March 9: Securities Board of Nepal (SEBON) has started investigation on the complaint filed against allocation of further public offering (FPO) of Forward Community Microfinance citing irregularities. “Some small investors have requested SEBON for an inquiry demanding investigation against share allocation on multiple forms having same application numbers. Upon receiving complaints from them, SEBON has started the investigation,” said Niranjan Ghimire, Assistant Spokesperson of the board. He informed that the board talked to Nabil Investment Banking, Share Registrar of the microfinance regarding the matter.


“The mistake could have occurred due to ASBA implementation. It is not intentional but might be a technical error.  The board is investigation about the truth behind the mistake,” he added. In the share allocation of Forward Community, share appliers Laxmi Bhattarai, Sanjay Bhandari and Yasodha Neupane having same application number have submitted application to Nabil Investment Bank demanding shares allocated to other share applicants.


“It might be some technical error due to implementation of ASBA system but not a fault of ours,” said Prabin Raman Parajuli, CEO of Nabil Investment, also the Issue Manager for Forward Community. “The customers and media hypothetically blamed of intentional irregularities,” he objected. “This is not our mistake even though we are ready to answer the regulatory body.”


Meanwhile, as per share applicant Bhandari, he applied for the FPO along with his sisters-in-law Laxmi Bhattarai and Yasoda Neupane. However, another investors obtained the shares on the same application numbers. He questioned how could it be happened and demanded the shares allocated to his application number. He also clarified that in order to know the truth behind the mistakes, he along with other applicants submitted an inquiry application to SEBON and urges other investors to do the same on the occurrence of any problems. 


Laxmi Bhattarai, Sanjay Bhandari and Yasoda Neupane applied for the FPO through 17057, 17058 and 17059 application numbers. According to share allocation result published in official website of Nabil Investment Banking, Rajan Shrestha having 17057, Gauri Shanker Shrestha having 17058 and Rupak Dhanwantari having 15059 application numbers were allocated the FPO shares.
