The central bank governor also opined that the project developers should include the risk of exchange rates in the project analysis and financial appraisal instead of seeking risk guarantee from the government on foreign investment.</div> <div> </div> <div> <strong><span style="font-size:14px;">Strike at Upper Madi Hydropower Project</span></strong></div> <div> Nearly 90 Nepali workers went on a strike at Upper Madi-hydropower at Sildujure in Kaski after their demand for pay as per the international labour organizations went on deaf ears. Most of the protesters include drivers, operators, labourers, and welders. Vice-chairperson of Workers’ Committee’s Guna Prasad Baral said, “We were forced to take this decision after the contractor did not pay any heed to their twenty-point demand that we put forth.” Their demands include reduction of duty hours, over-time allowance, Dashain bonus and work place security, among others. Later a meeting between the agitating parties and the management committee was held but it ended inconclusively. “There is no work environment at the construction site. No allowance or other facilities are provided to drivers. We have to wear the same pair of shoes, that don’t last even for 15 days, for more than six months and we don’t even have a toilet,” Baral said. Meanwhile, Pas Bahadur Bastola, undersecretary of stakeholder’s committee expressed solidarity with the workers’ agitation. As many as 100 Chinese nationals are working in the project. The hydro project, with a capacity of 25 MW, was initiated with the joint investment of Chinese Three Georges and Nepal’s private sector. It had started on December 29 in 2012 with completion time of 28 months. The estimated cost of the project is Rs 5.28 billion and it was supposed to be completed by April 2015.</div> <div> </div> <div> <strong><span style="font-size:14px;">Exploring Possibilities in Hydro Sector</span></strong></div> <div> The politicians participating in the power summit 2013 threw support for “integration of power markets” of Nepal, China and India “for the benefit of everyone in the region”. Based on a concept study results, SN Power applied for and was awarded an amended license for a single 600 MW daily peaking run-of-river project to be called the Tamakoshi 3 project. The TA 3 HEP is planned for the Tamakoshi River stretch between Singati bazaar and approximately 100 meter above Tamakoshi bridge at Kirnetar. The technical feasibility of the project has been performed in the range from 600 to 1320 MW. The Feasibility Study for this project is in the final stage of completion. Vice-chairperson of Workers’ Committee’s Guna Prasad Baral said, “We were forced to take this decision after the contractor did not pay any heed to their twenty-point demand that we put forth.” Their demands include reduction of duty hours, over-time allowance, Dashain bonus and work place security, among others. Later a meeting between the agitating parties and the management committee was held but it ended inconclusively. “There is no work environment at the construction site. No allowance or other facilities are provided to drivers. Based on a concept study results, SN Power applied for and was awarded an amended license for a single 600 MW daily peaking run-of-river project to be called the Tamakoshi 3 project. The proposed location of the dam – utilising a gross head of about 627.67 m – is just upstream of Tal village in Manang District, about 45 km upstream of Besisahar. </div> <div> </div> <div> <span style="font-size:14px;"><strong>Tamakoshi – III (650 MW) </strong></span></div> <div> SN Power was awarded the Survey Licenses in March 2007 by the Government of Nepal to develop the Tamakohsi 2 (207 MW) and Tamakoshi 3 (275 MW) Hydroelectric projects in the Tamakoshi River of Dolakha district. Based on a concept study results, SN Power applied for and was awarded an amended license for a single 600 MW daily peaking run-of-river project to be called the Tamakoshi 3 project. The TA 3 HEP is planned for the Tamakoshi River stretch between Singati bazaar and approximately 100 meter above Tamakoshi bridge at Kirnetar. The technical feasibility of the project has been performed in the range from 600 to 1320 MW. The Feasibility Study for this project is in the final stage of completion. The project will be developed on a Build, Own, Operate and Transfer (BOOT) basis. Most of the protesters include drivers, operators, labourers, and welders. Vice-chairperson of Workers’ Committee’s Guna Prasad Baral said, “We were forced to take this decision after the contractor did not pay any heed to their twenty-point demand that we put forth.” Their demands include reduction of duty hours, over-time allowance, Dashain bonus and work place security, among others. Later a meeting between the agitating parties and the management committee was held but it ended inconclusively. “There is no work environment at the construction site. No allowance or other facilities are provided to drivers. We have to wear the same pair of shoes, that don’t last even for 15 days, for more than six months and we don’t even have a toilet,” Baral said. Meanwhile, Pas Bahadur Bastola, undersecretary of stakeholder’s committee expressed solidarity with the workers’ agitation. As many as 100 Chinese nationals are working in the project. The hydro project, with a capacity of 25 MW, was initiated with the joint investment of Chinese Three Georges and Nepal’s private sector. It had started on December 29 in 2012 with completion time of 28 months. The plant is scheduled to be commissioned by the end of 2016. Himtal Hydro Power Company Pvt Ltd is developing ‘The Upper Marsyangdi-2 Hydroelectric Power’ project. This run-of-river type development is located in the districts of Lamjung and Manang, aiming to fully utilise the power potential of the Marsyangdi river. The proposed location of the dam – utilising a gross head of about 627.67 m – is just upstream of Tal village in Manang District, about 45 km upstream of Besisahar. </div> <div> </div> <div> <span style="font-size:14px;"><strong>Tamakoshi – III (650 MW) </strong></span></div> <div> SN Power was awarded the Survey Licenses in March 2007 by the Government of Nepal to develop the Tamakohsi 2 (207 MW) and Tamakoshi 3 (275 MW) Hydroelectric projects in the Tamakoshi River of Dolakha district. Based on a concept study results, SN Power applied for and was awarded an amended license for a single 600 MW daily peaking run-of-river project to be called the Tamakoshi 3 project. The TA 3 HEP is planned for the Tamakoshi River stretch between Singati bazaar and approximately 100 meter above Tamakoshi bridge at Kirnetar. The technical feasibility of the project has been performed in the range from 600 to 1320 MW. The Feasibility Study for this project is in the final stage of completion. Power will be evacuated at Dhalkebar. The bulk of the power is expected to be exported to India after supplying the domestic demand on a commercial basis. </div> <div> </div> <div> <span style="font-size:14px;"><strong>Upper Karnali (900 MW) </strong></span></div> <div> A consortium comprising GMR Energy Limited, GMR Infrastructure Limited (GIL) and Italian-Thai Development Project Company signed a Memorandum of Understanding (MoU) with the Government of Nepal, for developing the 900 MW Upper Karnali Hydro electric Project, in Nepal. The project will be developed on a Build, Own, Operate and Transfer (BOOT) basis. The MoU signing successfully concluded the first ever International Competitive Bidding (ICB) process of award of large hydropower projects in Nepal, which followed a rigorous multi-layered evaluation process, lasting 12 months.
