The government has prioritised the reconstruction of structures damaged by the April earthquake in its policies and programmes for the new fiscal year. The document, presented by President Ram Baran Yadav in Parliament, gives continuity to many of the old programmes and policies that are already in place.
The government also announced a policy to promote earthquake-resistant technology and has made soft loans available for people whose homes were damaged by the earthquake. It has also adopted a policy to make public procurement transparent and credible.
According to the dossier, the government will promote voluntary tax declaration. The government will review its policy to make sure that Nepal graduates from the LDC group by 2022 and achieves middle income status by 2030, by devising its Vision 2030.
The government has said it will take measures to reduce administrative expenditure by implementing a contribution-based pension system.According to the policy and programmes, the government is committed to providing water and sanitation for all by 2017. It has announced that the Kathmandu Valley will be made a street children-free zone.
The government plans to stimulate economic growth by targeting reconstruction,hydropower, development of physical infrastructure, commercialization of agriculture, development of industries, and promotion of tourism and creating employment opportunities. The document says that the tendency of projects to ask for funds without conducting a DPR will be discouraged. Further,the budget will only be allocated projects that have completed the correct procedures.
Projects of national pride and mega projects will be encouraged on the basis of performance, said the government’s policy and programmes. Similarly, a policy will be formulated to make it easier to acquirel and to develop infrastructure. It will be part of the government’s policy to encourage farmers and promote contract farming in view of the food security needs of the country.
The government has announced that cooperative entrepreneurship will be encouraged among women,poor, marginalised, landless and members of backward communities. Funds will be provided for the establishment and operation of industries in the agricultural sector through the establishment of government-cooperative partnerships. Twelve districts in the Terai will be designated as special pocket areas for the production of paddy fields so that the country becomes self-sufficient in rice.
