It is a state-owned company of India. It supplied only 25,000 tons of DAP within the deadline. As for the remaining 75,000 tons of urea, it is yet to be decided whether the company is going to deliver the consignment or not.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">The other three companies that signed contracts with the Agriculture Inputs Company have not been able to import chemical fertilizers even a month after their contract expired. He said that they are confident that they will bring the fertilizers soon. At present, the Agriculture Inputs Company has a stock of 500 tons of urea, 20,000 tons of DAP and 7,500 tons of potassium. There are indications that the circumstances will repeat this year as well.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">According to Kumar Rajbhandari, spokesperson of the Salt Trading Corporation, Indian Potash Limited had signed a contract with the corporation last December for importing 25,000 metric tons of DAP and 75,000 tons of urea. It is a state-owned company of India. It supplied only 25,000 tons of DAP within the deadline. As for the remaining 75,000 tons of urea, it is yet to be decided whether the company is going to deliver the consignment or not.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">The other three companies that signed contracts with the Agriculture Inputs Company have not been able to import chemical fertilizers even a month after their contract expired. A Nepali company called Silk Market had signed an agreement with Agriculture Inputs Company to import 60,000 tons of urea and 5,000 tons of DAP, but the deadline has already expired. Similarly, Jane Trade had entered into two separate agreements with Agriculture Inputs Company for importing 25,000 tons of urea and 5,000 tons of DAP. Another company, JS Trade, had agreed to import 25,000 tons of DAP with the Agriculture Inputs Company. The period for all these contracts have already expired, but, there are no signs for the import of chemical fertilizers.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">According to Information Officer Khadka of the Agriculture Inputs Company, despite the expiration of the deadline for importing the chemical fertilizers, none of the companies have said they are not able to supply the fertilizers. He said that they are confident that they will bring the fertilizers soon. At present, the Agriculture Inputs Company has a stock of 500 tons of urea, 20,000 tons of DAP and 7,500 tons of potassium. Meanwhile, the Salt Trading Corporation has no fertilizers in reserve.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Spokesperson for Salt Trading, Rajbhandari said that due to the ongoing fluctuations in the global market, there may be shortage of chemical fertilizers in the coming days. He estimates that the problem may be due to the continuous rise in the price of fertilizers in the world market. We will tighten the monitoring even by hiring CAs and RAs on a contract basis.” Pandit further said that action would be taken based on the issues surfacing after monitoring.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">Although the posts of CA and data analyst have been arranged within the department for monitoring cooperatives, the posts have not been filled yet. Therefore, the department has put forward a plan to get CAs and RAs to work on contract basis. The department informed that a budget for this plan has been demanded from the Ministry of Land Management, Cooperatives and Poverty Alleviation. If the budget is not provided, then the department will manage it from internal resources.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">According to the provisions of the constitution, the rights from registration to regulation of cooperatives have reached to the local level. On the basis of the scope of work of the organization, all three levels of governments can regulate the registration of cooperatives. However, the cooperatives have not been regulated due to lack of sufficient manpower at the state and local levels.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">There is a provision that the federal government can also monitor the cooperatives dealing with transactions more than Rs 500 million. Accordingly, the big cooperatives will be monitored regularly in collaboration with the state and local governments, said Registrar Pandit. </span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">Out of 29,886 cooperatives across the country, only 125 are under the federal government. Similarly, there are 6002 under the state government and 23759 under the local government.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">Cooperatives come second in terms of financial transaction after commercial banks. Currently, cooperatives across the country have mobilized more than Rs 1 trillion. Due to the lack of effective regulation by the government, some cooperatives have been mobilizing the money of the general savers indiscriminately. Institutions have become problematic when such operators embezzle money.
