<p style="text-align: justify;">In a recently concluded Nepal Energy Investment Conference 2016, participants had shown interest in investing hundreds of billions in medium and large size electricity projects. However, for that, they demand improvement in investment environment and formulation of one door license policy. Budhigandaki(1200MW), Nalsigha Gadh(410MW), Tamor(762MW), Aadhi Khola(180MW) are the projects that can attract the foreign investors. Apparently, the foreign investors are keen to invest in Tamakhosi Fifth (87MW), Upper Tamor( 415MW), Tamakoshi Third (650MW) and Big Bheri (530MW).</p>

<p style="text-align: justify;">As these projects are impossible without the support of foreign investment, stakeholders demand creation of investment friendly environment to attract foreign investment. The long and procedural perplexity for obtaining license in order to work in Nepal is the biggest obstacle for investment,&rdquo; says Allard Nooy, CEO of InfraCo Asia.</p>

<p style="text-align: justify;">Nepal&rsquo;s energy crisis cannot be addressed without vast investment in hydropower. Although due to political instability and lack of investment security guarantee, foreign companies are reluctant to invest in Nepal.</p>

<p style="text-align: justify;">According to the bank, the shareowners and the share investors who purchase the bank&rsquo;s share till June 6 can apply for the right shares. Interested shareholders can submit the purchase application from Nabil Investment Banking and &nbsp;all the branches of &nbsp;Sanima Bank.</p>

<p style="text-align: justify;">Meanwhile, the paid-up capital of the bank will totalled Rs 4.59 billion after the right share issuance. In order to meet the required paid-up capital as per NRB directive, the bank is planning to issue 40 percent right shares and 12 percent bonus shares in upcoming FY. The bank has planned to re-issue bonus shares to meet the remaining paid-up capital.</p>

<p style="text-align: justify;">Additionally, the bank predicts to earn Rs 861.3 million profit in the current FY. It has expected EPS to reach Rs 18.86 and net worth per share 126 times. &nbsp;Similarly, the bank has earned net profit of Rs 670.4 million in the third quarter of current FY. Operating profit and net interest income of the bank has increased by 55.95 percent and 47 percent. Moreover, the bank has been able to recover Rs 16.9 million bad debt of the last FY.</p>

The institution informs that in the 4 years Bachelors degree, students will study 2 years in Kathmandu and 2 years in Solukhumbu. It will cost Rs 400,000 to Rs 700,000 for completing Bachelors level in mountaineering academy. However, it has been informed that Nepali students will be charged minimum fee.</p>

<p style="text-align: justify;">According to the financial report before the merger, Kailash Bikash bank had Rs 1.11 billion, Nepal Express had Rs 298.4 million and Metro Development bank had Rs 251 million paid-up capital till the mid-March of current FY. As per the statement, Chairman and CEO of the merged bank will be Rajendra Giri and Krishna Raj Lamichhane respectively of Kailash Bikash Bank. The executive committee includes Chairman Giri, Deepak Shrestha and Suresh Upadhya of Kailash Bikash Bank, Narayan Baral, Chairman of Metro Development Bank and Sunil Narayan Shrestha, CEO of Nepal Express Finance.</p>

<p style="text-align: justify;">Surya Prasad Tiwari, CEO OF Metro Bank has been assigned the post of Vice-General Manager in the merged bank. &ldquo;The merged bank has become the number one development bank in terms of deposits collection, capital and loan flow,&rdquo; claims the CEO of the merged bank. According to Lamichhane, the bank will distribute 25 percent bonus and 20 percent right shares to the shareholders from the profit of the current fiscal year so as to make paid-up capital Rs 2.5 billion by the end of FY 2073/2074. &nbsp;The bank has also planned to re-issue right shares to meet the paid-up capital. After the merger, the central office of the bank will be in Kathmandu while the regional office will be in Pokhara.</p>

<p style="text-align: justify;">The sales pressure on MFs share has increased with the news circulation that in the upcoming monetary policy, NRB is directing MFs to increase paid-up capital by merely 2 folds. &ldquo;The investors had held big quantity of MFs shares in expectation of 4 folds capital increment in order to get bonus shares and right shares. But as it is not happening soon, the investors have started to sell their holdings that have decreased price of MFs shares due to high supply,&rdquo; says share brokers.</p>

<p style="text-align: justify;">Previously also, board of directors (BOD) of NRB, citing inappropriate, had showed reluctance in taking decision on paid-up capital increment. In the other hand, Nepal Microfinance Bankers Associations has also suggested to increase paid-up capital by only 2.5 folds. According to them, it will be problematic to increase paid-up capital by 4 folds to all microfinance.</p>

<p style="text-align: justify;">However, as the announcement on paid-up capital increment is made in monetary policy by NRB, it cannot decline the procedure. Thus, as per the NRB source, it has pressure of directing MFs to increase paid-up capital by at least 2 folds. Although, as the NRB BOD will take the final decision, analysts say that prediction cannot be made on what kind of directive or how much increment will be made.</p>

<p style="text-align: justify;">Presently, paid-up capital requirement for national level MFs is Rs 100 million, regional level is Rs 60 million, MFs operating in 4-10 districts is Rs 20 million and MFs operating in 1-3 districts is Rs 10 million.</p>

<p style="text-align: justify;"><u><strong>Effects of 2 fold increment</strong></u></p>

<p style="text-align: justify;">If NRB directs MFs to increase paid-up capital by 2 folds, as per the statistics till mid-March, 26 MFs will have to increase their paid-up capital. As few of them have not issued general shares till date, they will have to issue initial public offering (IPO) as alternative of paid-up capital increment.&nbsp;</p>

<p style="text-align:justify">He opines that formation of budget with current expenses unable to meet by internal revenue itself signals threat. The government has targeted to raise revenue of Rs 565.89 billion while has allocated Rs 617.16 billion for general expenses.</p>

<p style="text-align:justify">In the current FY, the government has targeted to raise revenue of Rs 475 billion but forty days prior end of the current FY, it has been able to raise Rs 369 billion (77.78 percent) revenue only. &ldquo;In such circumstances, the large size budget brought by the government lashing out the reality is the worst of an example of financial discipline,&rdquo; he said. &ldquo;Economic crisis starts with the need of borrowing to manage current expenses. It will make economy unsteady rather than progressive.&rdquo;</p>

<p style="text-align:justify">Similarly, the government, failing to evaluate affects of accumulated internal loan of Rs 88 billion in the current FY, has planned of raising internal loan of Rs 111 billion in the upcoming FY. Earlier, Ncell has taken approval for Rs 2.05 capital from the department. &ldquo;Based on the current transaction, the company has already increased proposed capital and capacity. It has submitted the proposal only to fulfil legal procedure,&rdquo; says Maheshwor Naupane, General Director of DOI.</p>

<p style="text-align: justify;">Ncell, being a company under foreign direct investment (FDI), can increases its capital only after taking mandatory pre-approval from DOI. However, record of the company registrar office shows of Rs 10 billion capital increment by Ncell without taking prior approval. &nbsp;Consequently, DOI had summoned Ncell twice demanding clarification. According to the DOI, after a long period of avoidance, Ncell has directly submitted capital increment plan.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The Ncell proposal has been discussed in the meeting of Industrial Promotion Board (IPB) on Sunday which is chaired by Industry Minister, however no conclusion was derived.&rdquo; informs Naupane who is also the member- secretary of IPB. The meeting has formed seven members&rsquo; committee under chairmanship of Surya Prasad Silwal Secretary of DOI in order to study the proposal.&nbsp; The committee will study company&rsquo;s plan, requirements, tasks performed without approval of DOI and submit the necessary report to the board.</p>

<p style="text-align: justify;">&ldquo;Apparently Ncell has been adding capital from its profit over the years. The company is likely being ignoring DOI while increasing its capital without approval. The board will take necessary decision stepping within the authority given by the law,&rdquo; Naupane added. He informs that there is a provision in the law for dissolution of the company in such circumstances but it might not be applicable in case of &nbsp;Ncell.&nbsp;</p>

However, for that, they demand improvement in investment environment and formulation of one door license policy. Budhigandaki(1200MW), Nalsigha Gadh(410MW), Tamor(762MW), Aadhi Khola(180MW) are the projects that can attract the foreign investors. Apparently, the foreign investors are keen to invest in Tamakhosi Fifth (87MW), Upper Tamor( 415MW), Tamakoshi Third (650MW) and Big Bheri (530MW).</p>

<p style="text-align: justify;">As these projects are impossible without the support of foreign investment, stakeholders demand creation of investment friendly environment to attract foreign investment. The long and procedural perplexity for obtaining license in order to work in Nepal is the biggest obstacle for investment,&rdquo; says Allard Nooy, CEO of InfraCo Asia.</p>

<p style="text-align: justify;">Nepal&rsquo;s energy crisis cannot be addressed without vast investment in hydropower. Although due to political instability and lack of investment security guarantee, foreign companies are reluctant to invest in Nepal.</p>

<p style="text-align: justify;">Additionally, the bank predicts to earn Rs 861.3 million profit in the current FY. It has expected EPS to reach Rs 18.86 and net worth per share 126 times. &nbsp;Similarly, the bank has earned net profit of Rs 670.4 million in the third quarter of current FY. Operating profit and net interest income of the bank has increased by 55.95 percent and 47 percent. Moreover, the bank has been able to recover Rs 16.9 million bad debt of the last FY.</p>

<p style="text-align: justify;">Surya Prasad Tiwari, CEO OF Metro Bank has been assigned the post of Vice-General Manager in the merged bank. &ldquo;The merged bank has become the number one development bank in terms of deposits collection, capital and loan flow,&rdquo; claims the CEO of the merged bank. According to Lamichhane, the bank will distribute 25 percent bonus and 20 percent right shares to the shareholders from the profit of the current fiscal year so as to make paid-up capital Rs 2.5 billion by the end of FY 2073/2074. &nbsp;The bank has also planned to re-issue right shares to meet the paid-up capital. But as it is not happening soon, the investors have started to sell their holdings that have decreased price of MFs shares due to high supply,&rdquo; says share brokers.</p>

<p style="text-align: justify;">Previously also, board of directors (BOD) of NRB, citing inappropriate, had showed reluctance in taking decision on paid-up capital increment. In the other hand, Nepal Microfinance Bankers Associations has also suggested to increase paid-up capital by only 2.5 folds. According to them, it will be problematic to increase paid-up capital by 4 folds to all microfinance.</p>

<p style="text-align: justify;">However, as the announcement on paid-up capital increment is made in monetary policy by NRB, it cannot decline the procedure. Thus, as per the NRB source, it has pressure of directing MFs to increase paid-up capital by at least 2 folds. Although, as the NRB BOD will take the final decision, analysts say that prediction cannot be made on what kind of directive or how much increment will be made.</p>

<p style="text-align: justify;">Presently, paid-up capital requirement for national level MFs is Rs 100 million, regional level is Rs 60 million, MFs operating in 4-10 districts is Rs 20 million and MFs operating in 1-3 districts is Rs 10 million.</p>

<p style="text-align: justify;"><u><strong>Effects of 2 fold increment</strong></u></p>

<p style="text-align: justify;">If NRB directs MFs to increase paid-up capital by 2 folds, as per the statistics till mid-March, 26 MFs will have to increase their paid-up capital. As few of them have not issued general shares till date, they will have to issue initial public offering (IPO) as alternative of paid-up capital increment.&nbsp;</p>

<p style="text-align:justify">Similarly, the government, failing to evaluate affects of accumulated internal loan of Rs 88 billion in the current FY, has planned of raising internal loan of Rs 111 billion in the upcoming FY. Mahat argues that investment for private sector will be difficult due to increase in interest rate if the government raise loan from internal market. However, record of the company registrar office shows of Rs 10 billion capital increment by Ncell without taking prior approval. &nbsp;Consequently, DOI had summoned Ncell twice demanding clarification. According to the DOI, after a long period of avoidance, Ncell has directly submitted capital increment plan.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The Ncell proposal has been discussed in the meeting of Industrial Promotion Board (IPB) on Sunday which is chaired by Industry Minister, however no conclusion was derived.&rdquo; informs Naupane who is also the member- secretary of IPB. The meeting has formed seven members&rsquo; committee under chairmanship of Surya Prasad Silwal Secretary of DOI in order to study the proposal.&nbsp; The committee will study company&rsquo;s plan, requirements, tasks performed without approval of DOI and submit the necessary report to the board.</p>

<p style="text-align: justify;">&ldquo;Apparently Ncell has been adding capital from its profit over the years. The company is likely being ignoring DOI while increasing its capital without approval. The board will take necessary decision stepping within the authority given by the law,&rdquo; Naupane added. He informs that there is a provision in the law for dissolution of the company in such circumstances but it might not be applicable in case of &nbsp;Ncell.&nbsp;</p>

<p style="text-align: justify;">In a recently concluded Nepal Energy Investment Conference 2016, participants had shown interest in investing hundreds of billions in medium and large size electricity projects. However, for that, they demand improvement in investment environment and formulation of one door license policy. Budhigandaki(1200MW), Nalsigha Gadh(410MW), Tamor(762MW), Aadhi Khola(180MW) are the projects that can attract the foreign investors. Apparently, the foreign investors are keen to invest in Tamakhosi Fifth (87MW), Upper Tamor( 415MW), Tamakoshi Third (650MW) and Big Bheri (530MW).</p>

<p style="text-align: justify;">As these projects are impossible without the support of foreign investment, stakeholders demand creation of investment friendly environment to attract foreign investment. The long and procedural perplexity for obtaining license in order to work in Nepal is the biggest obstacle for investment,&rdquo; says Allard Nooy, CEO of InfraCo Asia.</p>

<p style="text-align: justify;">Nepal&rsquo;s energy crisis cannot be addressed without vast investment in hydropower. Although due to political instability and lack of investment security guarantee, foreign companies are reluctant to invest in Nepal.</p>

<p style="text-align: justify;">According to the bank, the shareowners and the share investors who purchase the bank&rsquo;s share till June 6 can apply for the right shares. Interested shareholders can submit the purchase application from Nabil Investment Banking and &nbsp;all the branches of &nbsp;Sanima Bank.</p>

<p style="text-align: justify;">Meanwhile, the paid-up capital of the bank will totalled Rs 4.59 billion after the right share issuance. In order to meet the required paid-up capital as per NRB directive, the bank is planning to issue 40 percent right shares and 12 percent bonus shares in upcoming FY. The bank has planned to re-issue bonus shares to meet the remaining paid-up capital.</p>

<p style="text-align: justify;">Additionally, the bank predicts to earn Rs 861.3 million profit in the current FY. It has expected EPS to reach Rs 18.86 and net worth per share 126 times. &nbsp;Similarly, the bank has earned net profit of Rs 670.4 million in the third quarter of current FY. Operating profit and net interest income of the bank has increased by 55.95 percent and 47 percent. Moreover, the bank has been able to recover Rs 16.9 million bad debt of the last FY.</p>

<p style="text-align: justify;">The sales pressure on MFs share has increased with the news circulation that in the upcoming monetary policy, NRB is directing MFs to increase paid-up capital by merely 2 folds. &ldquo;The investors had held big quantity of MFs shares in expectation of 4 folds capital increment in order to get bonus shares and right shares. But as it is not happening soon, the investors have started to sell their holdings that have decreased price of MFs shares due to high supply,&rdquo; says share brokers.</p>

<p style="text-align: justify;">Previously also, board of directors (BOD) of NRB, citing inappropriate, had showed reluctance in taking decision on paid-up capital increment. In the other hand, Nepal Microfinance Bankers Associations has also suggested to increase paid-up capital by only 2.5 folds. According to them, it will be problematic to increase paid-up capital by 4 folds to all microfinance.</p>

<p style="text-align: justify;">However, as the announcement on paid-up capital increment is made in monetary policy by NRB, it cannot decline the procedure. Thus, as per the NRB source, it has pressure of directing MFs to increase paid-up capital by at least 2 folds. Although, as the NRB BOD will take the final decision, analysts say that prediction cannot be made on what kind of directive or how much increment will be made.</p>

<p style="text-align: justify;">Presently, paid-up capital requirement for national level MFs is Rs 100 million, regional level is Rs 60 million, MFs operating in 4-10 districts is Rs 20 million and MFs operating in 1-3 districts is Rs 10 million.</p>

<p style="text-align: justify;"><u><strong>Effects of 2 fold increment</strong></u></p>

<p style="text-align: justify;">If NRB directs MFs to increase paid-up capital by 2 folds, as per the statistics till mid-March, 26 MFs will have to increase their paid-up capital. As few of them have not issued general shares till date, they will have to issue initial public offering (IPO) as alternative of paid-up capital increment.&nbsp;</p>

<p style="text-align:justify">He opines that formation of budget with current expenses unable to meet by internal revenue itself signals threat. The government has targeted to raise revenue of Rs 565.89 billion while has allocated Rs 617.16 billion for general expenses.</p>

<p style="text-align:justify">In the current FY, the government has targeted to raise revenue of Rs 475 billion but forty days prior end of the current FY, it has been able to raise Rs 369 billion (77.78 percent) revenue only. &ldquo;In such circumstances, the large size budget brought by the government lashing out the reality is the worst of an example of financial discipline,&rdquo; he said. &ldquo;Economic crisis starts with the need of borrowing to manage current expenses. It will make economy unsteady rather than progressive.&rdquo;</p>

<p style="text-align:justify">Similarly, the government, failing to evaluate affects of accumulated internal loan of Rs 88 billion in the current FY, has planned of raising internal loan of Rs 111 billion in the upcoming FY. Mahat argues that investment for private sector will be difficult due to increase in interest rate if the government raise loan from internal market. He welcomed the decision of increasing social security allowance and suggested for institutional development of local governing body in order to distribute social security allowance transparently.&nbsp;</p>

<p style="text-align: justify;">Ncell, being a company under foreign direct investment (FDI), can increases its capital only after taking mandatory pre-approval from DOI. However, record of the company registrar office shows of Rs 10 billion capital increment by Ncell without taking prior approval. &nbsp;Consequently, DOI had summoned Ncell twice demanding clarification. According to the DOI, after a long period of avoidance, Ncell has directly submitted capital increment plan.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The Ncell proposal has been discussed in the meeting of Industrial Promotion Board (IPB) on Sunday which is chaired by Industry Minister, however no conclusion was derived.&rdquo; informs Naupane who is also the member- secretary of IPB. The meeting has formed seven members&rsquo; committee under chairmanship of Surya Prasad Silwal Secretary of DOI in order to study the proposal.&nbsp; The committee will study company&rsquo;s plan, requirements, tasks performed without approval of DOI and submit the necessary report to the board.</p>

<p style="text-align: justify;">&ldquo;Apparently Ncell has been adding capital from its profit over the years. The company is likely being ignoring DOI while increasing its capital without approval. The board will take necessary decision stepping within the authority given by the law,&rdquo; Naupane added. He informs that there is a provision in the law for dissolution of the company in such circumstances but it might not be applicable in case of &nbsp;Ncell.&nbsp;</p>

<p style="text-align: justify;">In a recently concluded Nepal Energy Investment Conference 2016, participants had shown interest in investing hundreds of billions in medium and large size electricity projects. However, for that, they demand improvement in investment environment and formulation of one door license policy. Budhigandaki(1200MW), Nalsigha Gadh(410MW), Tamor(762MW), Aadhi Khola(180MW) are the projects that can attract the foreign investors. Apparently, the foreign investors are keen to invest in Tamakhosi Fifth (87MW), Upper Tamor( 415MW), Tamakoshi Third (650MW) and Big Bheri (530MW).</p>

<p style="text-align: justify;">As these projects are impossible without the support of foreign investment, stakeholders demand creation of investment friendly environment to attract foreign investment. The long and procedural perplexity for obtaining license in order to work in Nepal is the biggest obstacle for investment,&rdquo; says Allard Nooy, CEO of InfraCo Asia.</p>

<p style="text-align: justify;">Nepal&rsquo;s energy crisis cannot be addressed without vast investment in hydropower. Although due to political instability and lack of investment security guarantee, foreign companies are reluctant to invest in Nepal.</p>

The bank has planned to re-issue bonus shares to meet the remaining paid-up capital.</p>

<p style="text-align: justify;">Additionally, the bank predicts to earn Rs 861.3 million profit in the current FY. It has expected EPS to reach Rs 18.86 and net worth per share 126 times. &nbsp;Similarly, the bank has earned net profit of Rs 670.4 million in the third quarter of current FY. Operating profit and net interest income of the bank has increased by 55.95 percent and 47 percent. Moreover, the bank has been able to recover Rs 16.9 million bad debt of the last FY.</p>

According to the Lakpa Futi Sherpa, Executive Director of MAN, the academy has obtained license from Tribhuvan University for 4 years Bachelors Degree in Mountaineering Studies. &quot;Along with the bachelor&#39;s degree, the academy is in process to conduct master&#39;s level studies from next year,&quot; she added.</p>

<p style="text-align: justify;">The academy will be the first formal educational institute in Nepal providing studies on mountaineering, mountain environment management and mountain guides. &nbsp;Sherpa claims &ldquo;The academy will be the first academy in Asia that will teach mountain related studies&quot;.</p>

<p style="text-align: justify;">The study has been targeted on students having interest in mountaineering and adventurous sport. Since, Mount Everest, the highest peak in the world is in Nepal, students will have privilege to do practical study in real mountains.</p>

<p style="text-align: justify;">The institution believes that once the course started, students from all across the world will arrive in the academy to undertake mountaineering related studies. The institution informs that in the 4 years Bachelors degree, students will study 2 years in Kathmandu and 2 years in Solukhumbu. It will cost Rs 400,000 to Rs 700,000 for completing Bachelors level in mountaineering academy. However, it has been informed that Nepali students will be charged minimum fee.</p>

As per the statement, Chairman and CEO of the merged bank will be Rajendra Giri and Krishna Raj Lamichhane respectively of Kailash Bikash Bank. The executive committee includes Chairman Giri, Deepak Shrestha and Suresh Upadhya of Kailash Bikash Bank, Narayan Baral, Chairman of Metro Development Bank and Sunil Narayan Shrestha, CEO of Nepal Express Finance.</p>

<p style="text-align: justify;">Surya Prasad Tiwari, CEO OF Metro Bank has been assigned the post of Vice-General Manager in the merged bank. &ldquo;The merged bank has become the number one development bank in terms of deposits collection, capital and loan flow,&rdquo; claims the CEO of the merged bank. According to Lamichhane, the bank will distribute 25 percent bonus and 20 percent right shares to the shareholders from the profit of the current fiscal year so as to make paid-up capital Rs 2.5 billion by the end of FY 2073/2074. &nbsp;The bank has also planned to re-issue right shares to meet the paid-up capital. After the merger, the central office of the bank will be in Kathmandu while the regional office will be in Pokhara.</p>

<p style="text-align: justify;">The sales pressure on MFs share has increased with the news circulation that in the upcoming monetary policy, NRB is directing MFs to increase paid-up capital by merely 2 folds. &ldquo;The investors had held big quantity of MFs shares in expectation of 4 folds capital increment in order to get bonus shares and right shares. But as it is not happening soon, the investors have started to sell their holdings that have decreased price of MFs shares due to high supply,&rdquo; says share brokers.</p>

<p style="text-align: justify;">Previously also, board of directors (BOD) of NRB, citing inappropriate, had showed reluctance in taking decision on paid-up capital increment. In the other hand, Nepal Microfinance Bankers Associations has also suggested to increase paid-up capital by only 2.5 folds. According to them, it will be problematic to increase paid-up capital by 4 folds to all microfinance.</p>

<p style="text-align: justify;">However, as the announcement on paid-up capital increment is made in monetary policy by NRB, it cannot decline the procedure. Thus, as per the NRB source, it has pressure of directing MFs to increase paid-up capital by at least 2 folds. Although, as the NRB BOD will take the final decision, analysts say that prediction cannot be made on what kind of directive or how much increment will be made.</p>

<p style="text-align: justify;">Presently, paid-up capital requirement for national level MFs is Rs 100 million, regional level is Rs 60 million, MFs operating in 4-10 districts is Rs 20 million and MFs operating in 1-3 districts is Rs 10 million.</p>

<p style="text-align: justify;"><u><strong>Effects of 2 fold increment</strong></u></p>

<p style="text-align: justify;">If NRB directs MFs to increase paid-up capital by 2 folds, as per the statistics till mid-March, 26 MFs will have to increase their paid-up capital. As few of them have not issued general shares till date, they will have to issue initial public offering (IPO) as alternative of paid-up capital increment.&nbsp;</p>

<p style="text-align:justify">He opines that formation of budget with current expenses unable to meet by internal revenue itself signals threat. The government has targeted to raise revenue of Rs 565.89 billion while has allocated Rs 617.16 billion for general expenses.</p>

<p style="text-align:justify">In the current FY, the government has targeted to raise revenue of Rs 475 billion but forty days prior end of the current FY, it has been able to raise Rs 369 billion (77.78 percent) revenue only. &ldquo;In such circumstances, the large size budget brought by the government lashing out the reality is the worst of an example of financial discipline,&rdquo; he said. &ldquo;Economic crisis starts with the need of borrowing to manage current expenses. It will make economy unsteady rather than progressive.&rdquo;</p>

<p style="text-align:justify">Similarly, the government, failing to evaluate affects of accumulated internal loan of Rs 88 billion in the current FY, has planned of raising internal loan of Rs 111 billion in the upcoming FY. Mahat argues that investment for private sector will be difficult due to increase in interest rate if the government raise loan from internal market. He welcomed the decision of increasing social security allowance and suggested for institutional development of local governing body in order to distribute social security allowance transparently.&nbsp;</p>

<p style="text-align: justify;">Ncell, being a company under foreign direct investment (FDI), can increases its capital only after taking mandatory pre-approval from DOI. However, record of the company registrar office shows of Rs 10 billion capital increment by Ncell without taking prior approval. &nbsp;Consequently, DOI had summoned Ncell twice demanding clarification. According to the DOI, after a long period of avoidance, Ncell has directly submitted capital increment plan.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The Ncell proposal has been discussed in the meeting of Industrial Promotion Board (IPB) on Sunday which is chaired by Industry Minister, however no conclusion was derived.&rdquo; informs Naupane who is also the member- secretary of IPB. The meeting has formed seven members&rsquo; committee under chairmanship of Surya Prasad Silwal Secretary of DOI in order to study the proposal.&nbsp; The committee will study company&rsquo;s plan, requirements, tasks performed without approval of DOI and submit the necessary report to the board.</p>

<p style="text-align: justify;">&ldquo;Apparently Ncell has been adding capital from its profit over the years. The company is likely being ignoring DOI while increasing its capital without approval. The board will take necessary decision stepping within the authority given by the law,&rdquo; Naupane added. He informs that there is a provision in the law for dissolution of the company in such circumstances but it might not be applicable in case of &nbsp;Ncell.&nbsp;</p>
