As a result, the importers have been unable to make payment as the bank demands the permission granted by the DFTQC.</p>
<p>The importers say that those who reach banks for payment with the customs clearance bill are sent back by the authorities saying that the banks require permission from DFTQC.</p>

<p>The importers need to take the permission in advance from the DFTQC to import food. The foreign exchange management department of Nepal Rastra Bank has made it mandatory for the importers to take permission from the DFTQC. But the Department of Customs has be letting in the goods even if the importers don’t have permission. As a result, the importers have been unable to make payment as the bank demands the permission granted by the DFTQC.</p>
<p>The importers say that those who reach banks for payment with the customs clearance bill are sent back by the authorities saying that the banks require permission from DFTQC.</p>
<p>The central bank had recently issued a circular on August 10 stating that the importers need to take permission from the DFTQC in advance to import goods from India. Although the central bank has informed about the decision to the commercial banks, the two departments seem to be unaware about new rules.</p>
<p>Birgunj Customs Office Chief Semantak Pokharel said that they have not been informed about the permission in advance from DFTQC to import food to Nepal. As the customs department has not been informed about the new rules, it has been issuing clearance as it used to do before.</p>

<p>The importers say that those who reach banks for payment with the customs clearance bill are sent back by the authorities saying that the banks require permission from DFTQC.</p>
<p>The central bank had recently issued a circular on August 10 stating that the importers need to take permission from the DFTQC in advance to import goods from India. Although the central bank has informed about the decision to the commercial banks, the two departments seem to be unaware about new rules.</p>
<p>Birgunj Customs Office Chief Semantak Pokharel said that they have not been informed about the permission in advance from DFTQC to import food to Nepal. As the customs department has not been informed about the new rules, it has been issuing clearance as it used to do before.</p>
