finance minister, the government has given high priority to uplift the backward regions, groups and communities. The government has also focused on increasing productivity.</p>
<p>
	Likewise, the government has announced Public Private Partnership for creating job opportunities and increasing income-generating opportunities.</p>
<p>
	The budget has also given priority to health and education sectors as well as infrastructure development for drinking water facility, industries, tourism and agriculture.</p>
<p>
	The finance minister also said that the government will ensure that the stalled projects will be resumed in the upcoming fiscal year.</p>
<p>
	<strong>Budget for Province and Local Levels</strong></p>
<p>
	The government has allocated equalization grants of Rs 55.30 billion for the provincial governments and Rs 89.95 for the local governments across the country.</p>
<p>
	Likewise, the federal government will be providing conditional grants of Rs 44.55 billion to the provinces and Rs 123.87 billion to the local levels. Likewise, the supplementary grant for the provincial and local levels is Rs 10 billion.</p>
<p>
	<strong>Sector-wise Budget</strong></p>
<p>

<p>
	The Ministry of Agriculture and Livestock will get Rs 34.80 billion in the upcoming fiscal year. 	The ECTS service provider says that the government agencies of Nepal and India as well as the importers can track their goods using the tracking system. However, the tracking service is not yet available for the Nepali importers even though it has already been over three months since the implementation of the tracking system, according to Ganesh Prasad Lath, a Nepali importer.</p>
<p>
	The system came into effect on February 15 for goods transported from Kolkata while it was in use for goods transported from Visakhapatnam since two years.</p>
<p>
	Lath, who is also a central committee member of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), said that the Nepali importers are not getting the tracking service from both the ports.</p>
<p>
	The unavailability of the tracking service has cast a doubt among the importers that the system might have been introduced just to charge extra amount from them. They have complained that the ECTS is adding financial burden without rendering the service.</p>
<p>
	Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p>
<p>
	&ldquo;Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. The problems will be resolved gradually,&rdquo; said Dhakal.</p>
<p>
	The ECTS was introduced to minimize the cost of trading by removing the documentation process in the ports. Ironically, the direct transshipment of goods using ECTS has become more costlier.</p>

	Altogether 17 government offices of Chitwan including the District Administration Office, District Coordination Committee, Junior Police Officers Training School, &nbsp;Narayani Lift Khageri Irrigation Management Division have failed to clear their electricity dues.</p>

	The highest amount of dues is that of the street lights, which is internally managed after the concerned ministry releases the amount.</p>
<p>
	According to Nepal Electricity Authority (NEA), a total of Rs 306.7 million for the street lights is pending.</p>
<p>
	According to Suresh Mahato, chief of the district office of NEA, the government offices have ignored their repeated requests to clear the dues.</p>
<p>
	He said that the electricity office is unable to disconnect the lines of the government offices are they are located in sensitive areas.</p>
<p>
	&ldquo;We have written letters to all the government offices in this regard. If they fail to clear the dues within 15 days, we will take necessary action,&rdquo; said Mahato.</p>

With the increase in the senior citizens&rsquo; allowance, the monthly expenditure under this title will be Rs 3.90 billion while the annual expenditure will be Rs 46.80 billion.</p>

	Likewise, the social security allowance for single women has also been increased by Rs 1,000. From July 17, they will receive Rs 2,000 as social security allowance.</p>

	According to the government data, a total of 2,810,195 citizens are getting social security allowance in the country.</p>

	The Social Security Act, 2017 has mentioned that senior citizens, people living below the poverty line, terminally disabled, disabled, single women, people from indigenous community, children shall be provided with social security allowance.</p>
<p>
	According to the provisions in the Act, in order to receive the allowance senior citizens from the Dalit community and single women should be 60 years while other senior citizens need to be 70 years. Senior citizens (70 years), Dalit senior citizen (60 years), senior citizen from Karnali Province (60 years) and single women (60 years) have been receiving social security allowance.</p>
<p>
	According to the budget announced for the fiscal year 2019/20, the government has decided to provide health insurance of up to 100,000 for senior citizens as well as single women.</p>

	Nepalese Ambassador to India, Nilambar Acharya, said, &ldquo;It is a great pleasure to learn that after joint efforts of Embassy of Nepal in New Delhi and the PHDCCI &quot;India-Nepal Business Summit&quot; is being organized in this historic and beautiful city of Bhopal, the capital city of Madhya Pradesh, the heart of India, about trade, investment and business opportunities in Nepal. 	Akhilesh Mishra, director general of Indian Council of Cultural Relations (ICCR), gave the keynote speech and recounted the benefits of people-to-people relations India and Nepal enjoy and that make their understanding unmatchable. He pointed out that India and Nepal have immense opportunities through their social and cultural connection and which should support the economic cooperation to stay in thriving state.</p>

	Tirtha Poudel, Counsellor at the Embassy of Nepal, gave a presentation on the opportunities available in Nepal for institutional investment through the existing and new businesses. He reflected on the policies and possibilities Nepal relentlessly offer to the investors, especially from India.</p>

	May 31: Ever since the mountains of Nepal were opened for expedition some 114 years ago, a total of 1097 people have lost their lives in their bid to climb mountains in country, which is a home to some of the towering peaks of the world including the highest mountain &ndash; Mt Everest.</p>
<p>
	The death toll includes expedition members climbing mountains above 5,000 metres. Some died while trying to climb while others died on their way back from the summit, according to government authorities.</p>
<p>
	During this climbing season, altogether 17 climbers died on different mountains including Everest, Kanchenjunga, Makalu and Lhotse between May 14 to 27.</p>
<p>
	The spring season is considered the best season for climbing mountains because of the favourable weather conditions. However, the number of casualties is high during this very season, according to the data provided by the Department of Tourism.</p>
<p>
	Climbers also attempt climbing mountains during the autumn season.</p>
<p>
	The first ever death while climbing mountain in Nepal was recorded in 1905. However, the identities of the climbers who died while climbing Mt Kanchenjunga have not been ascertained yet. The department has proper records of the deaths that occurred in expedition from 1921 onward.</p>
<p>
	Stakeholders say that most of the casualties occur due to inadequate preparation and natural calamities.</p>
<p>
	&ldquo;The climbers are themselves to blame for the deaths,&rdquo; said Phurba Tenzing Sherpa, who has climbed Everest 14 times.</p>
<p>
	According to Sherpa, inadequate training accounts for more deaths than adverse weather condition and traffic jam on Everest.</p>
<p>
	He says that climbers must first succeed in climbing small peaks and then only attempt climbing Everest or other high mountains.</p>
<p>
	&ldquo;Just paying the royalty is not enough. One needs proper training to climb the highest mountains,&rdquo; said Sherpa.</p>
<p>
	Santabir Lama, chairman of Nepal Mountaineering Association, also says that many climbers who want instant fame end up being killed in the unforgiving terrain of the mountains due to lack of adequate preparation.</p>
<p>
	The government should not give climbing permits just because the foreigners are willing to pay hefty amount, argues Lama.</p>
<p>
	&ldquo;If the government sets clear criteria for climbing, it will surely bring down the death toll.&rdquo;</p>

	Rana, a renowned businessman and a &ldquo;pioneer&rdquo; entrepreneur in Nepal&rsquo;s tourism industry, died of heart attack in a New York-based hospital, according to his family sources. He was admitted to the hospital about a year ago.</p>

	Rana, a versatile businessman, was engaged in multiple sectors like tourism, hospitality, trade, hydropower and automobiles.</p>
<p>
	He was also the founder of Sipradi Trading, which is the authorised distributor of Tata Motors in Nepal. He is also the chairman of Surya Nepal.</p>
<p>
	His company owns a large portion of shares of Bhotekoshi Hydropower Project.</p>
<p>
	According to the website of Soaltee Hotel, Rana was educated in India where he earned a Bachelor of Arts (first class with honours) degree from the esteemed Patna University.</p>
<p>
	He was a trustee of the American Himalayan Foundation and a global member of the International Council of the Asia Society, New York.</p>
<p>
	In recognition of his exceptional leadership and vision, the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) had honoured Rana with the prestigious Lifetime Achievement Award in 2013.</p>
<p>
	According to his family sources, his final rites will be performed in New York.</p>

	Likewise, the federal government will be providing conditional grants of Rs 44.55 billion to the provinces and Rs 123.87 billion to the local levels. Likewise, the supplementary grant for the provincial and local levels is Rs 10 billion.</p>

	The ECTS service provider says that the government agencies of Nepal and India as well as the importers can track their goods using the tracking system. However, the tracking service is not yet available for the Nepali importers even though it has already been over three months since the implementation of the tracking system, according to Ganesh Prasad Lath, a Nepali importer.</p>

	The system came into effect on February 15 for goods transported from Kolkata while it was in use for goods transported from Visakhapatnam since two years.</p>

	Lath, who is also a central committee member of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), said that the Nepali importers are not getting the tracking service from both the ports.</p>
<p>
	The unavailability of the tracking service has cast a doubt among the importers that the system might have been introduced just to charge extra amount from them. They have complained that the ECTS is adding financial burden without rendering the service.</p>
<p>
	Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p>
<p>
	&ldquo;Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. The problems will be resolved gradually,&rdquo; said Dhakal.</p>
<p>
	The ECTS was introduced to minimize the cost of trading by removing the documentation process in the ports. Ironically, the direct transshipment of goods using ECTS has become more costlier.</p>

	Majority of the government offices have said that they have not been able to pay the electricity bills because of the allocation of very limited budget for running their offices.</p>

	Altogether 17 government offices of Chitwan including the District Administration Office, District Coordination Committee, Junior Police Officers Training School, &nbsp;Narayani Lift Khageri Irrigation Management Division have failed to clear their electricity dues.</p>
<p>
	The highest amount of dues is that of the street lights, which is internally managed after the concerned ministry releases the amount.</p>
<p>
	According to Nepal Electricity Authority (NEA), a total of Rs 306.7 million for the street lights is pending.</p>
<p>
	According to Suresh Mahato, chief of the district office of NEA, the government offices have ignored their repeated requests to clear the dues.</p>
<p>
	He said that the electricity office is unable to disconnect the lines of the government offices are they are located in sensitive areas.</p>
<p>
	&ldquo;We have written letters to all the government offices in this regard. If they fail to clear the dues within 15 days, we will take necessary action,&rdquo; said Mahato.</p>

	He said that the provincial government could not spend on development projects as the federal government deputed civil servants quite late.</p>

	According to Minister Jwala, more than 50 percent of government staffers are yet to join their office due to which the development works have been pushed back.</p>

The senior citizens who are above 70 years used to get Rs 2,000 which has now been increased to Rs 3,000. The increased allowance for senior citizen will come into effect from July 17.</p>

	While presenting the budget for the upcoming fiscal year in the parliament on Wedensday, Finance Minister Yuba Raj Khatiwada informed that there are around 1.3 million senior citizens in Nepal who are above 70 years of age. With the increase in the senior citizens&rsquo; allowance, the monthly expenditure under this title will be Rs 3.90 billion while the annual expenditure will be Rs 46.80 billion.</p>
<p>
	Likewise, the social security allowance for single women has also been increased by Rs 1,000. From July 17, they will receive Rs 2,000 as social security allowance.</p>
<p>
	According to the government data, a total of 2,810,195 citizens are getting social security allowance in the country.</p>
<p>
	The Social Security Act, 2017 has mentioned that senior citizens, people living below the poverty line, terminally disabled, disabled, single women, people from indigenous community, children shall be provided with social security allowance.</p>
<p>
	According to the provisions in the Act, in order to receive the allowance senior citizens from the Dalit community and single women should be 60 years while other senior citizens need to be 70 years. Senior citizens (70 years), Dalit senior citizen (60 years), senior citizen from Karnali Province (60 years) and single women (60 years) have been receiving social security allowance.</p>
<p>
	According to the budget announced for the fiscal year 2019/20, the government has decided to provide health insurance of up to 100,000 for senior citizens as well as single women.</p>

	The death toll includes expedition members climbing mountains above 5,000 metres. Some died while trying to climb while others died on their way back from the summit, according to government authorities.</p>
<p>
	During this climbing season, altogether 17 climbers died on different mountains including Everest, Kanchenjunga, Makalu and Lhotse between May 14 to 27.</p>
<p>
	The spring season is considered the best season for climbing mountains because of the favourable weather conditions. However, the number of casualties is high during this very season, according to the data provided by the Department of Tourism.</p>
<p>
	Climbers also attempt climbing mountains during the autumn season.</p>
<p>
	The first ever death while climbing mountain in Nepal was recorded in 1905. However, the identities of the climbers who died while climbing Mt Kanchenjunga have not been ascertained yet. The department has proper records of the deaths that occurred in expedition from 1921 onward.</p>
<p>
	Stakeholders say that most of the casualties occur due to inadequate preparation and natural calamities.</p>
<p>
	&ldquo;The climbers are themselves to blame for the deaths,&rdquo; said Phurba Tenzing Sherpa, who has climbed Everest 14 times.</p>
<p>
	According to Sherpa, inadequate training accounts for more deaths than adverse weather condition and traffic jam on Everest.</p>
<p>
	He says that climbers must first succeed in climbing small peaks and then only attempt climbing Everest or other high mountains.</p>
<p>
	&ldquo;Just paying the royalty is not enough. One needs proper training to climb the highest mountains,&rdquo; said Sherpa.</p>
<p>
	Santabir Lama, chairman of Nepal Mountaineering Association, also says that many climbers who want instant fame end up being killed in the unforgiving terrain of the mountains due to lack of adequate preparation.</p>
<p>
	The government should not give climbing permits just because the foreigners are willing to pay hefty amount, argues Lama.</p>
<p>
	&ldquo;If the government sets clear criteria for climbing, it will surely bring down the death toll.&rdquo;</p>
<p>

	According to the website of Soaltee Hotel, Rana was educated in India where he earned a Bachelor of Arts (first class with honours) degree from the esteemed Patna University.</p>

	He was a trustee of the American Himalayan Foundation and a global member of the International Council of the Asia Society, New York.</p>
<p>
	In recognition of his exceptional leadership and vision, the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) had honoured Rana with the prestigious Lifetime Achievement Award in 2013.</p>
<p>
	According to his family sources, his final rites will be performed in New York.</p>

	According to the finance minister, the government has given high priority to uplift the backward regions, groups and communities. The government has also focused on increasing productivity.</p>

	Likewise, the government has announced Public Private Partnership for creating job opportunities and increasing income-generating opportunities.</p>

	The budget has also given priority to health and education sectors as well as infrastructure development for drinking water facility, industries, tourism and agriculture.</p>
<p>
	The finance minister also said that the government will ensure that the stalled projects will be resumed in the upcoming fiscal year.</p>
<p>
	<strong>Budget for Province and Local Levels</strong></p>
<p>
	The government has allocated equalization grants of Rs 55.30 billion for the provincial governments and Rs 89.95 for the local governments across the country.</p>
<p>
	Likewise, the federal government will be providing conditional grants of Rs 44.55 billion to the provinces and Rs 123.87 billion to the local levels. Likewise, the supplementary grant for the provincial and local levels is Rs 10 billion.</p>
<p>
	<strong>Sector-wise Budget</strong></p>

Likewise the budget has also emphasized on installing charging stations to promote electric vehicles across the country.</p>

	Finance Minister Yuba Raj Khatiwada announced 50 percent exemption on the electricity bill for garment industries registered under VAT. Likewise, such garment industries will also get subsidy up to five percent.</p>

	The government has also set up a &lsquo;Challenge Fund&rsquo; to support emerging entrepreneurs and to secure the investment of those willing to venture into the business world.</p>

	Such fund will be made available for commencement of new businesses and industries with innovative ideas.</p>

	Bhawani Rana, president of the Federation of Nepalese Chambers&nbsp;of Commerce&nbsp;and Industries (FNCCI), said that the new budget ensures protection of overall businesses and industries of Nepal.</p>

	&ldquo;The assurance of implementing the anti-dumping law to discourage the import of sub-standard goods and prioritizing domestic production has given a positive message,&rdquo; said Rana, adding, &ldquo;Nevertheless, these policies are to be implemented effectively.&rdquo;</p>

	<strong>Continuous Effort but Poorly Implemented &nbsp;&nbsp;</strong></p>

	The budget has also emphasized the use of domestic products in public offices. The budget has mentioned strict implementation of the provision related to using home-grown products in public offices. 	The ECTS service provider says that the government agencies of Nepal and India as well as the importers can track their goods using the tracking system. However, the tracking service is not yet available for the Nepali importers even though it has already been over three months since the implementation of the tracking system, according to Ganesh Prasad Lath, a Nepali importer.</p>
<p>
	The system came into effect on February 15 for goods transported from Kolkata while it was in use for goods transported from Visakhapatnam since two years.</p>
<p>
	Lath, who is also a central committee member of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), said that the Nepali importers are not getting the tracking service from both the ports.</p>
<p>
	The unavailability of the tracking service has cast a doubt among the importers that the system might have been introduced just to charge extra amount from them. They have complained that the ECTS is adding financial burden without rendering the service.</p>
<p>
	Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p>
<p>
	&ldquo;Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. The problems will be resolved gradually,&rdquo; said Dhakal.</p>
<p>
	The ECTS was introduced to minimize the cost of trading by removing the documentation process in the ports. Ironically, the direct transshipment of goods using ECTS has become more costlier.</p>

	The highest amount of dues is that of the street lights, which is internally managed after the concerned ministry releases the amount.</p>
<p>
	According to Nepal Electricity Authority (NEA), a total of Rs 306.7 million for the street lights is pending.</p>
<p>
	According to Suresh Mahato, chief of the district office of NEA, the government offices have ignored their repeated requests to clear the dues.</p>
<p>
	He said that the electricity office is unable to disconnect the lines of the government offices are they are located in sensitive areas.</p>
<p>
	&ldquo;We have written letters to all the government offices in this regard. If they fail to clear the dues within 15 days, we will take necessary action,&rdquo; said Mahato.</p>

	While presenting the budget for the upcoming fiscal year in the parliament on Wedensday, Finance Minister Yuba Raj Khatiwada informed that there are around 1.3 million senior citizens in Nepal who are above 70 years of age. With the increase in the senior citizens&rsquo; allowance, the monthly expenditure under this title will be Rs 3.90 billion while the annual expenditure will be Rs 46.80 billion.</p>

	Likewise, the social security allowance for single women has also been increased by Rs 1,000. From July 17, they will receive Rs 2,000 as social security allowance.</p>
<p>
	According to the government data, a total of 2,810,195 citizens are getting social security allowance in the country.</p>
<p>
	The Social Security Act, 2017 has mentioned that senior citizens, people living below the poverty line, terminally disabled, disabled, single women, people from indigenous community, children shall be provided with social security allowance.</p>
<p>
	According to the provisions in the Act, in order to receive the allowance senior citizens from the Dalit community and single women should be 60 years while other senior citizens need to be 70 years. Senior citizens (70 years), Dalit senior citizen (60 years), senior citizen from Karnali Province (60 years) and single women (60 years) have been receiving social security allowance.</p>
<p>
	According to the budget announced for the fiscal year 2019/20, the government has decided to provide health insurance of up to 100,000 for senior citizens as well as single women.</p>

	The death toll includes expedition members climbing mountains above 5,000 metres. Some died while trying to climb while others died on their way back from the summit, according to government authorities.</p>
<p>
	During this climbing season, altogether 17 climbers died on different mountains including Everest, Kanchenjunga, Makalu and Lhotse between May 14 to 27.</p>
<p>
	The spring season is considered the best season for climbing mountains because of the favourable weather conditions. However, the number of casualties is high during this very season, according to the data provided by the Department of Tourism.</p>
<p>
	Climbers also attempt climbing mountains during the autumn season.</p>
<p>
	The first ever death while climbing mountain in Nepal was recorded in 1905. However, the identities of the climbers who died while climbing Mt Kanchenjunga have not been ascertained yet. The department has proper records of the deaths that occurred in expedition from 1921 onward.</p>
<p>
	Stakeholders say that most of the casualties occur due to inadequate preparation and natural calamities.</p>
<p>
	&ldquo;The climbers are themselves to blame for the deaths,&rdquo; said Phurba Tenzing Sherpa, who has climbed Everest 14 times.</p>
<p>
	According to Sherpa, inadequate training accounts for more deaths than adverse weather condition and traffic jam on Everest.</p>
<p>
	He says that climbers must first succeed in climbing small peaks and then only attempt climbing Everest or other high mountains.</p>
<p>
	&ldquo;Just paying the royalty is not enough. One needs proper training to climb the highest mountains,&rdquo; said Sherpa.</p>
<p>
	Santabir Lama, chairman of Nepal Mountaineering Association, also says that many climbers who want instant fame end up being killed in the unforgiving terrain of the mountains due to lack of adequate preparation.</p>
<p>
	The government should not give climbing permits just because the foreigners are willing to pay hefty amount, argues Lama.</p>
<p>
	&ldquo;If the government sets clear criteria for climbing, it will surely bring down the death toll.&rdquo;</p>

	May 31: Chairman Emeritus of Soaltee Crowne Plaza Prabhakar Shumsher Rana passed away while undergoing treatment in the United States on Thursday. He was 84.</p>
<p>
	Rana, a renowned businessman and a &ldquo;pioneer&rdquo; entrepreneur in Nepal&rsquo;s tourism industry, died of heart attack in a New York-based hospital, according to his family sources. He was admitted to the hospital about a year ago.</p>
<p>
	Rana, a versatile businessman, was engaged in multiple sectors like tourism, hospitality, trade, hydropower and automobiles.</p>
<p>
	He was also the founder of Sipradi Trading, which is the authorised distributor of Tata Motors in Nepal. He is also the chairman of Surya Nepal.</p>
<p>
	His company owns a large portion of shares of Bhotekoshi Hydropower Project.</p>
<p>
	According to the website of Soaltee Hotel, Rana was educated in India where he earned a Bachelor of Arts (first class with honours) degree from the esteemed Patna University.</p>
<p>
	He was a trustee of the American Himalayan Foundation and a global member of the International Council of the Asia Society, New York.</p>
<p>
	In recognition of his exceptional leadership and vision, the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) had honoured Rana with the prestigious Lifetime Achievement Award in 2013.</p>
<p>
	According to his family sources, his final rites will be performed in New York.</p>

	May 31: Finance Minister Yuba Raj Khatiwada has defended the government&rsquo;s decision to increase the budget for the Constituency Development Fund. The government had increased the fund provided to each elected lawmaker under the first-past-the-post category from Rs 40 million to Rs 60 million.</p>

	&ldquo;The government cannot deprive the people&rsquo;s representatives from development budget,&rdquo; said Khatiwada, adding, &ldquo;We chose a system with elected representatives who took part in the election with the agenda of development.&rdquo;</p>

	Speaking at an interaction held at the Ministry of Finance, Minister Khatiwada said, &ldquo;People&rsquo;s representatives are the ones who represent the people&rsquo;s desire, their mandate.&rdquo;</p>
<p>
	Finance Minister Khatiwada said that the elected lawmakers have been given the authority only to select and monitor the development projects under the local level infrastructure development partnership programme while the implementation of the projects will be done by the local levels.</p>
<p>
	He further said that everyone must be careful not to allow the misuse of the funds allocated for the constituency development.</p>
<p>
	&ldquo;How can the people participate without the participation of their elected representatives?&rdquo; questioned Khatiwada.</p>

	According to the finance minister, the government has given high priority to uplift the backward regions, groups and communities. The government has also focused on increasing productivity.</p>

	Likewise, the government has announced Public Private Partnership for creating job opportunities and increasing income-generating opportunities.</p>

	The budget has also given priority to health and education sectors as well as infrastructure development for drinking water facility, industries, tourism and agriculture.</p>

	The finance minister also said that the government will ensure that the stalled projects will be resumed in the upcoming fiscal year.</p>
<p>
	<strong>Budget for Province and Local Levels</strong></p>
<p>
	The government has allocated equalization grants of Rs 55.30 billion for the provincial governments and Rs 89.95 for the local governments across the country.</p>
<p>
	Likewise, the federal government will be providing conditional grants of Rs 44.55 billion to the provinces and Rs 123.87 billion to the local levels. Likewise, the supplementary grant for the provincial and local levels is Rs 10 billion.</p>

	<strong>Sector-wise Budget</strong></p>

	The government is arranging electronic card (e-card) for paying bus fare by establishing Transport Authority within the next fiscal year. The new budget has also stressed on public transportation by encouraging big buses and banning the existing transport cartels. 	The government has also set up a &lsquo;Challenge Fund&rsquo; to support emerging entrepreneurs and to secure the investment of those willing to venture into the business world.</p>

	&ldquo;The assurance of implementing the anti-dumping law to discourage the import of sub-standard goods and prioritizing domestic production has given a positive message,&rdquo; said Rana, adding, &ldquo;Nevertheless, these policies are to be implemented effectively.&rdquo;</p>

	<strong>Continuous Effort but Poorly Implemented &nbsp;&nbsp;</strong></p>
<p>
	The budget has also emphasized the use of domestic products in public offices. The budget has mentioned strict implementation of the provision related to using home-grown products in public offices. The government had introduced this provision in 2014 to encourage the use of domestic products. However, the decision could not be practically implemented. &nbsp;</p>
<p>
	<strong>Prioritising Basic Infrastructure </strong></p>
<p>
	In order to encourage investment, the budget has focused on construction of fundamental infrastructures in the special economic zones (SEZ). Likewise, it also focuses on operation of at least one industrial area in all seven provinces.</p>
<p>
	<strong>Producing Industrialist from Iron Mine</strong></p>
<p>
	The iron mine at Dhaubadi of Nawalparasi will start commercial production of iron from the upcoming fiscal year. Likewise, the government is also plans to unearth precious stones in Surkhet and process them, according the finance minister.</p>

	The increase in salary will be implemented from the starting of the upcoming fiscal year.</p>

	The current salary of the chief secretary is Rs 55,200. With the increase in salary, the chief secretary will get Rs 65,136. Likewise, the salary of government secretaries will now be Rs 60,675 and that of the joint secretaries will be Rs 47,377. Under-secretaries and section officers will now on receive Rs 40,378 and Rs 35,990 respectively. Other non-gazetted officers will get between Rs 26,000 and Rs 28,000 while the salary of officer helper will be between Rs 19,000 &nbsp;and Rs 26,000</p>
