January 8: The Public Accounts Committee (PAC) of legislature parliament has recommended the government to take action against Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari and two former ministers after finding them guilty in the procurement of two wide-body aircraft for Nepal Airlines Corporation (NAC).

The parliamentary committee made such recommendation on Monday (January 7) after making some revisions in a report submitted by its sub-committee.

The sub-committee under PAC had recommended action against former ministers Jeevan Bahadur Shahi and Jitendra Narayan Dev for not being careful regarding irregularities in the deal while it sought action against sitting minister Adhikari for his ill intention in releasing budget for the procurement.

The sub-committee had also recommended action against former secretary at the ministry Prem Rai, who is currently the home secretary, but the full committee removed his name from the list. Lawmaker Pradeep Yadav, who was a member of the sub-committee which recommended action against Rai, clarified that Rai’s name has been removed as he was not involved in the scam and that the officials of the national flag carrier had provided false report about his involvement earlier.

PAC has directed the government and the Commission for the Investigation of Abuse of Authority (CIAA) to immediately suspend the key officials involved in the aircraft procurement deal including the Managing Director of NAC, Sugat Ratna Kansakar.

Similarly, the PAC has directed the government and the CIAA to immediately suspend Tourism Secretary Krishna Prasad Devkota and punish former tourism secretary Shankar Prasad Adhikari.

The sub-committee report had concluded that Rs 4.35 billion was embezzled in the wide-body aircraft procurement process.
