May 29: Although the government had announced many populist programmes in the current fiscal year (FY) 2018/19, the implementation part seems to be ineffective just like in the past.

On 29 May, 2018, Finance Minister Dr Yuba Raj Khatiwada had announced exciting programmes including education loan, loan schemes for migrant returnees, women, youths and members of the Dalit community. However, due to the ineffective implementation of the schemes, the targeted group showed lack of interest.

The education loan for youths by keeping their academic certificates as collateral was much appreciated by all quarters. But, only six people obtained the loan.  According to the recently unveiled economic survey of 2018/19, the execution part of providing education loan to 2500 people was ineffective.

While presenting the budget last year, Khatiwada had said that the government would provide loan up to Rs 1 million to the returnee migrant workers for initiating their own business based on evaluation of their skill. Only 11 returnees took the loan, according to government records. Other 7,810 returnee migrant workers who were expected to take the loan seemed uninterested in benefitting from the scheme.

Economist Keshav Acaharya commented that the implementation of populist programmes is usually weak. He said, “The announcement of practical budget would have been worthwhile.”

Another attractive programme for the current FY was loans to women entrepreneurs. Altogether 170 women have taken the subsidized loan at six percent interest rate. A total loan worth Rs 97.64 million was issued under this programme.

Likewise, only 55 people had taken loan for higher education and technical training. The government had released Rs 13.37 million loan under this scheme. Altogether 13,370 students didn’t show any interest to take this loan.

The budget of the current fiscal year had also announced projects for modernizing the agricultural sector but those projects have not been implemented yet. Though the government had announced to provide subsidies for farmers for cultivating tea, coffee, cardamom and beetle-nut, the real farmers have not yet received the subsidies.

The budget had also mentioned about Prime Minister Employement Programme (PMEP) to promote employment across the country. The programme was initiated on February 13 but the government has not been able to collect data of the total unemployed people.  

Similarly, the budget had also mentioned about extending the health insurance programmes across the country. However, programme will be avail only in 47 districts by the end of the current fiscal year, according to the economic survey report published on Monday.
