April 15: Japan International Cooperation Agency (JICA) is supporting the implementation of the National Economic Census 2018 of Nepal through technical assistance. JICA said in a statement that it signed an agreement with the Central Bureau of Statistics (CBS) on February 2016 to implement the technical cooperation project named “Project on Capacity Development for the implementation of Economic Census 2018 in Nepal”. The objectives of the project are to develop the capacity of CBS officials to conduct the census and to enhance their skills in conducting other related statistical surveys.

The census was inaugurated on April 14 by Finance Minister Dr Yuba Raj Khatiwada amidst a formal ceremony on the premises of the Central Bureau of Statistics. During the occasion, Minister Khatiwada stressed the need to produce quality data which will be crucial in the future for planning and addressing several indicators of SDG’s. He also urged the business community, formal and informal sectors to support the Economic Census 2018 data collection process.

According to the statement, Japanese Ambassador to Nepal Masashi Ogawa reiterated that the “government of Japan is happy to be a part of the first ever economic census of Nepal and is hopeful that this initiative will pave way for the government of Nepal to function in a positive manner for the economic prosperity”.

JICA said that the first-ever economic census in Nepal’s history will cover all establishments in the territory of Nepal except some industrial sectors based on international practices. It aims to strengthen the statistical infrastructure by establishing both a statistical business register and a sampling frame containing all the establishments and enterprises in Nepal. The statistical results will be further used for planning and implementation of policies, plans and strategies of line ministries, province level, and local governments, as well as for universities, research institutions and private sector. It will disclose the actual condition of Nepal’s economy.

The economic census will be implemented from April 14 to June 14 by the Central Bureau of Statistics. During the census period, enumerators with ID cards will visit establishments and ask questions about the establishments as mentioned in the form of the economic census. It is also possible for the establishments to answer the questions through the Internet which will be the first-ever e-Census in an official census and survey in Nepal, reads the statement.
