According to him, the subsidy to the farmers will be provided through these mills.</p> <p>The subsidised amount will be delivered to the Financial Comptroller General’s Office in three days by the Ministry of Agriculture, said Subedi. The amount will be deposited to the farmers’ account by forming a payment committee in collaboration with the Assistant Chief District Officer of the districts producing sugarcane. The committee will prepare and update the record of the sugar mills including their production capacity, details of production and the farmers involved. Afterwards, the committee will provide suggestion for the subsidy.</p> <p>The finance ministry has issued a circular to the Ministry of Agriculture and Livestock Development for depositing the amount directly to the famers' account. And accordingly, the ministry had also sent data of those 12 sugar mills to the finance ministry, said Subedi. At the beginning, the subsidy will be provided on the basis of the obtained information. </p> <p>The work procedure for depositing the subsidy directly in the farmers’ bank accounts was drafted after receiving complaints of misuse of VAT return facility provided by the sugar mills which was intended to benefit the farmers.</p> <p>According to finance ministry’s spokesperson Chandra Kala Poudel, the work procedure has a provision of handing over the subsidy amount to the payment committees of all those districts producing sugarcane. The measure includes survival (will children born today survive to school age?), school (how much schooling will they complete and how much will they learn?), and health (will they leave school in good health, ready for further learning and/or work as adults?).</p> <p> Nepal’s score of 0.49 out of a maximum possible score of 1 means that a child born in Nepal today will be 49 percent as productive when she grows up as she could be if she enjoyed complete education and full health. The HCI highlights that Nepal is a good performer with respect to childhood survival: 97 out of 100 children born today survive to the age of five. A significant proportion of these children, however, suffer from stunting: 36 out of 100 children are stunted, meaning they carry a lifelong risk of cognitive and physical limitations. The education component of the HCI shows that children in Nepal can expect to complete 11.7 years of school by age 18. According to him, the subsidy to the farmers will be provided through these mills.</p> <p>The subsidised amount will be delivered to the Financial Comptroller General’s Office in three days by the Ministry of Agriculture, said Subedi. The amount will be deposited to the farmers’ account by forming a payment committee in collaboration with the Assistant Chief District Officer of the districts producing sugarcane. The committee will prepare and update the record of the sugar mills including their production capacity, details of production and the farmers involved. Afterwards, the committee will provide suggestion for the subsidy.</p> <p>The finance ministry has issued a circular to the Ministry of Agriculture and Livestock Development for depositing the amount directly to the famers' account. And accordingly, the ministry had also sent data of those 12 sugar mills to the finance ministry, said Subedi. At the beginning, the subsidy will be provided on the basis of the obtained information. </p> <p>The work procedure for depositing the subsidy directly in the farmers’ bank accounts was drafted after receiving complaints of misuse of VAT return facility provided by the sugar mills which was intended to benefit the farmers.</p> <p>According to finance ministry’s spokesperson Chandra Kala Poudel, the work procedure has a provision of handing over the subsidy amount to the payment committees of all those districts producing sugarcane. The measure includes survival (will children born today survive to school age?), school (how much schooling will they complete and how much will they learn?), and health (will they leave school in good health, ready for further learning and/or work as adults?).</p> <p> Nepal’s score of 0.49 out of a maximum possible score of 1 means that a child born in Nepal today will be 49 percent as productive when she grows up as she could be if she enjoyed complete education and full health. The HCI highlights that Nepal is a good performer with respect to childhood survival: 97 out of 100 children born today survive to the age of five. A significant proportion of these children, however, suffer from stunting: 36 out of 100 children are stunted, meaning they carry a lifelong risk of cognitive and physical limitations. The education component of the HCI shows that children in Nepal can expect to complete 11.7 years of school by age 18. The final in a series of financial sector DPCs initiated in 2013, the program supports key reforms through a strengthened legal and regulatory framework, consolidation of the financial sector, placing the financial sector safety net on a firm footing, and laying the ground for further reforms to broaden and deepen access to financial services for both business and individuals.</p> <p> “These two credits will complement and support the priorities of the Government of Nepal by helping strengthen the energy and financial sectors, by bolstering their institutions, and by reducing vulnerabilities and increasing transparency,” said Qimiao Fan, the World Bank’s country director for Bangladesh, Bhutan and Nepal.</p> <p> Under the second agreement, the World Bank will provide $100 million to support the First Programmatic Energy Sector Development Policy Credit Project (DPC). This project supports key policy, regulatory and institutional measures in the sector, including improving the financial viability of the Nepal Electricity Authority (NEA); establishing a regulatory framework that is transparent, autonomous, and accountable; encouraging electricity trade; and restructuring NEA to make it easier for the private sector to compete in the sector. The DPC is linked to the government’s key goal of providing electricity to a hundred percent of the population.
