August 10: A study has revealed that there is a shortage of subject matter experts in Nepal Rastra Bank (NRB) due to transfer of employees.
The study conducted by the Human Resources Department of the central bank has been found that although some departments require employees with expertise in related fields, they are not appointed when employees are transferred from time to time.
The report mentions that the transfer of staff without bringing a replacement has been affecting the departments that need expertise. Also, the need for timely changes in the employee transfer policy has also been pointed out by the report.
The survey conducted among the employees has suggested to implement 'performance-based pay'. There is no provision for payment based on productivity among NRB employees.
The study found that the employees who work more are not motivated to work because they get paid equal to those who work less.
Similarly, the study has pointed out that employees are using informal channels to raise their demands and this has become a challenge.
As of last fiscal year, there were 1,082 employees working in the central bank, of which 52 percent were officers. Likewise, 75 percent of the employees were male. Among the employees, 1 percent had PhD degree, 1 percent MPhil, 61 percent Masters degree, 5 percent CA, 19 percent Bachelors percent and 7 percent were SLC gradyuates.
