June 11: Gagan Thapa, General Secretary of the Nepali Congress, voiced his concerns over the Ministry of Finance conducting a review of the budget, which it presents itself.
Speaking in a parliamentary session in the House of Representatives on the budget on Sunday, Thapa highlighted the need for independent agencies to carry out the budget review, stating that it was unbecoming for the ministry to review its own proposal.
"The Ministry of Finance is responsible for preparing and presenting the budget. It is unbecoming for the ministry to review the budget presented by itself. Other agencies will have to carry out the review of the budget,” he added.
Thapa also raised questions about the role of parliamentarians in the discussion on the budget in the parliament. "Parliamentarians do not study, they lack facts, and figures related to the budget. They only use the platform to express personal grievances and aggression.
No parliamentarian has ever raised serious question about the budget and its implication, he added.
