	UCPN (Maoist) chairperson Pushpa Kamal Dahal has asked Nepali Ambassador to Qatar Dr Maya Kumari Sharma to resign from her post, according to Dahal&rsquo;s aide Shiva Khakurel. He made such a suggestion to Nepal&rsquo;s envoy to Qatar through a telephone conversation. Ambassador Sharma had been drawn into controversy following her statement in an interview calling Qatar an &lsquo;open jail&rsquo;.</p>

On the occasion, matters relating to Nepal-China relations and of mutual interest were discussed, according to the Office of the President.Chinese Ambassador to Nepal, Wu Chuntai, senior officials of the Office of the President and Ministry of Foreign Affairs were present in the meeting. Singh, who had arrived in Nepal last Saturday after being appointed as Foreign Secretary of the Government of India, also met with Nepali Congress president Sushil Koirala and CPN (UML) chairperson Jhalanath Khanal the same day. 	The Commission for Investigation of Abuses of Authority (CIAA) officials are keeping close watch on the immigration officials for their alleged &nbsp;harassment toward the Nepali migrant workers at the airport on various pretexts. The CIAA said its attention has been drawn following complaints that immigration officials are returning foreign-bound Nepali workers and creating unnecessary hassles at the airport after the constitutional body nabbed some immigration officers on corruption charges. It also directed respective ministries to depute necessary staffs at the Department of Foreign Employment, Department of Immigration and Nepal Electricity Authority, informed CIAA spokesperson Shreedhar Sapkota.</div>

	Seventy former Maoist combatants, who were selected for integration into Nepal Army (NA), were officially inducted as NA army officers amid a ceremony at the Military Academy Kharipati on last Monday. Interim Election Council Chairman Khilraj Regmi and NA Chief of Army Staff (CoAS) Gaurav SJB Rana handed the insignia to the new Army officers at the ceremony after they completed a nine-month military officer training. Among them, one officer is likely to be made Colonel, two Lieutenant Colonels, 13 majors, 30 captains and 24 lieutenants. UCPN (Maoist) chairperson Pushpa Kamal Dahal, leaders of Nepali Congress, CPN (UML) and other parties, diplomats and ministers, among other dignitaries, were present in the ceremony.</div>

	<strong><span style="font-size:14px;">Apex Court Stays Victim ID Card Distribution</span></strong></div>

	The Supreme Court (SC) issued an interim order to not implement the distribution of identity cards to victims of the conflict and their families. A division bench of Justice Kalyan Shrestha and Baidhyanath Upadhyaya last Monday has stayed the decision of the government to distribute the Identity Cards to the families of those who were killed and disappeared during the conflict.The apex court has ordered the government to stop the implementation of the directive related to the Distribution of Identity Card to Conflict Victims 2069 until its final order. Making the Office of the Prime Minister and Council of Ministers and the Ministry of Peace and Reconstruction his defendants, conflict victim Suman Adhikari had filed a writ petition at SC on July 24, 2013 with the demand of abrogating the directive.</div>

	<strong><span style="font-size:14px;">Seven Killed in Landslide</span></strong></div>

	Landslides triggered by incessant rainfall killed seven persons in Khimti of Ramechhap district last Tuesday. Among the dead, three are from the same family. &nbsp;The police have informed that Mithu Thapa, 55, his 13-year-old son Kedar and 23-year-old daughter Swasthani from Khimti of Ward No 4 in the district have died in the incident. Sita Sunar of Khimti-3, Bhim Bahadur Tamang, 55, of Rasnalu-1, his wife Batuli Maaya and a woman, whose identity was not ascertained, were buried to death in the landslide.&nbsp;</div>

	<strong><span style="font-size:14px;">Govt Orders Investigation into Adhikari Murder</span></strong></div>
<div>
	The government last Monday ordered District Police Office (DPO), Chitwan to investigate into the murder case of Krishna Prashad Adhikari. Adhikari, 19, was allegedly killed by former Maoist rebels in 2004. Following the government&rsquo;s instruction, the DPO has said that it has begun the investigation process. &nbsp;On the first week of this month, the National Human Rights Commission had also recommended the government to promptly probe into the case. Nanda Prashad Adhikari and Ganga Adhikari, parents of the deceased, have been fasting at the Bir Hospital premises a one month demanding action to investigate the murder.</div>

	A Tibetan refugee has died after setting himself on fire on Tuesday at the premises of Boudhanath Stupa in the Capital. According to a witness, Gyaltso immolated himself around 7:35 am after he prayed and lighted butter lamps in the Stupa. His burned body was rushed to the Maharajgung-based Teaching Hospital where a doctor pronounced him dead.</div>

	<strong>Nine Killed in Separate River Mishaps</strong></div>

	Seven pilgrims were swept to death in Hatpate-1, Sindhuli while trying to cross the rain-swollen Kamala River last Monday. The pilgrims were crossing the river to reach Madhuganga Temple in Hatpate for paying homage to Lord Shiva. Two other individuals died after their boat capsized in the Saptakosi River on the same day. The boat, headed to Udayapur from Chatara of Sunsari district, capsized mid-river, according to the District Police Office of Sunsari.</div>

	A study conducted by Transparency International (TI) has found that political parties are the most corrupt among institutions in Nepal. Seventy percent of the total respondents surveyed in 58 municipalities in Nepal answered that political parties are the most corrupt, followed by public service and bureaucracy (66 percent), the police (58 percent), the parliament (51 percent), the judiciary (51 percent) and the private sector (30 percent) which made it to the top five positions. Questions regarding the lodging of complaints against corruption received positive answers from 61 percent of the respondents whereas the remaining 43 percent said they are not aware of any institution where such complaints could be filed. Thirty-nine percent of the respondents said they were not optimistic that action would be taken even if complaints were lodged. Likewise, 40 percent of the respondents said that they bribed officials for getting land-related problems solved. Thirty-seven percent claimed to have paid bribes for judicial services, whereas 30 percent revealed to have done the same with the police.&nbsp;</div>

	The Cabinet on Thursday decided to send 260 Nepal Army personnel in war-ravaged Syria. The Nepali peacekeepers will work under the UN Supervision Mission in Syria (UNSMIS) which was set up in 2012. According to the Minister for Information and Communications, Madhav Prasad Paudel, the government has decided to dispatch 260 peacekeepers to Syria in two phases. The fist contingent of 130 NA personnel will reach Syria by the end of July, while the remaining will head for the country in September, Paudel said. Nepal has been contributing troops to UN peacekeeping operations since 1958.&nbsp;</div>

	The Supreme Court (SC) issued an interim order to not implement the distribution of identity cards to victims of the conflict and their families. A division bench of Justice Kalyan Shrestha and Baidhyanath Upadhyaya last Monday has stayed the decision of the government to distribute the Identity Cards to the families of those who were killed and disappeared during the conflict.The apex court has ordered the government to stop the implementation of the directive related to the Distribution of Identity Card to Conflict Victims 2069 until its final order. Making the Office of the Prime Minister and Council of Ministers and the Ministry of Peace and Reconstruction his defendants, conflict victim Suman Adhikari had filed a writ petition at SC on July 24, 2013 with the demand of abrogating the directive.</div>

	<strong><span style="font-size:14px;">Seven Killed in Landslide</span></strong></div>
<div>
	Landslides triggered by incessant rainfall killed seven persons in Khimti of Ramechhap district last Tuesday. Among the dead, three are from the same family. &nbsp;The police have informed that Mithu Thapa, 55, his 13-year-old son Kedar and 23-year-old daughter Swasthani from Khimti of Ward No 4 in the district have died in the incident. Sita Sunar of Khimti-3, Bhim Bahadur Tamang, 55, of Rasnalu-1, his wife Batuli Maaya and a woman, whose identity was not ascertained, were buried to death in the landslide.&nbsp;</div>

	<strong><span style="font-size:14px;">Govt Orders Investigation into Adhikari Murder</span></strong></div>
<div>
	The government last Monday ordered District Police Office (DPO), Chitwan to investigate into the murder case of Krishna Prashad Adhikari. Adhikari, 19, was allegedly killed by former Maoist rebels in 2004. Following the government&rsquo;s instruction, the DPO has said that it has begun the investigation process. &nbsp;On the first week of this month, the National Human Rights Commission had also recommended the government to promptly probe into the case. Nanda Prashad Adhikari and Ganga Adhikari, parents of the deceased, have been fasting at the Bir Hospital premises a one month demanding action to investigate the murder.</div>

	<strong>Tibetan Dies of Self-Immolation</strong></div>

	A Tibetan refugee has died after setting himself on fire on Tuesday at the premises of Boudhanath Stupa in the Capital. The deceased has been identified as Karma Niydhon Gyaltso, 39, of Dhamsung, Tibet. According to a witness, Gyaltso immolated himself around 7:35 am after he prayed and lighted butter lamps in the Stupa. His burned body was rushed to the Maharajgung-based Teaching Hospital where a doctor pronounced him dead.</div>

	<strong>Nine Killed in Separate River Mishaps</strong></div>
<div>
	Seven pilgrims were swept to death in Hatpate-1, Sindhuli while trying to cross the rain-swollen Kamala River last Monday. The pilgrims were crossing the river to reach Madhuganga Temple in Hatpate for paying homage to Lord Shiva. Two other individuals died after their boat capsized in the Saptakosi River on the same day. The boat, headed to Udayapur from Chatara of Sunsari district, capsized mid-river, according to the District Police Office of Sunsari.</div>

	<strong>Communist Party Founder Karmacharya Passes Away&nbsp;</strong></div>

Karmacharya, along with Pushpalal Shrestha, Niranjan Govinda Baidya, Motidevi Shrestha and Narayan Bilash Joshi had established the party in Kolkata on April 22, 1949.&nbsp;</div>

Ex-King Gyanendra, former queen Komal and Former Crown Princess Himani had reached Tikapur to distribute the relief packages on behalf of Himani Trust. The meeting of the Kailali Disaster Rescue Committee held on Thursday had directed the trust to not distribute the relief materials. 	<strong>Political Parties Most Corrupt in Nepal: TI Survey&nbsp;</strong></div>

	A study conducted by Transparency International (TI) has found that political parties are the most corrupt among institutions in Nepal. Seventy percent of the total respondents surveyed in 58 municipalities in Nepal answered that political parties are the most corrupt, followed by public service and bureaucracy (66 percent), the police (58 percent), the parliament (51 percent), the judiciary (51 percent) and the private sector (30 percent) which made it to the top five positions. Questions regarding the lodging of complaints against corruption received positive answers from 61 percent of the respondents whereas the remaining 43 percent said they are not aware of any institution where such complaints could be filed. Thirty-nine percent of the respondents said they were not optimistic that action would be taken even if complaints were lodged. According to the Minister for Information and Communications, Madhav Prasad Paudel, the government has decided to dispatch 260 peacekeepers to Syria in two phases. The fist contingent of 130 NA personnel will reach Syria by the end of July, while the remaining will head for the country in September, Paudel said. Nepal has been contributing troops to UN peacekeeping operations since 1958.&nbsp;</div>

	Seventy former Maoist combatants, who were selected for integration into Nepal Army (NA), were officially inducted as NA army officers amid a ceremony at the Military Academy Kharipati on last Monday. Interim Election Council Chairman Khilraj Regmi and NA Chief of Army Staff (CoAS) Gaurav SJB Rana handed the insignia to the new Army officers at the ceremony after they completed a nine-month military officer training. 	The Supreme Court (SC) issued an interim order to not implement the distribution of identity cards to victims of the conflict and their families. A division bench of Justice Kalyan Shrestha and Baidhyanath Upadhyaya last Monday has stayed the decision of the government to distribute the Identity Cards to the families of those who were killed and disappeared during the conflict.The apex court has ordered the government to stop the implementation of the directive related to the Distribution of Identity Card to Conflict Victims 2069 until its final order. Making the Office of the Prime Minister and Council of Ministers and the Ministry of Peace and Reconstruction his defendants, conflict victim Suman Adhikari had filed a writ petition at SC on July 24, 2013 with the demand of abrogating the directive.</div>

	Landslides triggered by incessant rainfall killed seven persons in Khimti of Ramechhap district last Tuesday. Among the dead, three are from the same family. &nbsp;The police have informed that Mithu Thapa, 55, his 13-year-old son Kedar and 23-year-old daughter Swasthani from Khimti of Ward No 4 in the district have died in the incident. Sita Sunar of Khimti-3, Bhim Bahadur Tamang, 55, of Rasnalu-1, his wife Batuli Maaya and a woman, whose identity was not ascertained, were buried to death in the landslide.&nbsp;</div>

	<strong><span style="font-size:14px;">Govt Orders Investigation into Adhikari Murder</span></strong></div>

	The government last Monday ordered District Police Office (DPO), Chitwan to investigate into the murder case of Krishna Prashad Adhikari. Adhikari, 19, was allegedly killed by former Maoist rebels in 2004. Following the government&rsquo;s instruction, the DPO has said that it has begun the investigation process. &nbsp;On the first week of this month, the National Human Rights Commission had also recommended the government to promptly probe into the case. Nanda Prashad Adhikari and Ganga Adhikari, parents of the deceased, have been fasting at the Bir Hospital premises a one month demanding action to investigate the murder.</div>

According to a witness, Gyaltso immolated himself around 7:35 am after he prayed and lighted butter lamps in the Stupa. His burned body was rushed to the Maharajgung-based Teaching Hospital where a doctor pronounced him dead.</div>

	<strong>Nine Killed in Separate River Mishaps</strong></div>

	Seven pilgrims were swept to death in Hatpate-1, Sindhuli while trying to cross the rain-swollen Kamala River last Monday. Two other individuals died after their boat capsized in the Saptakosi River on the same day. The boat, headed to Udayapur from Chatara of Sunsari district, capsized mid-river, according to the District Police Office of Sunsari.</div>

	The Special Court has sent the notorious don Ganesh Lama to judicial custody on Thursday after he failed to post the bail amount. Lama has been sent to Dillibazar Jail. A full bench of court led by its chairman Kedar Prashad Chalise has sought three million rupees from Lama following a preliminary hearing on his case of amassing millions of rupees.&nbsp;</div>

	The Department of Money Laundering Investigation (DMLI) had filed a case against Lama on the accusation of amassing Rs 270 million rupees through illegal means.&nbsp;</div>

	<strong>Political Parties Most Corrupt in Nepal: TI Survey&nbsp;</strong></div>

	A study conducted by Transparency International (TI) has found that political parties are the most corrupt among institutions in Nepal. Seventy percent of the total respondents surveyed in 58 municipalities in Nepal answered that political parties are the most corrupt, followed by public service and bureaucracy (66 percent), the police (58 percent), the parliament (51 percent), the judiciary (51 percent) and the private sector (30 percent) which made it to the top five positions. Questions regarding the lodging of complaints against corruption received positive answers from 61 percent of the respondents whereas the remaining 43 percent said they are not aware of any institution where such complaints could be filed. Thirty-nine percent of the respondents said they were not optimistic that action would be taken even if complaints were lodged. Likewise, 40 percent of the respondents said that they bribed officials for getting land-related problems solved. Thirty-seven percent claimed to have paid bribes for judicial services, whereas 30 percent revealed to have done the same with the police.&nbsp;</div>

	The Cabinet on Thursday decided to send 260 Nepal Army personnel in war-ravaged Syria. The Nepali peacekeepers will work under the UN Supervision Mission in Syria (UNSMIS) which was set up in 2012. According to the Minister for Information and Communications, Madhav Prasad Paudel, the government has decided to dispatch 260 peacekeepers to Syria in two phases. The fist contingent of 130 NA personnel will reach Syria by the end of July, while the remaining will head for the country in September, Paudel said. Nepal has been contributing troops to UN peacekeeping operations since 1958.&nbsp;</div>

	In her two-day visit to Nepal, India&rsquo;s Foreign Secretary Sujatha Singh called on President Dr Ram Baran Yadav and Interim Election Council Chairman Khil Raj Regmi separately last Sunday at the official presidential residence to discuss bilateral relations, expansion of mutual cooperation and the contemporary situation of Nepal.At the meeting with Chairman Regmi at Singhadurbar, Singh expressed her hope that the Constituent Assembly polls will be held on the scheduled date of November 19. &ldquo;The Government of India is ready to provide all kinds of assistance to that end,&rdquo; she reportedly said. Singh, who had arrived in Nepal last Saturday after being appointed as Foreign Secretary of the Government of India, also met with Nepali Congress president Sushil Koirala and CPN (UML) chairperson Jhalanath Khanal the same day. Senior officers at the Foreign Ministry, Indian Ambassador to Nepal Ranjit Rae and senior officers of the Indian Embassy were present in both meetings.</div>

	The Supreme Court (SC) issued an interim order to not implement the distribution of identity cards to victims of the conflict and their families. A division bench of Justice Kalyan Shrestha and Baidhyanath Upadhyaya last Monday has stayed the decision of the government to distribute the Identity Cards to the families of those who were killed and disappeared during the conflict.The apex court has ordered the government to stop the implementation of the directive related to the Distribution of Identity Card to Conflict Victims 2069 until its final order. Making the Office of the Prime Minister and Council of Ministers and the Ministry of Peace and Reconstruction his defendants, conflict victim Suman Adhikari had filed a writ petition at SC on July 24, 2013 with the demand of abrogating the directive.</div>

Sita Sunar of Khimti-3, Bhim Bahadur Tamang, 55, of Rasnalu-1, his wife Batuli Maaya and a woman, whose identity was not ascertained, were buried to death in the landslide.&nbsp;</div>

	<strong><span style="font-size:14px;">Govt Orders Investigation into Adhikari Murder</span></strong></div>

	The government last Monday ordered District Police Office (DPO), Chitwan to investigate into the murder case of Krishna Prashad Adhikari. Adhikari, 19, was allegedly killed by former Maoist rebels in 2004. Following the government&rsquo;s instruction, the DPO has said that it has begun the investigation process. &nbsp;On the first week of this month, the National Human Rights Commission had also recommended the government to promptly probe into the case. Nanda Prashad Adhikari and Ganga Adhikari, parents of the deceased, have been fasting at the Bir Hospital premises a one month demanding action to investigate the murder.</div>

According to a witness, Gyaltso immolated himself around 7:35 am after he prayed and lighted butter lamps in the Stupa. His burned body was rushed to the Maharajgung-based Teaching Hospital where a doctor pronounced him dead.</div>

	<strong>Nine Killed in Separate River Mishaps</strong></div>

	Seven pilgrims were swept to death in Hatpate-1, Sindhuli while trying to cross the rain-swollen Kamala River last Monday. Two other individuals died after their boat capsized in the Saptakosi River on the same day. Ex-King Gyanendra, former queen Komal and Former Crown Princess Himani had reached Tikapur to distribute the relief packages on behalf of Himani Trust. The meeting of the Kailali Disaster Rescue Committee held on Thursday had directed the trust to not distribute the relief materials. 	<strong>Political Parties Most Corrupt in Nepal: TI Survey&nbsp;</strong></div>

	A study conducted by Transparency International (TI) has found that political parties are the most corrupt among institutions in Nepal. Seventy percent of the total respondents surveyed in 58 municipalities in Nepal answered that political parties are the most corrupt, followed by public service and bureaucracy (66 percent), the police (58 percent), the parliament (51 percent), the judiciary (51 percent) and the private sector (30 percent) which made it to the top five positions. Questions regarding the lodging of complaints against corruption received positive answers from 61 percent of the respondents whereas the remaining 43 percent said they are not aware of any institution where such complaints could be filed. Thirty-nine percent of the respondents said they were not optimistic that action would be taken even if complaints were lodged. Likewise, 40 percent of the respondents said that they bribed officials for getting land-related problems solved. Thirty-seven percent claimed to have paid bribes for judicial services, whereas 30 percent revealed to have done the same with the police.&nbsp;</div>

	The Cabinet on Thursday decided to send 260 Nepal Army personnel in war-ravaged Syria. The Nepali peacekeepers will work under the UN Supervision Mission in Syria (UNSMIS) which was set up in 2012. According to the Minister for Information and Communications, Madhav Prasad Paudel, the government has decided to dispatch 260 peacekeepers to Syria in two phases. The fist contingent of 130 NA personnel will reach Syria by the end of July, while the remaining will head for the country in September, Paudel said. Nepal has been contributing troops to UN peacekeeping operations since 1958.&nbsp;</div>

China, however, wants to see lasting peace and the end of the transitional phase, according to Gajurel. &ldquo;The rumour that our party is close to China and distant from India is not true,&rdquo; he added.
