', 'content' => '<p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">September 19: An experts' group formed by the government to study the feasibility of constructing an international airport in Nijgadh of Bara district has submitted its study report to Prime Minister Sher Bahadur Deuba. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Coordinator of the experts' group Birendra Bahadur Deuja handed over the report to the PM in the presence of Minister for Culture, Tourism and Civil Aviation, Jeevan Ram Shrestha, amidst a programme at the prime minister's official residence in Baluwatar on Sunday. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">The experts' group was formed as per a decision made by the government on August 11 in pursuant to a mandamus order of the Supreme Court. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">The experts' group has concluded that an international airport with full-capacity is needed to handle the increasing air traffic for the long-term development and prosperity of Nepal. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">As per the report, around 4,000 hectares area lying between the Pasaha River and the Bakaiya River adjoining the East-West Highway and the Kathmandu-Tarai Express Way would be an appropriate location for the proposed international airport. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">The experts' group has recommended the government to abandon the concept of 'airport city' keeping in mind the Supreme Court's order to reduce environmental damage due to the felling of trees. It has also recommended to declare around 9,000 hectares as protected zone and to construct the airport in about 4,000 hectares of land in different phases.</span></span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">The report has recommended that the airport management should carry out works like prevention of river erosion and other conservation works including protection of trees in the remaining areas. It has stated that trees in only around 1,500 hectares of land should be cut in the first phase and has suggested not to cut the trees in the remaining areas until the commencement of the second phase of construction works. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">It is stated in the report that the construction of the airport should be done by preparing an environmental management plan after fulfilling its legal process and procedures and taking the necessary approval. The experts’ group has also reminded the government about its constitutional obligation to make the necessary legal arrangements for maintaining appropriate balance between development and the environment while carrying out development works. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">It is also mentioned in the report that the delay in the construction of the full-capacity international airport will increase the cost, which will ultimately delay the development of Nepal. The government’s expenditure is almost Rs 14 billion a day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Records maintained by the Financial Comptroller General’s Office show that the government collected revenue worth Rs 1.54 billion last Friday while it spent Rs 5.6 billion the same day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Officials of the finance ministry admit that they are facing problems in securing funds for the election due to the disparity in government’s income and expenditure.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Financial advisor to the ministry, Dr Shalikram Pokharel, says that the entire economy has been affected by the ban on import of luxury goods by the government. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">“The ban has helped Nepal shift towards self-reliance but the revenue collection has been hampered because we have an import-oriented economy,” said Pokharel.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government had imposed a ban on import of luxury goods since last winter to ease the pressure on the foreign exchange reserves. It has directly affected the revenue collection of the government. Officials of the ministry say that the revenue collection will pick up pace as the government has lifted the ban on six out of tem items since September.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">According to Pokharel, the increase in inflow of remittance in recent days has improved the foreign exchange reserves which can now sustain imports for at least eight months. The ministry believes that this will help in securing funds for the election and also to improve the overall economy.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government is also seeking support from donor agencies to secure funds for the election in terms of technical assistance. Finance Minister Janardan Sharma has been requesting foreign delegates to support the country financially for the election. However, sources at the finance ministry say that despite official letters sent to various countries seeking financial assistance for the election the government has only received assurance so far. It is still not certain whether Nepal will receive financial assistance or not. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">It is estimated that around Rs 20 billion will be required for holding the elections on the scheduled date and to make security arrangements for the election. It has also recommended to declare around 9,000 hectares as protected zone and to construct the airport in about 4,000 hectares of land in different phases.</span></span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">The report has recommended that the airport management should carry out works like prevention of river erosion and other conservation works including protection of trees in the remaining areas. It has stated that trees in only around 1,500 hectares of land should be cut in the first phase and has suggested not to cut the trees in the remaining areas until the commencement of the second phase of construction works. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">It is stated in the report that the construction of the airport should be done by preparing an environmental management plan after fulfilling its legal process and procedures and taking the necessary approval. The government’s expenditure is almost Rs 14 billion a day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Records maintained by the Financial Comptroller General’s Office show that the government collected revenue worth Rs 1.54 billion last Friday while it spent Rs 5.6 billion the same day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Officials of the finance ministry admit that they are facing problems in securing funds for the election due to the disparity in government’s income and expenditure.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Financial advisor to the ministry, Dr Shalikram Pokharel, says that the entire economy has been affected by the ban on import of luxury goods by the government. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">“The ban has helped Nepal shift towards self-reliance but the revenue collection has been hampered because we have an import-oriented economy,” said Pokharel.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government had imposed a ban on import of luxury goods since last winter to ease the pressure on the foreign exchange reserves. It has directly affected the revenue collection of the government. Officials of the ministry say that the revenue collection will pick up pace as the government has lifted the ban on six out of tem items since September.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">According to Pokharel, the increase in inflow of remittance in recent days has improved the foreign exchange reserves which can now sustain imports for at least eight months. The ministry believes that this will help in securing funds for the election and also to improve the overall economy.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government is also seeking support from donor agencies to secure funds for the election in terms of technical assistance. Finance Minister Janardan Sharma has been requesting foreign delegates to support the country financially for the election. However, sources at the finance ministry say that despite official letters sent to various countries seeking financial assistance for the election the government has only received assurance so far. It is still not certain whether Nepal will receive financial assistance or not. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">It is estimated that around Rs 20 billion will be required for holding the elections on the scheduled date and to make security arrangements for the election. It has also recommended to declare around 9,000 hectares as protected zone and to construct the airport in about 4,000 hectares of land in different phases.</span></span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">The report has recommended that the airport management should carry out works like prevention of river erosion and other conservation works including protection of trees in the remaining areas. It has stated that trees in only around 1,500 hectares of land should be cut in the first phase and has suggested not to cut the trees in the remaining areas until the commencement of the second phase of construction works. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">It is stated in the report that the construction of the airport should be done by preparing an environmental management plan after fulfilling its legal process and procedures and taking the necessary approval. The government’s expenditure is almost Rs 14 billion a day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Records maintained by the Financial Comptroller General’s Office show that the government collected revenue worth Rs 1.54 billion last Friday while it spent Rs 5.6 billion the same day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Officials of the finance ministry admit that they are facing problems in securing funds for the election due to the disparity in government’s income and expenditure.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Financial advisor to the ministry, Dr Shalikram Pokharel, says that the entire economy has been affected by the ban on import of luxury goods by the government. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">“The ban has helped Nepal shift towards self-reliance but the revenue collection has been hampered because we have an import-oriented economy,” said Pokharel.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government had imposed a ban on import of luxury goods since last winter to ease the pressure on the foreign exchange reserves. It has directly affected the revenue collection of the government. Officials of the ministry say that the revenue collection will pick up pace as the government has lifted the ban on six out of tem items since September.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">According to Pokharel, the increase in inflow of remittance in recent days has improved the foreign exchange reserves which can now sustain imports for at least eight months. The ministry believes that this will help in securing funds for the election and also to improve the overall economy.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government is also seeking support from donor agencies to secure funds for the election in terms of technical assistance. Finance Minister Janardan Sharma has been requesting foreign delegates to support the country financially for the election. However, sources at the finance ministry say that despite official letters sent to various countries seeking financial assistance for the election the government has only received assurance so far. It is still not certain whether Nepal will receive financial assistance or not. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">It is estimated that around Rs 20 billion will be required for holding the elections on the scheduled date and to make security arrangements for the election. It has also recommended to declare around 9,000 hectares as protected zone and to construct the airport in about 4,000 hectares of land in different phases.</span></span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">The report has recommended that the airport management should carry out works like prevention of river erosion and other conservation works including protection of trees in the remaining areas. It has stated that trees in only around 1,500 hectares of land should be cut in the first phase and has suggested not to cut the trees in the remaining areas until the commencement of the second phase of construction works. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">It is stated in the report that the construction of the airport should be done by preparing an environmental management plan after fulfilling its legal process and procedures and taking the necessary approval. The government’s expenditure is almost Rs 14 billion a day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Records maintained by the Financial Comptroller General’s Office show that the government collected revenue worth Rs 1.54 billion last Friday while it spent Rs 5.6 billion the same day.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Officials of the finance ministry admit that they are facing problems in securing funds for the election due to the disparity in government’s income and expenditure.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">Financial advisor to the ministry, Dr Shalikram Pokharel, says that the entire economy has been affected by the ban on import of luxury goods by the government. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">“The ban has helped Nepal shift towards self-reliance but the revenue collection has been hampered because we have an import-oriented economy,” said Pokharel.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government had imposed a ban on import of luxury goods since last winter to ease the pressure on the foreign exchange reserves. It has directly affected the revenue collection of the government. Officials of the ministry say that the revenue collection will pick up pace as the government has lifted the ban on six out of tem items since September.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">According to Pokharel, the increase in inflow of remittance in recent days has improved the foreign exchange reserves which can now sustain imports for at least eight months. The ministry believes that this will help in securing funds for the election and also to improve the overall economy.</span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">The government is also seeking support from donor agencies to secure funds for the election in terms of technical assistance. Finance Minister Janardan Sharma has been requesting foreign delegates to support the country financially for the election. However, sources at the finance ministry say that despite official letters sent to various countries seeking financial assistance for the election the government has only received assurance so far. It is still not certain whether Nepal will receive financial assistance or not. </span></span></p> <p><span style="font-size:16px"><span style="font-family:Calibri,"sans-serif"">It is estimated that around Rs 20 billion will be required for holding the elections on the scheduled date and to make security arrangements for the election.
