Increase in Customs Duty not Rational: Sugar Importers

May 2: Importers have accused the government of ignoring the concept of ‘open market’ and consumer rights in the name of conserving domestic sugar mills in the country.

The importers have questioned the rationale behind increasing the customs duty to promote domestic sugar mills when half of the total sugar demand of the country is fulfilled by the import from Indian market.

According to Anil Kumar Agrawal, vice president at Birgunj Chamber of Commerce and Industry, the consumers have been forced to purchase sugar at higher rate despite the fall in prices in the international market. Agrawal, who is also an importer, says that the Nepali consumers have not benefitted from the falling sugar price in the international market.

“The government’s policy is not rational,” importers say. The government is levying 30 percent customs duty on sugar. Earlier, the importers had to pay 15 percent customs duty while brining sugar to Nepal.

The statistics compiled by Nepal Sugar Producers Association shows that a total of 130,000 metric tons of sugar was imported to Nepal in the Fiscal Year 2016/2017.

Meanwhile, the country imported a massive 200,000 metric tons of sugar in the Fiscal Year 2013/2014, which declined to 184,000 in the following Fiscal Year 2014/2015.

Likewise, sugar import in the Fiscal Year 2015/2016 stood at 147,000 metric tons.
