The ministry’s failure in effective monitoring has encouraged contractors to take up the projects and then leave them in the middle. The ministry’s failure in effective monitoring has encouraged contractors to take up the projects and then leave them in the middle. Due to such practice, the projects as old as 14 years remained incomplete till date.</p>
<p style="text-align: justify;"> According to the ministry, more than 90 percent of the stalled projects are related to the health sector. Since 2004/5, the Ministry of Urban Development started looking after health projects which used to be under the Ministry of Health. , informed joint-secretary Dr Ramesh Prasad Singh.</p>
<p style="text-align: justify;">More than Rs 30 billion has been spent in the projects so far. But the contractors have not handed over the projects despite crossing the deadline of the project by five years.</p>
<p style="text-align: justify;">The health sector in currently under trouble due to lack of adequate infrastructure as well as the lack of pace in constructing new infrastructures.</p>
<p style="text-align: justify;">Although it has been a long time since the health projects started in various districts, their progress has been very pathetic.</p>
<p style="text-align: justify;">According to Dr Singh, the ministry has been allocating more than Rs 3 billion annually for the construction of buildings for public health institutions. The Ministry of Health has been providing the amount to the Ministry of Urban Development and the Department of Buildings for implementation of the projects. Although the projects are carried out in all 75 districts, lack of progress has been observed more in districts like Parsa, Dhanusha, Bara, Rautahat, Surkhet and Doti among others.</p>
<p style="text-align: justify;">In Parsa, a total of 25 projects have remained stalled while the number of projects lacking progress in Dhanusha is 11, Surkhet 18 and Doti 14.</p>
