If the inflow of remittance stops, the country will face financial hardship,” he said.</p> <p> “The country’s export is declining while the import is increasing. The government has been bearing the transportation cost while importing LPG from Barauni-based depot of India to Kathmandu. As per the decision of NOC, the transportation cost of LPG has also surged by Rs 27.89 per cylinder.</p> <p> “We were compelled to increase the transportation cost as the import and sales of LPG was about to halt following the strike of dealers,” said Executive Director of the NOC, Surendra Poudel, adding, “The commission has been increased in such a way that it won’t have financial burden to the corporation.”</p> <p> NOC had earlier formed a taskforce under the direction of the Ministry of Industry, Commerce and Supply to give suggestion on this matter. Poudel said that NOC decided to increase the commission amount according to the suggestion of the taskforce.</p> <p> Poudel further said that the increase in commission has been adjusted in such a way that the consumers won’t feel any burden while purchasing the cooking gas.</p> <p> Bhanu Khanal, deputy spokesperson of NOC, said that the industrialists can earn commission up to Rs 960 million per annum from the decision.</p> <p> Nevertheless, gas industrialists are still disappointed with the decision. LP Gas Industry Association’s President Gokul Bhandari said that the government has showed irresponsible behaviour by increasing the commission by only Rs 27. 89 per cylinder. He claimed that the dealers are running their business at a loss of Rs 100 per cylinder for transporting the cylinder.</p> <p> Nepal imports 40,000 metric tons of cooking gas per month. Maldives and Sri Lanka remain malaria-free, while seven of the region’s nine malaria endemic member states are set to reduce case incidence by 40 percent by 2020.</p> <p> “Region-wide, resolve is strong. As reflected in the 2017 Ministerial Declaration on Accelerating and Sustaining Malaria Elimination in the South-East Asia Region, each of the Region’s Member States are committed to fully routing the disease and achieving a malaria-free South-East Asia Region by 2030,” the statement added.</p> <p> Whether high or low burden, Singh argues that making it happen demands each of them strengthen high-impact, country-led and owned approaches, with civil society playing a key role, as per the theme of this year’s World Malaria Day – ‘zero malaria starts with me’.</p> <p> Firstly, member states should fully operationalize the 2017 Ministerial Declaration. That means mobilizing adequate and sustained funding for national malaria programmes – including from external partners – and distributing it appropriately and efficiently at every level of implementation, according to Singh.</p> <p> Secondly, member states should ensure malaria is a notifiable disease and transform surveillance into a core intervention. To that end, Singh points out that cross-border collaboration is crucial.</p> <p> “A cross-border response will allow authorities to respond to outbreaks more efficiently (especially via complementary initiatives) and better protect vulnerable populations in border areas, which are often malaria-prone. The annual report of the Office of the Attorney General (OAG) mentions this problem every year, but due to the lack of work procedure, the Act is yet to be implemented for the welfare of the security traders.</p> <p> According to Neeraj Giri, spokesperson at the Securities Board of Nepal (Sebon), the board is holding discussings to amend the Act. He further said that it has been difficult to implement the Act as there is no ‘insurance product’ with insurance companies for security traders.</p> <p> Meanwhile, Raju Raman Paudel, executive director at the Insurance Board says, the insurance companies can introduce new policies as per the demand. According to Section 5 of the Act, the security traders should be categorized according to the work performance. Issuing a statement on the eve of the fourth anniversary of the devastation, the NRA said on Tuesday that 382,277 houses out of the total 762,307 with whom it had signed agreements for reconstruction have been rebuilt.</p> <p> According to the NRA, 50 percent households have already completed reconstruction and have started living in their new homes, while 230,658 (30 percent) households are in the process of completing the reconstruction.</p> <p> The NRA said it has been undertaking reconstruction of structures such as private housing, educational institutions, health facilities, and archeological heritages, buildings of security agencies, government offices, and roads, and drinking water. Among them, the NRA said it prioritized the reconstruction of private houses first.</p> <p> The statement says that the overall progress in the reconstruction of private houses is 80 percent.</p> <p> The NRA said that it is trying to solve the problems of vulnerable groups, landless and self-inhabitants while providing housing plots in safer locations for those living in unsafe places.</p> <p> “We are in the process of conducting a final round of survey for grievance hearing. We have been saying from the beginning that, it's not the government that will construct the houses, but the houses will be built with the ownership of the related house-owners. The government will facilitate and provide financial and technical support,” the statement said.</p> <p> Out of the 7,553 schools requiring reconstruction, 4,476 (59 percent) have already been reconstructed while 1,772 are currently under reconstruction.</p> <p> Likewise, 643 (54 percent) out of 1,197 health institutions have been reconstructed while 145 (12 percent) are currently under reconstruction, according to NRA.</p> <p> The NRA the collective effort has helped the country achieve much progress despite various challenges, including political transition, constitution-making process, blockade, establishment of the NRA only after eight months of the earthquake, and the frequent changes in the NRA leadership.</p> <p> However, the biggest challenge in reconstruction and rehabilitation according to the NRA is the financial management.</p> <p> A total of Rs 938 billion was estimated for the five-year reconstruction and rehabilitation plan. Of which, Rs 186 billion has been spent by FY 2017/18, and the revised projected expenditure for this fiscal year is Rs 123 billion.</p> <p> Likewise, NRA expects to mobilize about Rs 200 billion through the government's regular budget program, as well as by the private sector and NGOs. Issuing a statement on the eve of the fourth anniversary of the devastation, the NRA said on Tuesday that 382,277 houses out of the total 762,307 with whom it had signed agreements for reconstruction have been rebuilt.</p> <p> According to the NRA, 50 percent households have already completed reconstruction and have started living in their new homes, while 230,658 (30 percent) households are in the process of completing the reconstruction.</p> <p> The NRA said it has been undertaking reconstruction of structures such as private housing, educational institutions, health facilities, and archeological heritages, buildings of security agencies, government offices, and roads, and drinking water. Among them, the NRA said it prioritized the reconstruction of private houses first.</p> <p> The statement says that the overall progress in the reconstruction of private houses is 80 percent.</p> <p> The NRA said that it is trying to solve the problems of vulnerable groups, landless and self-inhabitants while providing housing plots in safer locations for those living in unsafe places.</p> <p> “We are in the process of conducting a final round of survey for grievance hearing. We have been saying from the beginning that, it's not the government that will construct the houses, but the houses will be built with the ownership of the related house-owners. The government will facilitate and provide financial and technical support,” the statement said.</p> <p> Out of the 7,553 schools requiring reconstruction, 4,476 (59 percent) have already been reconstructed while 1,772 are currently under reconstruction.</p> <p> Likewise, 643 (54 percent) out of 1,197 health institutions have been reconstructed while 145 (12 percent) are currently under reconstruction, according to NRA.</p> <p> The NRA the collective effort has helped the country achieve much progress despite various challenges, including political transition, constitution-making process, blockade, establishment of the NRA only after eight months of the earthquake, and the frequent changes in the NRA leadership.</p> <p> However, the biggest challenge in reconstruction and rehabilitation according to the NRA is the financial management.</p> <p> A total of Rs 938 billion was estimated for the five-year reconstruction and rehabilitation plan. Of which, Rs 186 billion has been spent by FY 2017/18, and the revised projected expenditure for this fiscal year is Rs 123 billion.</p> <p> Likewise, NRA expects to mobilize about Rs 200 billion through the government's regular budget program, as well as by the private sector and NGOs. The project will be implemented by the Alternative Energy Promotion Centre (AEPC), the government's nodal agency for renewable energy promotion in Nepal.</p> <p> “We are thankful for the support of the World Bank in launching this milestone project to encourage commercial financing of renewable and off-grid energy systems in Nepal,” said Joint Secretary Shreekrishna Nepal.</p> <p> “This project will demonstrate that the private sector-led model is feasible in mini-grid development and the government is committed to engage private sector in development.”</p> <p> Under the Project, private entities and cooperatives will be mobilized to provide electricity services to rural areas as “energy service companies” (ESCOs). Earlier on February 6, the SC had ordered the LTO to determine the amount Ncell owns to the government as CGT within three months. In the order, the apex court had also asked the taxpayers’ office to deduct the amount Ncell had already paid.</p> <p> Ncell has already paid Rs 21.54 billion as CGT to the Large Taxpayers’ Office in two installments on May 8, 2016 and June 4, 2017. It has also paid Rs 2.2 billion as late fee.</p> <p> Ncell has mentioned in the writ petition that it is now liable to pay only Rs 14.36 billion to the government.</p> <p> The LTO had earlier sought Rs 60.71 billion as CGT from Ncell. As per the existing laws, any company is liable to pay 25 percent CGT of the total transaction during the buying or selling of the company. The government has been bearing the transportation cost while importing LPG from Barauni-based depot of India to Kathmandu. As per the decision of NOC, the transportation cost of LPG has also surged by Rs 27.89 per cylinder.</p> <p> “We were compelled to increase the transportation cost as the import and sales of LPG was about to halt following the strike of dealers,” said Executive Director of the NOC, Surendra Poudel, adding, “The commission has been increased in such a way that it won’t have financial burden to the corporation.”</p> <p> NOC had earlier formed a taskforce under the direction of the Ministry of Industry, Commerce and Supply to give suggestion on this matter. Poudel said that NOC decided to increase the commission amount according to the suggestion of the taskforce.</p> <p> Poudel further said that the increase in commission has been adjusted in such a way that the consumers won’t feel any burden while purchasing the cooking gas.</p> <p> Bhanu Khanal, deputy spokesperson of NOC, said that the industrialists can earn commission up to Rs 960 million per annum from the decision.</p> <p> Nevertheless, gas industrialists are still disappointed with the decision. LP Gas Industry Association’s President Gokul Bhandari said that the government has showed irresponsible behaviour by increasing the commission by only Rs 27. 89 per cylinder. He claimed that the dealers are running their business at a loss of Rs 100 per cylinder for transporting the cylinder.</p> <p> Nepal imports 40,000 metric tons of cooking gas per month. One ton of LPG amounts to around 70 cylinders. Maldives and Sri Lanka remain malaria-free, while seven of the region’s nine malaria endemic member states are set to reduce case incidence by 40 percent by 2020.</p> <p> “Region-wide, resolve is strong. As reflected in the 2017 Ministerial Declaration on Accelerating and Sustaining Malaria Elimination in the South-East Asia Region, each of the Region’s Member States are committed to fully routing the disease and achieving a malaria-free South-East Asia Region by 2030,” the statement added.</p> <p> Whether high or low burden, Singh argues that making it happen demands each of them strengthen high-impact, country-led and owned approaches, with civil society playing a key role, as per the theme of this year’s World Malaria Day – ‘zero malaria starts with me’.</p> <p> Firstly, member states should fully operationalize the 2017 Ministerial Declaration. That means mobilizing adequate and sustained funding for national malaria programmes – including from external partners – and distributing it appropriately and efficiently at every level of implementation, according to Singh.</p> <p> Secondly, member states should ensure malaria is a notifiable disease and transform surveillance into a core intervention. To that end, Singh points out that cross-border collaboration is crucial.</p> <p> “A cross-border response will allow authorities to respond to outbreaks more efficiently (especially via complementary initiatives) and better protect vulnerable populations in border areas, which are often malaria-prone. It will also enhance country-to-country capacity building, including in research.”</p> <p> WHO said it is always committed to providing member states its full technical and operational support to ensure malaria’s burden is lifted region-wide. He further said that it has been difficult to implement the Act as there is no ‘insurance product’ with insurance companies for security traders.</p> <p> Meanwhile, Raju Raman Paudel, executive director at the Insurance Board says, the insurance companies can introduce new policies as per the demand. According to Section 5 of the Act, the security traders should be categorized according to the work performance. Issuing a statement on the eve of the fourth anniversary of the devastation, the NRA said on Tuesday that 382,277 houses out of the total 762,307 with whom it had signed agreements for reconstruction have been rebuilt.</p> <p> According to the NRA, 50 percent households have already completed reconstruction and have started living in their new homes, while 230,658 (30 percent) households are in the process of completing the reconstruction.</p> <p> The NRA said it has been undertaking reconstruction of structures such as private housing, educational institutions, health facilities, and archeological heritages, buildings of security agencies, government offices, and roads, and drinking water. Among them, the NRA said it prioritized the reconstruction of private houses first.</p> <p> The statement says that the overall progress in the reconstruction of private houses is 80 percent.</p> <p> The NRA said that it is trying to solve the problems of vulnerable groups, landless and self-inhabitants while providing housing plots in safer locations for those living in unsafe places.</p> <p> “We are in the process of conducting a final round of survey for grievance hearing. We have been saying from the beginning that, it's not the government that will construct the houses, but the houses will be built with the ownership of the related house-owners. The government will facilitate and provide financial and technical support,” the statement said.</p> <p> Out of the 7,553 schools requiring reconstruction, 4,476 (59 percent) have already been reconstructed while 1,772 are currently under reconstruction.</p> <p> Likewise, 643 (54 percent) out of 1,197 health institutions have been reconstructed while 145 (12 percent) are currently under reconstruction, according to NRA.</p> <p> The NRA the collective effort has helped the country achieve much progress despite various challenges, including political transition, constitution-making process, blockade, establishment of the NRA only after eight months of the earthquake, and the frequent changes in the NRA leadership.</p> <p> However, the biggest challenge in reconstruction and rehabilitation according to the NRA is the financial management.</p> <p> A total of Rs 938 billion was estimated for the five-year reconstruction and rehabilitation plan. Of which, Rs 186 billion has been spent by FY 2017/18, and the revised projected expenditure for this fiscal year is Rs 123 billion.</p> <p> Likewise, NRA expects to mobilize about Rs 200 billion through the government's regular budget program, as well as by the private sector and NGOs. As per the decision of NOC, the transportation cost of LPG has also surged by Rs 27.89 per cylinder.</p> <p> “We were compelled to increase the transportation cost as the import and sales of LPG was about to halt following the strike of dealers,” said Executive Director of the NOC, Surendra Poudel, adding, “The commission has been increased in such a way that it won’t have financial burden to the corporation.”</p> <p> NOC had earlier formed a taskforce under the direction of the Ministry of Industry, Commerce and Supply to give suggestion on this matter. Poudel said that NOC decided to increase the commission amount according to the suggestion of the taskforce.</p> <p> Poudel further said that the increase in commission has been adjusted in such a way that the consumers won’t feel any burden while purchasing the cooking gas.</p> <p> Bhanu Khanal, deputy spokesperson of NOC, said that the industrialists can earn commission up to Rs 960 million per annum from the decision.</p> <p> Nevertheless, gas industrialists are still disappointed with the decision. Issuing a statement on the eve of the fourth anniversary of the devastation, the NRA said on Tuesday that 382,277 houses out of the total 762,307 with whom it had signed agreements for reconstruction have been rebuilt.</p> <p> According to the NRA, 50 percent households have already completed reconstruction and have started living in their new homes, while 230,658 (30 percent) households are in the process of completing the reconstruction.</p> <p> The NRA said it has been undertaking reconstruction of structures such as private housing, educational institutions, health facilities, and archeological heritages, buildings of security agencies, government offices, and roads, and drinking water. Among them, the NRA said it prioritized the reconstruction of private houses first.</p> <p> The statement says that the overall progress in the reconstruction of private houses is 80 percent.</p> <p> The NRA said that it is trying to solve the problems of vulnerable groups, landless and self-inhabitants while providing housing plots in safer locations for those living in unsafe places.</p> <p> “We are in the process of conducting a final round of survey for grievance hearing. We have been saying from the beginning that, it's not the government that will construct the houses, but the houses will be built with the ownership of the related house-owners. The government will facilitate and provide financial and technical support,” the statement said.</p> <p> Out of the 7,553 schools requiring reconstruction, 4,476 (59 percent) have already been reconstructed while 1,772 are currently under reconstruction.</p> <p> Likewise, 643 (54 percent) out of 1,197 health institutions have been reconstructed while 145 (12 percent) are currently under reconstruction, according to NRA.</p> <p> The NRA the collective effort has helped the country achieve much progress despite various challenges, including political transition, constitution-making process, blockade, establishment of the NRA only after eight months of the earthquake, and the frequent changes in the NRA leadership.</p> <p> However, the biggest challenge in reconstruction and rehabilitation according to the NRA is the financial management.</p> <p> A total of Rs 938 billion was estimated for the five-year reconstruction and rehabilitation plan. Of which, Rs 186 billion has been spent by FY 2017/18, and the revised projected expenditure for this fiscal year is Rs 123 billion.</p> <p> Likewise, NRA expects to mobilize about Rs 200 billion through the government's regular budget program, as well as by the private sector and NGOs. The project will be implemented by the Alternative Energy Promotion Centre (AEPC), the government's nodal agency for renewable energy promotion in Nepal.</p> <p> “We are thankful for the support of the World Bank in launching this milestone project to encourage commercial financing of renewable and off-grid energy systems in Nepal,” said Joint Secretary Shreekrishna Nepal.</p> <p> “This project will demonstrate that the private sector-led model is feasible in mini-grid development and the government is committed to engage private sector in development.”</p> <p> Under the Project, private entities and cooperatives will be mobilized to provide electricity services to rural areas as “energy service companies” (ESCOs). Earlier on February 6, the SC had ordered the LTO to determine the amount Ncell owns to the government as CGT within three months. In the order, the apex court had also asked the taxpayers’ office to deduct the amount Ncell had already paid.</p> <p> Ncell has already paid Rs 21.54 billion as CGT to the Large Taxpayers’ Office in two installments on May 8, 2016 and June 4, 2017. It has also paid Rs 2.2 billion as late fee.</p> <p> Ncell has mentioned in the writ petition that it is now liable to pay only Rs 14.36 billion to the government.</p> <p> The LTO had earlier sought Rs 60.71 billion as CGT from Ncell. As per the existing laws, any company is liable to pay 25 percent CGT of the total transaction during the buying or selling of the company.
