Few are as fortunate as Toyam Raya. While serving as a government secretary, Raya secured the coveted position of Auditor General of Nepal. Although Transparency International had voiced concerns over Raya's nomination as the new Auditor General, the parliamentary hearing committee endorsed his nomination, paving the way for President Ram Chandra Paudel to appoint him to the post. Upon assuming the role of Auditor General, Raya now shoulders the crucial responsibility of auditing all government expenditures from the previous fiscal year and the ongoing one. Some stakeholders have raised concerns about potential conflicts of interest arising from his appointment. Transparency International, in particular, has pointed out that as the former secretary, Raya would be tasked with auditing his own previous work, raising questions about impartiality and accountability. Prior to becoming Auditor General, Raya served as the Secretary at the National Statistics Office. Previously, he held the position of Finance Secretary during Bishnu Poudel's tenure as Finance Minister. Before his appointment as Secretary, Raya served as the Principal Secretary of Bagmati Province Government. He also held positions within the Commission for the Investigation of Abuse of Authority and the Ministry of Industry, Commerce and Supplies as Secretary. Known for his close ties with the UML, Raya's career path includes various roles within the Ministry of Finance, where he served as joint secretary for a long period.
